R. 3593</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210528">May 28, 2021</action-date><action-desc><sponsor name-id="J000126">Ms. Johnson of Texas</sponsor> (for herself, <cosponsor name-id="L000491">Mr. Lucas</cosponsor>, <cosponsor name-id="B001223">Mr. Bowman</cosponsor>, and <cosponsor name-id="W000814">Mr. Weber of Texas</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HSY00">Committee on Science, Space, and Technology</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To provide guidance for and investment in the research and development activities of the Department of Energy Office of Science, and for other purposes.</official-title></form><legis-body id="HFB4DE9DA5DC54A20A3C74BC710A02342" style="OLC"><section id="H694CBDF90A914D999C867387D46CF0D6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Department of Energy Science for the Future Act</short-title></quote>.</text></section><section id="H9FA3CF363106441B81D47DE86D4C888B"><enum>2.</enum><header>Mission of the Office of Science</header><text display-inline="no-display-inline">Section 209 of the Department of Energy Organization Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7139">42 U.S.C. 7139</external-xref>) is amended by adding at the end the following:</text><quoted-block id="H8A7577176E41426EBA374C47F4AF69B6" style="OLC"><subsection id="HA907EC1E139F4FCEABB2DA142E7F216A"><enum>(d)</enum><header>User facilities</header><text>The Director shall carry out the construction, operation, and maintenance of user facilities to support the mission described in subsection (c). As practicable, these facilities shall serve the needs of the Department, industry, the academic community, and other relevant entities for the purposes of advancing the missions of the Department, improving the competitiveness of the United States, protecting public health and safety, and addressing other national priorities including emergencies.</text></subsection><subsection id="HFF57BC63EEB4474792BB8920D83428F3"><enum>(e)</enum><header>Coordination</header><paragraph id="H54208F4D40444F269F948141026FFFE9"><enum>(1)</enum><header>In general</header><text>The Secretary—</text><subparagraph id="H50CDD42BAB5945BEBB2408A132F373A9"><enum>(A)</enum><text>shall ensure the coordination of the Office of Science with the other activities of the Department;</text></subparagraph><subparagraph id="HF804A90E84154BA3B358E2BAF7EAD3E3"><enum>(B)</enum><text>shall support joint activities among the programs of the Department;</text></subparagraph><subparagraph id="H92ED0A307EF746A4B1EBF480089BBE5A"><enum>(C)</enum><text>shall coordinate with other relevant Federal agencies in supporting advancements in related research areas as appropriate; and</text></subparagraph><subparagraph id="HE2903D41D064419091ECF033AE63EE5B"><enum>(D)</enum><text>may form partnerships to enhance the utilization of and ensure access to user facilities by other Federal agencies.</text></subparagraph></paragraph><paragraph id="HA404517F64794DCD8A82829F6C87714B"><enum>(2)</enum><header>Within the Office of Science</header><text>The Director shall ensure the coordination of programs and activities carried out by the Office of Science.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="HC813708D76884997A1171AC7EB586750"><enum>3.</enum><header>Basic energy sciences program</header><subsection id="H6B52528C1A274BEF9DA169D737526769"><enum>(a)</enum><header>Department of Energy Research and Innovation Act</header><text display-inline="yes-display-inline">Section 303 of the Department of Energy Research and Innovation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18641">42 U.S.C. 18641</external-xref>) is amended—</text><paragraph id="HD9607726B6A24E9CB157BA4D3BCD6169"><enum>(1)</enum><text>by redesignating subsections (a) through (e) as subsections (c) through (g), respectively;</text></paragraph><paragraph id="H6E24403A13F24C6FA549EB9A53F1E776"><enum>(2)</enum><text>by inserting before subsection (d), as so redesignated, the following:</text><quoted-block id="HF77B2102ACC2411B8AD4AA7C6CAB4D43" style="OLC"><subsection id="H7F40BAB3479244DBB0E650449933D576"><enum>(a)</enum><header>Program</header><text>As part of the activities authorized under section 209 of the Department of Energy Organization Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7139">42 U.S.C. 7139</external-xref>), the Director shall carry out a research and development program in basic energy sciences, including materials sciences and engineering, chemistry, physical biosciences, geosciences, and other disciplines, to understand, model, and control matter and energy at the electronic, atomic, and molecular levels in order to provide the foundations for new energy technologies, address scientific grand challenges, and support the energy, environment, and national security missions of the Department.</text></subsection><subsection id="HD5F948FBBEEF4D828C81199F1861E882"><enum>(b)</enum><header>Sustainable chemistry</header><text>In carrying out chemistry-related research and development activities under this section, the Director shall prioritize research and development sustainable chemistry to support clean, safe, and economic alternatives and methodologies to traditional chemical products and processes.</text></subsection><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="H4258284634EB481E85BC373D75A0E35E" commented="no"><enum>(3)</enum><text>in subsection (c)(3), as so redesignated—</text><subparagraph id="H61328657B1774CEE9C3BCC1A4E5BAB11" commented="no"><enum>(A)</enum><text>in subparagraph (C), by striking <quote>and</quote> at the end;</text></subparagraph><subparagraph id="H026FBF112BDD4652B6F104D9B55F6248" commented="no"><enum>(B)</enum><text>by redesignating subparagraph (D) as subparagraph (E); and</text></subparagraph><subparagraph id="H65ECF88890D942E6AB18E4A160DF3DCD" commented="no"><enum>(C)</enum><text>by inserting after subparagraph (C) the following:</text><quoted-block style="OLC" id="H559E055F136542399D04832EBF31E15D" display-inline="no-display-inline"><subparagraph id="H450237E001964174A8C9FCB27AE0B3A4" commented="no"><enum>(D)</enum><text display-inline="yes-display-inline">autonomous chemistry and materials synthesis facilities that leverage advances in artificial intelligence; and</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="HC1F9D7E0EDFF465F93C30DBE0B15F301"><enum>(4)</enum><text>in subsection (d), as so redesignated, by adding at the end the following:</text><quoted-block id="HEE0668E6264B4F19BD5CB184824574C4" style="OLC"><paragraph id="H9FD8A3E1BB344C3EB018490C7E52366F"><enum>(4)</enum><header>Advanced photon source upgrade</header><subparagraph id="HE234209CB2C1411A849FCD608F0FC2EE" commented="no"><enum>(A)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this paragraph:</text><clause id="H39E6CF4C63DE49BDA89EECAB61E3CAFB" commented="no"><enum>(i)</enum><header>Flux</header><text>The term <term>flux</term> means the rate of flow of photons.</text></clause><clause id="HEDFF338BC2C94981BD937B7A2DE8D4EF" commented="no"><enum>(ii)</enum><header>Hard x-ray</header><text>The term <term>hard x-ray</term> means a photon with energy greater than 20 kiloelectron volts.</text></clause></subparagraph><subparagraph id="H6E92CEF30D6043608AA9EE557B4DD15C"><enum>(B)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall provide for the upgrade to the Advanced Photon Source described in the publication approved by the Basic Energy Sciences Advisory Committee on June 9, 2016, titled <quote>Report on Facility Upgrades</quote>, including the development of a multi-bend achromat lattice to produce a high flux of coherent x-rays within the hard x-ray energy region and a suite of beamlines optimized for this source.</text></subparagraph><subparagraph id="HC45002588574423EB85DE180F90B4A74" commented="no"><enum>(C)</enum><header>Start of operations</header><text>The Secretary shall, to the maximum extent practicable, ensure that the start of full operations of the upgrade under this paragraph occurs before March 31, 2026.</text></subparagraph><subparagraph id="H0E1CD7ACFB32417C964B2682C8A3BC8B" commented="no"><enum>(D)</enum><header>Funding</header><text>Out of funds authorized to be appropriated under subsection (j), there shall be made available to the Secretary to carry out the upgrade under this paragraph $157,000,000 for fiscal year 2022.</text></subparagraph></paragraph><paragraph id="H76C97C38AF9E4B8F8EDC54CB5A4F2546"><enum>(5)</enum><header>Spallation neutron source proton power upgrade</header><subparagraph id="H6A62B1F4A47D40E18C4BA06332841EBA"><enum>(A)</enum><header>In general</header><text>The Secretary shall provide for the proton power upgrade to the Spallation Neutron Source.</text></subparagraph><subparagraph id="H9B8D37D561A848A4AD64E3864C16C21A"><enum>(B)</enum><header>Proton power upgrade defined</header><text>For the purposes of this paragraph, the term <term>proton power upgrade</term> means the Spallation Neutron Source power upgrade described in—</text><clause id="H89620619C62D440EBB89015CC2CC4543"><enum>(i)</enum><text>the publication titled <quote>Facilities for the Future of Science: A Twenty-Year Outlook</quote>, published by the Office of Science of the Department of Energy in December, 2003;</text></clause><clause id="HBD60D2993FCF434780542E53651EA830"><enum>(ii)</enum><text>the publication titled <quote>Four Years Later: An Interim Report on Facilities for the Future of Science: A Twenty-Year Outlook</quote>, published by the Office of Science of the Department of Energy in August, 2007; and</text></clause><clause id="H5A37A45894024373A5503B5B8EA3C037"><enum>(iii)</enum><text>the publication approved by the Basic Energy Sciences Advisory Committee on June 9, 2016, titled <quote>Report on Facility Upgrades</quote>.</text></clause></subparagraph><subparagraph id="H2E11BD498E63464CA67D18C593BCE569"><enum>(C)</enum><header>Start of operations</header><text display-inline="yes-display-inline">The Secretary shall, to the maximum extent practicable, ensure that the start of full operations of the upgrade under this paragraph occurs before December 31, 2025.</text></subparagraph><subparagraph id="H5AC1467153EE49BB8498CCE3F858DDF7"><enum>(D)</enum><header>Funding</header><text display-inline="yes-display-inline">Out of funds authorized to be appropriated under subsection (j), there shall be made available to the Secretary to carry out the upgrade under this paragraph $49,800,000 for fiscal year 2022.</text></subparagraph></paragraph><paragraph id="H3F0C7DF010304D51BA10BCD79441B526"><enum>(6)</enum><header>Spallation neutron source second target station</header><subparagraph id="H160C0197907A48C2B29C1A3517D9BDDB"><enum>(A)</enum><header>In general</header><text>The Secretary shall provide for a second target station for the Spallation Neutron Source.</text></subparagraph><subparagraph id="HEF4E6A9061A343189A4CB28BF2CBAA89"><enum>(B)</enum><header>Second target station defined</header><text>For the purposes of this paragraph, the term <term>second target station</term> means the Spallation Neutron Source second target station described in—</text><clause id="H01499532486B4A0B8CD60C25CFCD5253"><enum>(i)</enum><text>the publication titled, <quote>Facilities for the Future of Science: A Twenty-Year Outlook</quote>, published by the Office of Science of the Department of Energy in December, 2003;</text></clause><clause id="H3BDA8C57252940428927CBAF2E135F50"><enum>(ii)</enum><text>the publication titled, <quote>Four Years Later: An Interim Report on Facilities for the Future of Science: A Twenty-Year Outlook</quote>, published by the Office of Science of the Department of Energy in August, 2007; and</text></clause><clause id="H6225E0A32EF6406FB846CA80DE8714B3"><enum>(iii)</enum><text>the publication approved by the Basic Energy Sciences Advisory Committee on June 9, 2016, titled <quote>Report on Facility Upgrades</quote>.</text></clause></subparagraph><subparagraph id="H9D2C1EF9D47C4567B42D850413CFE445"><enum>(C)</enum><header>Start of operations</header><text display-inline="yes-display-inline">The Secretary shall, to the maximum extent practicable, ensure that the start of full operations of the second target station under this paragraph occurs before December 31, 2030, with the option for early operation in 2028.</text></subparagraph><subparagraph id="H8C41598D0F804B489017867CEFA96704"><enum>(D)</enum><header>Funding</header><text>Out of funds authorized to be appropriated under subsection (j), there shall be made available to the Secretary to carry out the activities under this paragraph, including construction—</text><clause id="H9BB874654C5D46979AABF52869A69606"><enum>(i)</enum><text>$70,000,000 for fiscal year 2022;</text></clause><clause id="H22CBBEF5D8BC48429CB29C351024CEFE"><enum>(ii)</enum><text>$127,000,000 for fiscal year 2023;</text></clause><clause id="HFAA64F38445A4ADCA947681EB9685A79"><enum>(iii)</enum><text>$204,000,000 for fiscal year 2024;</text></clause><clause id="HE7428A731A284C83B90E3E5E46225F09"><enum>(iv)</enum><text>$279,000,000 for fiscal year 2025; and</text></clause><clause id="H592E8AD0E14C436C9D9243F9A98C09DA"><enum>(v)</enum><text>$300,000,000 for fiscal year 2026.</text></clause></subparagraph></paragraph><paragraph id="HACFAFEE99EA543D2B050886BEF7875CB"><enum>(7)</enum><header>Advanced light source upgrade</header><subparagraph id="H9BA96A34AD694A178F41E8BC85B9AAF5"><enum>(A)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this paragraph:</text><clause id="H1AE9DE684AE24197B17D2D2896DFF103"><enum>(i)</enum><header>Flux</header><text>The term <term>flux</term> means the rate of flow of photons.</text></clause><clause id="HE7EEEFA8924341AFB5ECAC33A1FDB38B"><enum>(ii)</enum><header>Soft x-ray</header><text>The term <term>soft x-ray</term> means a photon with energy in the range from 50 to 2,000 electron volts.</text></clause></subparagraph><subparagraph id="H613D8CBD2CE2460E8B0F1ACEA78C8E02"><enum>(B)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall provide for the upgrade to the Advanced Light Source described in the publication approved by the Basic Energy Sciences Advisory Committee on June 9, 2016, titled <quote>Report on Facility Upgrades</quote>, including the development of a multibend achromat lattice to produce a high flux of coherent x-rays within the soft x-ray energy region.</text></subparagraph><subparagraph id="H4ECA3A12D0B64A5F8C727BA583649BD6"><enum>(C)</enum><header>Start of operations</header><text display-inline="yes-display-inline">The Secretary shall, to the maximum extent practicable, ensure that the start of full operations of the upgrade under this paragraph occurs before December 31, 2026.</text></subparagraph><subparagraph id="HEF9BC2D17C0D4EB6A5A02486F84EE239"><enum>(D)</enum><header>Funding</header><text>Out of funds authorized to be appropriated under subsection (j), there shall be made available to the Secretary to carry out the upgrade under this paragraph—</text><clause id="H870D64094ACC40C3AD4DEB237D5284ED"><enum>(i)</enum><text>$75,100,000 for fiscal year 2022;</text></clause><clause id="H6F7358F5E52A4F66B6F637BD5A4D2AB5"><enum>(ii)</enum><text>$135,000,000 for fiscal year 2023;</text></clause><clause id="H4EBAF1CC16E64559B46F8EE165E879E2"><enum>(iii)</enum><text>$102,500,000 for fiscal year 2024;</text></clause><clause id="HB9A48DECD34C40299DC7CCB7EDD1B26F"><enum>(iv)</enum><text display-inline="yes-display-inline">$25,000,000 for fiscal year 2025; and</text></clause><clause id="H8A6388676AC04374B93D8773A921511C"><enum>(v)</enum><text>$25,000,000 for fiscal year 2026.</text></clause></subparagraph></paragraph><paragraph id="H5C3656F5F1DE433CAB0144484F7AAF2E"><enum>(8)</enum><header>Linac coherent light source II high energy upgrade</header><subparagraph id="H847F504434D4484CBAC2C61F884F909C"><enum>(A)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this paragraph:</text><clause id="HD4B8A70A4F0048A58C1A1C18713CC522"><enum>(i)</enum><header>High energy x-ray</header><text display-inline="yes-display-inline">The term <term>high energy x-ray</term> means a photon with an energy in the 5 to 13 kiloelectron volt range.</text></clause><clause id="HC47B23948B034D7D973FD91736083D81"><enum>(ii)</enum><header>High repetition rate</header><text>The term <term>high repetition rate</term> means the delivery of x-ray pulses up to 1 million pulses per second.</text></clause><clause id="HA1CFE34D1F334FE0AB4969260885A39B"><enum>(iii)</enum><header>Ultra-short pulse x-rays</header><text>The term <term>ultra-short pulse x-rays</term> means x-ray bursts capable of durations of less than 100 femtoseconds.</text></clause></subparagraph><subparagraph id="HE6CA52D6DC4C4D19964C135C14EDDC9A" commented="no"><enum>(B)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall—</text><clause id="H194750A2179246C0A868639FED45CD33" commented="no"><enum>(i)</enum><text>provide for the upgrade to the Linac Coherent Light Source II facility described in the publication approved by the Basic Energy Sciences Advisory Committee on June 9, 2016, titled <quote>Report on Facility Upgrades</quote>, including the development of experimental capabilities for high energy x-rays to reveal fundamental scientific discoveries; and</text></clause><clause id="HA8E326181DD14CF6BA190B5A39C85FBE" commented="no"><enum>(ii)</enum><text>ensure such upgrade enables the production and use of high energy, ultra-short pulse x-rays delivered at a high repetition rate.