other purposes.</official-title></form><legis-body id="HCD371B1E47244CF3BEBC0F329D392B8A" style="OLC"><section id="H1C305BEF84E8457DAF9EA06945843F54" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Supporting Young Language Learners’ Access to Bilingual Education Act of 2021</short-title></quote> or the <quote><short-title>SYLLABLE Act</short-title></quote>.</text></section><section id="H0BD266069D0D4DCF961AA52D4095ED15" section-type="subsequent-section"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="HCDBCEF766D0942D5A2987409FBC12A97"><enum>(1)</enum><text>The demand for bilingual employees in the United States continues to outpace our supply.</text></paragraph><paragraph id="H3D59E45C878A4B96BE01C72E5F84BCBC"><enum>(2)</enum><text>Dual language immersion engenders an inclusive learning environment for all students.</text></paragraph><paragraph id="H11D17B13363E409F8AF7781E74A5FE2B"><enum>(3)</enum><text>Studies have demonstrated that all students in multilanguage immersion programs have higher academic achievement as measured by statewide examination, regardless of socioeconomic status.</text></paragraph><paragraph id="HAEC4F06F4E8149828CBBCDB50BC7949A"><enum>(4)</enum><text>Dual language immersion has proven to be one of the most effective and longest lasting intervention methods for English learners.</text></paragraph><paragraph id="H3007898CA0224AAA87BEFCBA59DA011F"><enum>(5)</enum><text display-inline="yes-display-inline">The Rand Corporation found that long-term participation in dual language immersion programs is correlated with closing or substantial reduction of achievement gaps for historically underserved students.</text></paragraph><paragraph id="H66F6F032967F41718D74D0A5A5B54507"><enum>(6)</enum><text>Few children from low-income families, particularly African-American children, have had access to a well-developed and well-implemented dual language program.</text></paragraph><paragraph id="HF29AB6C60905442881309443359692C0"><enum>(7)</enum><text>Children in dual language programs experience substantial gains in language, literacy, and mathematics.</text></paragraph></section><section id="HABF2DCD9797845D6B654D9407112B813"><enum>3.</enum><header>Dual language flagship grants</header><subsection id="H9DB1EC2A59604B59990AE3397EF0C90F"><enum>(a)</enum><header>Purposes</header><text>The purposes of this section are as follows:</text><paragraph id="H2D2092145F02481A84740143F660AB94"><enum>(1)</enum><text display-inline="yes-display-inline">To provide incentives for local educational agencies to develop innovative strategies for planning and implementing dual language immersion programs serving children from low-income families, including English learners and minority children.</text></paragraph><paragraph id="HB64BC502C995408FBC32C352F734F3C2"><enum>(2)</enum><text display-inline="yes-display-inline">To improve the school readiness of children from low-income families, including English learners and minority children, and to ensure they enter school ready to succeed.</text></paragraph><paragraph id="HBC50BDDAB4624069A9166148F128E307"><enum>(3)</enum><text display-inline="yes-display-inline">To provide consistent support for learning through high-quality dual language programs from preschool through the fifth grade.</text></paragraph><paragraph id="HBE32E0C7F6354C6DA7A9D6280EF04CFB"><enum>(4)</enum><text>To authorize the Secretary to carry out projects to enhance the multiliteracy and bilingualism skills for children from low-income families, including English learners and minority children, through the use and longitudinal evaluation of dual language programs beginning in preschool through the fifth grade.</text></paragraph></subsection><subsection id="HB8C60F971BD4436EA9D990BC4846BE7B"><enum>(b)</enum><header>Program authorized</header><text display-inline="yes-display-inline">From funds made available under subsection (i), and after reserving funds under subsection (c), the Secretary is authorized to award not more than five grants to fund programs proposed by eligible entities to demonstrate effective strategies in ensuring the academic success of students from low-income families, including English learners and minority students, through the implementation and evaluation of high-quality multilanguage programs that—</text><paragraph id="HC97FA93389AE43B4B3CF89C9BA62979F"><enum>(1)</enum><text display-inline="yes-display-inline">serve children in high-need schools, including English learners and minority children, from preschool through fifth grade;</text></paragraph><paragraph id="H895B13341C6F432CBD17BBE51BF7B752"><enum>(2)</enum><text