which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><action display="yes"><action-date date="20211208">December 8, 2021</action-date><action-desc>Additional sponsor: <cosponsor name-id="C001121">Mr. Crow</cosponsor></action-desc></action><action display="yes"><action-date date="20211208">December 8, 2021</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc><action-instruction>Strike out all after the enacting clause and insert the part printed in italic</action-instruction><action-instruction>For text of introduced bill, see copy of bill as introduced on October 12, 2021</action-instruction></action><action><action-desc><pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title III of the Public Health Service Act to reauthorize the National Center on Birth Defects and Developmental Disabilities, and for other purposes.<pagebreak></pagebreak></official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" changed="added" style="OLC" committee-id="HIF00" reported-display-style="italic" id="H5BF1155B0F864E3C9F1537D31F22BF23"><section id="H68745016691A40AD985EB227D9FFD2F0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Improving the Health of Children Act</short-title></quote>.</text></section><section id="H9ACD5B0E7E39430DAFF3A883CAB626BC"><enum>2.</enum><header>Reauthorization of the National Center on Birth Defects and Developmental Disabilities</header><text display-inline="no-display-inline">Section 317C of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/247b-4">42 U.S.C. 247b–4</external-xref>) is amended—</text><paragraph id="HB0DC8461BCA14BAD8D71736AE299B9CA"><enum>(1)</enum><text>by striking subsection (a)(4) and inserting the following:</text><quoted-block style="OLC" id="H2E6BC9B1F6EC430F8CC7E944AAEA1235" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HIF00"><paragraph id="H72D75618C5934FE29F7C0616B87B4D0D"><enum>(4)</enum><header>Specific programs</header><text display-inline="yes-display-inline">The Secretary, acting through the Director of the Center, shall continue to carry out programs related to—</text><subparagraph id="H8F2698EB87324E2F912E91D315C10F92"><enum>(A)</enum><text display-inline="yes-display-inline">early identification of developmental delay and disability; </text></subparagraph><subparagraph id="HBD0E6F2D77DF49418EEAD12FC01A7EA3"><enum>(B)</enum><text>birth defects;</text></subparagraph><subparagraph id="H009D2FA094A64A5E88AD239E0E05B224"><enum>(C)</enum><text>folic acid;</text></subparagraph><subparagraph id="H817B7B50E9064AB9A7FE05CC054FA716"><enum>(D)</enum><text>cerebral palsy;</text></subparagraph><subparagraph id="HAD21337B30EC4C298903CFA1306C7021"><enum>(E)</enum><text>intellectual disabilities;</text></subparagraph><subparagraph id="H30EB16F4858848588B8079650F20B993"><enum>(F)</enum><text>child development;</text></subparagraph><subparagraph id="H12830CBFCACE4BD891DA10147F220409"><enum>(G)</enum><text>newborn screening;</text></subparagraph><subparagraph id="HA75217AB870B4732BBCCBC9B0335C2A5"><enum>(H)</enum><text>autism;</text></subparagraph><subparagraph id="HCF8A5A3F53C74173A0DF0F207F075F87"><enum>(I)</enum><text>fragile X syndrome;</text></subparagraph><subparagraph id="H9E3627513D114F54AAB4D79CA5915DBB"><enum>(J)</enum><text display-inline="yes-display-inline">fetal alcohol spectrum disorders and other conditions related to prenatal substance use;</text></subparagraph><subparagraph id="H1F877DD9333D4A898B48B33253ABEFF1"><enum>(K)</enum><text>pediatric genetic disorders;</text></subparagraph><subparagraph id="H8A010634470C49C1BFD8EE8DABBEA2A9"><enum>(L)</enum><text display-inline="yes-display-inline">neuromuscular diseases;</text></subparagraph><subparagraph id="H477519C54FC444548B34A44505560AB9"><enum>(M)</enum><text display-inline="yes-display-inline">congenital heart defects;</text></subparagraph><subparagraph id="HEADC2181165E466BB1FEF79069420AC2"><enum>(N)</enum><text display-inline="yes-display-inline">attention-deficit/hyperactivity disorder;</text></subparagraph><subparagraph id="H70AA066F6FA9463C936080E189E6AFD3"><enum>(O)</enum><text display-inline="yes-display-inline">stillbirth;</text></subparagraph><subparagraph id="H598C2C769B1B4D9FB4E1AA85FA9B29DB"><enum>(P)</enum><text display-inline="yes-display-inline">Tourette Syndrome; or</text></subparagraph><subparagraph id="HE3DFA0C4E6B24DB7AB398C54305602E7"><enum>(Q)</enum><text>any other relevant disease, disability, disorder, or condition, as determined the Secretary.</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="H95818430EB0542B89B77162E84150A42"><enum>(2)</enum><text>in subsection (c), in the matter preceding paragraph (1), by striking <quote>Not later than February 1</quote> and all that follows through <quote>2 fiscal years—</quote> and inserting the following: <quote>The Secretary shall submit biennially to the Committee on Energy and Commerce of the House of Representatives, and the Committee on Health, Education, Labor, and Pensions of the Senate, a report that—</quote>; and </text></paragraph><paragraph id="H6C6B1BE04FB046E695B9006C98D62949"><enum>(3)</enum><text>in subsection (f), by striking <quote>such sums as may be necessary for each of fiscal years 2003 through 2007</quote> and inserting <quote>$186,010,000 for each of fiscal years 2022 through 2026</quote>.</text></paragraph></section><section id="H55CC01727D914B168479E989F9C602BA"><enum>3.</enum><header>Effects of folic acid in prevention of birth defects</header><text display-inline="no-display-inline">Section 317J of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/247b-11">42 U.S.C. 247b–11</external-xref>) is amended by striking subsection (e) (relating to authorization of appropriations).</text></section></legis-body><endorsement display="yes"><action-date date="20211208">December 8, 2021</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement></bill>
