<section id="H3663209E9B5F4C0AA96C6C934CCB3082" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>COVID–19 Home Safety Act of 2021</short-title></quote>.</text></section> <section id="H344AFF33734B4D50868CA9BD476B9C06"><enum>2.</enum><header>Report</header> <subsection id="H346858B3CC184715AD546E35D91660CB"><enum>(a)</enum><header>COVID-<enum-in-header>19</enum-in-header> report required</header><text display-inline="yes-display-inline">Not later than 3 months after the date of the enactment of this section and every 3 months thereafter for the duration of the COVID–19 public health emergency, the Consumer Product Safety Commission shall submit to the Committee on Energy and Commerce of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate, and make publicly available, a report on the effect of the COVID–19 public health emergency on injuries and deaths from consumer products.</text></subsection>
<subsection id="H558ADAC728C34820A7A6A4AAAD482AD9"><enum>(b)</enum><header>Contents of report</header><text>The report shall include the following:</text> <paragraph id="H7EA22E3F375E4AD4B9CC74ACDFB62E2A"><enum>(1)</enum><text>Relevant data and statistics from—</text>
<subparagraph id="HEE80634465744A0F8ED0F5F8E4CF4E58"><enum>(A)</enum><text>the data sources of the Commission;</text></subparagraph> <subparagraph id="H61D21FC30A3B40B7B2CC5868DE06CB3D"><enum>(B)</enum><text>other appropriate agencies;</text></subparagraph>
<subparagraph id="H4F0F0DA686974D8EA7744259E32576EF"><enum>(C)</enum><text>media reports;</text></subparagraph> <subparagraph id="HE0FA0C21D0A243569A2C399B503BA03B"><enum>(D)</enum><text>poison control centers, to the extent practical; and</text></subparagraph>
<subparagraph id="H287F2BCCB7B04ECB98C6E6470BFD58C3"><enum>(E)</enum><text>any other relevant data sources.</text></subparagraph></paragraph> <paragraph id="H4F35500D619C4D66B96BC8045A71E7E8"><enum>(2)</enum><text>An identification of trends in injuries and deaths from consumer products, comparing data from representative time periods before and during the COVID–19 public health emergency.</text></paragraph>
<paragraph id="H240105D3EF5546989B57D81FB7AF492F"><enum>(3)</enum><text display-inline="yes-display-inline">An identification of subpopulations that have experienced elevated risk of injury or death from consumer products during the COVID–19 public health emergency, such as minorities, infants, people with disabilities, children, or the elderly.</text></paragraph> <paragraph id="HF02C516D53DC40F291D50A19C9E3B563"><enum>(4)</enum><text display-inline="yes-display-inline">An identification of where most injuries or deaths from consumer products during the COVID–19 public health emergency are taking place, such as the type of building or outdoor environment.</text></paragraph>
<paragraph id="H5ABB312F5CC84E9E9D1CA40BCD870291"><enum>(5)</enum><text>A specification about whether consumer products associated with a substantial number of injuries or deaths during the COVID–19 public health emergency are—</text> <subparagraph id="HF26803DF0EA24A3684D8387B6A9392FB"><enum>(A)</enum><text>under recall;</text></subparagraph>
<subparagraph id="H830B4BCF31DF4D0080B0A66F992FC658"><enum>(B)</enum><text>subject to a voluntary consumer product safety standard; or</text></subparagraph> <subparagraph id="H0A6D19FE6CDC49AEB2A78626F06ED170"><enum>(C)</enum><text>subject to a mandatory consumer product safety standard.</text></subparagraph></paragraph>
<paragraph id="H06DFAC765FE649BD8A78CF4E0A4C3DD0"><enum>(6)</enum><text display-inline="yes-display-inline">An identification of emerging consumer products that are posing new risks to consumers.</text></paragraph></subsection> <subsection id="H53E59EE5BB08429B82F9950D26B8E07C"><enum>(c)</enum><header>COVID–19 public health emergency defined</header><text display-inline="yes-display-inline">The term <term>COVID–19 public health emergency</term> means a public health emergency declared pursuant to section 319 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/247d">42 U.S.C. 247d</external-xref>) as a result of confirmed cases of 2019 novel coronavirus (COVID–19), including any renewal thereof.</text></subsection></section>