display-inline="yes-display-inline">establish an infrastructure that supports programs through a rigorous assessment system, dedicated staff time, professional development in assessment, a data collection plan, and the collection of multiple measures of academic progress, bilingualism, and multiliteracy;</text></paragraph><paragraph id="HF7B2A9D75DC14EC4B24D0EFBE9230BC2"><enum>(3)</enum><text>implement and align a curriculum that promotes the development of bilingual and multiliterate competencies for all students through at least grade five;</text></paragraph><paragraph id="HD8197E169428429A9B5C82E5C8326946"><enum>(4)</enum><text display-inline="yes-display-inline">utilize and align student-centered instructional methods that enhance the development of bilingualism, multiliteracy, and academic achievement;</text></paragraph><paragraph id="H09F22E1D40184F63AE66A34CE341DA23"><enum>(5)</enum><text>align professional development and training for early childhood education instructors and elementary school teachers and staff, with an emphasis on dual language instruction, second language acquisition, and content knowledge;</text></paragraph><paragraph id="HCA1188115F594F31B73A89FD9291AD0B"><enum>(6)</enum><text>recruit, train, and continuously develop staff to implement high-quality, dual language immersion programs; and</text></paragraph><paragraph id="H13024336697748ECB34574B13AF0F91A"><enum>(7)</enum><text>establish a responsive infrastructure for positive, active, and ongoing relationships with students’ families and the community that responds to and is reflective of the needs of the community and goals of the program.</text></paragraph></subsection><subsection id="H0CC2E72A67494389A32AA3A7ED3CC85F"><enum>(c)</enum><header>Reservation</header><text>The Secretary shall reserve not more than 5 percent of the amount appropriated under subsection (i) to carry out this Act, including the technical assistance and evaluation described in subsection (g) and dissemination of best practices described in subsection (h).</text></subsection><subsection id="H281BA39B2CA0464C9A7240B9C38D50E2"><enum>(d)</enum><header>Duration</header><text>Each grant under this section shall be awarded for a period of not more than five years.</text></subsection><subsection id="H3CB10FDC42F744219A7E54F95B8DBDFD"><enum>(e)</enum><header>Applications for grants</header><paragraph id="H0F65B6EA0F7D4B55A13165455D7E4071"><enum>(1)</enum><header>In general</header><text>Each eligible entity desiring a grant under this section shall submit an application to the Secretary at such time and in such manner as the Secretary may require.</text></paragraph><paragraph id="HBC77112E0B4C4AE3A1CB246FEA8023A5"><enum>(2)</enum><header>Required documentation</header><text>Each application submitted by an eligible entity under this section for proposed programs shall include documentation that—</text><subparagraph id="HEA3AA63B2F2D442DB86C20B4083E1C09"><enum>(A)</enum><text>the eligible entity has partnered with a technical assistance entity that has proven expertise in the implementation of high-quality dual language programs to provide on-going technical assistance and assist with the evaluation of the program;</text></subparagraph><subparagraph id="HF9C59F9F02F349B480BF3B1D70A6D98E"><enum>(B)</enum><text display-inline="yes-display-inline">the eligible entity has the qualified personnel to develop, administer, evaluate, and implement the program; and</text></subparagraph><subparagraph id="H2079E0A7DC66459E88A499FC96C015A8"><enum>(C)</enum><text display-inline="yes-display-inline">the eligible entity serves children from low-income families, including English learners and minority children.</text></subparagraph></paragraph><paragraph id="H0E50D48EC1AB40B0873933C638768E2B"><enum>(3)</enum><header>Other application contents</header><text>Each application submitted by an entity under this section for a proposed program shall include—</text><subparagraph id="H8E7320CDA3604EE0A5F1D0BFADF25B33"><enum>(A)</enum><text display-inline="yes-display-inline">data showing that the program serves children from low-income families, including English learners and minority children;</text></subparagraph><subparagraph id="H1E506E273C5047C1AEDEEF2DE81F3DB3"><enum>(B)</enum><text>a description of how the program will align the language of assessment with the language of instruction;</text></subparagraph><subparagraph id="HFC83217E97614811A2DF16689596F12C"><enum>(C)</enum><text>a description of how the program will be evaluated to assess the goals of the program;</text></subparagraph><subparagraph