R. 3872</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210614">June 14, 2021</action-date><action-desc><sponsor name-id="L000397">Ms. Lofgren</sponsor> (for herself and <cosponsor name-id="S001201">Mr. Suozzi</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To apologize for the treatment of Italian Americans during World War II.</official-title></form><legis-body id="H5B334688FCF84E51B49E35D499023958" style="OLC"><section id="H96FE3B1A8BB840BC80E97149F08E7698" section-type="section-one"><enum>1.</enum><header>Apology for the treatment of Italian Americans during World War II</header><subsection id="H99269CEB307E4B5D9DEA9F19002C9C3E"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress finds the following:</text><paragraph id="H6BEFCB2426104FD381F703A71C07E3E0"><enum>(1)</enum><text display-inline="yes-display-inline">Over 15 million Italians have immigrated to the United States since 1852.</text></paragraph><paragraph id="H893385A5BF9D43FDBD2FA773F40D73BA"><enum>(2)</enum><text display-inline="yes-display-inline">Italian immigrants have provided a culture and heritage that has enriched American life.</text></paragraph><paragraph id="H43A317735BF24316AE09C00E956999B6"><enum>(3)</enum><text display-inline="yes-display-inline">The treatment of Italian Americans during World War II was authorized by the Act of July 6, 1798 (Chapter 66, Sec. 1; 1 Stat. 577; <external-xref legal-doc="usc" parsable-cite="usc/50/21">50 U.S.C. 21</external-xref>; commonly known as the Alien Enemies Act).</text></paragraph><paragraph id="H5B92C0CD482C4391B6EB43EF02E1B292"><enum>(4)</enum><text display-inline="yes-display-inline">Additional authority for the treatment of Italian Americans during World War II was based on Executive Order 9066 (7 Fed. Reg. 1407) and Executive Order 9102 (7 Fed. Reg. 2165).</text></paragraph><paragraph id="H1904DDD7FDA841EAA7BDE18939E2BC20"><enum>(5)</enum><text display-inline="yes-display-inline">These orders required Italian-born citizens and their families to carry identification cards, face travel restrictions, and obey curfews.</text></paragraph><paragraph id="HB7AE44DCD32A410B99AC44FCE1405C58"><enum>(6)</enum><text display-inline="yes-display-inline">These orders authorized the seizure of personal property.</text></paragraph><paragraph id="H00EA0D8C9D964A7797800BDEE9DEF918"><enum>(7)</enum><text display-inline="yes-display-inline">10,000 Italian Americans living on the West Coast were forced to leave their homes and were prohibited from entering coastal zones during World War II.</text></paragraph><paragraph id="H1B36D37747844D9E88B5CAC817BEB73A"><enum>(8)</enum><text display-inline="yes-display-inline">Thousands of Italian-American immigrants were arrested and hundreds were interned in military camps during World War II.</text></paragraph><paragraph id="H8D4128825107495AAF3DB1AF988AD14E"><enum>(9)</enum><text display-inline="yes-display-inline">The treatment of Italian Americans during World War II needs to be acknowledged in order to remember those whose lives were unjustly disrupted and whose freedoms were violated.</text></paragraph><paragraph id="H6501701EB4F34948846D00A6BABEF3E2"><enum>(10)</enum><text display-inline="yes-display-inline">Acknowledging and apologizing for the treatment of Italian Americans during World War II would help repair the Italian-American community and would discourage the occurrence of similar injustices and violations of civil liberties in the future.</text></paragraph></subsection><subsection id="HD581B65BBF414C548539C8E5A0762F2F"><enum>(b)</enum><header>Statement of Congress</header><text>For these fundamental violations of the basic civil liberties and constitutional rights of Italian Americans during World War II, Congress apologizes on behalf of the Nation.</text></subsection></section></legis-body></bill>
