<paragraph id="HBAC7260900514C49BC2DEE6C1DD6EB40"><enum>(1)</enum><text>be available for obligation in the same manner as if those funds were appropriated under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/23/1">chapter 1</external-xref> of title 23, United States Code, except that the Federal share of the cost of a project or activity carried out using those funds shall be 80 percent, unless otherwise expressly provided by this Act (including the amendments by this Act) or otherwise determined by the Secretary; and</text></paragraph> <paragraph id="H0299D6A75E534F95B5A5B3A6389E2082"><enum>(2)</enum><text>remain available until expended and not be transferable.</text></paragraph></subsection></section>

<paragraph id="H0361FEFB3B964A4EBD9E15B73B6E22CA"><enum>(1)</enum><text>by striking <quote>$2,500,000</quote> and inserting <quote>$3,500,000</quote>; and</text></paragraph> <paragraph id="HDC277848C13F4E54AE7C8BB6B4239A45"><enum>(2)</enum><text display-inline="yes-display-inline">by striking <quote>fiscal year ending before</quote> and all that follows through <quote>December 4, 2015</quote> and inserting <quote>of fiscal years 2022 through 2026</quote>.</text></paragraph></section>
<section id="H5F1E16F79A174E949D24157957C3372E"><enum>104.</enum><header>Amendment to the exploratory advanced research program</header><text display-inline="no-display-inline">Section 503(b)(6) of title 23, United States Code, is amended to read as follows:</text> <quoted-block id="H6093F1A4497841B7B7A27C2021C0117B" style="OLC"> <paragraph id="HB5479C7C467F497EA533A62169E36A8C"><enum>(6)</enum><header>Exploratory advanced research</header> <subparagraph id="H28FE1D3866E74135A3C8FC1DFB0D0FE1"><enum>(A)</enum><header>In general</header><text>The Secretary shall carry out long-term, exploratory advanced research activities to develop potentially transformational solutions to improve the durability, efficiency, environmental impact, productivity, and safety aspects of highway and intermodal transportation systems, including by—</text>
<clause id="HE12ECA6E98164A48B873DC1E0C68BC59"><enum>(i)</enum><text>awarding competitive grants and cooperative agreements to institutions of higher education and nonprofit research organizations (or consortia thereof);</text></clause> <clause id="H6B8CB25EFC09479C9A914D114A9E4C0B"><enum>(ii)</enum><text>leveraging the targeted capabilities of the Turner-Fairbank Highway Research Center to develop technologies and innovations of national importance; and</text></clause>
<clause id="H17F2777C870C4801B7337063CFC2B616"><enum>(iii)</enum><text>collaborating with other Federal agencies with relevant expertise, including the National Science Foundation, the National Institute of Standards and Technology, and the Department of Energy.</text></clause></subparagraph> <subparagraph id="H99E07A4C91E1427A92A2DD02231CBB03" commented="no"><enum>(B)</enum><header>Funding</header><text display-inline="yes-display-inline">From funds made available to carry out this subsection, the Secretary shall obligate $25,000,000 to carry out this paragraph for each of fiscal years 2022 through 2026.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section>
<section id="HE697E69DB0464279AA7FFC8550E8B5E9" commented="no"><enum>105.</enum><header>Amendment to the State Planning and Research Program</header><text display-inline="no-display-inline">Section 505(b) of title 23, United States Code, is amended by adding at the end the following:</text> <quoted-block id="H84476DA951DA445DAC29A24241CD7808" style="OLC"> <paragraph id="HD0ECE27497BA4AAAB1D3B6D3242F9A90" commented="no"><enum>(4)</enum><header>Flexibility</header><text>In addition to the minimum expenditures required under paragraph (1), of the sums apportioned to a State under paragraphs (1) through (5) of section 104(b), a State may use additional funds under such paragraphs for multi-state pooled fund research activities.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section>
<section id="HF4A713D9442F4B27A23622940818573B"><enum>106.</enum><header>Road weather centers of excellence</header><text display-inline="no-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/23/5">Chapter 5</external-xref> of title 23, United States Code, is amended by adding at the end the following:</text> <quoted-block id="H6228903A21144D7C96B50AD70D90AE38" style="OLC"> <section id="HD6C905DA2CB24D99AADDE9C8E181D20D" commented="no"><enum>520.</enum><header>Road weather centers of excellence</header> <subsection id="H1A03027443D946A7B48B4881BDD429BA"><enum>(a)</enum><header>In general</header><text>The Secretary, in collaboration with the National Oceanic and Atmospheric Administration, the National Institute of Standards and Technology, and the National Science Foundation, as appropriate, shall carry out a program to make awards to institutions of higher education or nonprofit research organizations (or a consortium thereof) to establish regional road weather research and development centers.</text></subsection>
<subsection id="HEF0F79F29F3A47098C2F581F4B3ABC7C"><enum>(b)</enum><header>Purpose</header><text>The purpose of the centers established using funds under subsection (a) shall be to—</text> <paragraph id="H2C7612946DF446DFAFA653B855DE19F1"><enum>(1)</enum><text>maximize use of available road weather information and technologies;</text></paragraph>
<paragraph id="HF457CF5AC85641B38D7689D74199698C"><enum>(2)</enum><text>expand road weather research and development efforts to enhance roadway safety, mobility, and transportation system efficiency while minimizing environmental impacts;</text></paragraph> <paragraph id="H82F32AC67B83433BBD7BA1EB4174DF30"><enum>(3)</enum><text>support research and development focused on improving road weather information for automated vehicles and automated transportation systems;</text></paragraph>
<paragraph id="HDCE4BC0B677244E6B8194D6A6D54A19C"><enum>(4)</enum><text>promoting the adoption of road weather information and technologies by Federal, State, and local governments, and private entities; and</text></paragraph> <paragraph id="HC31F6BBA693E4E9AB9F8EB038A172C8B"><enum>(5)</enum><text>foster collaboration among academic researchers, the private sector, State and local governments, and nongovernmental organizations, including transportation, meteorological, and other organizations.</text></paragraph></subsection>
<subsection id="H2626D5159D5B43FEBA4E23941F5DB298"><enum>(c)</enum><header>Activities</header><text>The activities of the program established in subsection (a) shall include—</text> <paragraph id="H81D1DBC7617D45DDB229564B047822E7"><enum>(1)</enum><text>supporting research and development to—</text>