</text></clause></subparagraph><subparagraph id="H0AFEC4593B684392A6770B5C0A6C7B17"><enum>(C)</enum><header>Start of operations</header><text display-inline="yes-display-inline">The Secretary shall, to the maximum extent practicable, ensure that the start of full operations of the upgrade under this paragraph occurs before December 31, 2026.</text></subparagraph><subparagraph id="HCCF39252BBC44DA98B480D261E930EE5"><enum>(D)</enum><header>Funding</header><text display-inline="yes-display-inline">Out of funds authorized to be appropriated under subsection (j), there shall be made available to the Secretary to carry out the upgrade under this paragraph—</text><clause id="HC0A6D825E2A447E8BB083135DF98A3A9"><enum>(i)</enum><text>$106,925,000 for fiscal year 2022;</text></clause><clause id="H8826AA8A12A64D4084C9DC07E330EC87"><enum>(ii)</enum><text>$125,925,000 for fiscal year 2023;</text></clause><clause id="H6BDD6214D921452E90F8981BEBC26874"><enum>(iii)</enum><text>$115,000,000 for fiscal year 2024;</text></clause><clause id="HDD378148E02C40049B78F477FAD52FFD"><enum>(iv)</enum><text display-inline="yes-display-inline">$89,000,000 for fiscal year 2025; and</text></clause><clause id="HAB54331E5BB54AD183EF048704E76C9D"><enum>(v)</enum><text>$49,344,000 for fiscal year 2026.</text></clause></subparagraph></paragraph><paragraph id="H58BBC6EA88E64F6AB0B74EC7B06351F3"><enum>(9)</enum><header>Cryomodule repair and maintenance facility</header><subparagraph id="H01C583B5145B4566ADF40EED05993D71"><enum>(A)</enum><header>In general</header><text>The Secretary shall provide for the construction of a cryomodule repair and maintenance facility to service the Linac Coherent Light Source II and upgrades to the facility. The Secretary shall consult with the private sector, universities, National Laboratories, and relevant Federal agencies to ensure that this facility has the capability to maintain, repair, and test superconducting radiofrequency accelerator components.</text></subparagraph><subparagraph id="H1EC8B0D336B0455DAE7046F9980C421F"><enum>(B)</enum><header>Funding</header><text>Out of funds authorized to be appropriated under subsection (j), there shall be made available to the Secretary to carry out the activities under this paragraph—</text><clause id="H0DCC22C46B3E4FAC85CDAF35E4EFE4F0"><enum>(i)</enum><text>$19,000,000 for fiscal year 2022;</text></clause><clause id="H0E2E58A190754572933CE93B6B2E4D03"><enum>(ii)</enum><text>$25,000,000 for fiscal year 2023;</text></clause><clause id="H0F5C4949B93547979A667F9447F6281B"><enum>(iii)</enum><text>$25,000,000 for fiscal year 2024; and</text></clause><clause id="H45F70A12EA94449096404F4F507B9392"><enum>(iv)</enum><text display-inline="yes-display-inline">$17,000,000 for fiscal year 2025.</text></clause></subparagraph></paragraph><paragraph id="H59CFABC55ED5491CA275358D6D8A5AB2"><enum>(10)</enum><header>Nanoscale science research center recapitalization project</header><subparagraph id="HA1819D15936B4B48BA5E6323E2A367A0"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall provide for the recapitalization of the Nanoscale Science Research Centers, to include the upgrade of equipment at each Center supported by the Office of Science on the date of enactment of the <short-title>Department of Energy Science for the Future Act</short-title>, to accelerate advances in the various fields of science including nanoscience, materials, chemistry, biology, and quantum information science.</text></subparagraph><subparagraph id="H09B848ACB413449297C58B7508A25AEE"><enum>(B)</enum><header>Funding</header><text>Out of funds authorized to be appropriated under subsection (j), there shall be made available to the Secretary to carry out the recapitalization under this paragraph—</text><clause id="H8CB03769FCC5499499FFDA8974D8EDD3"><enum>(i)</enum><text>$20,000,000 for fiscal year 2022;</text></clause><clause id="H7E6DB260480F47D892EA740B780B06CD"><enum>(ii)</enum><text>$30,000,000 for fiscal year 2023;</text></clause><clause id="H4698D2C62FFF4A9DB5FDDBAC705535B7"><enum>(iii)</enum><text>$20,000,000 for fiscal year 2024; and</text></clause><clause id="H17FAD6C572A0426996B14B9697AA7342"><enum>(iv)</enum><text display-inline="yes-display-inline">$20,000,000 for fiscal year 2025.</text></clause></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="H543BDF46974F49109EF4CB794586A5F8"><enum>(5)</enum><text>by adding at the end the following:</text><quoted-block id="H28C65203CE824761AB3442B80696BD87" style="OLC"><subsection id="H2325FED7EF974CCA887A5EA489D61071"><enum>(h)</enum><header>Computational materials and chemistry science centers</header><paragraph id="H0E5DF3A0189449B991C5A48E1743DD40"><enum>(1)</enum><header>In general</header><text>The Director shall support a program of research and development for the application of advanced computing practices to foundational and emerging research problems in chemistry and materials science. Research activities shall include—</text><subparagraph id="HDF5BA33833CD4090A034079B81F7E3CF"><enum>(A)</enum><text>chemical catalysis research and development;</text></subparagraph><subparagraph id="HB040256CF84C453C9E9F75FB63A96DBB"><enum>(B)</enum><text>the use of large data sets to model materials phenomena, including through advanced characterization of materials, materials synthesis, processing, and innovative use of experimental and theoretical data;</text></subparagraph><subparagraph id="HE3615E4768784AE1B7133C861E988282"><enum>(C)</enum><text>adaptation of chemical system and chemistry modeling software to advanced computing systems and hardware; and</text></subparagraph><subparagraph id="H09CB3F9506734796BCF56C6CECA270A3"><enum>(D)</enum><text>modeling of chemical processes, assemblies, and reactions such as molecular dynamics and quantum chemistry, including through novel computing methods.</text></subparagraph></paragraph><paragraph id="HCCA36CE04282490CA0E3DC5F53D9BF3F"><enum>(2)</enum><header>Computational materials and chemistry science centers</header><subparagraph id="H0C2F227CF6BF47169A3B653F98397BDC"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">In carrying out the activities authorized under paragraph (1), the Director shall select and establish up to six computational materials and chemistry science centers to—</text><clause id="H0BCED74AE35B4C52867C35FB6F8788CF"><enum>(i)</enum><text>develop open-source, robust, and validated computational codes and user-friendly software, coupled with innovative use of experimental and theoretical data, to enable the design, discovery, and development of new materials and chemical systems, including chemical catalysis research and development; and</text></clause><clause id="H0BB359A1E33046988F6A09E2D8DAAC5E"><enum>(ii)</enum><text>focus on overcoming challenges and maximizing the benefits of exascale and other high performance computing.</text></clause></subparagraph><subparagraph id="HB28E295B08F7437BA97B64B206FEBFA7"><enum>(B)</enum><header>Selection</header><text>The Director shall select centers under subparagraph (A) on a competitive, merit-reviewed basis. The Director shall consider applications from the National Laboratories, institutes of higher education, multi-institutional collaborations, and other appropriate entities.</text></subparagraph><subparagraph id="H0B74B02501A94483BC764A311BD34A87"><enum>(C)</enum><header>Duration</header><clause id="H9E90F8EF7216445F8684B59F8F9D4624" commented="no"><enum>(i)</enum><text display-inline="yes-display-inline">A center selected under subparagraph (A) shall receive support for a period of not more than 5 years beginning on the date of establishment of that center, subject to the availability of appropriations.</text></clause><clause id="H6A0FBA269F704804BF6EA378BC2EDCF6"><enum>(ii)</enum><text>A center already in existence on the date of enactment of the <short-title>Department of Energy Science for the Future Act</short-title> may continue to receive support for a period of not more than 5 years beginning on the date of establishment of that center.</text></clause></subparagraph><subparagraph id="H6CC755A1A0D94F1BAD016B6128C860F2"><enum>(D)</enum><header>Renewal</header><text>Upon the expiration of any period of support of a center under this subsection, the Director may renew support for the center, on a merit-reviewed basis, for a period of not more than 5 years.</text></subparagraph><subparagraph id="H8D54A6E8EB1142B5817FC1BBFBAAEC71"><enum>(E)</enum><header>Termination</header><text>Consistent with the existing authorities of the Department, the Director may terminate an underperforming center for cause during the performance period.</text></subparagraph></paragraph></subsection><subsection id="HC0F58D1318D14647813D247A16A963F4"><enum>(i)</enum><header>Materials research database</header><paragraph id="HD4ED405C55E94CAA8EFB1B1ADB833276"><enum>(1)</enum><header>In general</header><text>The Director shall support the development of a web-based platform to develop and provide access to a database of computed information on known and predicted materials properties and computational tools to accelerate breakthroughs in materials discovery and design.</text></paragraph><paragraph id="H1EED9E067AC04A89B3C0312C2807510C"><enum>(2)</enum><header>Program</header><text>In carrying out this subsection, the Director shall—</text><subparagraph id="HC9774582BB9447768A1274A3E1414655"><enum>(A)</enum><text display-inline="yes-display-inline">conduct cooperative research with industry, academia, and other research institutions to advance understanding, prediction, and manipulation of materials and facilitate the design of novel materials;</text></subparagraph><subparagraph id="HFD0407B5EAF14DE49063F0B980E303C1"><enum>(B)</enum><text>develop and maintain data infrastructure at user facilities that generate data to collect, analyze, label, and otherwise prepare the data for inclusion in the database;</text></subparagraph><subparagraph id="H18DD600FAF664E64AF520103D45DF2D8"><enum>(C)</enum><text>leverage existing high performance computing systems to conduct high throughput calculations, and develop computational and data mining algorithms for the prediction of material properties;</text></subparagraph><subparagraph id="H05B6D8FC0AAA4887B7A4B04C17BD6479"><enum>(D)</enum><text>strengthen the foundation for new technologies and advanced manufacturing; and</text></subparagraph><subparagraph id="H0D6D5C7BD35B430790DDD25E90620467"><enum>(E)</enum><text>drive the development of advanced materials for applications that span the Department’s missions in energy, environment, and national security.</text></subparagraph></paragraph><paragraph id="H1B0C2FF5154847B3B50D63154D5474F6"><enum>(3)</enum><header>Coordination</header><text>In carrying out this subsection, the Director shall leverage and activities across the Department, including computational materials and chemistry science centers established under subsection (h).</text></paragraph><paragraph id="H5534347BCBFF42DDA8BEDA7E78F63826"><enum>(4)</enum><header>Funding</header><text display-inline="yes-display-inline">Out of funds authorized to be appropriated under subsection (j), there shall be made available to the Secretary to carry out activities under this subsection $10,000,000 for each of the fiscal years 2022 through 2026.</text></paragraph></subsection><subsection id="HBD45CF9DB7144D008E346BD95C7ADAA7" commented="no"><enum>(j)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to the Secretary to carry out the activities described in this section—</text><paragraph id="H4175CDB30B894F8BB4B8A9B188C128E1" commented="no"><enum>(1)</enum><text>$2,757,705,000 for fiscal year 2022;</text></paragraph><paragraph id="H28E00C11C75047719769A475D82D315A" commented="no"><enum>(2)</enum><text>$2,828,896,600 for fiscal year 2023;</text></paragraph><paragraph id="H39369E60BA1C4C379DBAC0550770ADCF" commented="no"><enum>(3)</enum><text display-inline="yes-display-inline">$3,019,489,612 for fiscal year 2024;</text></paragraph><paragraph id="HEB110CB5EFAE439E905A2BB526873427" commented="no"><enum>(4)</enum><text display-inline="yes-display-inline">$3,161,698,885 for fiscal year 2025; and</text></paragraph><paragraph id="H4FEAB471D7FF4AA8BC5E0D6C4466F361"><enum>(2)</enum><text>by inserting before subsection (b), as so redesignated, the following:</text><quoted-block id="HCFB196DC32294F83819D228AA1F09E86" style="OLC"><subsection id="H1F0BDF4C8B20455C9C86D2F567E5F5E5"><enum>(a)</enum><header>Program</header><text>As part of the duties of the Director authorized under section 209 of the Department of Energy Organization Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7139">42 U.S.C. 7139</external-xref>), and coordinated with the activities authorized under sections 303 and 304 of this Act, the Director shall carry out a program of research and development in the areas of biological systems science and climate and environmental science, including subsurface science, relevant to the development of new energy technologies and to support the energy, environmental, and national security missions of the Department.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HE1A6CADACEC04017B30A3BAB421E3C1A"><enum>(b)</enum><header>Bioenergy research centers</header><text>Section 977(f) of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/16317">42 U.S.C. 16317(f)</external-xref>) is amended to read as follows:</text><quoted-block id="H520630C44CA84917AAA42866CA679DC2" style="OLC"><subsection id="H1478FE4A9EAC42759432571564F9583A"><enum>(f)</enum><header>Bioenergy research centers</header><paragraph id="H3464C28E3D804E388386D7FF92167485"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">In carrying out the program under section 306(a) of the Department of Energy Research and Innovation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18644">42 U.S.C. 18644(a)</external-xref>), the Director shall support up to six bioenergy research centers to conduct fundamental research in plant and microbial systems biology, biological imaging and analysis, and genomics, and to accelerate advanced research and development of biomass-based liquid transportation fuels, bioenergy, or biobased materials, chemicals, and products that are produced from a variety of regionally diverse feedstocks, and to facilitate the translation of research results to industry. The activities of the centers authorized under this subsection may include—</text><subparagraph id="H2E81155E9BAD4FF4A36CF74DC45CC875"><enum>(A)</enum><text>accelerating the domestication of bioenergy-relevant plants and microbes to enable high-impact, value-added coproduct development at multiple points in the bioenergy supply chain;</text></subparagraph><subparagraph id="H1ED4326926514677BE8D2A26DBDD7F1D"><enum>(B)</enum><text>developing the science and technological advances to ensure process sustainability is considered in the creation of biofuels and bioproducts from lignocellulose; and</text></subparagraph><subparagraph id="H37E7C5E0136B47DDA122831290FEEB82"><enum>(C)</enum><text>using the latest tools in genomics, molecular biology, catalysis science, chemical engineering, systems biology, and computational and robotics technologies to sustainably produce and transform biomass into biofuels and bioproducts.</text></subparagraph></paragraph><paragraph id="H010143A7942A4FBCA2C28D862761C718" commented="no"><enum>(2)</enum><header>Selection and duration</header><subparagraph id="HF0B3C5A9DDB64447933BB02F3C3FFDF3" commented="no"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">A center established under paragraph (1) shall be selected on a competitive, merit-reviewed basis for a period of not more than 5 years, subject to the availability of appropriations, beginning on the date of establishment of that center.</text></subparagraph><subparagraph id="H8259FFCF3B7049168A62704BFBD3E0BE" commented="no"><enum>(B)</enum><header>Applications</header><text>The Director shall consider applications from National Laboratories, multi-institutional collaborations, and other appropriate entities.</text></subparagraph><subparagraph id="HEBE1759F7D364B7394191480B02488E8" commented="no"><enum>(C)</enum><header>Existing centers</header><text>A center already in existence on the date of enactment of the <short-title>Department of Energy Science for the Future Act</short-title> may continue to receive support for a period of not more than 5 years beginning on the date of establishment of that center.</text></subparagraph></paragraph><paragraph id="H4FD221FC331B4E819C76E3243E2D234B"><enum>(3)</enum><header>Renewal</header><text>After the end of either period described in paragraph (2), the Director may renew support for the center for a period of not more than 5 years on a merit-reviewed basis. For a center in operation for 10 years after its previous selection on a competitive, merit-reviewed basis, the Director may renew support for the center on a competitive, merit-reviewed basis for a period of not more than 5 years, and may subsequently provide an additional renewal on a merit-reviewed basis for a period of not more than 5 years.