R. 4125</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210624">June 24, 2021</action-date><action-desc><sponsor name-id="C001078">Mr. Connolly</sponsor> (for himself and <cosponsor name-id="H001071">Mr. Hice of Georgia</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Reform</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To authorize Inspectors General to continue operations during a lapse in appropriations, and for other purposes.</official-title></form><legis-body id="H132FAF6AE0174102AE5C723401CA94B6" style="OLC"><section id="H743B1BDB02684461A4DCE5166A8B75A3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Keep the Watchdogs Running Act</short-title></quote>.</text></section><section id="HC05DBD8934F241009730E064A50E5687"><enum>2.</enum><header>Inspector General oversight during lapse in appropriations</header><text display-inline="no-display-inline">Subsection (g) of <external-xref legal-doc="usc-act" parsable-cite="usc-act/Inspector General Act of 1978 /6">section 6</external-xref> of the Inspector General Act of 1978 (5 U.S.C. App.) is amended by adding at the end the following new paragraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H3DDF2BDBD870426897EF36A4EDA04432"><paragraph id="H5AA65C4AAB1A448BA72AB954447C6262" indent="up1"><enum>(4)</enum><text>Notwithstanding any other provision of law and in addition to any other authority, during a lapse in appropriations, an Inspector General may incur obligations in advance of appropriations—</text><subparagraph id="H152E4C37389D4F1BA4E1C7847F35660B"><enum>(A)</enum><text>for such amounts as may be necessary and at a rate for operations and under the authority and conditions as provided in the most recently enacted appropriations Acts; and</text></subparagraph><subparagraph id="HEAED7180BBEE44149B7A8B9E4EDE1F43"><enum>(B)</enum><text>to perform the duties of the Office with respect to any program and operation of the establishment that continues during the lapse in appropriations.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