<subparagraph id="H6250001F4A034A949143346DBC0B4E84"><enum>(A)</enum><text>integrate existing observational networks, including mobile and fixed sensor networks, and data management systems for road weather applications;</text></subparagraph> <subparagraph id="H07ACF22D9A964CE998673954B266D6BB"><enum>(B)</enum><text>improve weather modeling capabilities and forecast tools, such as the road surface and atmospheric interface;</text></subparagraph>
<subparagraph id="HABAA95543DFE410ABF90F0818F892A96"><enum>(C)</enum><text>enhance mechanisms for communicating road weather information to users, such as transportation officials and the public;</text></subparagraph> <subparagraph id="H96DEDFAB03214578B1D5A18F24305E27"><enum>(D)</enum><text>understand the human and cultural factors in driver decision-making in response to road weather hazards and in response to the delivery of road weather information; and</text></subparagraph>
<subparagraph id="HE02215A8B98C40A7954596253071BC10"><enum>(E)</enum><text>integrate road weather technologies into an information infrastructure;</text></subparagraph></paragraph> <paragraph id="H83F96DDC49734C83B14DADD58FDD7795"><enum>(2)</enum><text>improving coordination of research, development, testing, and implementation of road weather information technologies and automated vehicle and automated transportation systems technologies;</text></paragraph>
<paragraph id="H78182F57A5AF4306A5A13364D2170732"><enum>(3)</enum><text>partnering with private sector entities to promote secure voluntary data sharing for the purposes of this section;</text></paragraph> <paragraph id="H2666A4C1528F4B43B3499A1611E5A75F"><enum>(4)</enum><text>supporting implementation of road weather information technology and improved communication of road weather information to the public and other users, including transportation officials, emergency managers and vehicle manufacturers;</text></paragraph>
<paragraph id="HC3D6C6B3056847FE83427D1FD73F4350"><enum>(5)</enum><text>improving education and training of road weather information users, such as State and local transportation officials and private sector transportation contractors; and</text></paragraph> <paragraph id="HE160909A66DF454B8CA9CD5AE8F73E7F"><enum>(6)</enum><text>coordinating with transportation weather research activities in other modes, such as transit, railroad, and aviation.</text></paragraph></subsection>
<subsection id="H44267E6D5528439988FAC2E9C35D00FF"><enum>(d)</enum><header>Requirements</header>
<paragraph id="H416A4BAC888948DDB0D822E19466D059"><enum>(1)</enum><header>In general</header><text>An institution of higher education or a nonprofit research organization (or a consortium thereof) seeking funding under this subsection shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may require.</text></paragraph> <paragraph id="HDF29402EBF1340BC8A0BC3DBDD6CFEDF"><enum>(2)</enum><header>Applications</header><text>Each application under paragraph (1) shall include a description of—</text>
<subparagraph id="HEBCD6A35C22841CA9AF3F1C5B46C0C5B"><enum>(A)</enum><text>how the institution of higher education or nonprofit research organization (or consortium thereof) will work together with other research institutions, industry partners, and State and local transportation officials to carry out activities described in subsection (c); and</text></subparagraph> <subparagraph id="HCC13B3A186914DE08CBBB7D000E36ECE"><enum>(B)</enum><text>how the institution of higher education or nonprofit research organization (or consortium thereof) will promote multidisciplinary research to improve road weather information implementation.</text></subparagraph></paragraph>
<paragraph id="H087AB12780A243CE88B1C3733457CDA6"><enum>(3)</enum><header>Selection and duration</header><text>The Secretary, in consultation with National Oceanic and Atmospheric Administration and the National Science Foundation, shall select not less than six regional centers that represent diverse geographic regions and weather patterns, and to the extent possible be located along major United States transportation corridors. Each center established under this section is authorized to carry out activities for a period of 5 years, renewable for an additional 5 years at the discretion of the Director.</text></paragraph></subsection> <subsection id="H17C68F8900024E27858DE53600FB998E" commented="no"><enum>(e)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">Of the amounts made available by section 101(a)(2) of the Surface Transportation Research and Development Act of 2020, $12,000,000 for each of the fiscal years 2022 through 2026 shall be made available to carry out this section.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></title>

<section id="H9D69CC4E6471475D8099176DEB363B7C"><enum>5506.</enum><header>Resilient Transportation Infrastructure Centers of Excellence</header>
<subsection id="H163F8A7C8FC848E7BE6E86845B179835"><enum>(a)</enum><header>Centers of excellence</header><text>The Secretary shall award grants to establish five Centers of Excellence to advance research and development that improves the resilience of regions of the United States to natural disasters, extreme weather, and the effects of climate change on modal and multimodal transportation and infrastructure.</text></subsection> <subsection id="HF001994E1911482BB76131925976D4CE"><enum>(b)</enum><header>Activities</header><text>In carrying out this section, the Secretary shall ensure the Centers promote resilient infrastructure through—</text>
<paragraph id="H223587DE3C0146ECB5D3839B072CB937"><enum>(1)</enum><text>development of new design, operations, and maintenance standards that incorporate existing and anticipated impacts of natural disasters, extreme weather, and climate change;</text></paragraph> <paragraph id="HA3B31DFAB3B34753AB982F48DE7AC783"><enum>(2)</enum><text>development and integration of new materials and technologies into existing and future modal and multimodal transportation infrastructure;</text></paragraph>
<paragraph id="HC451A21B76E4403CB138917430E82802"><enum>(3)</enum><text>workforce development and training; and</text></paragraph> <paragraph id="H4BF848653DF84F239DDDA6262ACCC6F7"><enum>(4)</enum><text>development and dissemination of tools, techniques, and information that informs Federal, State, and local government decision making, policies, planning, and investments.</text></paragraph></subsection>
<subsection id="H366346A2F2D947A68C222E6372D87B16"><enum>(c)</enum><header>Center coordination</header><text>In making awards under subsection (f), the Secretary shall designate one of the Centers to coordinate activities of all five Centers to prevent duplication and promote dissemination of research among awardees.</text></subsection> <subsection id="H69A492D52CCC4D908639B9C0A7AD0D61"><enum>(d)</enum><header>Eligibility</header><text>An institution of higher education as defined by section 102 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1002">20 U.S.C. 1002</external-xref>) or a consortium led by an institution of higher education shall be eligible to receive grants under this program.</text></subsection>
