which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Secretary of Energy to establish a program to provide grants to improve power lines.</official-title></form><legis-body id="H003CBEC23F214B8C91E27D9740222447" style="OLC"><section id="H28D6D9B751F044D98A9240CE7A845688" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Power Line Resiliency Act</short-title></quote>.</text></section><section id="H4F6BC8BB95CF4C1BA88E6E5E26BDE9E3"><enum>2.</enum><header>Power line improvement grant program</header><subsection id="HB6431F51EDEB4A2083B67CC8D56AB45F"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this section, the Secretary of Energy shall establish a program to provide grants to electric utilities to carry out eligible activities.</text></subsection><subsection id="HF75CF7987B74434490415EED1DC54CBE"><enum>(b)</enum><header>Grants</header><paragraph id="H7AC97D2EB62B4AA299CFA6DAA4B7BBD3"><enum>(1)</enum><header>Application</header><text>To apply for a grant provided under this section, an electric utility shall submit to the Secretary of Energy an application at such time, in such manner, and containing such information as the Secretary of Energy may require.</text></paragraph><paragraph id="H1A15108F47334B0CA6570A8B472569E3"><enum>(2)</enum><header>Selection</header><text display-inline="yes-display-inline">The Secretary of Energy shall provide grants under this section—</text><subparagraph id="H1BA9D5868E594176A36780A693F5F626"><enum>(A)</enum><text>on a competitive basis; and</text></subparagraph><subparagraph id="HF138CC467DB5491FA1858FBB48DCA4E8" commented="no"><enum>(B)</enum><text>to geographically diverse electric utilities.</text></subparagraph></paragraph><paragraph id="H3A92A0EE193042E0B4E40443867B0C5E" commented="no"><enum>(3)</enum><header>Priority</header><text display-inline="yes-display-inline">The Secretary of Energy shall prioritize providing a grant under this section to any electric utility that sells electricity in an area that has a history of extreme weather events.</text></paragraph></subsection><subsection id="H2463D0A9B91A494AB0CFC9D6E4AE2FF4"><enum>(c)</enum><header>Sunset</header><text display-inline="yes-display-inline">The program established under subsection (a) shall terminate on the date that is 5 years after the date of enactment of this section.</text></subsection><subsection id="H6E0ACB631C2F40A3B77473A1D7C73959"><enum>(d)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HB2BD0D3FBE49486A96523AD14AD51F11"><enum>(1)</enum><header>Electric utility</header><text display-inline="yes-display-inline"><italic></italic>The term <term>electric utility</term> has the meaning given such term in section 3(22) of the Federal Power Act (<external-xref legal-doc="usc" parsable-cite="usc/16/796">16 U.S.C. 796(22)</external-xref>).</text></paragraph><paragraph id="H80B64C2E1B004250A2CA00D1EDADB1FD"><enum>(2)</enum><header>Eligible activity</header><subparagraph id="H559B5612B53A4C8D8F0D9961D62DF86A"><enum>(A)</enum><header>In general</header><text>The term <term>eligible activity</term> means an activity that—</text><clause id="H1D0028D8EA3341348D0AAF9663EE4519"><enum>(i)</enum><text>is designed to improve the performance or efficiency of a power line; </text></clause><clause id="H0A6B9F9A7AF24FC68736D75DF82C9A5C"><enum>(ii)</enum><text>makes a power line more resilient to an extreme weather event; or</text></clause><clause id="HA1AD290FCC384B67ABB6D32CC4411319"><enum>(iii)</enum><text>otherwise ensures that an end-user has access to electricity during an extreme weather event.</text></clause></subparagraph><subparagraph id="H7A7368A7CB5F4F0887F6773C2C86ED11"><enum>(B)</enum><header>Includes</header><text>The term <term>eligible activity</term> includes—</text><clause id="HCF0B75C7C6874AC3B95B19B0C149BD3D"><enum>(i)</enum><text>burying a power line;</text></clause><clause id="HDD990DE6FC7D4EA49656419D1C5498E9"><enum>(ii)</enum><text>hardening a power line; and</text></clause><clause id="H9CDF852E800541CAAB4DB8DE4289318B" commented="no"><enum>(iii)</enum><text>if burying a power line is not feasible, providing a generator to a household that is located in a remote area.</text></clause></subparagraph></paragraph><paragraph id="H041DB9FA6B2E477C94EA4D66628B3EC6" commented="no"><enum>(3)</enum><header>Extreme weather event</header><text display-inline="yes-display-inline">The term <term>extreme weather event</term> means an historically rare or severe natural disaster, including a heat wave, drought, flood, tornado, and hurricane.</text></paragraph><paragraph id="H263339280B4742BAAD35EBBE1DDA03D9" commented="no"><enum>(4)</enum><header>Power line</header><text>The term <term>power line</term> includes distribution lines and transmission lines.</text></paragraph></subsection></section></legis-body></bill>
