which was referred to the <committee-name committee-id="HBA00">Committee on Financial Services</committee-name>, and in addition to the Committee on <committee-name committee-id="HPW00">Transportation and Infrastructure</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Secretary of Housing and Urban Development to submit to the Congress a report that describes the methodology used to allocate amounts appropriated in covered provisions for the Community Development Block Grant Disaster Recovery Program and the Community Development Block Grant Mitigation Program, and for other purposes.</official-title></form><legis-body id="HA82EFC86A36C442BB99010A867E77099" style="OLC"><section id="HBEDEC439AC64419583B21DB13741050C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Disaster Relief Transparency Act</short-title></quote>.</text></section><section id="H07ECF324B03B41C8959D7B815E71C7B3" section-type="subsequent-section"><enum>2.</enum><header>HUD Report</header><subsection id="HE62A5B699D5E47C2B1D7BE381FE49D8F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 90 days after the date of the enactment of this Act, the Secretary of Housing and Urban Development, after consultation with the Comptroller General of the United States, shall submit to the Financial Services, Oversight and Reform, and Transportation and Infrastructure Committees of the House of Representatives and Banking Committee of the Senate a report that—</text><paragraph id="H1C45AA04D26548A39F1A3F73C91AFE7F"><enum>(1)</enum><text>describes and explains the methodology used by the Department of Housing and Urban Development to allocate, to States, Tribes, Territories, and local governments, amounts appropriated in covered provisions for the Community Development Block Grant Disaster Recovery Program and the Community Development Block Grant Mitigation Program;</text></paragraph><paragraph id="HBEA60134FF7B467FADC9ACD12116E473"><enum>(2)</enum><text display-inline="yes-display-inline">addresses why the such methodology may result in allocations to States, Tribes, Territories, and local governments differing between appropriations; and</text></paragraph><paragraph id="HF280CD58776A45FFB9E8E7222A30335C"><enum>(3)</enum><text display-inline="yes-display-inline">provides legislative and administrative recommendations for improving the consistency and timeliness of the allocation of amounts appropriated for the Community Development Block Grant Disaster Recovery Program and the Community Development Block Grant Mitigation Program.</text></paragraph></subsection><subsection id="HCC9BA6F69FCA402884F2D54E5EF86FAA"><enum>(b)</enum><header>Covered provision</header><text>The term <quote>covered provision</quote> means—</text><paragraph id="H516135A4A3874BB59E6CF3E9405B0C8D"><enum>(1)</enum><text display-inline="yes-display-inline">Public Law 116–20;</text></paragraph><paragraph id="H2C48EA887BC0475AA38510DE84D5E06A"><enum>(2)</enum><text display-inline="yes-display-inline">the Weather Research and Forecasting Innovation Act of 2017;</text></paragraph><paragraph id="H7C02F0D89C824BA9855B89A11B36BA4A"><enum>(3)</enum><text display-inline="yes-display-inline">the Bipartisan Budget Act of 2018;</text></paragraph><paragraph id="HB41F0C92EB8D441199352E0D5FC47A03"><enum>(4)</enum><text display-inline="yes-display-inline">the Additional Supplemental Appropriations for Disaster Relief Requirements Act, 2017;</text></paragraph><paragraph id="H8252A284B941468EA1F7AF88052E8033"><enum>(5)</enum><text display-inline="yes-display-inline">the Continuing Appropriations Act, 2018 and Supplemental Appropriations for Disaster Relief Requirements Act, 2017;</text></paragraph><paragraph id="H19A35539AF0545F99D3A5B8B4BFCACB2"><enum>(6)</enum><text display-inline="yes-display-inline">the Consolidated Appropriations Act, 2017;</text></paragraph><paragraph id="H65EE23EB641B4DFC83137EEACF4829F6"><enum>(7)</enum><text display-inline="yes-display-inline">the Further Continuing and Security Assistance Appropriations Act, 2017;</text></paragraph><paragraph id="HC0F4F4A90008437C8CB50A25E18F8CE6"><enum>(8)</enum><text display-inline="yes-display-inline">the Continuing Appropriations and Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2017, and Zika Response and Preparedness Act; and</text></paragraph><paragraph id="H22BC3F7311C8463BA38C1D6CA90B7A01"><enum>(9)</enum><text display-inline="yes-display-inline">the Consolidated Appropriations Act, 2016.</text></paragraph></subsection></section><section id="H6BD40354287B40C5A48CB853AC5D369A"><enum>3.</enum><header>FEMA Report</header><text display-inline="no-display-inline">Not later than 180 days after the date of enactment of this Act, the Administrator of the Federal Emergency Management Agency shall submit to the Committee on Transportation and Infrastructure and the Committee on Homeland Security and Government Affairs of the Senate a report describing, for each fiscal year beginning after September 30, 2015—</text><paragraph id="H354C14F1B71A49D588B0399A9257B138"><enum>(1)</enum><text display-inline="yes-display-inline">the average amount of individual assistance and individual and household assistance provided under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5121">42 U.S.C. 5121</external-xref> et seq.) to, and the rate of denial of individual assistance and individual and household assistance provided under such Act for—</text><subparagraph id="H70D29C6C552C4587AE64743CD2D0EE92"><enum>(A)</enum><text>all individuals;</text></subparagraph><subparagraph id="H4EF140A5B5C6400A9D1ECB18519A866B"><enum>(B)</enum><text display-inline="yes-display-inline">all individuals and households;</text></subparagraph><subparagraph id="H895EFA8FB33F4126B09F33273E466BED"><enum>(C)</enum><text display-inline="yes-display-inline">individuals with an annual income under 75 percent of the National Median Household Income;</text></subparagraph><subparagraph id="H26001B7D1F5D4E8095C2A64601C98F3A"><enum>(D)</enum><text display-inline="yes-display-inline">individuals and households with an annual income under 75 percent of the National Median Household Income;</text></subparagraph><subparagraph id="HBC03F244F1CA4601AE5B1D405501FA44"><enum>(E)</enum><text display-inline="yes-display-inline">individuals with an annual income over 125 percent of the National Median Household Income;</text></subparagraph><subparagraph id="H87184C240E8D44E4B32E4040750F0F62"><enum>(F)</enum><text display-inline="yes-display-inline">individuals and households with an annual income over 125 percent of the National Median Household Income;</text></subparagraph><subparagraph id="H6E1417ABB00E4F158032AF806A332961"><enum>(G)</enum><text display-inline="yes-display-inline">individuals with an annual income between 75 percent and 125 percent of the National Median Household Income; and</text></subparagraph><subparagraph id="H1FF59DB7A07B4641A329D86EC5F7ECE9"><enum>(H)</enum><text display-inline="yes-display-inline">individuals and households with an annual income between 75 percent and 125 percent of the National Median Household Income; and</text></subparagraph></paragraph><paragraph id="H0DFDD4AA23F645A8B1E47D22E10F874A"><enum>(2)</enum><text>an explanation for any factors causing an increase in the rate of denial of individual assistance or individual and household assistance, if applicable. </text></paragraph></section></legis-body></bill>
