<section id="HE6BC49D817FD454CAF99E8E7AA5FFDD2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Jonny Wade Pediatric Cancer Research Act</short-title></quote>.</text></section> <section id="H1C61AFD171004FFBB78BE22D8BD4BC3C"><enum>2.</enum><header>Findings</header> <subsection id="H4BCF2DB648BB441ABC3130BCB89E072F"><enum>(a)</enum><header>Findings relating to pediatric cancer</header><text display-inline="yes-display-inline">Congress finds that pediatric cancer—</text>
<paragraph id="H49209DD079ED4A128825CA0F883AE8E0"><enum>(1)</enum><text display-inline="yes-display-inline">kills over 100,000 children annually worldwide;</text></paragraph> <paragraph id="HC75132EDBA784510955B2D0E00DFEABF"><enum>(2)</enum><text>reduces a child’s life expectancy by 69 years once diagnosed;</text></paragraph>
<paragraph id="HC2E66F6E1D7A42CEBD439B746163C3CA"><enum>(3)</enum><text>increases the likelihood of a secondary cancer;</text></paragraph> <paragraph id="H0B242303C5CA4B58ACECE3A45002C187"><enum>(4)</enum><text>is the leading cause of death by disease in children;</text></paragraph>
<paragraph id="HFFADE08EC1264B589BD841132C4C546C"><enum>(5)</enum><text>affects over 300,000 children annually worldwide; and</text></paragraph> <paragraph id="H9A2CB2CF518A4652B077C0F82E7F3673"><enum>(6)</enum><text>gives life-long adverse side effects to the patient.</text></paragraph></subsection>
<subsection id="H9538EE5692C6485295C7120A7E357ADA"><enum>(b)</enum><header>Findings relating to pediatric cancer research</header><text>Congress finds that pediatric cancer research—</text> <paragraph id="HA992283C11B14ACD831E2EF78E556900"><enum>(1)</enum><text display-inline="yes-display-inline">increases new treatments for safety and effectiveness;</text></paragraph>
<paragraph id="HB62CA81421C646FE8B870B088570018E"><enum>(2)</enum><text>increases the likelihood of identifying a secondary cancer after treatment;</text></paragraph> <paragraph id="HF4ADC6D7F3F64BDA95F26D860832FBCD"><enum>(3)</enum><text>increases survival rates for children;</text></paragraph>
<paragraph id="H98D02BA601DD4AC2B27CFFDB5405DAE3"><enum>(4)</enum><text>increases the identity factors that may be associated with reducing risk;</text></paragraph> <paragraph id="H13B9FCC2B3F24782B2850226A94EB80D"><enum>(5)</enum><text>enhances our understanding of the fundamental mechanisms of cancer;</text></paragraph>
<paragraph id="HD2E6DFAE143F474A8FB10F6C863E112B"><enum>(6)</enum><text>increases survivorship research to reduce the long-term adverse effects of cancer and its treatment; and</text></paragraph> <paragraph id="H98768C88ABC84429B59B27C5E5049318"><enum>(7)</enum><text>increases the ability to identify the likely causes of pediatric cancer.</text></paragraph></subsection></section>
<section id="HEE68998346164FFAA05592FD1947B9ED"><enum>3.</enum><header>Termination of taxpayer financing of presidential election campaigns</header>
<subsection id="HABF828299C4840E6BCFB9A271478990F"><enum>(a)</enum><header>Termination of designation of income tax payments</header><text><external-xref legal-doc="usc" parsable-cite="usc/26/6096">Section 6096</external-xref> of the Internal Revenue Code of 1986 is amended by adding at the end the following new subsection:</text> <quoted-block id="H0F0145513084423C88DE67DCE9DC5FAE"> <subsection id="H60828046E29349D5AA3DDA6F740577E8"><enum>(d)</enum><header>Termination</header><text>This section shall not apply to taxable years beginning after December 31, 2020.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection>
<subsection id="HB6738B547F8B4FACB4EBC48AC76FD7B0"><enum>(b)</enum><header>Termination of fund and account</header>
<paragraph id="H57DF7CC3BB81486097007B88C46F4750"><enum>(1)</enum><header>Termination of presidential election campaign fund</header>
