R. 683</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210202">February 2, 2021</action-date><action-desc><sponsor name-id="A000370">Ms. Adams</sponsor> (for herself and <cosponsor name-id="J000306">Mr. Jones</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HED00">Committee on Education and Labor</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To promote diversity in the national apprenticeship system.</official-title></form><legis-body id="H78E74E12C59F4FE699BC69478281A6AF" style="OLC"><section id="HFC8EC3AB445E43C284805132709F1D8C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Apprenticeship Access for All Act of 2021</short-title></quote>.</text></section><section id="HABCF0F01B881458C9B530E79732A035C"><enum>2.</enum><header>Promoting diversity in the national apprenticeship system</header><text display-inline="no-display-inline">The Secretary of Labor shall promote diversity and ensure equal opportunity to participate in programs for apprentices, youth apprentices, and pre-apprentices, including—</text><paragraph id="HDA3AD9E5706E4A91B6889F4AC9D9FD5F"><enum>(1)</enum><text>taking steps necessary to promote diversity in apprenticeable occupations under the national apprenticeship system, especially in high-skill, high-wage, or in-demand industry sectors and occupations in areas with high percentages of low-income individuals;</text></paragraph><paragraph id="HFC49BBA62E8E41A696EC193944CB4845"><enum>(2)</enum><text>ensuring programs under the national apprenticeship system—</text><subparagraph id="H21B5C817B907458EBFD00B46CEC5E2C6"><enum>(A)</enum><text>adopt and implement policies to provide for equal opportunity in such programs, as described in section 30.3 of title 29, Code of Federal Regulations (as in effect on January 31, 2020);</text></subparagraph><subparagraph id="HFFBD6ED178704383BDD7EFD86982C777"><enum>(B)</enum><text>do not engage in intimidation or retaliation as prohibited under section 30.17 of title 29, Code of Federal Regulations (as in effect on January 31, 2020); and</text></subparagraph><subparagraph id="H9C4CA3F7B52B471780550B6A6FDEC31F"><enum>(C)</enum><text display-inline="yes-display-inline">are subject, for any violation of subparagraphs (A) or (B), to enforcement action as described in section 30.15 of title 29, Code of Federal Regulations (as in effect on January 31, 2020); and</text></subparagraph></paragraph><paragraph id="HEA01F1F5502144FCA1D041A6BA977A14"><enum>(3)</enum><text>supporting the recruitment, employment, and retention of nontraditional apprenticeship populations in programs under the national apprenticeship system in high-skill, high-wage, and in-demand industry sectors and occupations, including women, people of color, individuals with disabilities, individuals impacted by the criminal and juvenile justice system, and individuals with barriers to employment, as applicable.</text></paragraph></section></legis-body></bill>
