which was referred to the <committee-name committee-id="HSY00">Committee on Science, Space, and Technology</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Comptroller General of the United States to conduct a study on certain Federal funding made available to entities located in the People’s Republic of China or majority owned or controlled by the Chinese Communist Party, and for other purposes.</official-title></form><legis-body id="H935F7A87E76F4334BE8780D9D859F85B" style="OLC"><section id="H82BF1A88831C4A76B8C3BD446BF4C352" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Chinese Research Funds Accounting Act</short-title></quote>.</text></section><section id="HD3EDF176535B4839A44F8D25F1EA0190"><enum>2.</enum><header>Study and report</header><subsection id="HF59740190BEF4C63A70AB30339034566"><enum>(a)</enum><header>Study</header><text display-inline="yes-display-inline">The Comptroller General of the United States shall conduct a study on Federal funding made available to covered entities for research during the study period.</text></subsection><subsection id="H07BFF6A1925C4CCDB98BF70A4008B67D"><enum>(b)</enum><header>Matters To be included</header><text display-inline="yes-display-inline">The study conducted under subsection (a) shall include, to the extent practicable with respect to the study period, an assessment of—</text><paragraph id="HB5750FE9E79F4B3AA386C3EE2DE6F691"><enum>(1)</enum><text display-inline="yes-display-inline">the total amount of Federal funding made available to covered entities for research;</text></paragraph><paragraph id="HD945379EB82F4255B6915879B1521407"><enum>(2)</enum><text display-inline="yes-display-inline">the total number and types of covered entities to whom such funding was made available;</text></paragraph><paragraph id="HBCF73CA2C5624569846B79E892CBD1FA"><enum>(3)</enum><text display-inline="yes-display-inline">the requirements relating to the awarding, tracking, and monitoring of such funding; </text></paragraph><paragraph id="H1DACEE2E33294BF98F96F412499F0B13"><enum>(4)</enum><text display-inline="yes-display-inline">any other data available with respect to Federal funding made available to covered entities for research; and</text></paragraph><paragraph id="H09AB8FCED2FD463E9B5B652EC5604F00"><enum>(5)</enum><text display-inline="yes-display-inline">other matters the Comptroller General determines appropriate.</text></paragraph></subsection><subsection id="HB424D4C378984316AC528BC85D527B4E"><enum>(c)</enum><header>Briefing on available data</header><text display-inline="yes-display-inline">Not later than 120 days after the date of enactment of this Act, the Comptroller General shall brief the Committee on Science, Space, and Technology and the Committee on Foreign Affairs of the House of Representatives and the Committee on Commerce, Science, and Transportation and the Committee on Foreign Relations of the Senate on the data that is available with respect to Federal funding made available to covered entities for research.</text></subsection><subsection id="H056F49E702F54BC68FD466CB65C02421"><enum>(d)</enum><header>Report</header><text>Not later than 240 days after the date of enactment of this Act, the Comptroller General shall submit to the congressional committees specified in subsection (c) a report on the findings of the study conducted under subsection (a).</text></subsection><subsection id="H6DB823E25BDA409EAB212E1D5426640B"><enum>(e)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HE7C7FAAA5C224305966979969A36B824"><enum>(1)</enum><header>Covered entity</header><text>The term <term>covered entity</term> means an entity—</text><subparagraph id="HF3A560D8CF574A3CAD737CF096B7E7F4"><enum>(A)</enum><text>located in the People’s Republic of China; or</text></subparagraph><subparagraph id="H5B0CBE459A994B25872AF98C7D620BDB"><enum>(B)</enum><text>majority owned or controlled by the Chinese Communist Party.</text></subparagraph></paragraph><paragraph id="HBDBE8A6952ED4E5284CEBE587B4E959E"><enum>(2)</enum><header>Study period</header><text>The term <term>study period</term> means the 5-year period ending on the date of enactment of this Act. </text></paragraph></subsection></section></legis-body></bill>