<subsection id="H413AADD6F2C445AB953A98B421D4AD78"><enum>(e)</enum><header>Location</header><text>Centers shall be located in diverse geographic regions that experience different natural disasters, extreme weather patterns, and climate change impacts.</text></subsection> <subsection id="H3E3FCE3EC49E4C3F80F821381A5495B2"><enum>(f)</enum><header>Selection criteria</header><text>In awarding a grant, the Secretary shall—</text>
<paragraph id="H62F8BFE0648E4C318E71C0FB8216909F"><enum>(1)</enum><text>give preference to the recipient’s past performance in the activities related to subsection (b);</text></paragraph> <paragraph id="H23F521090D2E464FBD87E0EFC7A4448F"><enum>(2)</enum><text>consider the extent to which an applicant’s proposal would involve participation by local, regional, and national stakeholders; and</text></paragraph>
<paragraph id="HF0E68021505A4A79B3C49C7023BF53A6"><enum>(3)</enum><text>consider the local, regional, and national impacts of the applicant’s proposal.</text></paragraph></subsection> <subsection id="H0C08F736B8264F01A997FAFCBCA99ABF"><enum>(g)</enum><header>Use of funds</header><text>Funds awarded under this subsection shall be used for—</text>
<paragraph id="HF4ACE18FDF9B41BAB905C3891DF7DB33"><enum>(1)</enum><text>research and development;</text></paragraph> <paragraph id="H5D904D6D3C1D485B9053DE318632D47D"><enum>(2)</enum><text>education, workforce development, and outreach; and</text></paragraph>
<paragraph id="H52A14497B2EC4F13AF513033E895972E"><enum>(3)</enum><text>technology transfer and commercialization.</text></paragraph></subsection> <subsection id="H8819C2965C144CD6B396178DE3542494"><enum>(h)</enum><header>Federal share</header><text>The Federal share of a grant under this subsection shall be 50 percent of the costs of establishing and operating the center of excellence and related activities carried out by the grant recipient.</text></subsection>
<subsection id="H4D909BF2ADD44476BFC4351F5303105F"><enum>(i)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated to the Secretary $50,000,000 for each of the fiscal years 2022 through 2026 for grants under this subsection.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> <subsection id="H3451F1802CAD4223BC7D61F4454822F3"><enum>(b)</enum><header>Conforming amendment</header><text>The table of sections for such subchapter is amended by adding at the end the following:</text>

<subsection id="H4891465DB3814C2B84C0BE149A4DAEA4" commented="no"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 2 years after the date of enactment of this Act, the Secretary shall publish the results a study for the purpose of informing land use and transportation planning for accessible health, food, education, and other essential services and activities.</text></subsection> <subsection id="H259EA2343DBE4961876A423B79EDC400" commented="no"><enum>(b)</enum><header>Contents</header><text>In carrying out the study, the Secretary shall collect and analyze data to determine—</text>
<paragraph id="HCB7B6E963AD74BA5987819F3889BA355" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text>if individuals travel to essential services and activities;</text></paragraph> <paragraph id="H89BBF998ECFF4ECFA93BE3CE9C26D89A" commented="no"><enum>(2)</enum><text>how individuals travel to essential services and activities;</text></paragraph>
<paragraph id="HCFD785CD431B4CACB913AE0292E9C1AB" commented="no"><enum>(3)</enum><text>how far individuals travel to essential services and activities; and</text></paragraph> <paragraph id="H209BEE27AF7C4605B8C0E20611741D70" commented="no"><enum>(4)</enum><text>to the extent practicable, the geographic location and socioeconomic status of the study participants.</text></paragraph></subsection>
<subsection id="H4A514A22AFB9431195751AF42B447EC7" commented="no"><enum>(c)</enum><header>Geographic and socioeconomic diversity; consultation</header><text>In carrying out the study, the Secretary shall—</text> <paragraph id="HAD83F990EFF94FEE9BA163029F562A49" commented="no"><enum>(1)</enum><text>select geographically diverse areas, including rural, tribal, and urban areas, and socioeconomically diverse populations; and</text></paragraph>
<paragraph id="HDD48B15AB61447DDABA4D551E5BD41A7" commented="no"><enum>(2)</enum><text>consult with other Federal and State statistical agencies with relevant data related to essential services.</text></paragraph></subsection> <subsection id="HEDB4A05C5A1B4DF4B1015A259371D8F1" commented="no"><enum>(d)</enum><header>Authorization</header><text display-inline="yes-display-inline">There are authorized to be appropriated to carry out the activities of this section $2,000,000 for each of fiscal years 2022 and 2023.</text></subsection></section>
<section id="H4F78C557C1D846CEA3858BDC9F5AFCEC" commented="no"><enum>206.</enum><header>Vehicular Data Analytics Pilot Program</header>
<subsection id="H6826240F059E436499EB2B6F68E98D33" commented="no"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall establish a pilot program for the purpose of integrating vehicle on-board sensor data with public and private data sets in existence as of the date of the enactment of this Act to improve safety, operations, cost reduction, and congestion relief strategies for local and State transportation authorities and private sector partners.</text></subsection> <subsection id="H9DFB529CF892442DB7474D729118BFDA" commented="no"><enum>(b)</enum><header>Award</header><text display-inline="yes-display-inline">In carrying out the pilot program under subsection (a), the Secretary shall make one or more awards to an institution of higher education or nonprofit research organization (or a consortium thereof).</text></subsection>
<subsection id="H3B01543901EB481591E4EA89F7EC157E" commented="no"><enum>(c)</enum><header>Partnership</header><text display-inline="yes-display-inline">The Secretary shall require a recipient of an award under subsection (b) to, on a voluntary basis, partner with private sector organizations and local and State transportation authorities to facilitate—</text> <paragraph id="H6382076E2DDC41A7A3273B81EB070BD6" commented="no"><enum>(1)</enum><text>access to vehicle on-board sensor data; and</text></paragraph>
<paragraph id="H72AF1AE9FEC84FCCB51B29BFE851E3F5" commented="no"><enum>(2)</enum><text>the sharing of information regarding operational needs and research and development priorities from such organizations or authorities to such recipient.</text></paragraph></subsection> <subsection id="HB3F5B3C4E8FE47A6A750F7AF59B17181" commented="no"><enum>(d)</enum><header>Activities</header><text display-inline="yes-display-inline">The activities of the pilot program shall include—</text>
