<section id="HB41C6B5C012D4524B35E0EE49370D400" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Northern Border Reopening Transparency Act</short-title></quote>. </text></section> <section id="H3F08AC286CD043B08CC1CD6451FCE7B6"><enum>2.</enum><header>Report on easing restrictions on or reopening the United States-Canada border to essential and non-essential travel</header> <subsection id="H9CB592D99B3C4C1BB6A58CBAA7AA77F9"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 30 days after the date of the enactment of this Act, the Secretary of Homeland Security, in consultation with the Secretary of State and the Director of the Centers for Disease Control and Prevention of the Department of Health and Human Services, shall submit to the Committee on Homeland Security and the Committee on Foreign Affairs of the House of Representatives and the Committee on Homeland Security and Governmental Affairs and the Committee on Foreign Relations of the Senate a report on considerations relating to easing restrictions on or reopening the United States-Canada border to essential and non-essential travel, including information relating to any correspondence or communications between the Department of Homeland Security and—</text>
<paragraph id="H52BA38E2B95F443E8F8E771606F9CF13"><enum>(1)</enum><text>the Department of State;</text></paragraph> <paragraph id="HFB9167FF48B44789B59C5024C1F470BB"><enum>(2)</enum><text>any other Federal department or agency; and</text></paragraph>
<paragraph id="H2F8BA7B11CEF4CDAB1E243BA30397706"><enum>(3)</enum><text>counterparts of the Government of Canada.</text></paragraph></subsection> <subsection id="HFB16BE111B674CFF91C4F31F51F910AC"><enum>(b)</enum><header>Additional matters</header><text display-inline="yes-display-inline">The report required under subsection (a) shall also include information relating to—</text>
<paragraph id="H3F71153909484C09BCDDC0991148D8F7"><enum>(1)</enum><text>the report required pursuant to the January 21, 2021, Executive Order on <quote>Promoting COVID–19 Safety in Domestic and International Travel</quote>, in which President Biden directed members of the Cabinet to submit within 14 days a plan to implement appropriate public health measures at land ports of entry; and</text></paragraph> <paragraph id="H607DA7A2D6204A43B2E7FFFE3B19ECD6"><enum>(2)</enum><text>the Department of Homeland Security’s deliberations and input regarding easing restrictions on or reopening the United States-Canada border, including relating to—</text>
<subparagraph id="HE44A6E6E540040B391B5B46A701CEE4A"><enum>(A)</enum><text>establishment of a bilateral plan for restoring travel between the United States and Canada;</text></subparagraph> <subparagraph id="H862BB19D49BF47E59C8278679B3D5104"><enum>(B)</enum><text>consideration of a family travel exemption for the United States similar to what has been implemented in Canada;</text></subparagraph>
<subparagraph id="H3D6FC295C5A249418E2FC7238B3579C4"><enum>(C)</enum><text>policies for property owners to travel to Canada;</text></subparagraph> <subparagraph id="HFC8086EC90FE45DD94912436337AEF86"><enum>(D)</enum><text>ensuring reasonable transit for United States citizens and Canadian citizens through United States-Canada boundary waters; and</text></subparagraph>
<subparagraph id="H052AB3F746724C93BD2696443265C81D"><enum>(E)</enum><text>unilaterally so easing or reopening such border.</text></subparagraph></paragraph></subsection> <subsection id="HEBDA7A20D458472EA841664EEFC35D54"><enum>(c)</enum><header>Exception</header><text display-inline="yes-display-inline">This section shall not apply if before the date specified in subsection (a) the United States-Canada border is reopened and functioning in the same manner and to the same extent as such border was open prior to the COVID–19 pandemic.</text></subsection></section>