</text></paragraph><paragraph id="HDEEB152F62A743118EDE5B3263915C49"><enum>(4)</enum><header>Termination</header><text>Consistent with the existing authorities of the Department, the Director may terminate an underperforming center for cause during the performance period.</text></paragraph><paragraph id="H04807EDD7BB54EE09943F5273A8519C3"><enum>(5)</enum><header>Activities</header><text>Centers shall undertake research activities to accelerate the production of biofuels and bioproducts from advanced biomass resources by identifying the most suitable species of plants for use as energy crops; and improving methods of breeding, propagation, planting, producing, harvesting, storage and processing. Activities may include the following:</text><subparagraph id="H2FA6ABA8DC694C268D41CFFF18B3CC07"><enum>(A)</enum><text>Research activities to increase sustainability, including—</text><clause id="HC025FD81E1DD4319BE975F0707B715F0"><enum>(i)</enum><text>advancing knowledge of how bioenergy crop interactions with biotic and abiotic environmental factors influence crop growth, yield, and quality;</text></clause><clause id="HF13A437C98ED4879849318F238FA1154"><enum>(ii)</enum><text>identifying the most impactful research areas that address the economics of biofuels and bioproducts production; and</text></clause><clause id="H84A22BE2A9224011A32A8DD121E5D1C7"><enum>(iii)</enum><text>utilizing multiscale modeling to advance predictive understanding of biofuel cropping ecosystems.</text></clause></subparagraph><subparagraph id="H92D83F75C22E4924A45431AC4FF8C6BF"><enum>(B)</enum><text>Research activities to further feedstock development, including lignocellulosic, algal, gaseous wastes including carbon oxides and methane, and direct air capture of single carbon gases via plants and microbes, including—</text><clause id="HE8BAE754A5A9486F8D77F2EAEF1B55E0"><enum>(i)</enum><text>developing genetic and genomic tools, high-throughput analytical tools, and biosystems design approaches to enhance bioenergy feedstocks;</text></clause><clause id="H9A25E68A0A6A46AFBEE921E9888DA3E8"><enum>(ii)</enum><text>conducting field testing of new potential bioenergy feedstock crops under environmentally benign and geographically diverse conditions to assess viability and robustness; and</text></clause><clause id="H6C8AB72B72DC4BD09DB55B059789556B"><enum>(iii)</enum><text>developing quantitative models informed by experimentation to predict how bioenergy feedstocks perform under diverse conditions.</text></clause></subparagraph><subparagraph id="HAAA534D20B7341EC8BECD3B3B56D0F3D"><enum>(C)</enum><text>Research activities to improve lignocellulosic deconstruction and separation methods, including—</text><clause id="HB7C3EE7E029145DD91A611CE523E8783"><enum>(i)</enum><text>developing feedstock-agnostic deconstruction processes capable of efficiently fractionating biomass into targeted output streams;</text></clause><clause id="H750C0CA6EBBE4231AADBF0133EDA1F66"><enum>(ii)</enum><text>gaining a detailed understanding of plant cell wall biosynthesis, composition, structure, and properties during deconstruction; and</text></clause><clause id="H26EF489900284E71B6B9D079ECCEAD90"><enum>(iii)</enum><text>improving enzymes and approaches for biomass breakdown and cellulose, hemicellulose, and lignin processing.</text></clause></subparagraph><subparagraph id="H288AF825B9D149E480E2286F181237D6"><enum>(D)</enum><text>Research activities to improve the feedstock conversion process for advanced biofuels and bioproducts, including—</text><clause id="H72C3F27335C047158DEC03FEDE18C4ED"><enum>(i)</enum><text>developing high-throughput methods to screen or select high-performance microbial strains to improve product formation rates, yields, and selectivity;</text></clause><clause id="H33770108F19D4251839B6DBC41181E58"><enum>(ii)</enum><text>establishing a broad set of platform microorganisms suitable for metabolic engineering to produce biofuels and bioproducts, as well as high-throughput methods for experimental validation of gene function;</text></clause><clause id="H7F48E0EB349140398D465825AE11C5EC"><enum>(iii)</enum><text>developing techniques to enhance microbial robustness for tolerating toxins to improve biofuel and bioproduct yields and to gain a better understanding of the cellular and molecular bases of tolerance for major chemical classes of inhibitors found in these processes;</text></clause><clause id="H469AA2DFEDFB4F519FF30FEDFC6E7B3D"><enum>(iv)</enum><text>advancing technologies for the use of batch, continuous, as well as consolidated bioprocessing;</text></clause><clause id="HB0D8964DBEF64CDEBEAC3388896201D8"><enum>(v)</enum><text>identifying, creating, and optimizing microbial and chemical pathways to produce promising, atom-economical intermediates and final bioproducts from biomass with considerations given to environmentally benign processes;</text></clause><clause id="H1C02DCB01E3F4B649D7680A1B98F66CA"><enum>(vi)</enum><text>developing high-throughput, real-time, in situ analytical techniques to understand and characterize the pre- and post-bioproduct separation streams in detail;</text></clause><clause id="H4BB205E0B2BE4A608A894799D0F03A59"><enum>(vii)</enum><text>creating methodologies for efficiently identifying viable target molecules, identifying high-value bioproducts in existing biomass streams, and utilizing current byproduct streams;</text></clause><clause id="HD2CDE65C32C349BFA1B5EF9AB83360EA"><enum>(viii)</enum><text>identifying and improving plant feedstocks with enhanced extractable levels of desired bioproducts or bioproduct precursors, including lignin streams; and</text></clause><clause id="HAFC1CDCAA6D4490BACE8551FA637CE38"><enum>(ix)</enum><text>developing integrated biological and chemical catalytic approaches to valorize and produce a diverse portfolio of advanced fuels and bioproducts.</text></clause></subparagraph></paragraph><paragraph id="H889E90BE0B36473D88A9553ACA0734AD"><enum>(6)</enum><header>Industry partnerships</header><text>Centers shall establish industry partnerships to translate research results to commercial applications.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H59F7B3E4F46A455F86288CE744DE13FE"><enum>(c)</enum><header>Low-Dose radiation research program</header><text>Section 306(d)(7) of the Department of Energy Research and Innovation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18644">42 U.S.C. 18644(c)</external-xref>), as redesignated under subsection (a), is amended to read as follows:</text><quoted-block id="H172581244BF446D99A1F4B3966B77A66" style="OLC"><paragraph id="H05956B2D7E5244E3B54E91229EBCF14E"><enum>(7)</enum><header>Funding</header><text>For purposes of carrying out this subsection, the Secretary is authorized to make available from funds provided to the Biological and Environmental Research Program $40,000,000 for fiscal year 2025 and $50,000,000 for fiscal year 2026.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H6D57EC0EC6164263A025E4BE56537502"><enum>(d)</enum><header>Biological sciences research activities</header><text>Section 306(b) of the Department of Energy Research and Innovation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18644">42 U.S.C. 18644</external-xref>), as redesignated under subsection (a), is amended as follows:</text><quoted-block id="HAA52B9B889D74992AAF8AAEF02E1FE27" style="OLC"><subsection id="HE7FD1B9C676B44E3A6266F1AAB4BFF83"><enum>(b)</enum><header>Biological systems</header><text display-inline="yes-display-inline">The Director shall carry out research and development activities in fundamental, structural, computational, and systems biology to increase systems-level understanding of the complex biological systems, which may include activities to—</text><paragraph id="HC32EF0FEF8584648B6DE037C36B487B9"><enum>(1)</enum><text>accelerate breakthroughs and new knowledge that would enable the cost-effective, sustainable production of—</text><subparagraph id="H28F55E34F89C40AEBDAF8266ED270940"><enum>(A)</enum><text>biomass-based liquid transportation fuels;</text></subparagraph><subparagraph id="H0ACAF058C52D4049A3CEB4EB51EE2EBD"><enum>(B)</enum><text>bioenergy; and</text></subparagraph><subparagraph id="H773059962ACA46CB847EBE2F7DD9098B"><enum>(C)</enum><text>biobased materials;</text></subparagraph></paragraph><paragraph id="H800BE80494AF4A93A1E413E8F9A6F958"><enum>(2)</enum><text>improve understanding of the global carbon cycle, including processes for removing carbon dioxide from the atmosphere, through photosynthesis and other biological processes, for sequestration and storage;</text></paragraph><paragraph id="H8DA447F78E634741A1FEA701364570EF"><enum>(3)</enum><text>understand the biological mechanisms used to transform, immobilize, or remove contaminants from subsurface environments;</text></paragraph><paragraph id="H1216887C97ED4404BEF427F6F5C5E99D"><enum>(4)</enum><text>leverage tools and approaches across the Office of Science to expand research to include novel processes, methods, and science to develop bio-based chemicals, polymers, inorganic materials, including research to—</text><subparagraph id="H332ED6AF626A4DD3909B895AFD8A8DA1"><enum>(A)</enum><text display-inline="yes-display-inline">advance the understanding of how CRISPR tools and other gene editing tools and technologies work in nature, in the laboratory, and in practice;</text></subparagraph><subparagraph id="HAB5C2AA16DEC4F6BA8A3A8851AC7A1B2"><enum>(B)</enum><text>deepen knowledge of the genetics of root architecture and growth in crops, including trees; and</text></subparagraph><subparagraph id="HB977D2B7A7CA4C7C9E5B6B4F05DF9C6E"><enum>(C)</enum><text>develop methods and tools to increase the efficiency of photosynthesis in plants; and</text></subparagraph></paragraph><paragraph id="H6BA34C9FD86F4B4DB76C35796FB7EFF5"><enum>(5)</enum><text>develop other relevant methods and processes as determined by the Director.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HC3A693F4D367491987F5CE3578E1976A"><enum>(e)</enum><header>Climate, environmental science, and other activities</header><text>Section 306 of the Department of Energy Research and Innovation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18644">42 U.S.C. 18644</external-xref>) is further amended by adding at the end the following:</text><quoted-block id="H9A9020F9E3F5455596E9AA22E273395C" style="OLC"><subsection id="H1FF9F9B05EAA4A1EBA18893D235F0497"><enum>(e)</enum><header>Earth and environmental systems sciences activities</header><paragraph id="HAAD19BA236DF45C1A188D6BE655A710A"><enum>(1)</enum><header>In general</header><text>As part of the activities authorized under subsection (a), and in coordination with activities carried out under subsection (b), the Director shall carry out earth and environmental systems science research, which may include activities to—</text><subparagraph id="HFCD188064630415F87917EE323A775B9"><enum>(A)</enum><text display-inline="yes-display-inline">understand, observe, and model the response of Earth’s atmosphere and biosphere to increased concentrations of greenhouse gas emissions and any associated changes in climate, including frequency and intensity of extreme weather events;</text></subparagraph><subparagraph id="H5FBAF216F4ED437DBF305B648ADF5EF8"><enum>(B)</enum><text>understand the coupled physical, chemical, and biological processes to transform, immobilize, remove, or move carbon, nitrogen, and other energy production-derived contaminants such as radionuclides and heavy metals, and understand the process of sequestration and transformation of these, carbon dioxide, and other relevant molecules in subsurface environments;</text></subparagraph><subparagraph id="HFA063880B9B141AC843C836F79AAD4D5"><enum>(C)</enum><text display-inline="yes-display-inline">understand, observe, and model the cycling of water, carbon, and nutrients in terrestrial systems and at scales relevant to resources management;</text></subparagraph><subparagraph id="H8E651C777A174D50B59D3FEC25DBBE38"><enum>(D)</enum><text display-inline="yes-display-inline">understand the biological, biogeochemical, and physical processes across the multiple scales that control the flux of environmentally relevant compounds between the terrestrial surface and the atmosphere; and</text></subparagraph><subparagraph id="HD75785261D85403AADE09221DF9835CD"><enum>(E)</enum><text>inform potential natural mitigation and adaptation options for increased concentrations of greenhouse gas emissions and any associated changes in climate.</text></subparagraph></paragraph><paragraph id="HC678FC61C9FB47C49B004B8732545181"><enum>(2)</enum><header>Prioritization</header><text display-inline="yes-display-inline">In carrying out the program authorized under paragraph (1), the Director shall prioritize—</text><subparagraph id="H066A9D171ED044D89ED19E652D8422F6"><enum>(A)</enum><text display-inline="yes-display-inline">the development of software and algorithms to enable the productive application of environmental systems and extreme weather prediction models in high-performance computing systems; and</text></subparagraph><subparagraph id="HEA8AF7A39A2648659D62801326DA7DB9"><enum>(B)</enum><text display-inline="yes-display-inline">capabilities that support the Department’s mission needs for energy and infrastructure security, resilience, and reliability.</text></subparagraph></paragraph><paragraph id="H7898009D95E24A9BA06FF70F5650DADA"><enum>(3)</enum><header>Subsurface biogeochemical research</header><subparagraph id="H578E58E32A134E76BFCAD9539D309E91"><enum>(A)</enum><header>In general</header><text>As part of the activities described in paragraph (1), the Director shall carry out research to advance a fundamental understanding of coupled physical, chemical, and biological processes for controlling the movement of sequestered carbon, nitrogen, and other subsurface environmental contaminants, including how hydrology drives biogeochemistry across molecular to watershed scales, and how coupling between physical, chemical, and biological processes influence flows of water, carbon, nutrients, and contaminants.</text></subparagraph><subparagraph id="H99DC5071EB8647DEB38EE03A5B53611E"><enum>(B)</enum><header>Coordination</header><clause id="HA6790ECFFC30491798899B19CD066F43"><enum>(i)</enum><header>Director</header><text>The Director shall carry out activities under this paragraph in accordance with priorities established by the Secretary to support and accelerate the decontamination of relevant facilities managed by the Department.</text></clause><clause id="H71AB095253584CD0A78B770C5AEBE0DE"><enum>(ii)</enum><header>Secretary</header><text>The Secretary shall ensure the coordination of activities of the Department, including activities under this paragraph, to support and accelerate the decontamination of relevant facilities managed by the Department.</text></clause></subparagraph></paragraph><paragraph id="H46826209E1DC4C27AB71A32A0AB6E3FA"><enum>(4)</enum><header>Climate and earth modeling</header><text display-inline="yes-display-inline">As part of the activities described in paragraph (1), the Director, in collaboration with the Advanced Scientific Computing Research program described in section 304, and in consultation with the National Oceanic and Atmospheric Administration and other relevant agencies, shall carry out research to develop, evaluate, and use high-resolution regional climate, global climate, and Earth system models to inform decisions on reducing greenhouse gas emissions and the resulting impacts of a changing global climate. Such modeling shall include, among other critical elements, greenhouse gas emissions, land use, watershed responses, and interaction among human and Earth systems.</text></paragraph><paragraph id="H0A630F11CE884E3A8FABCFF28BCED7A9"><enum>(5)</enum><header>Mid-scale funding mechanism</header><subparagraph id="HF542AE8FE3DC4686B0A8F56A6DA833F0"><enum>(A)</enum><header>In general</header><text>Any of the activities authorized in this subsection may be carried out by competitively selected mid-scale, multi-institutional research centers in lieu of individual research grants, or large-scale experiments or user facilities.</text></subparagraph><subparagraph id="H26BE7644119A4D2695F2C2249534FEC8"><enum>(B)</enum><header>Consideration</header><text>The Biological and Environmental Research Advisory Committee shall provide recommendations to the Director on projects most suitable for the research centers described in subparagraph (A).</text></subparagraph></paragraph></subsection><subsection id="HC1CD3A849A7B40B1903E2DDCF9F23D23"><enum>(f)</enum><header>Biological and environmental research user facilities</header><paragraph id="H6F0A8144E60C453E92E8FB6175D797D5"><enum>(1)</enum><header>In general</header><text>The Director shall carry out a program for the development, construction, operation, and maintenance of user facilities to enhance the collection and analysis of observational data related to complex biological, climate, and environmental systems.