<paragraph id="H825A0BBF201B4C089E51607F969078CC" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">development of strategies for the acquisition, management, and analysis of large-scale vehicular on-board sensor data to ensure the privacy and security of such data; and</text></paragraph> <paragraph id="HBD53FC8801C74CE3ACA26CD7297DBBF6" commented="no"><enum>(2)</enum><text display-inline="yes-display-inline">research and development to analyze and integrate vehicle on-board sensor data with public and private data sets in existence as of the date of the enactment of this Act, including development of applications to address safety, operations, cost reduction, congestion mitigations, and other transportation challenges.</text></paragraph></subsection>
<subsection id="H8A5E506AAFF2460C89F81C50BC574707" commented="no"><enum>(e)</enum><header>Report to Congress</header><text display-inline="yes-display-inline">Not later than 3 years after the date of the enactment of this Act, the Secretary shall submit to the Committee on Science, Space, and Technology and the Committee on Transportation and Infrastructure of the House of Representatives, and the Committee on Commerce and Transportation of the Senate, a report detailing—</text> <paragraph id="HDB6357119A2A43E08E134D197BF7DDC9" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">a summary of the activities of the pilot program under subsection (a); and</text></paragraph>
<paragraph id="H381418682C9E44AA86758386FC5256EE" commented="no"><enum>(2)</enum><text display-inline="yes-display-inline">recommendations for continuing such pilot program or integrating such pilot program into the activities of the Department.</text></paragraph></subsection> <subsection id="H11E42955B5A44FAEA26D6E88E785D0FC"><enum>(f)</enum><header>Protections</header><text>In carrying out this section, the Secretary shall apply all applicable privacy protections of the Department of Transportation.</text></subsection>
<subsection id="HC83D897DD9724AAE89770CC56006AEDE" commented="no"><enum>(g)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to carry out the activities of this section $4,000,000 for each of fiscal years 2022 and 2023.</text></subsection></section> <section id="H11423571EADE46B6AEAF37F77EB28C04"><enum>207.</enum><header>National cooperative freight transportation research program</header> <subsection id="H14450BFDD1CF46809F118F43CC4A71BD"><enum>(a)</enum><header>In general</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/49/702">Chapter 702</external-xref> of title 49, United States Code, is amended by adding at the end the following:</text>

<section id="HC31903487DD04BEEA020C78E2079EF73"><enum>70205.</enum><header>National cooperative freight transportation research program</header>
<subsection id="HBBB81EAD03C747DDB8197E5630FE9B90"><enum>(a)</enum><header>Establishment</header><text>Not later than one year after the date of enactment of this Act, the Secretary of Transportation shall establish and support a multimodal national cooperative freight transportation research program.</text></subsection> <subsection id="HC0EE3FFFD19B404B9DC6ECA50675AC61"><enum>(b)</enum><header>Agreement</header><text>Upon establishment of the program under (a), the Secretary shall enter into an agreement with the National Academy of Sciences to support and carry out administrative and management activities relating to the governance of the national cooperative freight transportation research program.</text></subsection>
<subsection id="H9667C5BA7D87459F9232041456E99428"><enum>(c)</enum><header>Advisory committee</header><text>The National Academy of Sciences shall select an advisory committee consisting of a representative cross-section of freight stakeholders, including the Department of Transportation, other Federal agencies, State transportation departments, local governments, nonprofit research organizations, academia, and the private sector.</text></subsection> <subsection id="H242282C6334E43DC94CB1C5A78384EC8"><enum>(d)</enum><header>Governance</header><text>The national cooperative freight transportation research program established under this section may include the following administrative and management elements:</text>
<paragraph id="HFF1DDFB6F2184EA9B799B2CAD8C6C6DC"><enum>(1)</enum><header>National research agenda</header><text>The advisory committee, in consultation with interested parties, shall recommend a multi-year national research agenda for the program. At a minimum, the advisory committee shall consider—</text> <subparagraph id="H24C1B3EB133E4B4CB894A213C67F9AD4"><enum>(A)</enum><text>techniques for estimating and quantifying public benefits derived from transportation projects;</text></subparagraph>
<subparagraph id="H8FB2B69F80B54346AD59D23A9B348256"><enum>(B)</enum><text>methods for incorporating estimates of international trade, originating at both water and land ports, into landside transportation planning;</text></subparagraph> <subparagraph id="HD767F9013613440BB086B0A195A891F6"><enum>(C)</enum><text>ways to synchronize infrastructure improvements with freight transportation demand, including impacts of e-commerce on freight demand, and strategies for better management;</text></subparagraph>
<subparagraph id="H575C4380A35B43B9A659B8DF03604D7D"><enum>(D)</enum><text>the effect of changing patterns of freight movement on transportation planning decisions relating to rest areas and implementation of truck parking solutions;</text></subparagraph> <subparagraph id="HA1F8836A3825403AB8F513A097EBF9F7"><enum>(E)</enum><text>new innovative technologies and tools for data collection, analysis, modeling, routing, and overall management of freight movement;</text></subparagraph>
<subparagraph id="H48DA889FEB3C475FB69FC5D2BA0C8A7E"><enum>(F)</enum><text>ways to advance deployment of freight intelligent transportation systems, including advanced information systems;</text></subparagraph> <subparagraph id="H7B6E0B55387243CC9EA2EF625317D8D9"><enum>(G)</enum><text>methods for developing the outreach tools and incentives to increase the workforce;</text></subparagraph>
<subparagraph id="H6E3703E0C818471E99DCB6B261DD45EB"><enum>(H)</enum><text>new methods and technologies for monitoring and enforcement, including data sharing and harmonization;</text></subparagraph> <subparagraph id="H466F7FA2687849B69492CA71A0C3654C"><enum>(I)</enum><text>new methods and policies for incorporating freight in urban transportation and land use planning; and</text></subparagraph>
<subparagraph id="H8CA4FD3001104D37A279975357B002A3"><enum>(J)</enum><text>other research areas, including human factors research, to identify and address emerging and future research needs related to freight transportation by all modes.</text></subparagraph></paragraph> <paragraph id="HFC94F5983F0D41C3AF9EBA28530D380C"><enum>(2)</enum><header>Program administration</header><text>In carrying out the program under this section, the National Academy of Sciences shall ensure, to the maximum extent practicable, that grants and contracts awarded under this section are selected through open competitions and merit review conducted on a regular basis.</text></paragraph>
