R. 932</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210208">February 8, 2021</action-date><action-desc><sponsor name-id="G000568">Mr. Griffith</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HAG00">Committee on Agriculture</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Secretary of Agriculture to conduct a study on national forest volunteers, and for other purposes.</official-title></form><legis-body id="HC3434D2D20754EB49B70634FC7003116" style="OLC"><section id="H08FA09BFB049480EAE9D4815CA2E9D57" section-type="section-one"><enum>1.</enum><header>Study and report on National Forest volunteers</header><subsection id="H14B56906B94D4D8BAA7073A2B9B1E415"><enum>(a)</enum><header>Study</header><text display-inline="yes-display-inline">The Secretary of Agriculture, acting through the Chief of the Forest Service, shall conduct a study on, with respect to each National Forest—</text><paragraph id="H14195CFBC4F4473AA832B5CBFFE2250C"><enum>(1)</enum><text>during the 10-year period preceding the date of the enactment of this section, the amount of volunteer hours served at each such National Forest;</text></paragraph><paragraph id="H77DDCE725DE0493B9291AD6478C52637"><enum>(2)</enum><text>the deferred maintenance backlog of each such National Forest; </text></paragraph><paragraph id="HFA4428E247494BAB9D2AAEA245B036FF"><enum>(3)</enum><text>whether volunteers could carry out any projects under each such deferred maintenance backlog; and</text></paragraph><paragraph id="HF3F2667620804F4A8423F371A8C665D4"><enum>(4)</enum><text>any barriers to increasing volunteer participation.</text></paragraph></subsection><subsection id="HCD170870718D439781893E7CC65EE6BB"><enum>(b)</enum><header>Report</header><text>Not later than 1 year after the date of the enactment of this section, the Secretary of Agriculture shall submit a report to Congress that includes the results of the study required under subsection (a). </text></subsection><subsection id="HB4589B337A924808858DBEAC06F3078E"><enum>(c)</enum><header>Volunteer defined</header><text display-inline="yes-display-inline">In this section, the term <term>volunteer</term>—</text><paragraph id="HEA7C42ABC7284453AB79B98E5B3B0019"><enum>(1)</enum><text>means an individual who volunteers at a National Forest, including through an agreement between a local government and the Secretary of Agriculture; and</text></paragraph><paragraph id="HD4DC2B045BDD4F40BAFD989013079F2D"><enum>(2)</enum><text>does not include, with respect to activities carried out on National Forest System land—</text><subparagraph id="H4E03CE993BEB41E8859B27AF1A84C3CC"><enum>(A)</enum><text>an individual who is compensated with respect to such activities; or</text></subparagraph><subparagraph id="H345224535A614AD29A9481E0ED8179F2"><enum>(B)</enum><text display-inline="yes-display-inline">an individual who carries out such activities pursuant to participation in—</text><clause id="HB41A0E6D67FE414697FEECBBD994A51D"><enum>(i)</enum><text display-inline="yes-display-inline">the Youth Conservation Corps established under title I of <external-xref legal-doc="public-law" parsable-cite="pl/91/378">Public Law 91–378</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/16/1701">16 U.S.C. 1701</external-xref> et seq.); </text></clause><clause id="H3BF3A7BF49204471AA36C095F4330E38"><enum>(ii)</enum><text display-inline="yes-display-inline">the Public Lands Corps established under title II of Public law 91–378 (<external-xref legal-doc="usc" parsable-cite="usc/16/1721">16 U.S.C. 1721</external-xref> et seq.); </text></clause><clause id="H2B76F835E2884DB69F8ADCB6937E778E"><enum>(iii)</enum><text display-inline="yes-display-inline">a Job Corps program established under subtitle C of title I of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3191">29 U.S.C. 3191</external-xref> et seq.); or</text></clause><clause id="H53625A1B00FD4AA2BB373B2608E78474"><enum>(iv)</enum><text>AmeriCorps.</text></clause></subparagraph></paragraph></subsection></section></legis-body></bill>