</text></paragraph><paragraph id="HDCD10FB66615481FAEFF6D83202080FB"><enum>(2)</enum><header>Facility requirements</header><text>To the maximum extent practicable, the user facilities developed, constructed, operated, or maintained under paragraph (1) shall include—</text><subparagraph id="H7E845DABC99E4FD4B44E47E910B4B2C0"><enum>(A)</enum><text>distributed field research and observation platforms for understanding earth system processes;</text></subparagraph><subparagraph id="HCBB23591ABFD424A9094546BE8C967D7"><enum>(B)</enum><text>instruments and modeling resources for understanding the physical, chemical, and cellular processes of biological and environmental systems;</text></subparagraph><subparagraph id="HC9AB63B0E1C4463FBD324974486D23B7"><enum>(C)</enum><text>integrated high-throughput sequencing, advanced bioanalytic techniques, DNA design and synthesis, metabolomics, and computational analysis; and</text></subparagraph><subparagraph id="H4E781A26635342F7B41A6AD23897B11E"><enum>(D)</enum><text>such other facilities as the Director considers appropriate, consistent with section 209 of the Department of Energy Organization Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7139">42 U.S.C. 7139</external-xref>).</text></subparagraph></paragraph><paragraph id="H8BE43699848B4EBC9B3DA9EFBAE89E3B"><enum>(3)</enum><header>Existing facilities</header><text display-inline="yes-display-inline">In carrying out the program established in paragraph (1), the Director is encouraged to evaluate the capabilities of existing user facilities and, to the maximum extent practicable, invest in modernization of those capabilities to address emerging research priorities.</text></paragraph><paragraph id="HEB049AD767844CFAAFED1A08BB4CC535"><enum>(4)</enum><header>User Facilities Integration and Collaboration program</header><subparagraph id="H2E4A3809FC764E1FAAD71E6F501A8CD5"><enum>(A)</enum><header>In general</header><text>The Director shall support a program of collaboration between user facilities as defined under this subsection to encourage and enable researchers to more readily integrate the tools, expertise, resources, and capabilities of multiple user facilities to further research and advance emerging technologies.</text></subparagraph><subparagraph id="H001A6736F5BF4D96ABC5E528B2EBF658"><enum>(B)</enum><header>Activities</header><text>The program shall advance the integration of automation, robotics, computational biology, bioinformatics, biosensing, cellular platforms and other relevant emerging technologies as determined by the Director to enhance productivity and scientific impact of user facilities.</text></subparagraph></paragraph><paragraph id="H68ED491F9B7E41E4A780003055357350"><enum>(5)</enum><header>Earth and environmental systems sciences user facilities</header><text>In carrying out the activities authorized under paragraph (1), the Director shall establish and operate user facilities to advance the collection, validation, and analysis of atmospheric data, including activities to advance knowledge and improve model representations and measure the impact of atmospheric gases, aerosols, and clouds on earth and environmental systems.</text><subparagraph id="H1B0757292248466797B827E50DE1C332"><enum>(A)</enum><header>Selection</header><text>The Director shall select user facilities under paragraph (1) on a competitive, merit-reviewed basis. The Director shall consider applications from the National Laboratories, institutes of higher education, multi-institutional collaborations, and other appropriate entities.</text></subparagraph><subparagraph id="H9D5601B6710345F08AF7017D75D45C90"><enum>(B)</enum><header>Termination</header><text>Consistent with the existing authorities of the Department, the Director may terminate an underperforming user facility for cause during the performance period.</text></subparagraph><subparagraph id="HC7B65E25784843F9B8641ED171B06C58"><enum>(C)</enum><header>Existing facilities</header><text display-inline="yes-display-inline">To the maximum extent practicable, the Director shall utilize existing facilities to carry out this subsection.</text></subparagraph></paragraph><paragraph id="HE8662BA0021D4781A0B53035241F0C3A"><enum>(6)</enum><header>Coordination</header><text>In carrying out the program authorized in paragraph (1), the Director shall ensure that the Office of Science—</text><subparagraph id="HC10508CCA547465286447E730B9CE1D6"><enum>(A)</enum><text>consults and coordinates with the National Oceanic Atmospheric Administration, the Environmental Protection Agency, the National Aeronautics and Space Administration, the Department of Agriculture, the Department of the Interior, and any other relevant Federal agency on the collection, validation, and analysis of atmospheric data; and</text></subparagraph><subparagraph id="HBB2B0EC841F14133866FAF88E99CFE77"><enum>(B)</enum><text>coordinates with relevant stakeholders, including institutes of higher education, nonprofit research institutions, industry, State, local, and tribal governments, and other appropriate entities to ensure access to the best available relevant atmospheric and historical weather data.</text></subparagraph></paragraph></subsection><subsection id="HC729ACA4974247E09F94771F045A39FA"><enum>(g)</enum><header>Coastal zone research initiative</header><paragraph id="H842CABAC037543BF876795659363214C"><enum>(1)</enum><header>In general</header><text>The Director shall carry out a research program to enhance the understanding of coastal ecosystems. In carrying out this program, the Director shall prioritize efforts to enhance the collection of observational data, and shall develop models to analyze the ecological, biogeochemical, hydrological and physical processes that interact in coastal zones.</text></paragraph><paragraph id="H5E36FFF6AB14496CA6DD103995D3F432"><enum>(2)</enum><header>National system for coastal data collection</header><text>The Director shall establish an integrated system of geographically diverse field research sites in order to improve the quantity and quality of observational data, and that encompass the major land water interfaces of the United States, including—</text><subparagraph id="HB1D096ED88B243B3964961241015B9B0"><enum>(A)</enum><text>the Great Lakes region;</text></subparagraph><subparagraph id="H78F3D97A77A04973A92A868631CA4CFC"><enum>(B)</enum><text>the Pacific coast;</text></subparagraph><subparagraph id="H233A54E5A6554057A87D2B41DB8763FB"><enum>(C)</enum><text>the Atlantic coast;</text></subparagraph><subparagraph id="HEA8FFBE61C194745A45890F25097B3DC"><enum>(D)</enum><text>the Arctic; and</text></subparagraph><subparagraph id="H8F914D4B2DF946D0964D17C0FDC8EACC"><enum>(E)</enum><text>the Gulf coast.</text></subparagraph></paragraph><paragraph id="H14A3053BCF5346C2A23E29E7281F4C18"><enum>(3)</enum><header>Existing infrastructure</header><text>In carrying out the programs and establishing the field research sites under paragraphs (1) and (2), the Secretary shall leverage existing research and development infrastructure supported by the Department, including the Department’s existing marine and coastal research lab.</text></paragraph><paragraph id="H4277C94E6A2B4EE7A3210EA849C2793F"><enum>(4)</enum><header>Coordination</header><text>For the purposes of carrying out the programs and establishing the field research sites under the Initiative, the Secretary may enter into agreements with Federal Departments and agencies with complementary capabilities.</text></paragraph><paragraph id="H712C77BC067F4B698035E55B0C7F559D"><enum>(5)</enum><header>Report</header><text display-inline="yes-display-inline">Not less than 2 years after the date of the enactment of the <short-title>Department of Energy Science for the Future Act</short-title>, the Director shall provide to the Committee on Science, Space, and Technology and the Committee on Appropriations of the House of Representatives and the Committee on Energy and Natural Resources and the Committee on Appropriations of the Senate a report examining whether the system described in this section should be established as a National User Facility.</text></paragraph></subsection><subsection id="H1B826DA8F5654ABEAA67DEABF4CE0FA6"><enum>(h)</enum><header>Technology development</header><text>The Director shall support a technology research program for the development of instrumentation and other research tools required to meet the missions of the Department and to provide platform technologies for the broader scientific community. Technologies shall include but are not limited to—</text><paragraph id="HA28932E605A04F649B28ADB8A73898BE"><enum>(1)</enum><text>cryo-electron microscopy;</text></paragraph><paragraph id="H55B5E2DE381740ADAB2DA44B3C3287A1"><enum>(2)</enum><text>fabricated ecosystems; and</text></paragraph><paragraph id="H2564FFC996B44F1687F9B1BA35D14D04"><enum>(3)</enum><text>next generation sensors including quantum sensors for biological integration and bioproduction.</text></paragraph></subsection><subsection id="H99D683E3BF2B43C6B3C47BB47552FB16" commented="no"><enum>(i)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to the Secretary to carry out the activities described in this section—</text><paragraph id="HA35DA481287843BCA9F730913F989C0A" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">$820,360,000 for fiscal year 2022;</text></paragraph><paragraph id="H950DF7D4DB4E4008AF3B5C57C2666401" commented="no"><enum>(2)</enum><text>$886,385,200 for fiscal year 2023;</text></paragraph><paragraph id="H3DD63253CDD94A61ACBEA89590E9C973" commented="no"><enum>(3)</enum><text>$956,332,164 for fiscal year 2024;</text></paragraph><paragraph id="HE2E6367C9B71458DA73860B33C9FAF22" commented="no"><enum>(4)</enum><text>$1,020,475,415 for fiscal year 2025; and</text></paragraph><paragraph id="H33305F1966F0457CB4D1FCD6469252BC"><enum>(3)</enum><text display-inline="yes-display-inline">steward applied mathematics, computational science, and computer science; and other science disciplines relevant to the missions of the Department and the competitiveness of the United States.</text></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="H4EDEDCDFA4044D13B0A796960CB55775"><enum>(3)</enum><text>in subsection (b) (as redesignated under paragraph (1))—</text><subparagraph id="H57E0B7E3F3C1412396A7315543A5D66F"><enum>(A)</enum><text>by striking <quote>the Director</quote> and inserting <quote>(1) <header-in-text level="paragraph" style="OLC">Director</header-in-text>.—The Director</quote>; and</text></subparagraph><subparagraph id="HCEA6CE83C2D0418ABA4A637F9026B4EC"><enum>(B)</enum><text>tools, languages, programming environments, and operations for high-end computing systems (as defined in section 2 of the American Super Computing Leadership Act (<external-xref legal-doc="usc" parsable-cite="usc/15/5541">15 U.S.C. 5541</external-xref>)).</text></subparagraph></paragraph><paragraph id="HD1977B10B76D4F6ABB465BAE98DD1B9C"><enum>(2)</enum><header>Portfolio balance</header><subparagraph id="HCBD3D606351A430EBBFDF338170A7264"><enum>(A)</enum><header>In general</header><text>The Director shall maintain a balanced portfolio within the advanced scientific computing research and development program established under section 976 of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/16316">42 U.S.C. 16316</external-xref>) that supports robust investment in—</text><clause id="H11EDD1DD2EDD4DE893C88D9C213DA653"><enum>(i)</enum><text display-inline="yes-display-inline">applied mathematical, computational, and computer sciences research needs relevant to the mission of the Department, including foundational areas that are critical to the advancement of energy sciences and technologies and new and emerging computing technologies; and</text></clause><clause id="HE1F25C8C401D4E87A610389C2FC77D8B"><enum>(ii)</enum><text>associated high-performance computing hardware and facilities.</text></clause></subparagraph><subparagraph id="H097BFBA999CA47AAB0F801B9F0966C17"><enum>(B)</enum><header>Exascale ecosystem sustainment</header><clause id="H172A3A8721FB43C79D5E0628E6922EEF"><enum>(i)</enum><header>Sense of Congress</header><text display-inline="yes-display-inline">It is the sense of Congress that the Exascale Computing Project has successfully created a broad ecosystem that provides shared software packages, novel evaluation systems, and applications for exascale users, and that such products must be maintained and improved in order that the full potential of the deployed systems can be continuously realized.</text></clause><clause id="H8EAEEA47C58440E29A84386573C8B9C3"><enum>(ii)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall seek to sustain the ecosystem referenced in clause (i) to ensure that the exascale software stack and other research software will continue to be maintained, hardened, and otherwise optimized for long-term use on exascale systems and reliable availability to the user community.</text></clause></subparagraph></paragraph></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="H5C8F92071DF2458B90E7B6E9ED4F69BC"><enum>(5)</enum><text>by inserting after subsection (d) the following:</text><quoted-block id="HA06AFEE171D44CAEB7B57F2AD91D509C" style="OLC"><subsection id="H219C66110E0B46868D015644A995A37E"><enum>(e)</enum><header>Next generation computing program</header><paragraph id="H1445749C68514D54B54CF2D256487A7B"><enum>(1)</enum><header>In general</header><text>The Secretary shall establish a program to develop and implement a strategy for achieving computing systems with capabilities beyond exascale computing systems. In establishing this program, the Secretary shall—</text><subparagraph id="H7CB10C44C3A9494DA00CDB7152F1D0AD"><enum>(A)</enum><text>maintain foundational research programs in mathematical, computational, and computer sciences focused on new and emerging computing needs within the mission of the Department, including post-Moore’s law computing architectures, novel approaches to modeling and simulation, artificial intelligence and scientific machine learning, quantum computing, edge computing, extreme heterogeneity, and distributed high-performance computing; and</text></subparagraph><subparagraph id="H3FAE4CC3EA71474B8ACA1D02667884E8"><enum>(B)</enum><text>retain best practices and maintain support for essential hardware, applications, and software elements of the Exascale Computing Program that are necessary for sustaining the vitality of a long-term exascale ecosystem.</text></subparagraph></paragraph><paragraph id="H8E0F75B084794A948A1F0ACD62CA585B"><enum>(2)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the Secretary shall submit to the Committee on Science, Space, and Technology of the House of Representatives, and the Committee on Energy and Natural Resources of the Senate, a report on the development and implementation of the strategy outlined in paragraph (1).</text></paragraph></subsection><subsection id="HCCF539AE85C348AD8B52A2CBCE03C97B"><enum>(f)</enum><header>Architectural research in heterogeneous computing systems</header><paragraph id="HD695747DFD76438F85A2A878C1B91278"><enum>(1)</enum><header>In general</header><text>The Secretary shall carry out a program of research and development in heterogeneous computing systems to address extreme heterogeneity and to expand understanding of the potential for heterogeneous computing systems to deliver high performance, high efficiency computing for Department of Energy mission challenges. This shall include research and development that explores the convergence of big data analytics, simulations, and artificial intelligence.</text></paragraph><paragraph id="H593F3696DB9542F28B2E49578658B4EB"><enum>(2)</enum><header>Coordination</header><text>In carrying out this program, the Secretary shall ensure coordination between research activities undertaken by the Advanced Scientific Computing Research program and materials research supported by the Basic Energy Sciences program within the Department of Energy Office of Science.</text></paragraph></subsection><subsection id="H32CD4D2021C449EAA901FAE90A76F7CC"><enum>(g)</enum><header>Energy efficient computing program</header><paragraph id="HE855ED8C1804434B857EE19F160C28DA"><enum>(1)</enum><header>In general</header><text>The Secretary shall support a program of fundamental research, development, and demonstration of energy efficient computing and data center technologies relevant to advanced computing applications, including high performance computing, artificial intelligence, and scientific machine learning.