Boyle of Pennsylvania</cosponsor>, <cosponsor name-id="K000395">Mr. Keller</cosponsor>, <cosponsor name-id="S001212">Mr. Stauber</cosponsor>, and <cosponsor name-id="C001063">Mr. Cuellar</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Clean Air Act to provide an exemption from certain antitampering provisions for certain actions for modifying a motor vehicle that is not legal for operation on a street or highway and is to be used solely for competition, and for other purposes.</official-title></form><legis-body id="H0C996C23DF0B493ABF9834240E01500C" style="OLC"><section id="H56027C974CFC4A49BF2380C1E3AEF39B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Recognizing the Protection of Motorsports Act of 2019</short-title></quote> or the <quote><short-title>RPM Act of 2019</short-title></quote>.</text></section><section id="H0081A3AD5B7040BB9889F82DEEBE8529"><enum>2.</enum><header>Exemption from antitampering provisions</header><text display-inline="no-display-inline">Section 203(a) of the Clean Air Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7522">42 U.S.C. 7522(a)</external-xref>) is amended by adding at the end the following: <quote>No action with respect to any device or element of design referred to in paragraph (3) shall be treated as a prohibited act under that paragraph if the action is for the purpose of modifying a motor vehicle into a vehicle that is not legal for operation on a street or highway and is to be used solely for competition.</quote>.</text></section><section id="HB7AF174C07E642A5B129C4788F40C7EB"><enum>3.</enum><header>Regulation</header><text display-inline="no-display-inline">Not later than 1 year after the date of enactment of this Act, the Administrator of the Environmental Protection Agency shall finalize a regulation to implement the amendment made by this Act.</text></section><section id="HDAA162F58C0C4E9D983BAD403C87B737"><enum>4.</enum><header>Effective date</header><text display-inline="no-display-inline">Section 2 shall take effect not later than one year after the date of enactment of this Act without regard to whether a final regulation has been promulgated as required by section 3.</text></section></legis-body></bill>