id="H9C90EAE1508D46C0AC07AFFB7423FAFE"><enum>(D)</enum><text>a description, if applicable, of how the evaluation will be used to inform broader efforts to improve instruction for English learners, including for preschool-aged children;</text></subparagraph><subparagraph id="HD2850C530E964A44A1D0E3ED2D4C37A9"><enum>(E)</enum><text>a description of activities that will be pursued by the program including a description of—</text><clause id="H8A7633D41B4B4602B8E06C54D9BFB7E6"><enum>(i)</enum><text>how the activities will further the school readiness and academic progress of children served by this program and support dual language development through grade five;</text></clause><clause id="H29B9859B6AAE4448B52CF8959973DCB3"><enum>(ii)</enum><text>methods of designing culturally responsive and linguistically appropriate dual language curriculum; and</text></clause><clause id="HDC2AEE4AA9D24207816D4A7CF3CF6902"><enum>(iii)</enum><text display-inline="yes-display-inline">methods of teacher professional development and parent outreach that will be used or developed through the programs;</text></clause></subparagraph><subparagraph id="HCE03CB83160E4B54A06A8CD08888DA11"><enum>(F)</enum><text>an assurance that the program will annually provide such information as may be required by the Secretary; and</text></subparagraph><subparagraph id="H31F6A5405C54473B91F1B012DE68568F"><enum>(G)</enum><text>any other information that the Secretary may require.</text></subparagraph></paragraph></subsection><subsection id="H11E19407322C4418912B3962BECD61C1"><enum>(f)</enum><header>Selection of grantees</header><text>The Secretary through a peer review process shall select eligible entities to receive grants under this section based on—</text><paragraph id="H7D3ED0210F1343CABF86B7024C589D11"><enum>(1)</enum><text>the articulation of preschool through fifth grade instructional practices, curriculum, and assessments strategies;</text></paragraph><paragraph id="H8A2D30B4A18F4791B0BD6AF8BC0F08A4"><enum>(2)</enum><text display-inline="yes-display-inline">the extent to which relevant and directly impacted school leaders have been involved with the proposed programs and indicated a commitment to carrying out high-quality dual language immersion programs; and</text></paragraph><paragraph id="H2E10381B208F4EC590475C552FF471D4"><enum>(3)</enum><text>the quality of the programs proposed in the applications submitted under subsection (e).</text></paragraph></subsection><subsection id="HDD1300F5960F4484B64BB60B468ECC89"><enum>(g)</enum><header>Technical assistance and evaluation</header><text display-inline="yes-display-inline">From the amount appropriated under subsection (i) for a fiscal year, the Secretary shall reserve $250,000 to contract with an eligible entity with a proven track record in dual language immersion programs for the purpose of—</text><paragraph id="H737FA14F40984DEBB7052F3D78BD0F95"><enum>(1)</enum><text>providing technical assistance to local educational agencies receiving grants under this Act in order to strengthen programs conducted by grantees pursuant to this Act; and</text></paragraph><paragraph id="H3BD4EC06F10A4687AAC7DA916E795E6E"><enum>(2)</enum><text>conducting an evaluation of programs funded under this Act, which shall—</text><subparagraph id="HD763C9716E2A46DB86662435260B4694"><enum>(A)</enum><text>be used by the Secretary to determine the effectiveness of programs funded through this Act and improve services to participating children; and</text></subparagraph><subparagraph id="H05D8E118B5214ECD8E6A719C63170778"><enum>(B)</enum><text>include—</text><clause id="H3DD3F6CBF496413A99AC1805EA046EC0"><enum>(i)</enum><text>a comprehensive evaluation of the impact of the programs on students, including an assessment of literacy skills and language development in both English and the primary home language;</text></clause><clause id="H9D988FA6CE7D4947A0DC4BDC2DF4A173"><enum>(ii)</enum><text>a comprehensive evaluation of the effectiveness of instructional practices used in the programs; and</text></clause><clause id="H474DDF9755F74C20854A8E3C9954427A"><enum>(iii)</enum><text>a comprehensive evaluation of professional development strategies.</text></clause></subparagraph></paragraph></subsection><subsection id="H0859F31BF83344878424C149BB868436"><enum>(h)</enum><header>Dissemination of best practices</header><text>The Secretary shall disseminate information on model programs, materials, and other information developed under this section that the Secretary determines to be appropriate for use by early childhood education providers to improve the school readiness of English learners.