</text></paragraph><paragraph id="H37574D48A7A34DBCB8C95BD7E30D4126"><enum>(2)</enum><header>Execution</header><subparagraph id="HEB5247D5B0A741A68A2ACE2DC5009EA4"><enum>(A)</enum><header>Program</header><text>In carrying out the program under paragraph (1), the Secretary shall—</text><clause id="H91D29DC7BD9B4738BA965D4AF22D194F"><enum>(i)</enum><text>establish a partnership for National Laboratories, industry partners, and institutions of higher education for codesign of energy efficient hardware, technology, software, and applications across all applicable program offices of the Department, and provide access to energy efficient computing resources to such partners;</text></clause><clause id="H0217EA50EA364BCBA503D5D8FDA90D07"><enum>(ii)</enum><text>develop hardware and software technologies that decrease the energy needs of advanced computing practices, including through data center co-design;</text></clause><clause id="H539373867610404494AF3AFD7B881A97"><enum>(iii)</enum><text display-inline="yes-display-inline">consider multiple heterogeneous computing architectures in collaboration with the program established under subsection (f) including neuromorphic computing, persistent computing, and ultrafast networking; and</text></clause><clause id="HD2BD0809C1764BE6BF10B881246DA536"><enum>(iv)</enum><text display-inline="yes-display-inline">provide, as appropriate, on a competitive, merit-reviewed basis, access for researchers from institutions of higher education, National Laboratories, industry, and other Federal agencies to the energy efficient computing technologies developed pursuant to clause (i).</text></clause></subparagraph><subparagraph id="H7CEDF0915E834285A1E69D53DAA7EE25"><enum>(B)</enum><header>Selection of partners</header><text>In selecting participants for the partnership established under subparagraph (A)(i), the Secretary shall select participants through a competitive, merit review process.</text></subparagraph><subparagraph id="HB180688D24F2458EA54D7D2C3F562D99"><enum>(C)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the Secretary shall submit to the Committee on Science, Space, and Technology of the House of Representatives, and the Committee on Energy and Natural Resources of the Senate, a report on—</text><clause id="HBCE43730FF57475099ACF77EA610142C"><enum>(i)</enum><text display-inline="yes-display-inline">the activities conducted under subparagraph (A); and</text></clause><clause id="H1CAECD2D6549409C957C4B34DACD25D1"><enum>(ii)</enum><text display-inline="yes-display-inline">the coordination and management of the program under subparagraph (A) to ensure an integrated research program across the Department.</text></clause></subparagraph></paragraph></subsection><subsection id="H5C3196F6DC524C378B15168C24397D66"><enum>(h)</enum><header>Energy sciences network</header><paragraph id="HD594943199884E9FBA624626A624C8D4"><enum>(1)</enum><header>In general</header><text>The Secretary shall provide for an upgrade to the Energy Sciences Network user facility in order to meet Federal research needs for highly reliable data transport capabilities optimized for the requirements of large-scale science.</text></paragraph><paragraph id="HA2A35F995E62488CAEDF793C0D53414C"><enum>(2)</enum><header>Capabilities</header><text>In carrying out paragraph (1), the Secretary shall ensure the following capabilities:</text><subparagraph id="H965BE0FEDC634D5AA87F2B0FCF01A891"><enum>(A)</enum><text>To provide high bandwidth scientific networking across the continental United States and the Atlantic Ocean.</text></subparagraph><subparagraph id="H11C1654C3107460DB4B3BBE356077472"><enum>(B)</enum><text>To maximize network reliability.</text></subparagraph><subparagraph id="H097463BA0D894FF4BC78955B2742E0F5"><enum>(C)</enum><text>To protect the network and data from cyber-attacks.</text></subparagraph><subparagraph id="H30CF65F1EC894B97A804A171D0C642C2"><enum>(D)</enum><text>To support exponentially increasing levels of data from the Department’s scientific user facilities, experiments, and sensors.</text></subparagraph><subparagraph id="HEFFED6D06833469E97B73D865816BB3B"><enum>(E)</enum><text>To integrate heterogeneous computing frameworks and systems.</text></subparagraph></paragraph></subsection><subsection id="HAFE0167D17784746922F7928B2CC0535"><enum>(i)</enum><header>Computational science graduate fellowship</header><paragraph id="HFEE4678B9D2245C6886A8A2F7DECE112"><enum>(1)</enum><header>In general</header><text>The Secretary shall support the Computational Science Graduate Fellowship program in order to facilitate collaboration between graduate students and researchers at the National Laboratories, and contribute to the development of a diverse and inclusive computational workforce to help advance research in areas relevant to the mission of the Department.</text></paragraph><paragraph id="H1F5B1342290547C3A43C621FF43BFAF0"><enum>(2)</enum><header>Funding</header><text>From within funds authorized to be appropriated for Advanced Scientific Computing Research Program, the Secretary shall make available for carrying out the activities under this section—</text><subparagraph id="H887591AC69F54D2EA4505B8FC1867CDF"><enum>(A)</enum><text>$21,000,000 for fiscal year 2022;</text></subparagraph><subparagraph id="H04391B8F90D046B3A0B5A5F095ABB56E"><enum>(B)</enum><text>$22,050,000 for fiscal year 2023;</text></subparagraph><subparagraph id="HBC23620D012B413F9DFB94D7F26CB32A"><enum>(C)</enum><text>$23,152,500 for fiscal year 2024;</text></subparagraph><subparagraph id="HCCDEE9C3ABFD478C98A2020C6D8F6610"><enum>(D)</enum><text>$24,310,125 for fiscal year 2025; and</text></subparagraph><subparagraph id="H79359780953643709D5611ED62B474BB"><enum>(D)</enum><text>the Chair of the subcommittee on the Economic and Security Implications of Quantum Science;</text></subparagraph></paragraph><paragraph id="HD37EC8AD55CB49B29532F531333950B6"><enum>(2)</enum><text>conduct cooperative research with industry, National Laboratories, institutions of higher education, and other research institutions to facilitate new quantum infrastructure methods and technologies, including—</text><subparagraph id="H7E062491A29942C9846274C0601F92F9"><enum>(A)</enum><text>quantum-limited detectors, ultra-low loss optical channels, space-to-ground connections, and classical networking and cybersecurity protocols;</text></subparagraph><subparagraph id="H9D21B13FA63D45468E048CF4E80C3F30"><enum>(B)</enum><text>entanglement and hyper-entangled state sources and transmission, control, and measurement of quantum states;</text></subparagraph><subparagraph id="H2D638501489945BCB04B568D369801EE"><enum>(C)</enum><text>quantum interconnects that allow short range local connections between quantum processors;</text></subparagraph><subparagraph id="HB0B1525426354BE2B5E45E57013DB1DE"><enum>(D)</enum><text>transducers for quantum sources and signals between optical and telecommunications regimes and quantum computer-relevant domains, including microwaves;</text></subparagraph><subparagraph id="H9906BF0060024D9794248ED71482ED17"><enum>(E)</enum><text>development of quantum memory buffers and small-scale quantum computers that are compatible with photon-based quantum bits in the optical or telecommunications wavelengths;</text></subparagraph><subparagraph id="HF1675A9BFB6B452C8BF2FCB95A7D8514"><enum>(F)</enum><text>long-range entanglement distribution at both the terrestrial and space-based level using quantum repeaters, allowing entanglement-based protocols between small- and large scale quantum processors;</text></subparagraph><subparagraph id="H34AFE13DFB5548899F7431B87597C82D"><enum>(G)</enum><text>quantum routers, multiplexers, repeaters, and related technologies necessary to create secure long-distance quantum communication; and</text></subparagraph><subparagraph id="H27237DBCCBCA433796A47ECDB41E7B44"><enum>(H)</enum><text>integration of systems across the quantum technology stack into traditional computing networks, including the development of remote controlled, high performance, and reliable implementations of key quantum network components;</text></subparagraph></paragraph><paragraph id="H04A0914C1DA448218BCC4A808B7323D5"><enum>(3)</enum><text>engage with the Quantum Economic Development Consortium (QED–C) to transition component technologies to help facilitate as appropriate the development of a quantum supply chain for quantum network technologies;</text></paragraph><paragraph id="H041C36D5CA034D3C98D7867844E43829"><enum>(4)</enum><text>advance basic research in advanced scientific computing, particle physics, and material science to enhance the understanding, prediction, and manipulation of materials, processes, and physical phenomena relevant to quantum network infrastructure;</text></paragraph><paragraph id="HA44D6CD049DE46919E85C134DF54C5CC"><enum>(5)</enum><text>develop experimental tools and testbeds necessary to support cross-cutting fundamental research and development activities with diverse stakeholders from industry and institutions of higher education; and</text></paragraph><paragraph id="HAF53A5CD69224B84A7AB67FF41B1F9AD"><enum>(6)</enum><text>consider quantum network infrastructure applications that span the Department of Energy’s missions in energy, environment, and national security.</text></paragraph></subsection><subsection id="HBC70DC427BA94878AABD49A1786E13F6"><enum>(c)</enum><header>Leveraging</header><text>In carrying out this section, the Secretary shall leverage resources, infrastructure, and expertise across the Department of Energy and from—</text><paragraph id="HEC64795BB74746F3AB108DF409C0A866"><enum>(1)</enum><text>the National Institute of Standards and Technology;</text></paragraph><paragraph id="H8C88D5D4D7A84178B264532F02C9FD72"><enum>(2)</enum><text>the National Science Foundation;</text></paragraph><paragraph id="H020A60731D6044979AFAE7C89700127B"><enum>(3)</enum><text>the National Aeronautics and Space Administration;</text></paragraph><paragraph id="H246690F8ADB148858BAB3C3B7CFDE429"><enum>(4)</enum><text>other relevant Federal agencies;</text></paragraph><paragraph id="H644FDB86930D440F92EC2B49994884CC"><enum>(5)</enum><text>the National Laboratories;</text></paragraph><paragraph id="H068D26AF5F864562BFF8BB67821E8F1F"><enum>(6)</enum><text>industry stakeholders;</text></paragraph><paragraph id="HF91119FAEEC84B2782CA57CA036FFD7F"><enum>(7)</enum><text>institutions of higher education; and</text></paragraph><paragraph id="H64494AE7315B40A5AD25D5E9569FC759"><enum>(8)</enum><text>the National Quantum Information Science Research Centers.</text></paragraph></subsection><subsection id="H8EA4F586142140CD8BD8EE062623C16D"><enum>(d)</enum><header>Research plan</header><text>Not later than 180 days after the date of the enactment of this Act, the Secretary shall submit to the Committee on Science, Space, and Technology of the House of Representatives and the Committee on Energy and Natural Resources of the Senate, a 4-year research plan that identifies and prioritizes basic research needs relating to quantum network infrastructure.</text></subsection><subsection id="HF5B049E330414F6C833B56AF23442350"><enum>(e)</enum><header>Standard of review</header><text>The Secretary shall review activities carried out under this section to determine the achievement of technical milestones.</text></subsection><subsection id="H648EAD9EC1EE4A6DA91149A2C8207701"><enum>(f)</enum><header>Funding</header><text>Out of funds authorized to be appropriated for the Department of Energy’s Office of Science, there shall be made available to the Secretary to carry out the activities under this section, $100,000,000 for each of fiscal years 2022 through 2026.</text></subsection></section><section id="H35012194D1784B19AAF89F31F70CE0CC"><enum>404.</enum><header>Department of energy quantum user expansion for science and technology program</header><subsection id="H811321963124412A9C1FB7BA0E720362"><enum>(a)</enum><header>In general</header><text>The Secretary of Energy (referred to in this section as the <quote>Secretary</quote>) shall, establish and carry out a program (to be known as the <quote>Quantum User Expansion for Science and Technology program</quote> or <quote>QUEST program</quote>) to encourage and facilitate access to United States quantum computing hardware and quantum computing clouds for research purposes in order to—</text><paragraph id="H76789643CBDA44088E3F7BC89AD8865E"><enum>(1)</enum><text>enhance the United States quantum research enterprise;</text></paragraph><paragraph id="H69EBB5CAD5A44DF68FC5C8D5B1BB206B"><enum>(2)</enum><text>educate the future quantum computing workforce; and</text></paragraph><paragraph id="H7AA6781ABC164A54BB0B452818C4B391"><enum>(3)</enum><text>accelerate the advancement of United States quantum computing capabilities.</text></paragraph></subsection><subsection id="H308419CFA0C24339B36A0198CB73EE21"><enum>(b)</enum><header>Program</header><text>In carrying out this section, the Secretary shall—</text><paragraph id="H22743F20622045608DD12FE98EA2C534"><enum>(1)</enum><text>coordinate with—</text><subparagraph id="HA3EC6D930D8D46CCA4F47E267262C9FC"><enum>(A)</enum><text>the Director of the National Science Foundation;</text></subparagraph><subparagraph id="H669250FC5F4B47209CCE77CFF47A7F0B"><enum>(B)</enum><text>the Director of the National Institute of Standards and Technology;</text></subparagraph><subparagraph id="H9D334CC4C846489CA64BF1804C25318D"><enum>(C)</enum><text>the Chair of the Quantum Information Science of the National Science and Technology Council established under section 103(a); and</text></subparagraph><subparagraph id="H03BDBD537259463BBD8EBBFB8D814AE8"><enum>(D)</enum><text>the Chair of the subcommittee on the Economic and Security Implications of Quantum Science;</text></subparagraph></paragraph><paragraph id="H1F835D7B893A4EF4BD176145510C74D3"><enum>(2)</enum><text>provide researchers based within the United States with access to, and use of, United States quantum computing resources through a competitive, merit-reviewed process;</text></paragraph><paragraph id="H71FC2E13027546D780EC63585939BBDC"><enum>(3)</enum><text>consider applications from the National Laboratories, multi-institutional collaborations, institutions of higher education, industry stakeholders, and any other entities that the Secretary determines are appropriate to provide national leadership on quantum computing related issues; and</text></subparagraph><subparagraph id="H4F060097C38D43F58728A21597AF4184"><enum>(C)</enum><text>facilitate the translation of research results in fusion energy science to industry.</text></subparagraph></paragraph><paragraph id="H0B96E7560F5C43EEB772AAB60B1C74E6"><enum>(2)</enum><header>Coordination</header><text>In carrying out the program under paragraph (1), the Secretary shall coordinate with relevant Federal agencies, and prioritize the following objectives:</text><subparagraph id="HE732AE9ECF4D428FA218FC9C8523CD94"><enum>(A)</enum><text>Using expertise from the private sector, institutions of higher education, and the National Laboratories to leverage existing, and develop new, computational software and capabilities that prospective users may use to accelerate research and development of fusion energy systems.</text></subparagraph><subparagraph id="H5757DFB96F654F2480CF71203D359A45"><enum>(B)</enum><text>Developing computational tools to simulate and predict fusion energy science phenomena that may be validated through physical experimentation.</text></subparagraph><subparagraph id="H4B83B380CD194B1DB14BB5BB13B6817F"><enum>(C)</enum><text>Increasing the utility of the research infrastructure of the Department by coordinating with the Advanced Scientific Computing Research program within the Office of Science.</text></subparagraph><subparagraph id="H2C4CD0A4FE68447AA73405D137D42F92"><enum>(D)</enum><text>Leveraging experience from existing modeling and simulation entities sponsored by the Department.</text></subparagraph><subparagraph id="H07FDDD0F05F1462FA438942888450F6E"><enum>(E)</enum><text>Ensuring that new experimental and computational tools are accessible to relevant research communities, including private sector entities engaged in fusion energy technology development.</text></subparagraph><subparagraph id="H26CB8D77362745DEB99BEC5112DF8691"><enum>(F)</enum><text display-inline="yes-display-inline">Ensuring that newly developed computational tools are compatible with modern virtual engineering and visualization capabilities to accelerate the realization of fusion energy technologies and systems.</text></subparagraph></paragraph><paragraph id="H229392D1E99A4253A66E6E4F354528C6"><enum>(3)</enum><header>Duplication</header><text>The Secretary shall ensure the coordination of, and avoid unnecessary duplication of, the activities of this program with the activities of—</text><subparagraph id="H22FE5CA7293740149A1DC694CAC61F80"><enum>(A)</enum><text>other research entities of the Department, including the National Laboratories, the Advanced Research Projects Agency–Energy, the Advanced Scientific Computing Research program; and</text></subparagraph><subparagraph id="HF40B65F1666C4476B84FC959767C4DF3"><enum>(B)</enum><text>industry.</text></subparagraph></paragraph><paragraph id="H84180D4DCF1C4D0085A82CBC5B3AA3E6"><enum>(4)</enum><header>High-performance computing for fusion innovation center</header><text>In carrying out the program under paragraph (1), the Secretary shall establish and operate a national High-Performance Computing for Fusion Innovation Center (referred to in this section as the <quote>Center</quote>), which shall focus on the early stage research and development activities described under paragraph (1).