which was referred to the <committee-name committee-id="HFA00">Committee on Foreign Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To support the full implementation of United Nations Security Council Resolution 1701, reduce Hizballah’s influence in Lebanon, address security threats to Lebanon, and for other purposes.</official-title></form><legis-body id="HDB2AB9C42D544C9AAA50AF81691F9AF2" style="OLC"><section id="H15F0B6B25CDB43449ACE8AB797815C91" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Strategic Lebanon Security Reporting Act</short-title></quote>.</text></section><section id="H9DE129B21FF84FD2BF5119EAE2FA28A2"><enum>2.</enum><header>Report on the Lebanese Armed Forces, implementation of United Nations Security Council Resolution 1701, and addressing security threats to Lebanon</header><subsection id="HDD00A362A4904D0BACBABAF9E3E2D406"><enum>(a)</enum><header>In general</header><text>Not later than 90 days after the date of the enactment of this Act, the Secretary of State shall submit to the appropriate congressional committees a report—</text><paragraph id="H0F417B7B1DBC4FEC885E086DF5604B3E"><enum>(1)</enum><text display-inline="yes-display-inline">identifying the extent of Hizballah’s influence within the Government of Lebanon, including the Lebanese Armed Forces (LAF);</text></paragraph><paragraph id="H013A0D7CAE334598925AFB26A63A0297"><enum>(2)</enum><text>describing military activities conducted by the LAF to fully implement United Nations Security Council Resolution (UNSCR) 1701 (2006) and successor resolutions;</text></paragraph><paragraph id="H1E3BD8833A3242DBB7E70D10783B27C2"><enum>(3)</enum><text>describing the national security interests that United States assistance to the LAF addresses and how such assistance contributes to stability in the Middle East region; and</text></paragraph><paragraph id="H3047D9A02F42470496F2BC65723E90C7"><enum>(4)</enum><text>describing the capability of the LAF with respect to defending Lebanon’s border from threats from Syria.</text></paragraph></subsection><subsection id="H6066B6D5159F41AFA16981AE71E146A0"><enum>(b)</enum><header>Form</header><text display-inline="yes-display-inline">The report required by section (a) shall be submitted in an unclassified form but may contain a classified annex if the Secretary of State determines such is appropriate and if such classified annex is transmitted separately from the unclassified report.</text></subsection></section><section id="HD385B844E3F347399C7D65E6184CF0C0"><enum>3.</enum><header>Strategy for utilizing United States assistance with respect to supporting implementation of UNSCR 1701</header><subsection id="H681EEF3990274A0A81D8A70B21E2AECA"><enum>(a)</enum><header>In general</header><text>Not later than 180 days after the date of the enactment of this Act, the Secretary of State shall submit to the appropriate congressional committees a strategy on the following:</text><paragraph id="H5C27714E15194798855F2052E933F5F6"><enum>(1)</enum><text display-inline="yes-display-inline">Increasing, in comparison to prior years, the Government of Lebanon’s implementation of UNSCR 1701 with respect to promoting the LAF’s ability to extend the Government of Lebanon’s control in the south of Lebanon, including establishing between the Blue Line and the Litani River an area free of any armed personnel, assets, and weapons other than those of the Government of Lebanon and of the United Nations Interim Force in Lebanon (UNIFIL), and the role of United States assistance in achieving such goal.</text></paragraph><paragraph id="HB6FF2846C7014695A998AC342E286C35"><enum>(2)</enum><text>Increasing the Government of Lebanon’s cooperation with UNIFIL with respect to the implementation of UNSCR 1701, and how United States assistance can facilitate such increased cooperation.</text></paragraph><paragraph id="HF33677C6C3F54A359D56270E07B59213"><enum>(3)</enum><text>Increasing United States diplomatic engagement with the Government of Lebanon to prevent the building of cross-border tunnels into Israel and weapons factories inside Lebanon.</text></paragraph></subsection><subsection id="HFB975D40FF6A4E0A8545708B5F49F2AD"><enum>(b)</enum><header>Form</header><text display-inline="yes-display-inline">The strategy required by section (a) shall be submitted in an unclassified form but may contain a classified annex if the Secretary of State determines such is appropriate and if such classified annex is transmitted separately from the unclassified strategy.</text></subsection></section><section id="H4B025493982B4ED8AD52E55908413C50"><enum>4.</enum><header>Definition</header><text display-inline="no-display-inline">In this Act, the term <quote>appropriate congressional committees</quote> means the Committee on Foreign Affairs of the House of Representatives and the Committee on Foreign Relations of the Senate.</text></section></legis-body></bill>
