R. 3189</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210513">May 13, 2021</action-date><action-desc><sponsor name-id="F000470">Mrs. Fischbach</sponsor> (for herself, <cosponsor name-id="K000386">Mr. Katko</cosponsor>, <cosponsor name-id="E000294">Mr. Emmer</cosponsor>, and <cosponsor name-id="S001212">Mr. Stauber</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HHM00">Committee on Homeland Security</committee-name>, and in addition to the Committees on <committee-name committee-id="HJU00">the Judiciary</committee-name>, <committee-name committee-id="HWM00">Ways and Means</committee-name>, and <committee-name committee-id="HFA00">Foreign Affairs</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Secretary of Homeland Security to submit a plan to establish travel corridors at land-based border ports of entry to facilitate cross-border travel at the northern border, and for other purposes.</official-title></form><legis-body id="H80799BC869414038A3DEC4F702F5DFDB" style="OLC"><section id="H59C56707C4AC494F997A1B45557BC44D" section-type="section-one"><enum>1.</enum><header>Plan and implementation of such plan to establish travel corridors at land-based border ports of entry to facilitate cross-border travel at the northern border</header><subsection id="HDFD388ACF27244D99C55BA216296FD5F"><enum>(a)</enum><header>Plan</header><paragraph id="H0A46A0C1CE174CA2A4FB6F0C809BE0FD"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 30 days after the date of the enactment of this section, the Secretary, in consultation with appropriate interagency partners, shall submit to the appropriate congressional committees a plan to establish travel corridors at land-based border ports of entry to facilitate cross-border travel at the northern border.</text></paragraph><paragraph id="HD612E780484E4C1AAA07C79A8F63C61B" commented="no"><enum>(2)</enum><header>Negotiations</header><text display-inline="yes-display-inline">In preparing the plan required under subsection (a), the Secretary, in consultation with appropriate interagency partners, shall seek to enter into negotiations with the appropriate counterparts of the Government of Canada to establish—</text><subparagraph id="HC2A1FB6C15DB49C0B89118B5EA2D0EB4" commented="no"><enum>(A)</enum><text>travel corridors at land-based border ports of entry to facilitate cross-border travel at the northern border based on guidance from the Centers for Disease Control and Prevention and the Public Health Agency of Canada; and</text></subparagraph><subparagraph id="H9238F9892DB2480A8A82BBDE0B516AEA" commented="no"><enum>(B)</enum><text>requirements relating to the documentation needed for such cross-border travel.</text></subparagraph></paragraph></subsection><subsection id="HC29549587EE146638860E8C66D68E2B4"><enum>(b)</enum><header>Implementation</header><text display-inline="yes-display-inline">If the Secretary and the Government of Canada enter into an agreement with respect to establishing travel corridors pursuant to subsection (a)(2), not later than 30 days after the date on which such agreement is signed, the Secretary shall implement the plan required under subsection (a)(1). </text></subsection><subsection id="HBD08AF179CF340F4AAF49FBD8FD2F8B8"><enum>(c)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HF97A0A0816884A4DAB1724595AE48A7B"><enum>(1)</enum><header>Appropriate congressional committees</header><text>The term <term>appropriate congressional committees</term> means—</text><subparagraph id="H8B305591DCC545D6808960B242433A49"><enum>(A)</enum><text>the Committee on Homeland Security of the House of Representatives; and</text></subparagraph><subparagraph id="HCBD3051277BC487ABAF66A342CC55913"><enum>(B)</enum><text>the Committee on Homeland Security and Governmental Affairs of the Senate.</text></subparagraph></paragraph><paragraph id="H7A9AEBE534B24BD1A02EDB7ECA0E190A"><enum>(2)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Homeland Security. </text></paragraph></subsection></section></legis-body></bill>