</text></paragraph><paragraph id="HC326F2003758419A8BE17808B4B99B37"><enum>(5)</enum><header>Selection</header><text>The Secretary shall select the Center under this subsection on a competitive, merit-reviewed basis. The Secretary shall consider applications from National Laboratories, institutions of higher education, multi-institutional collaborations, and other appropriate entities.</text></paragraph><paragraph id="HBC19E2A984DA497F870A10362BFF0A26"><enum>(6)</enum><header>Duration</header><text>The Center established under this subsection shall receive support for a period of not more than 5 years, subject to the availability of appropriations.</text></paragraph><paragraph id="H4B93C97B019747EA9FB6D5CC73F68179"><enum>(7)</enum><header>Renewal</header><text>Upon the expiration of any period of support of the Center, the Secretary may renew support for the Center, on a merit-reviewed basis, for a period of not more than 5 years.</text></paragraph><paragraph id="H6ECC3983E6FD496B8CEC9E8522041E8C"><enum>(8)</enum><header>Termination</header><text>Consistent with the existing authorities of the Department, the Secretary may terminate the Center for cause during the performance period.</text></paragraph></subsection><subsection id="H7923F09930D84313970424F2609ABAEB"><enum>(p)</enum><header>Material plasma exposure experiment</header><paragraph id="HFEDF26285F22442F8AB14C9EF0365928"><enum>(1)</enum><header>In general</header><text>The Secretary shall construct a Material Plasma Exposure Experiment facility as described in the 2020 publication approved by the Fusion Energy Sciences Advisory Committee titled <quote>Powering the Future: Fusion and Plasmas</quote>. The Secretary shall consult with the private sector, universities, National Laboratories, and relevant Federal agencies to ensure that this facility is capable of meeting Federal research needs for steady state, high-heat-flux and plasma-material interaction testing of fusion materials over a range of fusion energy relevant parameters.</text></paragraph><paragraph id="H8CF0B0E6C1734E48ACE7877A864DAED9"><enum>(2)</enum><header>Facility capabilities</header><text>The Secretary shall ensure that the facility described in subsection (a) will provide the following capabilities:</text><subparagraph id="H1B4EFC7E4B31450EAD8147125909B55D"><enum>(A)</enum><text>A magnetic field at the target of 1 Tesla.</text></subparagraph><subparagraph id="H9538C535A34E4F7E9052A1841502572A"><enum>(B)</enum><text>An energy flux at the target of 10 MW/m2.</text></subparagraph><subparagraph id="H6FD6BCB1B7AE40FE8B7ACB3F3725F090"><enum>(C)</enum><text>The ability to expose previously irradiated plasma facing material samples to plasma.</text></subparagraph></paragraph><paragraph id="HD9D8F49B36314BC2981336CBD925C7C7"><enum>(3)</enum><header>Start of operations</header><text>The Secretary shall, to the maximum extent practicable, ensure that the start of full operations of the facility under this section occurs before December 31, 2027.</text></paragraph><paragraph id="H3D24C0BA994843679EFB258F7B5A669F"><enum>(4)</enum><header>Funding</header><text>Out of funds authorized to be appropriated for Fusion Energy Sciences, there are funds authorized to be appropriated to the Secretary for the Office of Fusion Energy Sciences to carry out to completion the construction of the facility under this section:</text><subparagraph id="HDE84ACE7048448FAA921B34B63357FBB"><enum>(A)</enum><text>$32,800,000 for fiscal year 2022;</text></subparagraph><subparagraph id="H51C3565CF6B247799D65A917CCCEDAFA"><enum>(B)</enum><text>$13,400,000 for fiscal year 2023;</text></subparagraph><subparagraph id="H2188C6F2F3E747B8AEDF65988FB33D25"><enum>(C)</enum><text>$12,600,000 for fiscal year 2024; and</text></subparagraph><subparagraph id="HFD151B66DEE14BD3B13AFC33506EDF3D"><enum>(D)</enum><text>$400,000 for fiscal year 2025.</text></subparagraph></paragraph></subsection><subsection id="H0A08ACF95AE9479EA9AB9B7C22F71E57"><enum>(q)</enum><header>Matter in extreme conditions instrument upgrade</header><paragraph id="HDC9FFB0F140349ED90A9B330F7EE0448"><enum>(1)</enum><header>In general</header><text>The Secretary shall provide for the upgrade to the Matter in Extreme Conditions endstation at the Linac Coherent Light Source as described in the 2020 publication approved by the Fusion Energy Sciences Advisory Committee titled <quote>Powering the Future: Fusion and Plasmas</quote>. The Secretary shall consult with the private sector, universities, National Laboratories, and relevant Federal agencies to ensure that this facility is capable of meeting Federal research needs for understanding physical and chemical changes to plasmas at fundamental timescales, and explore new regimes of dense material physics, astrophysics, planetary physics, and short-pulse laser-plasma interactions.</text></paragraph><paragraph id="H03A908043B864AEE86A0F6F012FDD4AD"><enum>(2)</enum><header>Start of operations</header><text>The Secretary shall, to the maximum extent practicable, ensure that the start of full operations of the facility under this section occurs before December 31, 2028.</text></paragraph></subsection><after-quoted-block>; and</text></paragraph><paragraph id="H934D45F5A8AE47499D6D3AC97FC7B5B3"><enum>(2)</enum><text>by inserting the following after subsection (a):</text><quoted-block id="HC69BB0F5ADD34367ADD4A7BEFD593A82" style="OLC"><subsection id="H334C60775C654BD08B51153DF83EF0A6"><enum>(b)</enum><header>Program</header><text display-inline="yes-display-inline">As part of the activities authorized under section 209 of the Department of Energy Organization Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7139">42 U.S.C. 7139</external-xref>), the Director shall carry out a research program on the fundamental constituents of matter and energy and the nature of space and time in order to support theoretical and experimental research in both elementary particle physics and fundamental accelerator science and technology and understand fundamental properties of the universe.</text></subsection><subsection id="HC5ED7F33833947DAA48E2B58185CB597"><enum>(c)</enum><header>High energy frontier research</header><text display-inline="yes-display-inline">As part of the program described in subsection (a), the Director shall carry out research using high energy accelerators and advanced detectors, including accelerators and detectors that will function as national user facilities, to create and study interactions of elementary particles and investigate fundamental forces.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H63D594301B6C4023BFF1A08491902A2B"><enum>(b)</enum><header>International collaboration</header><text>Section 305(d) of the Department of Energy Research and Innovation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18643">42 U.S.C. 18643(d)</external-xref>), as redesignated under subsection (a), is amended to read as follows:</text><quoted-block id="H464E1997276147F9B73C523D8B5B4479" style="OLC"><subsection id="HE1D32E47F2ED4DFE9A591AC2A4C37772"><enum>(d)</enum><header>International collaboration</header><text>The Director shall—</text><paragraph id="H434F1F3275DD43D4B601C54F52C2FE11"><enum>(1)</enum><text>as practicable and in coordination with other appropriate Federal agencies as necessary, ensure the access of United States researchers to the most advanced accelerator facilities and research capabilities in the world, including the Large Hadron Collider;</text></paragraph><paragraph id="H38422A5E49BB4E1FB2F6C9A0CE45AB5F"><enum>(2)</enum><text display-inline="yes-display-inline">to the maximum extent practicable, continue to leverage United States participation in the Large Hadron Collider, and prioritize expanding international partnerships and investments in the Long-Baseline Neutrino Facility and Deep Underground Neutrino Experiment; and</text></paragraph><paragraph id="HE55580C0C8BA4B1BBD2D95FF121E31B8"><enum>(3)</enum><text>to the maximum extent practicable, prioritize engagement in collaborative efforts in support of future international facilities that would provide access to the most advanced accelerator facilities in the world to United States researchers.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H9DA4D463E6E741ADAEC7F87EE518E08C"><enum>(c)</enum><header>Cosmic frontier research</header><text>Section 305(f) of the Department of Energy Research and Innovation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18645">42 U.S.C. 18645(f)</external-xref>), as redesignated by subsection (a), is amended to read as follows:</text><quoted-block id="H75FBF98E7D7C4810A0C48034F8FCC2D2" style="OLC"><subsection id="H19D90C6EE8B548638E93EB168A774E38"><enum>(f)</enum><header>Cosmic frontier research</header><text display-inline="yes-display-inline">The Director shall carry out research activities on the nature of the primary contents of the universe, including the nature of dark energy and dark matter, which may include collaboration with the National Aeronautics and Space Administration or the National Science Foundation, or international collaboration. and</text></subparagraph><subparagraph id="HC9B003B066B74E34815AF0FED5084E3E"><enum>(G)</enum><text>other high priority projects recommended in the most recent report of the Particle Physics Project Prioritization Panel of the High Energy Physics Advisory Panel.</text></subparagraph></paragraph><paragraph id="H6932AE9EDABA44FF9EF517CE3BFBF72D"><enum>(2)</enum><header>Long-baseline neutrino facility</header><subparagraph id="HA139606B74584982B944611BC34455BB"><enum>(A)</enum><header>In general</header><text>The Secretary shall support construction of a Long-Baseline Neutrino Facility to facilitate the international Deep Underground Neutrino Experiment to examine the fundamental properties of neutrinos, explore physics beyond the Standard Model, and better clarify the existence and nature of antimatter.</text></subparagraph><subparagraph id="HF89E6E525DE24DA9827F9D7DBA2A16B6"><enum>(B)</enum><header>Facility capabilities</header><text display-inline="yes-display-inline">The Secretary shall ensure that the facility described in subparagraph (A) will provide, at a minimum, the following capabilities:</text><clause id="HFA9F85E05E3648F394700CACC651D5A6"><enum>(i)</enum><text display-inline="yes-display-inline">A neutrino beam with wideband capability of 1.2 megawatts (MW) of beam power and upgradable to 2.4 MW of beam power.</text></clause><clause id="H4D5CF8B5815A414BA596B9C37FC2A24F"><enum>(ii)</enum><text display-inline="yes-display-inline">Three caverns excavated for a 70 kiloton fiducial detector mass and supporting surface buildings and utilities.</text></clause><clause id="HCB2111ED24FA47D884FFFB5969FAF125"><enum>(iii)</enum><text display-inline="yes-display-inline">Cryogenic systems to support neutrino detectors.</text></clause></subparagraph><subparagraph id="HD192AAF00E7C4EFC9BC3D945CB86ED09"><enum>(C)</enum><header>Start of operations</header><text display-inline="yes-display-inline">The Secretary shall, to the maximum extent practicable, ensure that the start of full operations of the facility under this subsection occurs before December 31, 2031.</text></subparagraph><subparagraph id="H6105C902A72D43D082F482720240F111"><enum>(D)</enum><header>Funding</header><text>Out of funds authorized to be appropriated under subsection (k), there shall be made available to the Secretary to carry out construction of the facility under this subsection—</text><clause id="HFF65CE3372154D339213F63BF1BEF1C2"><enum>(i)</enum><text>$200,000,000 for fiscal year 2022;</text></clause><clause id="HF5A6074938CE4AE79411EFEBF14391FA"><enum>(ii)</enum><text>$325,000,000 for fiscal year 2023;</text></clause><clause id="H90612EBAD2C44A5694F03A6FB921C0C8"><enum>(iii)</enum><text>$400,000,000 for fiscal year 2024;</text></clause><clause id="H9812A527047645C9B1CAA2762C0DF9D4"><enum>(iv)</enum><text>$375,000,000 for fiscal year 2025; and</text></clause><clause id="H2E9D79E86886436D8B511F114948804B"><enum>(v)</enum><text>$250,000,000 for fiscal year 2026.</text></clause></subparagraph></paragraph><paragraph id="H025B6F7A1C2241AFBFB87B7DCA694BC6"><enum>(3)</enum><header>Proton improvement plan–ii accelerator upgrade project</header><subparagraph id="HC52F13487B06454291568BD97718587F"><enum>(A)</enum><header>In general</header><text>The Secretary of Energy shall support construction of the Proton Improvement Plan II, an upgrade to the Fermilab accelerator complex identified in the 2014 Particle Physics Project Prioritization Panel (P5) report titled <quote>Building for Discovery</quote>, to provide the world’s most intense beam of neutrinos to the international Long Baseline Neutrino Facility as well as abroad range of future high energy physics experiments. The Secretary of Energy shall work with international partners to enable further significant contributions to the capabilities of this project.</text></subparagraph><subparagraph id="HC9EF5B572A9E4FC6B197FEE7BAF56CDF"><enum>(B)</enum><header>Facility capabilities</header><text display-inline="yes-display-inline">The Secretary shall ensure that the facility described in paragraph (1) will provide, at a minimum, the following capabilities:</text><clause id="HB9B33AB6C02B47689F85BEFD475CC5BA"><enum>(i)</enum><text display-inline="yes-display-inline">A state-of-the-art 800 megaelectron volt (MeV) superconducting linear accelerator.</text></clause><clause id="H64260C89BEEB4B6D871C8CFC78F648EA"><enum>(ii)</enum><text display-inline="yes-display-inline">Proton beam power of 1.2 MW at the start of LBNF/DUNE, upgradeable to 2.4 MW of beam power.</text></clause><clause id="HB0752D3939E045D5A7761018AB649DF1"><enum>(iii)</enum><text display-inline="yes-display-inline">A flexible design to enable high power beam delivery to multiple users simultaneously and customized beams tailored to specific scientific needs.</text></clause><clause id="HC65BD20257E346EDB4839D6F96ADD5E7"><enum>(iv)</enum><text display-inline="yes-display-inline">Sustained high reliability operation of the Fermilab accelerator complex.</text></clause></subparagraph><subparagraph id="HE8584CDD9088499CA679707A150E8B0E"><enum>(C)</enum><header>Start of operations</header><text display-inline="yes-display-inline">The Secretary shall, to the maximum extent practicable, ensure that the start of full operations of the facility under this section occurs before December 31, 2028.</text></subparagraph><subparagraph id="HE995C861C88B4A79AB560426529E32E0"><enum>(D)</enum><header>Funding</header><text>Out of funds authorized to be appropriated under subsection (k), there shall be made available to the Secretary to carry out construction of the facility under this subsection—</text><clause id="H5D40ABC616224CE69CCBEBCCAC4C3249"><enum>(i)</enum><text>$191,000,000 for fiscal year 2022;</text></clause><clause id="HEF564D4DBEE548EF8F1646D7E4A926E8"><enum>(ii)</enum><text>$150,000,000 for fiscal year 2023;</text></clause><clause id="H46121B3AD62B4322970BA18BED43D3FA"><enum>(iii)</enum><text>$120,000,000 for fiscal year 2024;</text></clause><clause id="H48898696B0754382AA7A7F8E6C5007E4"><enum>(iv)</enum><text>$120,000,000 for fiscal year 2025; and</text></clause><clause id="H93934A5CE7B64AEC9B1A7ED870A3F6D8"><enum>(v)</enum><text>$100,000,000 for fiscal year 2026.</text></clause></subparagraph></paragraph><paragraph id="HF9E5CDC5A47A460084829AE8CAE4161B"><enum>(4)</enum><header>Cosmic microwave background stage 4</header><subparagraph id="H1D0FCF742D4A4F058EEE660E617AD311"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Energy, in partnership with the Director of the National Science Foundation, shall support construction of the Cosmic Microwave Background Stage 4 project to survey the cosmic microwave background to test theories of cosmic inflation as described in the 2014 Particle Physics Prioritization Panel (P5) report titled <quote>Building for Discovery: Strategic Plan for U.S. Particle Physics in the Global Context.</quote>.</text></subparagraph><subparagraph id="H536B843B54964EDAA48CF7979EB8FA1A"><enum>(B)</enum><header>Consultation</header><text>The Secretary shall consult with the private sector, universities, National Laboratories, and relevant Federal agencies to ensure that this experiment is capable of meeting Federal research needs in accessing the ultra-high energy physics of inflation and important neutrino properties.</text></subparagraph><subparagraph id="H8A86FE12DB1340BCBC846D1BCF388D0E"><enum>(C)</enum><header>Experimental capabilities</header><text display-inline="yes-display-inline">The Secretary shall ensure that the facility described in subsection (a) will provide at minimum, 500,000 superconducting detectors deployed on an array of mm wave telescopes with the required range in frequency, sensitivity, and survey speed to enable an order of magnitude advance in observations of the Cosmic Microwave Background, delivering transformative discoveries in fundamental physics, cosmology, and astrophysics.