<paragraph id="H998C3862C60549B5A5083B9629F4EA34"><enum>(3)</enum><header>Dissemination of research findings</header><text>The National Academy of Sciences shall disseminate research findings to researchers, practitioners, and decisionmakers, including through conferences and seminars, field demonstrations, workshops, presentations, testimony to government officials, the Internet, publications for the general public, and other appropriate means.</text></paragraph></subsection> <subsection id="H4F19BE0BCE4747EEB88C8507FE17105A"><enum>(e)</enum><header>Funding</header> <paragraph id="H0FC08FEEA9924A7597EFF93248F818FF"><enum>(1)</enum><header>Use of non-federal funds</header><text>In addition to using funds authorized for this section, the National Academy of Sciences may seek and accept additional funding from non-Federal sources, including public and private entities.</text></paragraph>
<paragraph id="H460CC8A7537D45398CA887BFB7F80867"><enum>(2)</enum><header>Period of availability</header><text>Amounts made available to carry out this section shall remain available until expended.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> <subsection id="H1CC640DCA245458B9F1F62195CAE12B8"><enum>(b)</enum><header>Conforming amendment</header><text>The table of sections for such chapter is amended by adding at the end the following:</text>

<subsection id="H20A778C42D5F41C5A5841EEABEC2846D"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subchapter 1 of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/49/55">chapter 55</external-xref> of title 49, United States Code, is amended by adding at the end the following:</text> <quoted-block style="USC" id="HBBF785E028F642CCBBE873EADFA91CB3" display-inline="no-display-inline"> <section id="H740227FDAEA04CF2892E49222EB36465"><enum>5507.</enum><header>Heavy Freight Automated Trucking Research Corridor</header> <subsection id="H6B37FD58440F4320A25C77C1B5FA95F3"><enum>(a)</enum><header>In general</header><text>Not later than 1 year after the date of enactment of the Surface Transportation Research and Development Act of 2021, the Secretary of Transportation shall establish a Heavy Freight Automated Trucking Research Initiative to explore the potential benefits and risks of the broad scale adoption of heavy freight automated commercial motor vehicles.</text></subsection>
<subsection id="H926797C9BCF44AA790E9D96C2DCC8296"><enum>(b)</enum><header>Responsibilities</header><text>In carrying out the initiative established under subsection (a), the Secretary shall—</text> <paragraph id="H7EAE786C73ED42F1A20DD4B3FAE4FEED"><enum>(1)</enum><text>support and conduct research and development on automated and connected freight trucking with private industry, driver associations, other Federal agencies, State and local Transportation agencies, and a National Transportation center selected under section 5505(c)(2) of title 49, United States Code; and</text></paragraph>
<paragraph id="H226933B127534C8B9D0C6E488B54B062"><enum>(2)</enum><text display-inline="yes-display-inline">support or establish a heavy freight automated trucking testing and demonstration corridor and related pilot programs.</text></paragraph></subsection> <subsection id="H679C4FCB499D4662A9B8F197EFF6D3FE"><enum>(c)</enum><header>Research and development agenda</header><text>The Secretary shall establish an agenda for research and development conducted under subsection (b)(1) and the programs described in subsection (b)(2) that at a minimum, may include—</text>
<paragraph id="H167A88D1219F40788DB3D5A4C314632A"><enum>(1)</enum><text>analyzing, modeling, and piloting the feasibility, benefits, and risks of dedicated automated trucking corridors, including their impact on—</text> <subparagraph id="H6105E5B50B55415C8CC9940E7B48BA48"><enum>(A)</enum><text>long Distance Freight movement;</text></subparagraph>
<subparagraph id="H08C3042E2377479FA3C4F6796EFB20DD"><enum>(B)</enum><text>supply chains;</text></subparagraph> <subparagraph id="HDDDA0B909937497798E2FC14A6FDAA7C"><enum>(C)</enum><text>fuel economy and emissions;</text></subparagraph>
<subparagraph id="H8153952FB052432799C772694EE0187B"><enum>(D)</enum><text>transportation infrastructure;</text></subparagraph> <subparagraph id="HD41ECD58134D4C83A0CFCC71DD183EB5" commented="no"><enum>(E)</enum><text>vehicle miles traveled;</text></subparagraph>
<subparagraph id="H280E984C2C4D4BB8B9645E2ADD069720" commented="no"><enum>(F)</enum><text>small business concerns (as defined in section 3 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632</external-xref>);</text></subparagraph> <subparagraph id="H918C3C3B91A5455EABEF2F82134E003F" commented="no"><enum>(G)</enum><text display-inline="yes-display-inline">the freight trucking workforce, including any impact on pay, benefits, and working conditions in both long-haul trucking and for any driving, warehousing, or operations jobs being created;</text></subparagraph>
<subparagraph id="H9A12DF3A0A8A4A4F84C20B456A776C4B"><enum>(H)</enum><text display-inline="yes-display-inline">safety, including interactions with non-automated motor vehicles and other road users; and</text></subparagraph> <subparagraph id="H36187363EACB45328A1999034FF17F32"><enum>(I)</enum><text>surrounding communities.</text></subparagraph></paragraph>
<paragraph id="HD4524419F09B43488DEC28A5426CB487"><enum>(2)</enum><text>providing deployment guidance, including for—</text> <subparagraph id="H10F1E4000F7E40139AE4F53380E63FA2"><enum>(A)</enum><text>cyber-physical security; and</text></subparagraph>
<subparagraph id="H7B1D3D7A87D54C1A975E94004B64BC62"><enum>(B)</enum><text display-inline="yes-display-inline">human factors, including human-machine interfaces, psychological impacts, training the next generation of the transportation workforce, and how to address impacts on the workforce, including impacts on driver retention and on wages, benefits, and working conditions across the industry.</text></subparagraph></paragraph></subsection> <subsection id="H732F39E8E8004E8BBD73E446E632D141" commented="no"><enum>(d)</enum><header>Outreach and consultation</header><text display-inline="yes-display-inline">In developing the research agenda under subsection (b), the Secretary shall conduct outreach to, and solicit input from, public, private, and academic stakeholders, including individual workers and labor organizations (as defined in section 2 of the National Labor Relations Act (<external-xref legal-doc="usc" parsable-cite="usc/29/152">29 U.S.C. 152</external-xref>)).</text></subsection>
