which was referred to the <committee-name committee-id="HFA00">Committee on Foreign Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of State to establish a unit within the Office of the Inspector General to audit United States contributions to multilateral and international organizations, and for other purposes.</official-title></form><legis-body id="HB28C1D9D5A624F6A9697B4331F90DA06" style="OLC"><section id="H380C8FB9FC66471EA624577CFAA2FEBB" section-type="section-one"><enum>1.</enum><header>Audit of United States contributions to multilateral and international organizations</header><subsection id="H6168B6E048A24F8ABF1A048EA57CE76B"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 30 days after the date of the enactment of this section, the Secretary shall establish within the Office of Audits of the Office of the Inspector General of the Department of State a unit to be known as the <quote>Unit to Audit US Contributions to Multilateral and International Organizations</quote>.</text></subsection><subsection id="HA9E01AAF0F794657BD4222AAAD646289"><enum>(b)</enum><header>Annual audit</header><paragraph id="H7EF25DA0F65946E68405D0D076FB7852"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than December 31 of each year, the unit established pursuant to subsection (a) shall submit to the Secretary an audit of United States contributions to multilateral and international organizations during the immediately preceding fiscal year.</text></paragraph><paragraph id="H7CA11EF5F147425AB5E56D0459D1C1D3"><enum>(2)</enum><header>Elements</header><text>Each audit under paragraph (1) shall include the following:</text><subparagraph id="H763580DD48FB4808BB394C70099697C7"><enum>(A)</enum><text display-inline="yes-display-inline">Information relating to—</text><clause id="H4B62F57778FF44AD8476966BF7F74970"><enum>(i)</enum><text>the aggregate amount of United States contributions to recipient multilateral and international organizations; and</text></clause><clause id="H5EF265DA5DAC4142BF10EBC565D1F4BA"><enum>(ii)</enum><text>the purposes for each such contribution.</text></clause></subparagraph><subparagraph id="H3ED569F1363B41FDBD25598276551691"><enum>(B)</enum><text>An analysis relating to—</text><clause id="H4CF4ECF7FD664A8CA8A3085997FF6E5F" commented="no"><enum>(i)</enum><text>whether each such organization achieved the purpose for the contributions;</text></clause><clause id="H6215E06FF3034D359426C26FC938D9C6"><enum>(ii)</enum><text>fraud, waste, or abuse of such contributions by each such organization; and</text></clause><clause id="H3A71522AE738424A936DDF07A7665DD3"><enum>(iii)</enum><text>whether the contributions received by each such organization were in turn provided directly or indirectly to—</text><subclause id="HBC3ED3D763944CD7B4326BB07EBAC6EB"><enum>(I)</enum><text>the People’s Republic of China;</text></subclause><subclause id="H9D8DFAB5633E4570A8D327C3398E9DF0"><enum>(II)</enum><text>the Russian Federation;</text></subclause><subclause id="H06C2EB8C279945D7A0D8511C085B25C8"><enum>(III)</enum><text>the Islamic Republic of Iran;</text></subclause><subclause id="HE2803867334B463A809C057BFDEE328F"><enum>(IV)</enum><text>the Democratic People’s Republic of Korea;</text></subclause><subclause id="HB4AAF8760CEF4DE9B3E70E9EA147AE31"><enum>(V)</enum><text display-inline="yes-display-inline">the Bolivarian Republic of Venezuela;</text></subclause><subclause id="H2BCED2DE39744CD6820C49EBFBAA8CB7"><enum>(VI)</enum><text>the Syrian Arab Republic; or</text></subclause><subclause id="HC431E1C3F93A48BD81A225B6CDEA5FF8"><enum>(VII)</enum><text>an organization designated as a foreign terrorist organization pursuant to section 219 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1189">8 U.S.C. 1189</external-xref>).</text></subclause></clause></subparagraph></paragraph></subsection><subsection id="H45E88BB29E94489A994E5269669CEB8F"><enum>(c)</enum><header>Report</header><text>Not later than 30 days after the receipt of each audit under subsection (a), the Secretary shall submit to the appropriate congressional committees a report based on the information and analysis in each such audit.</text></subsection><subsection id="HCAF6AE867DA74EB8A0AF4899CEE1ED26"><enum>(d)</enum><header>Limitation</header><text display-inline="yes-display-inline">No additional appropriations are authorized to carry out this section, which shall be carried out using amounts otherwise authorized to be appropriated to the Department of State.</text></subsection><subsection id="H6C25B88697F0477E8323689CBBAD87A7"><enum>(e)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HBD1CD95BE4F741A0BE295E6AFA7BEF7F"><enum>(1)</enum><header>Appropriate congressional committees</header><text>the term <term>appropriate congressional committees</term> means—</text><subparagraph id="H403CBB51A67A4883A79C5122D710C0AF"><enum>(A)</enum><text>the Committee on Foreign Affairs in the House of Representatives; and</text></subparagraph><subparagraph id="HBB41EE6D8DE4493BA1F08F3521A4A652"><enum>(B)</enum><text>the Committee on Foreign Relations in the Senate.</text></subparagraph></paragraph><paragraph id="HE0FA786E893A47748C68722104CB7489"><enum>(2)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of State.</text></paragraph></subsection></section></legis-body></bill>
