R. 4073</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210622">June 22, 2021</action-date><action-desc><sponsor name-id="Z000017">Mr. Zeldin</sponsor> (for himself, <cosponsor name-id="L000578">Mr. LaMalfa</cosponsor>, <cosponsor name-id="N000190">Mr. Norman</cosponsor>, and <cosponsor name-id="H001053">Mrs. Hartzler</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HFA00">Committee on Foreign Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To restrict security assistance to Lebanon, and for other purposes.</official-title></form><legis-body id="HD7E28F5116294595A4319614D360D008" style="OLC"><section id="H8C703825E67846D1A50A3DD1083BA320" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Countering Hizballah in Lebanon’s Military Act of 2021</short-title></quote>.</text></section><section id="H289A81584BBF408BBCF824B3D8B57E18"><enum>2.</enum><header>Report on relationship between Lebanese armed forces and Hizballah</header><subsection id="H1EC8F1ACE86D43028BE0026F3FA5EB9F"><enum>(a)</enum><header>In general</header><text>Not later than 90 days after the date of the enactment of this Act, the President shall submit a report to Congress—</text><paragraph id="H708595EAC97F493DB105176ED21E424D"><enum>(1)</enum><text>identifying all military officers, commanders, advisors, officials, or other personnel with significant influence over the policies or activities of the Lebanese Armed Forces who are members of, paid by, or significantly influenced by Hizballah; and</text></paragraph><paragraph id="HA1D3DE28E0764207968369E39DEE3916"><enum>(2)</enum><text>describing military activities conducted by the Lebanese Armed Forces to disarm Hizballah pursuant to United Nations Security Council Resolution (UNSCR) 1701 (2006).</text></paragraph></subsection><subsection id="H82A8B1F1994A4957B08E5F0BCFCFB428"><enum>(b)</enum><header>Form</header><text>The report required by section (a) shall be submitted in an unclassified form but may have a classified annex.</text></subsection></section><section id="H7BC5EB27499548CE9562088B1B94A00D"><enum>3.</enum><header>Restriction on security assistance</header><subsection id="HC6217189F5C6449B9791F875769ADCBA"><enum>(a)</enum><header>In general</header><text>Of the amounts appropriated or otherwise made available for security assistance for the Government of Lebanon for a fiscal year, 20 percent may not be obligated or expended for such purpose until the President certifies to Congress that—</text><paragraph id="HC81BBA4741074EC3A8662C820DB7C769"><enum>(1)</enum><text>the Lebanese Armed Forces has taken measurable steps in the last year to limit the influence or expel anyone identified pursuant to section 2(a)(1);</text></paragraph><paragraph id="HDF20836919404A95B6BA3B3BE0CB0FEC"><enum>(2)</enum><text>the activities described pursuant to section 2(a)(2) demonstrate a serious commitment by the Lebanese Armed Forces to fulfill its obligation to disarm Hizballah pursuant to UNSCR 1701; and</text></paragraph><paragraph id="HC5C3639647764CED8C1DB6C1D4420ECC"><enum>(3)</enum><text>the Lebanese Armed Forces have not cooperated, coordinated, or partnered with Hizballah in any operation, campaign, or military exercise during the last year.</text></paragraph></subsection><subsection id="HE5C592992978463C85AAD05A1D31708A"><enum>(b)</enum><header>National security waiver</header><text>The President may waive the certification requirements under paragraphs (1) and (2) of subsection (a) if the President certifies to Congress that it is in the national security interest of the United States.</text></subsection></section></legis-body></bill>