<subsection id="H2740EC91EC074CB3A30D551A3CCE608D"><enum>(e)</enum><header>Eligibility</header><text>An institution of higher education (as defined by section 102 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1002">20 U.S.C. 1002</external-xref>)) or a consortium composed of nonprofit research organizations and institutions of higher education shall be eligible to receive grants under this program.</text></subsection> <subsection id="H7FFF6703A86941958F58BA8944214265"><enum>(f)</enum><header>Selection criteria</header><text>In awarding a grant, the Secretary shall—</text>
<paragraph id="H6668892FFA094D4CB0195674D95A439E"><enum>(1)</enum><text>give preference to the recipient’s past and current collaboration with local and State transportation agencies, other Federal agencies, private industry, and driver associations in activities related to this section;</text></paragraph> <paragraph id="H4ACD4240B8FE410BB953EA0FA43724E0"><enum>(2)</enum><text>give preference to a recipient whose geographic location offers access to long haul trucking corridors;</text></paragraph>
<paragraph id="H0748630886B04F01B14C371DB5DC9239"><enum>(3)</enum><text>consider the extent to which an applicant’s proposal would involve participation by local, regional, and national stakeholders; and</text></paragraph> <paragraph id="H426639CB9DB14E38980BB392E9734F4C"><enum>(4)</enum><text>consider the local, regional, and national impacts of the applicant’s proposal.</text></paragraph></subsection>
<subsection id="HC0F2D22DA7B84071A427F4B212FF240E"><enum>(g)</enum><header>Matching requirement</header>
<paragraph id="H92907944A6F74E6584A0C56481F142C1"><enum>(1)</enum><header>In general</header><text>As a condition of receiving a grant under subsection (b)(2), a grant recipient shall match 50 percent of the costs of establishing and operating the testing and demonstration corridor and related activities carried out by the grant recipient.</text></paragraph> <paragraph id="H5D076F4B3395485B9711AE1AA2823C10"><enum>(2)</enum><header>Sources</header><text display-inline="yes-display-inline">The matching amounts referred to in paragraph (1) may include amounts made available to the recipient under—</text>
<subparagraph id="H500C73732CAD48ADB1DD67D830E92434"><enum>(A)</enum><text display-inline="yes-display-inline">section 504(b) of title 23; or</text></subparagraph> <subparagraph id="HDFA66DEEE6CE4FF7867C8E83744EF396"><enum>(B)</enum><text>section 505 of title 23.</text></subparagraph></paragraph></subsection>
<subsection id="HC309F2E80A0848898CE72891574A4AB9"><enum>(h)</enum><header>Transparency</header><text display-inline="yes-display-inline">The results of testing and research funded under this section shall be made available on a publicly accessible website of the Department of Transportation.</text></subsection> <subsection id="H17C048F8077F43DCADA12BCAA417B995"><enum>(i)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to the Secretary $6,000,000 for each of the fiscal years 2022 through 2026 for grants under subsection (b)(2).</text></subsection>
<subsection id="H909C47BCE98D4982A26E7402FDC3D401"><enum>(j)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section, the term <quote>heavy freight automated commercial motor vehicle</quote> means a commercial motor vehicle as the term is defined in section 31101 of title 49, United States Code, that—</text> <paragraph id="H67CAD01E5C01419DA3D183275F135099"><enum>(1)</enum><text>is designed to transport freight in interstate commerce and has a gross vehicle weight rating or gross vehicle weight of at least 26,001 pounds, whichever is greater; and</text></paragraph>
<paragraph id="H56091E56B3374032B026251E7D325D53"><enum>(2)</enum><text>is designed to be operated exclusively by a Level 4 automated driving system for trips within its operational design domain or a Level 5 automated driving system for all trips according to the recommended practice standards published on June 15, 2018, by the Society of Automotive Engineers International (J3016_201806) or, when adopted, equivalent standards established by the Secretary with respect to automated motor vehicles, while operating on public roads.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> <subsection id="H34790D5A7E4B45629A3B8DF2904B6655"><enum>(b)</enum><header>Conforming amendment</header><text>The table of sections for such subchapter is amended by adding at the end the following:</text>

<subsection id="H9FEBD3DBB55240FAACBE31E537ADADB0"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subchapter 1 of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/49/55">chapter 55</external-xref> of title 49, United States Code, is further amended by adding at the end the following:</text> <quoted-block style="OLC" id="H67DBD712EC3B4B4BB1BE2B7F4F85F327" display-inline="no-display-inline"> <section id="H3434CBE85DE64B4CA281BA0AA4F36276"><enum>5508.</enum><header>Scoping a New Strategic Transportation Research Program</header> <subsection id="H234357A07F24401F94983405CA92DE22"><enum>(a)</enum><header>In general</header><text>Not later than 1 year after the date of enactment of this Act, the Secretary shall enter into an agreement with the National Academies of Sciences, Engineering, and Medicine to undertake a study of the research needs of the surface transportation system to fully adapt and integrate advanced technologies and innovation. The study shall include the following focus areas—</text>
<paragraph id="H6F4C3E745AC940CA8C2EC7E4169D38AC"><enum>(1)</enum><text>advancing connected and autonomous technologies;</text></paragraph> <paragraph id="H594950B63078495888C1CD653C5B11CB"><enum>(2)</enum><text>incorporating safety-related technologies;</text></paragraph>
<paragraph id="HDC8170C63FCF40ED919CE46AF4ABC85B"><enum>(3)</enum><text>addressing infrastructure resiliency;</text></paragraph> <paragraph id="HCF1D82A73CC548358C39EF3A1A6B4D68"><enum>(4)</enum><text>multimodal connectivity;</text></paragraph>
<paragraph id="HA17DD46812144D5C940317995C7905A9"><enum>(5)</enum><text>data gathering of travel behavior, including the public’s short and long-term responses to transformational technologies;</text></paragraph> <paragraph id="H93A07A2585DC4367B5E8DA97C48071D5"><enum>(6)</enum><text>impacts of private-sector transportation product development on society and the traditional research enterprise;</text></paragraph>
<paragraph id="H660F5F8EB25B44B5907777EC19C1B1BA"><enum>(7)</enum><text>support for a public-sector culture of transportation innovation and acceleration of federally-funded research into practice, codes, and standards; and</text></paragraph> <paragraph id="HD9EF8DA49A2946509B4552AAF812342A"><enum>(8)</enum><text>fostering development of transportation educators and transportation professionals.</text></paragraph></subsection>

