which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name>, and in addition to the Committee on <committee-name committee-id="HFA00">Foreign Affairs</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To designate Ansarallah as a foreign terrorist organization and impose certain sanctions on Ansarallah, and for other purposes.</official-title></form><legis-body id="HF2210FBC06654A2F87B8C2DCABEBB479" style="OLC"><section id="HB502C36891244318A9E321E3EE14C4AA" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Standing Against Houthi Aggression Act</short-title></quote>.</text></section><section id="H698F403F8026412B80404E1121442E4B"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="H42F4FB42D82542F38BD82F4129F49FEC"><enum>(1)</enum><text>It was reported by Reuters on March 21, 2017, that Iran, a designated state sponsor of terror, sent advanced weapons and military advisers to assist and support Yemen’s Ansarallah, commonly referred to as the <quote>Houthis</quote>.</text></paragraph><paragraph id="H5BA50EC65CE04430BAD64C039B7CD3E7"><enum>(2)</enum><text>On January 19, 2021, the Trump Administration designated Ansarallah as a foreign terrorist organization and a specially designated global terrorist.</text></paragraph><paragraph id="H11B65525E96B4CDA87B8EAC8714FE94E"><enum>(3)</enum><text>On February 16, 2021, Secretary of State Blinken revoked the designation of Ansarallah as a foreign terrorist organization pursuant to section 219(a)(6)(A) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1189">8 U.S.C. 1189(a)(6)(A)</external-xref>).</text></paragraph><paragraph id="HD511EE7F77FF48B1ABBE0DE231A435BB"><enum>(4)</enum><text>On March 7, 2021, an Ansarallah drone strike had been intercepted by Saudi Arabia which targeted an oil storage yard at Ras Tanura.</text></paragraph><paragraph id="H8747E51EFB9A4A7A819DE157D57C02EC"><enum>(5)</enum><text>On March 19, 2021, another Ansarallah drone strike hit a Riyadh oil refinery which caused a fire that was brought under control.</text></paragraph><paragraph id="H7B1ED5BF210642299A97ED81770513C8"><enum>(6)</enum><text>After the March 19, 2021, attack, An­sa­ral­lah proclaimed that they launched six drones at a Saudi Aramco facility, and vowed to continue operations against Saudi Arabia as long as <quote>its aggression against Yemen would continue</quote>.</text></paragraph></section><section id="H3E9864C6C23348E7BFBD2935B3F596DE"><enum>3.</enum><header>Designation as FTO; imposition of sanctions</header><subsection id="H0256527D22C442DEA2D40872D163A97D"><enum>(a)</enum><header>Designation as FTO</header><text>Not later than 90 days after the date of the enactment of this Act, the Secretary of State shall designate Ansarallah as a foreign terrorist organization pursuant to section 219(a) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1189">8 U.S.C. 1189(a)</external-xref>).</text></subsection><subsection id="HF2C740F9C55C4BA989D1D55C322BB677"><enum>(b)</enum><header>Imposition of sanctions</header><paragraph id="HA7A0C4D030634FA7B493012811F6EBE2"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 90 days after the date of the enactment of this Act, the President shall impose the sanctions described in paragraph (2) with respect to—</text><subparagraph id="HE9943A4B5D564DFEA892914FA65A4229"><enum>(A)</enum><text>Ansarallah; and</text></subparagraph><subparagraph id="H3B52128ED30E432EB686117562C4F602"><enum>(B)</enum><text>any foreign person that is a member, agent, or affiliate of, or owned or controlled by Ansarallah.</text></subparagraph></paragraph><paragraph id="H4417FEA08F3A4E269243ADDEC9E3A6F7"><enum>(2)</enum><header>Sanctions described</header><text>The sanctions described in this paragraph are sanctions applicable with respect to a foreign person—</text><subparagraph id="HC9256054DE7141A28B3FB144716C330C"><enum>(A)</enum><text>pursuant to Executive Order 13224 (50 <external-xref legal-doc="usc" parsable-cite="usc/22/1701">22 U.S.C. 1701</external-xref> note; relating to blocking property and prohibiting transactions with persons who commit, threaten to commit, or support terrorism); and</text></subparagraph><subparagraph id="HBF3FBF6B74EC454E962294A2F9C892C8"><enum>(B)</enum><text>from Yemen pursuant to Executive Order 13780.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