</text></subsection><subsection id="H14CECFDE6BDA40E1B230CCE98EC9E281"><enum>(i)</enum><header>Authorization of appropriations</header><text>For the purposes of carrying out this section, there are authorized to be appropriated $15,000,000 for fiscal year 2022 and such sums as may be necessary for each of the 4 succeeding fiscal years.</text></subsection><subsection id="HEB3AEBA595F94A2794F7AD339A5D8982"><enum>(j)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HA0CE9B0428B24F748E5A3ADA2E4A6B7A"><enum>(1)</enum><header>Dual language immersion program</header><text display-inline="yes-display-inline">The term <term>dual language immersion program</term> means an instructional strategy in which students—</text><subparagraph id="H8507605654534C39A1B5AB0F786C915E"><enum>(A)</enum><text>are taught literacy and content in English and a partner language; </text></subparagraph><subparagraph id="H92EC28AA4CF440FEA99462412A429CC6"><enum>(B)</enum><text>use the partner language for at least half of the instructional day; and</text></subparagraph><subparagraph id="H9415C08189D74220B74D4B068B1ADDD2"><enum>(C)</enum><text>foster bilingualism, multiliteracy, enhanced awareness of linguistic and cultural diversity, and high levels of academic achievement through instruction in English and a partner language.</text></subparagraph></paragraph><paragraph id="H1AE559388B4E4A619399E9E4C59F2F75"><enum>(2)</enum><header>Early childhood education program</header><text>The term <term>early childhood education program</term> includes a State-funded preschool program and a Head Start program.</text></paragraph><paragraph id="HDF91628063264DE795D08FE76ED4B9FD"><enum>(3)</enum><header>Eligible entity</header><text display-inline="yes-display-inline">The term <term>eligible entity</term> means a partnership between—</text><subparagraph id="HCEFE9E57B93B44A4ABA677CA774AE8D7"><enum>(A)</enum><text>at least one local educational agency;</text></subparagraph><subparagraph id="H36F14781F0E044A093BBE4CD92E3F42D"><enum>(B)</enum><text>at least one early childhood education program; and</text></subparagraph><subparagraph id="H604885E772E5429FACB69CFD085A6263"><enum>(C)</enum><text>at least one technical assistance entity.</text></subparagraph></paragraph><paragraph id="H566E637D247F4D2C8A22A6A7DE6724C1"><enum>(4)</enum><header>English learner</header><text display-inline="yes-display-inline">The term <term>English learner</term> has the meaning given the term in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text></paragraph><paragraph commented="no" id="H582B1AEFEA5D4012B6406EDFCBB0937D"><enum>(5)</enum><header>High-need school</header><text display-inline="yes-display-inline">The term <term>high-need school</term> has the meaning given the term in section 2221(b)(3)(A) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6641">20 U.S.C. 6641(b)(3)(A)</external-xref>).</text></paragraph><paragraph id="H00174AFEE0804B7BAA2610D13EAC20EC"><enum>(6)</enum><header>Low-income family</header><text display-inline="yes-display-inline">The term <term>low-income family</term> has the meaning given the term in section 2221(b)(3)(B) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6641">20 U.S.C. 6641(b)(3)(B)</external-xref>).</text></paragraph><paragraph id="H3BC1ADF74051453F940819C9A4EAA0BB"><enum>(7)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Education.</text></paragraph><paragraph id="H2480D53903C54A1E86DAC2FBAC8F29FC"><enum>(8)</enum><header>State-funded preschool program</header><text>The term <term>State-funded preschool program</term> means a program that—</text><subparagraph id="HD50FFB12B38140AEA28B5AB830D25A04"><enum>(A)</enum><text>serves children who are ages 3 through 5;</text></subparagraph><subparagraph id="H7FE52AB6B6A84CB8A4212CD6F2820B4C"><enum>(B)</enum><text>has a primary focus of supporting early childhood education, including supporting children’s cognitive, social, emotional, and physical development and approaches to learning;</text></subparagraph><subparagraph id="HB5E820955C504D979D501529F1D4CFE1"><enum>(C)</enum><text>helps prepare children for a successful transition to kindergarten;</text></subparagraph><subparagraph id="H8D936235286D4DD0AF8A47527A2AB8E4"><enum>(D)</enum><text>is either a public school- or community-based program; and</text></subparagraph><subparagraph id="HE618DB8632AD442AB3FDC9F22FAABB0E"><enum>(E)</enum><text>is funded either in whole or in part by a State through a State agency with authority to promulgate regulations and monitor participating programs.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