<subsection id="HA2B94026FF3A4B7FBD0F3F6F727C5A2A"><enum>(c)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to carry out this section $1,500,000 for fiscal year 2022.</text></subsection></section> <section id="H0E902FFC814846C393B0D51EE8A9382A"><enum>210.</enum><header>Advanced transportation research and innovation program</header> <subsection id="HCBC48519645C44A49A7081B1E113F90F"><enum>(a)</enum><header>In general</header><text>Subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/49/55">chapter 55</external-xref> of title 49, United States Code, as amended, is further amended by adding at the end the following:</text>

<section id="HA4B735828F7643BC898BB94F40202BAD"><enum>5509.</enum><header>Advanced Transportation Research and Innovation Program</header>
<subsection id="H2CA45C4023204519A9FB5AEF5FE0D1EB"><enum>(a)</enum><header>Establishment; purposes</header><text>The Secretary of Transportation shall establish the Advanced Transportation Research and Innovation Program, to be administered by the Assistant Secretary of Research and Technology. The purposes of the program shall be to—</text> <paragraph id="H9077ACD6C60E421594A93C1FBABEF3BD"><enum>(1)</enum><text>support research that addresses the long-term barriers to development of multimodal advanced transportation technologies with the potential to meet the Nation’s long-term safety, competitiveness, and transportation goals;</text></paragraph>
<paragraph id="H3786A1FD7519479EA6E3D2EB2EBF5E13"><enum>(2)</enum><text>support high-risk research and development to accelerate transformational transportation innovations and make federal investments in emerging technology development;</text></paragraph> <paragraph id="H58E1066EF6B04C1492241C9289A36091"><enum>(3)</enum><text>leverage Federal interagency research mechanisms and the academic research enterprise;</text></paragraph>
<paragraph id="HB2553457B2D7410CB86F04771B836F7D"><enum>(4)</enum><text>educate and train students in science, technology, engineering, and mathematics fields to conduct research and standards development relevant to transportation technologies, materials, systems, operations, processes, and policies; and</text></paragraph> <paragraph id="H2FF8523E24974DEF878D5C98728D8987"><enum>(5)</enum><text>fostering collaboration among Federal researchers and academic researchers.</text></paragraph></subsection>
<subsection id="H9569F04ABB4C47A6A904C21F76670045"><enum>(b)</enum><header>Interagency collaboration</header><text>The Secretary shall collaborate on, identify, and disseminate within the Department, as appropriate, advanced transportation research, development, and other activities of other Federal agencies, including the Office of Science and Technology Policy, the National Science Foundation, the Department of Energy, the National Institute of Standards and Technology, the Department of Homeland Security, the National Aeronautics and Space Administration, the National Oceanic and Atmospheric Administration, and the Department of Defense to ensure the Department’s research investments are making the best possible contribution to the Nation’s goals of public health and safety, economic prosperity, national security, and environmental quality.</text></subsection> <subsection id="HD245ECC8FEF24F188E0D3B78C5804895"><enum>(c)</enum><header>Research grants</header><text>The Secretary may support the purposes of the program and carry out activities described under subsection (a) through—</text>
<paragraph id="H4DEB9D4FA4AC4434BE52836EE52037AC"><enum>(1)</enum><text>competitive, merit-based basic research grants to individual investigators and teams of investigators; and</text></paragraph> <paragraph id="HD4F65A0D5F7C4849B028FCBC27EAF202"><enum>(2)</enum><text>centers of excellence selected through a competitive, merit-based process.</text></paragraph></subsection>
<subsection id="H5BA3E4E1681A4C879AD435F377A7FF9B"><enum>(d)</enum><header>Application</header>
<paragraph id="HC4CE94D89AEA49C490DD48EC4E9C5E2E"><enum>(1)</enum><header>In general</header><text>An investigator, team of investigators, or an institution of higher education (or consortium thereof) seeking funding under this section shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may require.</text></paragraph> <paragraph id="H05475759B20D44A28B03EE5998B73BC1"><enum>(2)</enum><header>Research centers</header><text>Each application under paragraph (1) from an institution of higher education (or consortium thereof) shall include a description of how the Center will promote multidisciplinary transportation research and development collaboration.</text></paragraph></subsection>
<subsection id="H8FF7051E4E4E42CBA7F8B4FB443B5D85"><enum>(e)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $25,000,000 for each of fiscal years 2022 through 2026.</text></subsection> <subsection id="H6AF2C5D5945A4011A15B8824E8996553"><enum>(f)</enum><header>Research</header><text>At a minimum, the Secretary shall award 75 percent of awards under this program to projects for basic research.</text></subsection>
<subsection id="H8433EBE428054AD89D544E4714E0DC87" commented="no"><enum>(g)</enum><header>Review</header><text>Not later than September 30, 2026, the Secretary shall enter into an agreement with the National Academies to conduct a review of the research and activities carried out under this program and assess whether they are consistent with meeting the purposes described in subsection (a). Members of the review panel shall represent, at a minimum, multimodal surface transportation researchers and practitioners.</text></subsection> <subsection id="H7174AC5AD5834A67B248E29D5109D7A0"><enum>(h)</enum><header>Report</header><text>Not later than one year after the date of enactment of this Act, and biennially thereafter, the Secretary shall provide to the Committees on Commerce, Science, and Transportation and Environment and Public Works of the Senate and the Committees on Transportation and Infrastructure and Science, Space, and Technology of the House of Representatives a report on implementation of this program and research areas that the program will support.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection>
<subsection id="H4D4B7E1FE3FA43CDBA0F5DCDC3157C4D"><enum>(b)</enum><header>Conforming amendment</header><text>The table of sections for such subchapter, as amended, is further amended by adding at the end the following:</text> <quoted-block id="H4CEA6E5538A34896BE4CE60D98C9D79B" style="USC"> <toc regeneration="no-regeneration"> <toc-entry level="section">5509. <paragraph id="H5D25F8B4C7A74EE7A60420BD4AD2B0AF" commented="no"><enum>(1)</enum><text>in subsection (c)(3) by striking <quote>2019</quote> and inserting <quote>2026</quote>; and</text></paragraph> <paragraph id="H62BB7C323665476392054DF1F466010C"><enum>(2)</enum><text>in subsection (e) by striking <quote>2010 through 2013</quote> and inserting <quote>2022 through 2026</quote>.</text></paragraph></section>
<section id="H33567C58FDCC4C4FABDA08B273F5A631"><enum>212.</enum><header>Multimodal Transportation Demonstration Program</header>
