R. 913</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210208">February 8, 2021</action-date><action-desc><sponsor name-id="B001285">Ms. Brownley</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HVR00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 38, United States Code, to require congressional approval before the appropriation of funds for the Department of Veterans Affairs major medical facility leases.</official-title></form><legis-body id="H6B3EB83F566F41F0BE7125E00FBCE4B9" style="OLC"><section id="H052D2B6B92F84AB98EFBCEF39BC5044A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Build a Better VA Act</short-title></quote>.</text></section><section id="HFF9A4180031545AB94A6BFFBB2DEC24C"><enum>2.</enum><header>Congressional approval of Department of Veterans Affairs major medical facility leases</header><subsection id="H3939D098477C4B6597CA21FDDA22AEE1"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 8104(a)(2) of title 38, United States Code, is amended—</text><paragraph id="HB8B8F3771D254C16BD03082EA1277F87"><enum>(1)</enum><text>by striking <quote>No funds</quote> and inserting <quote>(A) No funds</quote>;</text></paragraph><paragraph id="H973036E166DB4669B662E02342B9A12E"><enum>(2)</enum><text>by striking <quote>or any major medical facility lease</quote>;</text></paragraph><paragraph id="HC869D3408ADE423FB51B2DCEE339FD24"><enum>(3)</enum><text>by striking <quote>or lease</quote>; and</text></paragraph><paragraph id="H80210C41B4CA4F4296A8C97E6A8BE9E9"><enum>(4)</enum><text>by adding at the end the following new subparagraph:</text><quoted-block display-inline="no-display-inline" id="H6AF4B652805F49DB9C7AEB3F4473F3C5" style="USC"><subparagraph id="H4068F3A21F854EC5AF81347BBFE5D3B3" indent="up2"><enum>(B)</enum><text display-inline="yes-display-inline">No funds may be appropriated for any fiscal year for any major medical facility lease unless the Committees on Veterans’ Affairs of the Senate and House of Representatives adopt resolutions approving the lease.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HFF5F8D6863C7481AB0F5D36375C40FB1"><enum>(b)</enum><header>Applicability</header><text>The amendments made by subsection (a) shall apply with respect to a lease entered into after the date of the enactment of this Act.</text></subsection></section></legis-body></bill>