</text></subparagraph><subparagraph id="H1AC29706678B4DCBBE35A037AF43A0E7"><enum>(D)</enum><header>Start of operations</header><text display-inline="yes-display-inline">The Secretary shall, to the maximum extent practicable, ensure that the start of full operations of the facility under this section occurs before December 31, 2030.</text></subparagraph><subparagraph id="H67137C3E40194CE29907ED827D4AE0D3"><enum>(E)</enum><header>Funding</header><text>Out of funds authorized to be appropriated under subsection (k), there shall be made available to the Secretary to carry out construction of the facility under this subsection—</text><clause id="HBE70DEBC60E3405E80943B99BB98C094"><enum>(i)</enum><text>$37,000,000 for fiscal year 2022;</text></clause><clause id="H89C6C4BBFC77492DA7B854646ED4BCAD"><enum>(ii)</enum><text>$45,000,000 for fiscal year 2023;</text></clause><clause id="H2D3EA675129A49D6971A3F8C8B36E152"><enum>(iii)</enum><text>$71,400,000 for fiscal year 2024;</text></clause><clause id="H943EBD7C35B349E3B90124A213D257C4"><enum>(iv)</enum><text>$49,800,000 for fiscal year 2025; and</text></clause><clause id="H102810901942400A8A3592103D34F951"><enum>(v)</enum><text>$84,800,000 for fiscal year 2026.</text></clause></subparagraph></paragraph></subsection><subsection id="H110CC0A1129C425B9ABBEAC4C8703308"><enum>(h)</enum><header>Accelerator and detector upgrades</header><text>The Director shall upgrade accelerator facilities and detectors, as necessary and appropriate, to increase beam power, sustain high reliability, and improve precision measurement to advance the highest priority particle physics research programs. In carrying out facility upgrades, the Director shall continue to work with international partners, when appropriate and in the United States interest, to leverage investments and expertise in critical technologies to help build and upgrade accelerator and detector facilities in the United States.</text></subsection><subsection id="HDE377F4A936540668CDAA11030A01E0A"><enum>(i)</enum><header>Accelerator and detector research and development</header><text display-inline="yes-display-inline">As part of the program described in subsection (a), the Director shall carry out research and development in advanced accelerator and detector concepts and technologies, including laser technologies, in order to develop and deploy next generation technologies to support discovery science in particle physics and to reduce the necessary size and cost for the next generation of particle accelerators, in coordination with the Office of Science’s Basic Energy Sciences and Nuclear Physics programs as well as other relevant Federal agencies.</text></subsection><subsection id="HB94AC523EBA8492EBB3E1A5186E86FDF"><enum>(j)</enum><header>Research collaborations</header><text display-inline="yes-display-inline">In developing accelerator technologies under the program authorized in subsection (e), the Director shall—</text><paragraph id="H2C48545E67044A4CA92AA9EE00AE41EB"><enum>(1)</enum><text display-inline="yes-display-inline">consider the requirements necessary to support translational research and development for medical, industrial, security, and defense applications; and</text></paragraph><paragraph id="H4220A6F4C0BE42C9B9029F900D1F6EE7"><enum>(2)</enum><text display-inline="yes-display-inline">leverage investments in accelerator technologies and fundamental research in particle physics by partnering with institutes of higher education, industry, and other Federal agencies to help commercialize technologies with promising applications.</text></paragraph></subsection><subsection id="H4696DBC15D374EBC8C464C98AF46E10E"><enum>(k)</enum><header>Underground science</header><text>The Director shall—</text><paragraph id="HD3450188DDCD4666ACFBAE90C36B2903"><enum>(1)</enum><text>support an underground science program consistent with the missions of the Department and the scientific needs of the High Energy Physics program, including those articulated in the most recent report of the Particle Physics Project Prioritization Panel of the High Energy Physics Advisory Panel, that leverages the capabilities of relevant underground science and engineering facilities; and</text></paragraph><paragraph id="HCF71491A8C2A4ACE8AAC08DA1AD1C02C"><enum>(2)</enum><text>carry out a competitive grant program to award scientists and engineers at institutions of higher education, nonprofit institutions, and national laboratories to conduct research in underground science and engineering.</text></paragraph></subsection><subsection id="H0883568C7630444EB5C68476D3CCD3B8" commented="no"><enum>(l)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to the Secretary to carry out the activities described in this section—</text><paragraph id="H9460CCD863BC46788EF59377C72AC7D6" commented="no"><enum>(1)</enum><text>$1,355,690,000 for fiscal year 2022;</text></paragraph><paragraph id="H6EFB5B21E95346AEA0F95BD0C18F802A" commented="no"><enum>(2)</enum><text>$1,512,628,300 for fiscal year 2023;</text></paragraph><paragraph id="H1CF15EC83A364057998BC14EA8316369" commented="no"><enum>(3)</enum><text>$1,653,512,281 for fiscal year 2024;</text></paragraph><paragraph id="H7C900017EE144A3AABA490D44A9687CC" commented="no"><enum>(4)</enum><text>$1,681,260,141 for fiscal year 2025; and</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HE763826D76334F47A8FCCD457755FB05"><enum>(c)</enum><header>Program administration</header><text>Section 308 of the Department of Energy Research and Innovation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18646">42 U.S.C. 18646</external-xref>) is amended by adding at the end the following:</text><quoted-block id="HC74B5DE82ADF4BA1BCF866FA4F9A6126" style="OLC"><subsection id="HEE38B0A07BA34A75BA748B86715137A5"><enum>(d)</enum><header>User facilities</header><paragraph id="H301548776652407787C257361749F52C"><enum>(1)</enum><header>Facility for rare isotope beams</header><subparagraph id="H1D31524EC8394FDDBDB8D0792E13CD86"><enum>(A)</enum><header>In general</header><text>The Secretary shall support construction of a Facility for Rare Isotope Beams to advance the understanding of rare nuclear isotopes and the evolution of the cosmos.</text></subparagraph><subparagraph id="H4ED5FBE285204132949E8A433F61277C"><enum>(B)</enum><header>Funding</header><text>Out of funds authorized to be appropriated under subsection (f), there shall be made available to the Secretary to carry out construction of the facility under this subsection $2,000,000 for fiscal year 2022.</text></subparagraph></paragraph><paragraph id="HBABFC04BEF6A4C7BBB306C042CCDC0B2"><enum>(2)</enum><header>Electron-ion collider</header><subparagraph id="H83A17A27E8874AC487615C7D56287C67"><enum>(A)</enum><header>In general</header><text>The Secretary shall support construction of an Electron Ion Collider as described in the 2015 Long Range Plan of the Nuclear Science Advisory Committee and the report from the National Academies titled <quote>An Assessment of U.S.-Based Electron-Ion Collider Science</quote>, in order to measure the internal structure of the proton and the nucleus and answer fundamental questions about the nature of visible matter.</text></subparagraph><subparagraph id="H21FF72939399497C896CFBDABA9C8B23"><enum>(B)</enum><header>Facility capability</header><text display-inline="yes-display-inline">The Secretary shall ensure that the facility meets the requirements in the 2015 Long Range Plan, including—</text><clause id="H3CE830BC824B4F6A9C2C9604E5B82EEA"><enum>(i)</enum><text display-inline="yes-display-inline">at least 70 percent polarized beams of electrons and light ions;</text></clause><clause id="HC24AE3612479434EBE43CB1186E11FD8"><enum>(ii)</enum><text display-inline="yes-display-inline">ion beams from deuterium to the heaviest stable nuclei;</text></clause><clause id="H8F0A39F444FE40EDB3B37E1CAD7850A0"><enum>(iii)</enum><text display-inline="yes-display-inline">variable center of mass energy from 20 to 140 GeV;</text></clause><clause id="HA05F6EC2D87B43688645B6B35227882D"><enum>(iv)</enum><text>high collision luminosity of 10<superscript>33–34</superscript>cm<superscript>-2</superscript>s<superscript>-1</superscript>; and</text></clause><clause id="H57A63A991A6841BDAFB5524BBCED60B3"><enum>(v)</enum><text display-inline="yes-display-inline">the possibility of more than one interaction region.</text></clause></subparagraph><subparagraph id="H59AC77C47DBF434581997B06C027EC69"><enum>(C)</enum><header>Start of operations</header><text display-inline="yes-display-inline">The Secretary shall, to the maximum extent practicable, ensure that the start of full operations of the facility under this section occurs before December 31, 2030.</text></subparagraph><subparagraph id="H1931349BD9994652AA580FDA26C23D74"><enum>(D)</enum><header>Funding</header><text>Out of funds authorized to be appropriated under subsection (e), there shall be made available to the Secretary to carry out construction of the facility under this subsection—</text><clause id="H3E9CC5B7BB844764B393ADF94FB0251B"><enum>(i)</enum><text>$101,000,000 for fiscal year 2022;</text></clause><clause id="HAFB32A0E77134C4D97A477D749A48FB4"><enum>(ii)</enum><text>$155,000,000 for fiscal year 2023;</text></clause><clause id="HE4611052C85A412C9B7C198DBF04F3FC"><enum>(iii)</enum><text>$250,000,000 for fiscal year 2024;</text></clause><clause id="HDFA4A008E6FC4222A6AB3C89D66C7B64"><enum>(iv)</enum><text>$300,000,000 for fiscal year 2025; and</text></paragraph><paragraph id="HCB221B522C9F47F283AD7EA0AE59871B" commented="no"><enum>(5)</enum><text>$1,273,408,899 for fiscal year 2026.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section><section id="H65E6F1E105D4419DB494640A5993175D"><enum>9.</enum><header>Science laboratories infrastructure program</header><subsection id="HC0B4805DF38A4466A0D4723C08DF2BFB"><enum>(a)</enum><header>Program</header><text>Section 309 of the Department of Energy Research and Innovation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18647">42 U.S.C. 18647</external-xref>) is amended by adding at the end the following:</text><quoted-block id="H6EF7567335854D14B1D3F1DD0057CDEF" style="OLC"><subsection id="HD42BBCE22E644656BD48C72482276859"><enum>(c)</enum><header>Approach</header><text>In carrying out this section, the Director shall utilize all available approaches and mechanisms, including capital line items, minor construction projects, energy savings performance contracts, utility energy service contracts, alternative financing and expense funding, as appropriate.</text></subsection><subsection id="HB9E5FD8B6BC64ED98AA66A38233EDB94"><enum>(d)</enum><header>Alternative financing of research facilities and infrastructure</header><paragraph id="HDF60BC6885A745AF87B1274113D476B8"><enum>(1)</enum><header>In general</header><text>Consistent with section 161(g) of the Atomic Energy Act of 1954 (<external-xref legal-doc="usc" parsable-cite="usc/42/2201">42 U.S.C. 2201(g)</external-xref>), the Management and Operating contractors of the Department may enter into the lease-purchase of research facilities and infrastructure under the scope of their contract with the Department with the approval of the Secretary or their designee.</text></paragraph><paragraph id="H876745D9C0F8458AB90056B07CC42842"><enum>(2)</enum><header>Limitations</header><text>To carry out lease-purchases approved by the Secretary under subsection (a), the Department shall only be required to have budget authority in an amount sufficient to cover the minimum required lease payments through the period required to exercise a termination provision in the lease agreement, plus any associated lease termination penalties, regardless of whether such leased facility and infrastructure is on or off Government land, and if—</text><subparagraph id="H75350B9E623D48A2B6DA492C4A645782"><enum>(A)</enum><text>the Department has established a mission need for the facility or infrastructure to be leased;</text></subparagraph><subparagraph id="HB5CC7B8A953448DC9774C115C6499C7B"><enum>(B)</enum><text>the facility or infrastructure is general purpose, including offices, laboratories, cafeterias, utilities, and data centers;</text></subparagraph><subparagraph id="HA85DC3957154410A97FDFBA850AF249F"><enum>(C)</enum><text>the Department is not a party to and has no financial obligations under the lease-purchase transaction entered into by the Management and Operating contractor, other than allowability of the lease cost and conveyance of Government land, if needed;</text></subparagraph><subparagraph id="H2C98BB3F6ADC47F2A268F8B0E9BFA53E"><enum>(D)</enum><text>the lease-purchase has an advance notice termination provision with reasonable pre-defined penalties that the Management and Operating contractor may exercise, at the direction of the Department, if funding for the lease is no longer available or the mission need ceases to exist;</text></subparagraph><subparagraph id="HF87F9FE2694646B8B70CCD338FC81976"><enum>(E)</enum><text>there is an option for a no cost transfer of ownership to the Government once the underlying financing is retired, but neither the Management and Operating contractor nor the Department are obligated to purchase the facility or infrastructure at any time during or after the lease term;</text></subparagraph><subparagraph id="HE988B453284B49F7BDECAC120FED3F8C"><enum>(F)</enum><text>the lease-purchase transaction, assuming exercise of the ownership option, is demonstrated to be the lowest lifecycle cost alternative for the Government; and</text></subparagraph><subparagraph id="HB251AF177B324D4BBB3A4BC10CC5E6BD"><enum>(G)</enum><text>the cumulative annual base rent for all lease-purchases of facilities and infrastructure, inclusive of any transactions under consideration, does not exceed 2 percent of the Management and Operating contract operating budget for the year the commitment is made for the lease.</text></subparagraph></paragraph><paragraph id="HB601F5C21C4A4A99B607A6C272D6C6D0"><enum>(3)</enum><header>Reporting</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of the <short-title>Department of Energy Science for the Future Act</short-title>, and biennially thereafter, the Department shall submit to the Committee on Science, Space, and Technology and the Committee on Appropriations of the House of Representatives, and the Committee on Energy and Natural Resources and the Committee on Appropriations of the Senate, a report on the lease-purchase transactions that the Management and Operating contractors of the Department entered into under subsection (a) that includes—</text><subparagraph id="HADDD0626FDD04B92BD0972D6EA8359D2"><enum>(A)</enum><text>a list of the lease-purchase transactions entered into by each Management and Operating contractor and their respective costs;</text></subparagraph><subparagraph id="HE806F037B19042CD9D0E5F9B82BDFDE6"><enum>(B)</enum><text>the annual percentage of each Management and Operating contract operating budget that is used for lease-purchase transactions for the year the commitments were made; and</text></subparagraph><subparagraph id="HA6FA65E4FC2A45F2912D231C00EFEE3A"><enum>(C)</enum><text>any other information the Secretary finds appropriate.</text></subparagraph></paragraph></subsection><subsection id="H46ADB166060B4C2592688C0831EA3D93"><enum>(e)</enum><header>Mid-Scale instrumentation program</header><text>The Director, in coordination with each of the programs carried out by the Office of Science, shall establish a mid-scale instrumentation program to enable the development and acquisition of novel, state-of-the-art instruments ranging in cost from $1 million to $20 million each that would significantly accelerate scientific breakthroughs at user facilities.</text></subsection><subsection id="H8468800739234F49BAB243A9E5B75F15"><enum>(f)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to the Secretary to carry out the activities described in this section $500,000,000 for each of fiscal years 2022 through 2026.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section><section id="HDB896200B2044D6FAC39D2A4BB6A3534" commented="no"><enum>10.</enum><header>Increased collaboration with teachers and scientists</header><subsection id="HA7AEA7D4B3C74ADB9420D2B8D220F6FE"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Department of Energy Research and Innovation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18601">42 U.S.C. 18601</external-xref> note) is amended by adding at the end the following:</text><quoted-block style="OLC" id="HB5AEDF4A7EED40448A2141EFC8F396EB" display-inline="no-display-inline"><section id="H88C26BEDED4F4529BF47776BCA54379C"><enum>310.</enum><header>Increased collaboration with teachers and scientists</header><subsection id="H929CF6252E6343EE8D91B9B432D32F37" commented="no"><enum>(a)</enum><header>In general</header><text>The Director shall support the development of a scientific workforce through programs that facilitate collaboration between K–12, university students, early-career researchers, faculty, and the National Laboratories, including through the use of proven techniques to expand the number of individuals from underrepresented groups pursuing and attaining skills or undergraduate and graduate degrees relevant to the Office’s mission.