<subsection id="HB8E50E57E0BF4C7BAAF15DB6B724A720"><enum>(a)</enum><header>Establishment</header><text>The Secretary may establish a program for the demonstration of advanced transportation technologies, including autonomous systems, for surface transportation modes, including highways, public transportation, freight, ports, and maritime.</text></subsection> <subsection id="HFB3633ED9B064CA58C44EAAE7306834F"><enum>(b)</enum><header>Purpose</header><text>The purpose of this program is to provide Federal investment in the demonstration of emerging technologies in small and mid-sized communities to achieve the purposes of the national transportation research and development program described in section 6503 of title 49, United States Code. Activities supported under this section may include data interoperability, mobility-on-demand and micro-mobility projects to demonstrate first-mile/last-mile transportation, and any other topics as determined by the Secretary. Where appropriate, joint interagency funding for projects is authorized to support multimodal projects.</text></subsection>
<subsection id="HE2047DCCD83E45A3A0D6DB5B05FC3CEA" commented="no"><enum>(c)</enum><header>Eligibility</header><text>Eligible recipients of grants under this program include local transportation organizations and transit agencies serving a population of not more than 250,000 individuals, including communities of economic hardship and communities that experience transportation equity and accessibility issues.</text></subsection> <subsection id="H3BA3DC63F1ED407C97613667175307DA"><enum>(d)</enum><header>Application</header> <paragraph id="HD5E9357B68E44690A5F01E59BB735A71"><enum>(1)</enum><header>In general</header><text>An organization seeking funding under this section shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may require.</text></paragraph>
<paragraph id="H8DB68A66831449339AA6D9CFBEFD1BAA"><enum>(2)</enum><header>Collaboration</header><text>Each application submitted under this section shall describe how that organization will collaborate, as appropriate, with institutions of higher education, State and local governments, regional transportation organizations, nonprofit research organizations, and private sector entities.</text></paragraph></subsection> <subsection id="H6DA34E4A6F304CE59B4323B4A9F0C57C"><enum>(e)</enum><header>Authorization</header><text>There is authorized to be appropriated to carry out activities under this section $30,000,000 for each of fiscal years 2022 through 2026.</text></subsection></section>
<section id="HAED511480F984C2FB993D136019FBD38"><enum>213.</enum><header>Advisory Council on Transportation Research and Development</header>
<subsection id="H7DEB4A1F07DC40118D6A46DD47E1D807"><enum>(a)</enum><header>Establishment</header><text>In consultation with the Assistant Secretary for Research and Technology, the Secretary shall establish a surface transportation research and development advisory board.</text></subsection> <subsection id="H86640A8DCB914D768BDF7AEFE41E9FC5"><enum>(b)</enum><header>Duties</header><text>It shall be the duty of the advisory board to review and make recommendations to the Secretary and the Assistant Secretary for Research and Technology for general policy for the Department’s surface transportation research and development activities, its organization, its budget and its programs as they relate to national surface transportation policies.</text></subsection>
<subsection id="H59A8E0B8F2F043CE9FF028DDEEE86279"><enum>(c)</enum><header>Membership</header><text>The Secretary shall appoint not less than 9 members from State transportation departments, local governments, nonprofit organizations, academia, and the private sector, a majority of whom shall be from institutions of higher education.</text></subsection> <subsection id="H6151B542E5264B0E93D660F98D5B3EED"><enum>(d)</enum><header>Qualifications</header><text>The persons appointed as members of the advisory board—</text>
<paragraph id="H9BAF18365AD945119805C506A79D36B9"><enum>(1)</enum><text>shall be experts in areas such as Federal transportation research and development, engineering, education, climate change, resilient transportation technologies; public-private partnerships; data science; information and communications technologies; and social, behavioral and economic sciences;</text></paragraph> <paragraph id="H436DCE2F48DD4B99BF09906FB981C798"><enum>(2)</enum><text>shall be selected solely on the basis of established records of distinguished service;</text></paragraph>
<paragraph id="H8C2FC7D395724EBC8536E27C1AEBF2A1"><enum>(3)</enum><text>shall not be employees of the Federal Government; and</text></paragraph> <paragraph id="HA4B2B37FA4A04CA384155DDC60D27607"><enum>(4)</enum><text>shall represent multiple surface transportation modes and disciplines of legacy and emerging technologies, materials, and processes.</text></paragraph></subsection>
<subsection id="H74DEF63C240140F8A4D35996E82F5E81"><enum>(e)</enum><header>Report</header><text>The advisory board established in this section shall make publicly available a biennial report of recommendations made by the advisory board to the Secretary and the Assistant Secretary for Research and Technology and any such additional reports the advisory board deems necessary.</text></subsection></section> <section id="HB6A96A914C87442E8A8CE4E6A502100D"><enum>214.</enum><header>Transportation research and development quinquennial review and strategic plan</header><text display-inline="no-display-inline">Section 6503 of title 49, United States Code, is amended—</text>
<paragraph id="HAE25F4F7FC5B4FA68C26DE56A1AE4437"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a), by striking <quote>The Secretary</quote> and inserting <quote>For each 5-year period beginning with fiscal year 2022, the Secretary</quote>;</text></paragraph> <paragraph id="HF5D882A48AA84C749CFC6D8DC93407B3"><enum>(2)</enum><text>in subsection (c)(1)—</text>
<subparagraph id="H19D2036AF8524FAA98124DE8C4204136"><enum>(A)</enum><text>in subparagraph (C), by striking the semicolon and inserting <quote>and security in the transportation system;</quote>; and</text></subparagraph> <subparagraph id="H7E16B4E9179348D78087FDE493CC7FDF"><enum>(B)</enum><text display-inline="yes-display-inline">by amending subparagraph (F) to read as follows:</text>

<subparagraph id="H368C595350DF4DDC84556BB954323A23"><enum>(F)</enum><text display-inline="yes-display-inline">developing and maintaining a diverse workforce in transportation sectors;</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph> <paragraph id="HF6F590C058514D9F86FE2829C3270717"><enum>(3)</enum><text display-inline="yes-display-inline">in subsection (d)(4), by striking <quote>not later than December 31, 2016,</quote> and inserting <quote>not later than December 31, 2022,</quote>.</text></paragraph></section></title>
