which was referred to the <committee-name committee-id="HFA00">Committee on Foreign Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To promote bilateral tourism through cooperation between the United States and Mexico.</official-title></form><legis-body id="H8E2D9663A23740758EA0F712676DD47D" style="OLC"><section id="HB3170DDA30FC486EB578D28403496AA4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>United States-Mexico Tourism Improvement Act of 2021</short-title></quote>.</text></section><section id="HB8161C6D67FB4A7682C7963947BFA1A7"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="H34A928785CA44EFA9B2162DA4DD658E7"><enum>(1)</enum><text>The United States and Mexico have benefitted economically from a bilateral, mutually beneficial partnership focused on enhancing the tourism industry in both countries.</text></paragraph><paragraph id="H3FBDE13E56C9462BB85AE2449F8FB567"><enum>(2)</enum><text>In 2016, Mexican tourism to the United States peaked at 18,990,585 visitors, constituting 1 in 4 (24.9 percent) of all tourists that year.</text></paragraph><paragraph id="H5905768BB6384532BE57B006F34E1255"><enum>(3)</enum><text>Additionally, in 2016, spending by Mexican tourists in the United States totaled $17.5 billion, which represented a 0.7 percent growth from 2015.</text></paragraph><paragraph id="HBCBEACC7CFB44EA2972511F0A0408591"><enum>(4)</enum><text>Tourist activity to the United States from Mexico has declined since 2016, which is in contrast to an overall international tourism industry increase in the United States.</text></paragraph><paragraph id="HF72A8C548EEC4E039E2E9853691EFEA0"><enum>(5)</enum><text>In 2019, international tourist arrivals totaled 79,300,000, up 3.8 percent from 76,400,000 in 2016.</text></paragraph><paragraph id="HDEADBF3EF2374DE39752F5106F01CBCB"><enum>(6)</enum><text>However, also in 2019, there was a 3.5-percent decline in visitors to the United States from Mexico compared to 2016, comprising a loss of 662,404 Mexican tourists.</text></paragraph><paragraph id="HAF8E347FF41A430EB6D0DF44D81A910B"><enum>(7)</enum><text display-inline="yes-display-inline">In addition, the total spending from Mexican tourists has plateaued, only increasing slightly from $17.5 billion in 2016 to $17.6 billion in 2019, comprising an increase of $72 million, or 0.4 percent.</text></paragraph><paragraph id="H0FFC01D2DD6C43899B92C109E955953E"><enum>(8)</enum><text>This is a critical economic trend given that annually Mexico is the biggest source of international visitors to the United States after Canada.</text></paragraph></section><section id="H7D599C4D736F4AF7A0E6F0257AA68FAC"><enum>3.</enum><header>Statement of policy</header><text display-inline="no-display-inline">It is the policy of the United States—</text><paragraph id="H18FF84B0966C44E5A116C92446B1C626"><enum>(1)</enum><text>to continue deepening bilateral tourism through governmental cooperation between the United States and Mexico;</text></paragraph><paragraph id="HC37668B8075342508F2A0F602D086102"><enum>(2)</enum><text>to improve third-party tourism to the United States and Mexico through joint international promotional efforts; and</text></paragraph><paragraph id="H702DB3E990B346519FE16E04A3DAD04D"><enum>(3)</enum><text>to seek to prioritize and expand the tourism industries in both countries by emphasizing exchanges in various international economic sectors, including relating to—</text><subparagraph id="H23985AD4B3A544079F716D3ECF19EA2B"><enum>(A)</enum><text>hospitality and accommodation;</text></subparagraph><subparagraph id="H8A4FEEDFAB3649FE8528D821FD0E0511"><enum>(B)</enum><text>retail; and</text></subparagraph><subparagraph id="HF57736EE25CE4197BD016CE4A1931B5B"><enum>(C)</enum><text>cultural education.</text></subparagraph></paragraph></section><section id="H94E4E36CAA4540769E11DE72CA728C1D"><enum>4.</enum><header>Strategy to expand bilateral tourism through cooperation with Mexico</header><subsection id="H2D44C65CE73646AC9BC47B1107A20C81"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of State shall develop a strategy through the High Level Economic Dialogue (HLED) platform to carry out the bilateral tourism policy described in section 3 and to encourage the Government of Mexico to take reciprocal action relating to bilateral tourism.</text></subsection><subsection id="HCF3465E2EF5847039C5BC43791799AD7"><enum>(b)</enum><header>Elements</header><text>The strategy required under subsection (a) shall—</text><paragraph id="H73E8A93AAEB842AEA79AA61B2FA1ED38"><enum>(1)</enum><text>encourage more joint tourism initiatives between the United States and Mexico, including collaborations between governmental and nongovernmental entities; and</text></paragraph><paragraph id="HF1C79D98B1344B508EE82AF85BB30D0B"><enum>(2)</enum><text>encourage United States and Mexican nonprofit institutions and private businesses to assist prospective and developing entrepreneurs in strengthening their business skills in the United States and Mexico.</text></paragraph></subsection><subsection id="HCB9C922E97FF4C3B8D92F59476BE337F"><enum>(c)</enum><header>Report</header><text>Not later than 180 days after the date of the enactment of this Act, the Secretary of State shall submit to Congress a report on the strategy required under subsection (a).</text></subsection></section></legis-body></bill>
