which was referred to the <committee-name committee-id="HED00">Committee on Education and Labor</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend section 105(a) of the Child Abuse Prevention and Treatment Act to authorize the Secretary of Health and Human Services to award a grant to a nonprofit entity for a national child abuse hotline.</official-title></form><legis-body id="H7108D0AB69BE4FD49BC02C4C75644CE0" style="OLC"><section id="HDA30CFAA4DCF460381EEE3A3452B76FC" section-type="section-one"><enum>1.</enum><header>National child abuse hotline</header><text display-inline="no-display-inline">Section 105(a) of the Child Abuse Prevention and Treatment Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5106">42 U.S.C. 5106(a)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" id="H93D0F5118BC44B3A8818E2F1077CDA81" display-inline="no-display-inline"><paragraph id="H0C9D695837704CF5A3ADEACA42C0E999"><enum>(8)</enum><header>National child abuse hotline</header><subparagraph id="HD870799BEA4E42488334CEC748063495"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary may award a grant under this subsection to a nonprofit entity to provide for the ongoing operation of a 24-hour, national, toll-free telephone hotline to provide information and assistance to youth victims of child abuse or neglect, parents, caregivers, mandated reporters, and other concerned community members, including through alternative modalities for communications (such as texting or chat services) with such victims and other information seekers.</text></subparagraph><subparagraph id="H187C73AC97F44C1A97B29653A126A03E"><enum>(B)</enum><header>Priority</header><text>In awarding grants described in this paragraph, the Secretary shall give priority to applicants with experience in operating a hotline that provides assistance to victims of child abuse, parents, caregivers, and mandated reporters.</text></subparagraph><subparagraph id="HDB3697359F6F4B95A1D1BB7F1DAA69DF"><enum>(C)</enum><header>Application</header><text display-inline="yes-display-inline">To be eligible to receive a grant described in this paragraph, a nonprofit entity shall submit an application to the Secretary that shall—</text><clause id="HB01C24C95BDC4337BC26E2B07ED9D3A1"><enum>(i)</enum><text>contain such assurances and information, be in such form, and be submitted in such manner, as the Secretary shall prescribe; </text></clause><clause id="H0F26ADFFB9C24D71B3D8325BC1724997"><enum>(ii)</enum><text>include a complete description of the entity’s plan for the operation of a national child abuse hotline, including descriptions of—</text><subclause id="HBFB355A5F9C44A67BB9486C9DB3CFCE2"><enum>(I)</enum><text>the professional development program for hotline personnel, including technology professional development to ensure that all persons affiliated with the hotline are able to effectively operate any technological systems used by the hotline;</text></subclause><subclause id="H4149C55657454326B46761DE530D8CAA"><enum>(II)</enum><text>the qualifications for hotline personnel;</text></subclause><subclause id="HE49DE1FE217243FCA60DE400B1C885B5"><enum>(III)</enum><text>the methods for the creation, maintenance, and updating of a comprehensive list of prevention and treatment service providers;</text></subclause><subclause id="H53E0F2C023A544C1870AF58E8CCD97E2"><enum>(IV)</enum><text>a plan for publicizing the availability of the hotline throughout the United States;</text></subclause><subclause id="HB7A100B6967347748752471EBDF3153A"><enum>(V)</enum><text>a plan for providing service to non-English speaking callers, including service through hotline personnel who have non-English language capability; </text></subclause><subclause id="H7C944E96EB074576B07D82F3DBE05E17"><enum>(VI)</enum><text>a plan for facilitating access to the hotline and alternative modality services by persons with hearing impairments and disabilities;</text></subclause><subclause id="H1B514A4C3E674A6B8A764F8BED2A8BFE"><enum>(VII)</enum><text>a plan for providing crisis counseling, general assistance, and referrals to youth victims of child abuse; and </text></subclause><subclause id="H7B1F18F08309461F854A6ECF0F0A6ACC"><enum>(VIII)</enum><text>a plan to offer alternative services to calling, such as texting or live chat;</text></subclause></clause><clause id="HE61190859DD949EF8476FF4633C3F97B"><enum>(iii)</enum><text>demonstrate that the entity has the capacity and the expertise to maintain a child abuse hotline and a comprehensive list of service providers;</text></clause><clause id="H2496C7CABB5E44A69A5B69134DCEFDF9"><enum>(iv)</enum><text>demonstrate the ability to provide information and referrals for contacts, directly connect contacts to service providers, and employ crisis interventions; </text></clause><clause id="HDECA25EFE3AA486F9BBA130B5DC14478"><enum>(v)</enum><text>demonstrate that the entity has a commitment to providing services to individuals in need; and</text></clause><clause id="HCB6C7563EF3141B1A0ACDBF3FB66948D"><enum>(vi)</enum><text>demonstrate that the entity complies with State privacy laws and has established quality assurance practices.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
