R. 3700</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210604">June 4, 2021</action-date><action-desc><sponsor name-id="D000630">Mr. Delgado</sponsor> (for himself and <cosponsor name-id="V000133">Mr. Van Drew</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Federal Water Pollution Control Act to reauthorize grants for technical assistance to rural, small, and tribal municipalities, and for other purposes.</official-title></form><legis-body id="H093313FBA8EB49EEACB0F86ED279856D" style="OLC"><section id="H0468208E677B4404B3B9704800771488" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Clean Water for Rural America Act</short-title></quote>.</text></section><section id="HDC7A99B86D334001BEFFEC1A986B51EB" commented="no" section-type="subsequent-section"><enum>2.</enum><header>Technical assistance to rural, small, and Tribal municipalities</header><subsection id="H42B95E85EF964889AC5BB133C60C8FCE" commented="no"><enum>(a)</enum><header>Reauthorization</header><text>Section 104(u) of the Federal Water Pollution Control Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1254">33 U.S.C. 1254(u)</external-xref>) is amended—</text><paragraph id="HBF0638924059470385716921C95E1ED4" commented="no"><enum>(1)</enum><text>by striking <quote>and (7)</quote> and inserting <quote>(7)</quote>;</text></paragraph><paragraph id="HBF4077A47EFF45A5B50FB316604840BA" commented="no"><enum>(2)</enum><text>by striking <quote>2023</quote> and inserting <quote>2021</quote>; and</text></paragraph><paragraph id="H2492B608975043E792223D86FD2AFD27" commented="no"><enum>(3)</enum><text>by inserting <quote>; and (8) not to exceed $100,000,000 for each of fiscal years 2022 through 2026 for carrying out subsections (b)(3), (b)(8), and (g), except that not less than half of the amounts so appropriated to carry out such subsections in each such fiscal year shall be used for carrying out subsection (b)(8)</quote> before the period at the end.</text></paragraph></subsection><subsection id="H0AB33AC044CC40C0B89ABFA9031B9CEE" commented="no"><enum>(b)</enum><header>Communication</header><text>A nonprofit organization receiving a grant under section 104(b)(8) of the Federal Water Pollution Control Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1254">33 U.S.C. 1254(b)(8)</external-xref>) shall, prior to carrying out an activity using such grant funds, consult with the State in which such activity is to be carried out. </text></subsection><subsection id="H2205FE7A152745DBBCC3C8E117C5A3A8" commented="no"><enum>(c)</enum><header>Report</header><text>Not later than 2 years after the date of enactment of this Act, the Administrator of the Environmental Protection Agency shall submit to Congress a report that describes the implementation of the grants made under subsections (b)(3), (b)(8), and (g) of section 104 of the Federal Water Pollution Control Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1254">33 U.S.C. 1254</external-xref>) during the 2 fiscal years preceding the date of the report, including a description of the recipients and amounts of such grants.</text></subsection></section></legis-body></bill>
