R. 43</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210104">January 4, 2021</action-date><action-desc><sponsor name-id="B001302">Mr. Biggs</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 28, United States Code, to prohibit the issuance of national injunctions, and for other purposes.</official-title></form><legis-body id="H49B7C8E5FDAC4139922D521B5E6DA52D" style="OLC"><section id="HA624B5E628C741D299F3602114F12443" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Injunctive Authority Clarification Act of 2021</short-title></quote>.</text></section><section id="H4EEB51F44F174A289AE8A011A6F51E0D"><enum>2.</enum><header>Orders purporting to restrain enforcement against non-parties</header><subsection id="H0E2E11B0B66E46F7B8D3ED6E92E96F04"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/28/155">Chapter 155</external-xref> of title 28, United States Code, is amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="H4E2E62CEFD0943D6A5950072A5A67031" style="USC"><section id="HE0199E01AFC24B88848E44D484F430CD"><enum>2285.</enum><header>Orders purporting to restrain enforcement against non-parties</header><text display-inline="no-display-inline">No court of the United States (and no district court of the Virgin Islands, Guam, or the Northern Mariana Islands) shall issue an order that purports to restrain the enforcement against a non-party of any statute, regulation, order, or similar authority, unless the non-party is represented by a party acting in a representative capacity pursuant to the Federal Rules of Civil Procedure.</text></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H8ACFA90F6F93410DBF20DF3E03D443E7"><enum>(b)</enum><header>Clerical amendment</header><text display-inline="yes-display-inline">The table of sections for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/28/155">chapter 155</external-xref> of title 28, United States Code, is amended by inserting after the item relating to <external-xref legal-doc="usc" parsable-cite="usc/28/2285">section 2285</external-xref> the following:</text><quoted-block display-inline="no-display-inline" id="HCCB0103A2F3749BBA250B12DFEAEBD7F" style="USC"><toc regeneration="no-regeneration"><toc-entry level="section">2285.