</text></subsection><subsection id="HAD5253CC453B47F2BBC151368AE8B02A" commented="no"><enum>(b)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">Section 3169 of the Department of Energy Science Education Enhancement Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7381e">42 U.S.C. 7381e</external-xref>) is amended—</text><paragraph id="HFB247A21A3CE4BC7AA5FDE8B3512C17F" commented="no"><enum>(1)</enum><text>by striking, <quote>programs</quote>, and inserting <quote>programs, including the NSF INCLUDES National Network,</quote>; and</text></paragraph><paragraph id="H1FD2511D861948639F5DB57DFED301B1" commented="no"><enum>(2)</enum><text>by striking, <quote>year 1991</quote>, and inserting <quote>years 2022 through 2026</quote>.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HBC4F3D64FA6F4EC8AD2AFE28090F1629" commented="no"><enum>(b)</enum><header>Broadening participation in workforce development for teachers and scientists</header><text>The Department of Energy Science Education Enhancement Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7381">42 U.S.C. 7381</external-xref> note) is amended by inserting the following sections after section 3167 (<external-xref legal-doc="usc" parsable-cite="usc/42/7381c-1">42 U.S.C. 7381c–1</external-xref>):</text><quoted-block id="H9A673159882D4D60BC059BF964C9644F" style="OLC"><section id="HB85E321590FD48BAA3F87C8406B696C1" commented="no"><enum>3167A.</enum><header>Broadening participation for teachers and scientists</header><subsection id="H05045BD39A384E7A95E7D81906F9FEE3" commented="no"><enum>(a)</enum><header>In general</header><text>The Secretary, in collaboration with the Director of the National Science Foundation, shall support and leverage the National Science Foundation Inclusion across the Nation of Communities of Learners of Underrepresented Discoverers in Engineering and Science National Network, hereafter referred to as the NSF INCLUDES National Network, to expand the number of students, early-career researchers, and faculty from underrepresented groups pursuing and attaining skills or undergraduate and graduate degrees in science, technology, engineering, and mathematics fields relevant to the Department’s mission.</text></subsection><subsection id="HFF0A31B2232745C2B584AABB172BD89E" commented="no"><enum>(b)</enum><header>Plan</header><text>Not later than 1 year after the date of enactment of the <short-title>Department of Energy Science for the Future Act</short-title>, the Secretary shall submit to the Committee on Science, Space, and Technology of the House of Representatives and the Committee on Energy and Natural Resources and the Committee on Commerce, Science, and Transportation of the Senate and make available to the public a plan for broadening participation of underrepresented groups in science, technology, engineering, and mathematics in programs supported by the Department programs, including—</text><paragraph id="H09782D885B7541468AF506ABD7F6F985" commented="no"><enum>(1)</enum><text>a plan for supporting and leveraging the National Science Foundation INCLUDES National Network;</text></paragraph><paragraph id="H855E32F7D4684A24B46DE4B367438944" commented="no"><enum>(2)</enum><text>metrics for assessing the participation of underrepresented groups in Department programs;</text></paragraph><paragraph id="H05478C1990CC446C82708154C14C7643" commented="no"><enum>(3)</enum><text>experienced and potential barriers to broadening participation of underrepresented groups in Department programs, including recommended solutions; and</text></paragraph><paragraph id="H1A6857E9C2394C64BA8D78F358B57592" commented="no"><enum>(4)</enum><text>any other activities the Secretary finds appropriate.</text></paragraph></subsection><subsection id="H10FA4B6B6D0746AF9F7D4A7F418564D4" commented="no"><enum>(c)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">Of the amounts authorized to be appropriated in section 3169 (<external-xref legal-doc="usc" parsable-cite="usc/42/7381e">42 U.S.C. 7381e</external-xref>), at least $2,000,000 shall be made available each fiscal year for the activities described under this subsection.</text></subsection></section><section id="H6B42BDA02FA443FF8D008C5233B89165"><enum>3167B.</enum><header>Expanding opportunities to increase the diversity, equity, and inclusion of highly skilled science, technology, engineering, and mathematics (STEM) professionals</header><subsection id="H812C635C3E64483CBBE32E33D722D45D"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall expand opportunities to increase the number and the diversity, equity, and inclusion of highly skilled science, technology, engineering, and mathematics (STEM) professionals working in Department of Energy mission-relevant disciplines and broaden the recruitment pool to increase diversity, including expanded partnerships with minority-serving institutions, non-Research I universities, and scientific societies.</text></subsection><subsection id="H40197DACDFA24E988ACF0A0F819E6CF5"><enum>(b)</enum><header>Plan and Outreach strategy</header><paragraph id="H47895551302845D49E2BE4ECFF94D8B7" commented="no"><enum>(1)</enum><header>In general</header><text>Not later than 6 months after the date of enactment of the <short-title>Department of Energy Science for the Future Act</short-title>, the Secretary shall submit to the Committee on Science, Space, and Technology of the House of Representatives and the Committee on Energy and Natural Resources of the Senate a 10-year educational plan in accordance with paragraph (2) and an outreach strategy in accordance with paragraph (3).</text></paragraph><paragraph id="HCF77BC2918D1477C978DF80226472E74"><enum>(2)</enum><header>Plan</header><text>The plan under paragraph (1) shall fund and expand new or existing programs administered by the Office of Science and sited at the National Laboratories and Department of Energy user facilities to expand educational and workforce opportunities for underrepresented high school, undergraduate, and graduate students as well as recent graduates, teachers and faculty in STEM fields. Such programs may include paid internships, fellowships, temporary employment, training programs, visiting student and faculty programs, sabbaticals, and research support.</text></paragraph><paragraph id="H169627BBFC2345A9A9C6F35E7005F6E7" commented="no"><enum>(3)</enum><header>Outreach strategy</header><text display-inline="yes-display-inline">The outreach strategy under paragraph (1) shall include a plan to improve the advertising, recruitment, and promotion of educational and workforce programs to community colleges, minority-serving institutions, and non-Research I universities.</text></paragraph></subsection><subsection id="H109B3DE62A504047AC02C81EFC90AF49"><enum>(c)</enum><header>Building research capacity</header><text>The Secretary shall develop programs that strengthen the research capacity relevant to Office of Science disciplines at emerging research institutions, including minority-serving institutions, colleges, and universities. This may include enabling meaningful partnerships between research-intensive institutions and emerging research institutions, and soliciting research proposals, fellowships, training programs, and research support directly from emerging research institutions.</text></subsection><subsection id="H078BC9EB880A4FF6B0C88A6D50271DC0"><enum>(d)</enum><header>Traineeships</header><text>The Secretary shall establish a university-led Traineeship Program to address workforce training needs in DOE-relevant STEM fields. The focus should be on supporting training and research experiences for underrepresented undergraduate and graduate students and increasing participation from underrepresented populations. The traineeships should include opportunities to build the next-generation workforce in research areas critical to maintaining core competencies across the Office of Science’s programs.</text></subsection><subsection id="H6BD19697F6B44599AB00964ECE8125A1"><enum>(e)</enum><header>Evaluation</header><text>The Secretary shall establish key performance indicators to measure and monitor progress of education and workforce programs and expand Departmental activities for data collection and analysis.</text></subsection><subsection id="HCECF9ADA2F254926982F9EBF876CBCDD"><enum>(f)</enum><header>Report</header><text>The Secretary shall submit a report every 2 years to the Committee on Science, Space, and Technology of the House of Representatives and the Committee on Energy and Natural Resources of the Senate summarizing progress toward meeting key performance indicators under subsection (e).</text></subsection><subsection id="HE44AFCCDC5D7413091D833E7DBACCE6D"><enum>(g)</enum><header>Minority-Serving institution defined</header><text display-inline="yes-display-inline">The term <quote>minority-serving institution</quote> includes the entities described in any of paragraphs (1) through (7) of section 371(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1067q">20 U.S.C. 1067q(a)</external-xref>);</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section><section id="HB6092F0CEB8344A8A38ABFE3F949AAE2"><enum>11.</enum><header>High intensity laser research initiative; helium conservation program; authorization of appropriations</header><subsection id="H0598DEA712D94A4C85CB8D59D652C0D5"><enum>(a)</enum><header>In general</header><text>The Department of Energy Research and Innovation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18601">42 U.S.C. 18601</external-xref> note) is amended by adding at the end the following:</text><quoted-block id="HE2A5DC858E0A4E5A833533DA746229E0" style="OLC"><section id="H82AC69F6EA7B4F0785B5AD4CB9C67C2E"><enum>311.</enum><header>High intensity laser research initiative</header><subsection id="H44FB84F733D4498891A95C782961FA84"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Director shall establish a high intensity laser research initiative consistent with the recommendations of the National Academies report, <quote>Opportunities in Intense Ultrafast Lasers: Reaching for the Brightest Light</quote>, and the report from the Brightest Light Initiative workshop on <quote>The Future of Intense Ultrafast Lasers in the U.S.</quote>. This initiative should include research and development of petawatt-scale and of high average power laser technologies necessary for future facility needs in discovery science and to advance energy technologies, as well as support for a user network of academic and national laboratory high intensity laser facilities.</text></subsection><subsection id="H0BFE64271D834EB6BC057F960E358AC1"><enum>(b)</enum><header>Leverage</header><text display-inline="yes-display-inline">The Director shall also leverage new laser technologies for more compact, less complex, and low-cost accelerator systems needed for science applications.</text></subsection><subsection id="HAC2273CC157E439B9470733B68E699B7"><enum>(c)</enum><header>Coordination</header><text>The Director shall coordinate this initiative among all relevant programs within the Office of Science, and the Under Secretary for Science shall coordinate this initiative with other relevant programs within the Department as well as within other Federal agencies.</text></subsection><subsection id="HC7C9AECBBF104F6A976A04788BA838D9"><enum>(d)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">Out of funds authorized to be appropriated for the Office of Science there are authorized to be appropriated to the Secretary to carry out the activities described in this subsection—</text><paragraph id="H668AF0FC6DFC46B6A51F1FA8FF568CF9"><enum>(1)</enum><text>$50,000,000 for fiscal year 2022;</text></paragraph><paragraph id="H4539E832D4AB43C7A9146054440CCA1C"><enum>(2)</enum><text>$100,000,000 for fiscal year 2023;</text></paragraph><paragraph id="HDCD17591FB4A459EA1BF85B99B2413A2"><enum>(3)</enum><text>$150,000,000 for fiscal year 2024;</text></paragraph><paragraph id="H869B51CB37CC4E798ADFD85EC68006E1"><enum>(4)</enum><text>$200,000,000 for fiscal year 2025; and</text></paragraph><paragraph id="H77CF0AAAB47C480B9C62AEFBA8ED1013"><enum>(5)</enum><text>$250,000,000 for fiscal year 2026.</text></paragraph></subsection></section><section id="H2E334B7EE256427C86F4A8A4E829C7F4"><enum>312.</enum><header>Helium conservation program</header><subsection id="H59719D51601C46F8AE71998B374E5E4E"><enum>(a)</enum><header>In general</header><text>The Secretary shall establish a program to reduce the consumption of helium for Department grant recipients and facilities and encourage helium recycling and reuse. The program shall competitively award grants for—</text><paragraph id="H0DD5A65391284F7BADB20814B35B644E"><enum>(1)</enum><text>the purchase of equipment to capture, reuse, and recycle helium;</text></paragraph><paragraph id="H9BB8BA42360C41AEAEB14B484E252C95"><enum>(2)</enum><text>the installation, maintenance, and repair of new and existing helium capture, reuse, and recycling equipment; and</text></paragraph><paragraph id="H79F3F5763FF740FEBA5320AA2686F138"><enum>(3)</enum><text display-inline="yes-display-inline">helium alternatives research and development activities.</text></paragraph></subsection><subsection id="HC5930BFC90824A46A23705D7A914D71A"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">In carrying out the program under this section, the Director shall submit to the Committee on Science, Space, and Technology of House of Representatives and the Committee on Energy and Natural Resources of the Senate a report, not later than two years after the date of enactment of the <short-title>Department of Energy Science for the Future Act</short-title>, and every 3 years thereafter, on the purchase of helium as part of research projects and facilities supported by the Department. The report shall include—</text><paragraph id="H282DC689935A4836AC2415E0FB5829EF"><enum>(1)</enum><text>the quantity of helium purchased for projects and facilities supported by Department grants;</text></paragraph><paragraph id="HF824B92D0E244D4D882E084EA8B5DF5E"><enum>(2)</enum><text>a cost-analysis for such helium;</text></paragraph><paragraph id="HBC9CDC91C0F84BE7A63D16AD90CDA71C"><enum>(3)</enum><text>the predominant production sources for such helium;</text></paragraph><paragraph id="HF361AA93EA1F4A5CAE212C6E98AD0381"><enum>(4)</enum><text>expected or experienced impacts of helium supply shortages or prices on the research projects and facilities supported by the Department; and</text></paragraph><paragraph id="HEF2DCBA4D1D54F5AB775EBBEFD92F05F"><enum>(5)</enum><text>recommendations for reducing Department grant recipients’ exposure to volatile helium prices.</text></paragraph></subsection><subsection id="HBA748FDEE22D4A9F9CEAF1589E70E4E5"><enum>(c)</enum><header>Coordination</header><text>In carrying out the program under this section, the Director shall coordinate with the National Science Foundation and other relevant Federal agencies on helium conversation activities.</text></subsection><subsection id="H8FD1DAFCF5254405936EA1FFA6C232A0"><enum>(d)</enum><header>Duration</header><text>The program established under this section shall receive support for a period of not more than 5 years, subject to the availability of appropriations.</text></subsection><subsection id="H837FFCE830454274A814651A66655700"><enum>(e)</enum><header>Renewal</header><text>Upon expiration of any period of support of the program under this section, the Director may renew support for the program for a period of not more than 5 years.</text></subsection></section><section id="HABE2AEE85F3149DFA26BCC5298A3F32C"><enum>313.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">There are authorized to be appropriated to the Secretary to carry out the activities described in this title—</text><paragraph id="HB6C83E6C2A0B4B17BED3056EB7978538"><enum>(1)</enum><text>$8,728,615,000 for fiscal year 2022;</text></paragraph><paragraph id="H8EB6AF8146CF4C1C861C176763C868C2"><enum>(2)</enum><text display-inline="yes-display-inline">$9,344,434,300 for fiscal year 2023;</text></paragraph><paragraph id="HB5E2F27AFF45429483B770474F4D2B30"><enum>(3)</enum><text display-inline="yes-display-inline">$10,031,656,951 for fiscal year 2024;</text></paragraph><paragraph id="H5F6A6E0261E448D897A8BC2C72F4C81C"><enum>(4)</enum><text display-inline="yes-display-inline">$10,503,567,938 for fiscal year 2025; and</text></paragraph><paragraph id="H8737C3203C794523A0EE181D7F92EA8C"><enum>(5)</enum><text display-inline="yes-display-inline">$10,960,667,486 for fiscal year 2026.</text></paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H505CCE64421B46628101B3FAAC61C6D9" commented="no"><enum>(b)</enum><header>Table of contents</header><text>Section 1(b) of the Department of Energy Research and Innovation Act is amended in the table of contents by inserting after the item relating to section 309 the following:</text><quoted-block id="HEBF912C288694069B8E07806B50A213E" style="OLC"><toc regeneration="no-regeneration"><toc-entry level="section">Sec. 310.