<subparagraph id="H9D70E78CD9BF4238810498D8CFCC1692"><enum>(A)</enum><header>In general</header><text>Chapter 95 of subtitle H of such Code is amended by adding at the end the following new section:</text> <quoted-block id="HD61EE252657E4DCA9224906F00C38BF5"> <section id="H4BA5B169E3064ADB98E9F9A5A8189949"><enum>9014.</enum><header>Termination</header><text display-inline="no-display-inline">The provisions of this chapter shall not apply with respect to any presidential election (or any presidential nominating convention) after the date of the enactment of this section, or to any candidate in such an election.</text></section><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph>
<subparagraph id="HBC667F5892CD43649C211D4DBEE999BF"><enum>(B)</enum><header>Transfer of remaining funds</header><text>Section 9006 of such Code is amended by adding at the end the following new subsection:</text> <quoted-block id="H160D5153C232438BA343570858C63207"> <subsection id="HA108ACC17D244AFB9C429ECE09BAB1EB"><enum>(d)</enum><header>Transfer of funds remaining after termination</header><text display-inline="yes-display-inline">The Secretary shall transfer the amounts in the fund as of the date of the enactment of this subsection to the 10-Year Pediatric Research Initiative Fund described in section 9008(i)(2), to be available as described in such section and to remain so available until expended.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph>
<paragraph id="H265965D1C1764526B74CBB7F0CDD34A2"><enum>(2)</enum><header>Termination of account</header><text>Chapter 96 of subtitle H of such Code is amended by adding at the end the following new section:</text> <quoted-block id="HC233C6FFECE54635A0200BFF3CEC7A4B"> <section id="H46A68EEB1B134116A4759473E28CD457"><enum>9043.</enum><header>Termination</header><text display-inline="no-display-inline">The provisions of this chapter shall not apply to any candidate with respect to any presidential election after the date of the enactment of this section.</text></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection>
<subsection display-inline="no-display-inline" id="H4E27859CEC914CB491D7DA6269DC3DE7"><enum>(c)</enum><header>Clerical amendments</header>
<paragraph id="H285DFB95A0AF4D2D880865D9ABF44F67"><enum>(1)</enum><text>The table of sections for chapter 95 of subtitle H of such Code is amended by adding at the end the following new item:</text> <quoted-block id="H21CE2553E2A34563B9106258917383E0" style="OLC"> <toc regeneration="no-regeneration"> <toc-entry level="section">Sec. 9014. Termination.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></paragraph> <paragraph id="HB149F748971C47A2969CE45C96F01101"><enum>(2)</enum><text>The table of sections for chapter 96 of subtitle H of such Code is amended by adding at the end the following new item:</text>

<section id="H5A4ABB1715EA426BB16061207F84F52F"><enum>4.</enum><header>Coordination of NIH funding for pediatric research</header>
<subsection id="HFF4FA08C8B3E41C7A39DC87A79E2D969"><enum>(a)</enum><header>Sense of Congress</header><text display-inline="yes-display-inline">The Congress encourages the Director of the National Institutes of Health to oversee and coordinate research that is conducted or supported by the National Institutes of Health for research on pediatric cancer and other pediatric diseases and conditions, including through the 10-Year Pediatric Research Initiative Fund.</text></subsection> <subsection id="H5EC9233F851B49E7B42FF6D566C0B4CB"><enum>(b)</enum><header>Avoiding replicate</header><text display-inline="yes-display-inline">Clause (ii) of section 402(b)(7)(B) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/282">42 U.S.C. 282(b)(7)(B)</external-xref>) is amended by inserting <quote>and shall prioritize such pediatric research that does not replicate existing research activities of the National Institutes of Health</quote> before <quote>; and</quote>.</text></subsection></section>
