training to assist the United States in response to national emergencies, and for other purposes.</official-title></form><legis-body id="H312F11867A69495C8751D05E0408D26F" style="OLC"><section id="H4A0C344B83F74F6CB34516FD18B60FF1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Supporting Education Recognition for Veterans during Emergencies Act</short-title></quote> or the <quote><short-title>SERVE Act</short-title></quote>.</text></section><section id="HA3EEDE0C03864AA6A5FE76A6AF698049"><enum>2.</enum><header>Update of web portal to identify veterans who had medical occupations as members of the Armed Forces</header><subsection id="H3DB7A056614D48CD868EB6EBD9206229"><enum>(a)</enum><header>In general</header><text>The Secretary shall update existing web portals of the Department to allow the identification of veterans who had a medical occupation as a member of the Armed Forces.</text></subsection><subsection id="H3740712EAA1741BDB0866D126F5AA5F1"><enum>(b)</enum><header>Information in portal</header><paragraph id="H866882AC22A7437EA4338B7DFD1BE29C"><enum>(1)</enum><header>In general</header><text>An update to a portal under subsection (a) shall allow a veteran to elect to provide the following information:</text><subparagraph id="HE578CB7D0ED9499091E8E4E7B40C8503"><enum>(A)</enum><text>Contact information for the veteran.</text></subparagraph><subparagraph id="H856DFF39DBD44115A7FD6452BA46E142"><enum>(B)</enum><text>A history of the medical experience and trained competencies of the veteran.</text></subparagraph></paragraph><paragraph id="HCEBBBDFF3CE94D4880088F5ED9F3C2E9"><enum>(2)</enum><header>Inclusions in history</header><text>To the extent practicable, histories provided under paragraph (1)(B) shall include individual critical task lists specific to military occupational specialties that align with existing standard occupational codes maintained by the Bureau of Labor Statistics.</text></paragraph></subsection></section><section id="HF850E90DD360454AADDB1865F9C50099"><enum>3.</enum><header>Program on provision to States of information on veterans with medical skills obtained during service in the Armed Forces</header><text display-inline="no-display-inline">For purposes of facilitating civilian medical cre­den­tial­ing and hiring opportunities for veterans seeking to respond to a national emergency, including a public health emergency declared by the Secretary of Health and Human Services under section 319 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/247d">42 U.S.C. 247d</external-xref>), the Secretary, in coordination with the Secretary of Defense and the Secretary of Labor, shall establish a program to share information specified in section 3(b) with the following:</text><paragraph id="HF266C77EE3484CF08D01AEDBBAB9D962"><enum>(1)</enum><text>State departments of veterans affairs.</text></paragraph><paragraph id="H9677F75733D24A578276EC78CCE12576"><enum>(2)</enum><text>Veterans service organizations.</text></paragraph><paragraph id="HDA37668241804E9FB6A2A2057F290703"><enum>(3)</enum><text>State credentialing bodies.</text></paragraph><paragraph id="H42D751CAF16244868E0E4236634B5B53" commented="no"><enum>(4)</enum><text>State homes.</text></paragraph><paragraph id="HCE1C0893E69D4A97AB0A9FD4F9F20E45"><enum>(5)</enum><text>Other stakeholders involved in State-level credentialing, as determined appropriate by the Secretary.</text></paragraph></section><section id="H5AC6C8C35E6D407FB954612D95ED2413"><enum>4.</enum><header>Program on training of intermediate care technicians of Department of Veterans Affairs</header><subsection id="HBBD0AD3E1ED44A8A941ACD0905B1F6E6"><enum>(a)</enum><header>Establishment</header><text>The Secretary shall implement a program to train and certify covered veterans to work as intermediate care technicians of the Department.</text></subsection><subsection id="H39465D81695443078DE85CA309BF53A7"><enum>(b)</enum><header>Locations</header><text>The Secretary may place an intermediate care technician trained and certified under the program under subsection (a) at any medical center of the Department, giving priority to a location with a significant staffing shortage.</text></subsection><subsection id="HF9EE1E8455BF435BA1ECC2FCC47729A2"><enum>(c)</enum><header>Inclusion of information in transition assistance program</header><text>As part of the Transition Assistance Program under sections 1142 and 1144 of title 10, United States Code, the Secretary shall prepare a communications campaign to convey opportunities for training, certification, and employment under the program under subsection (a) to appropriate members of the Armed Forces separating from active duty.</text></subsection><subsection id="H55D48450347F4CE08DD3FDBC3B31C7BB"><enum>(d)</enum><header>Report on expansion of program</header><text>Not later than 180 days after the date of the enactment of this Act, the Secretary shall submit to Congress a report on whether the program under this section could be replicated for other medical positions within the Department.</text></subsection><subsection id="H15D9377D2AC648D9B9FAAC9134F067B0"><enum>(e)</enum><header>Covered veteran defined</header><text>In this section, the term <quote>covered veteran</quote> means a veteran whom the Secretary determines served as a basic health care technician while serving in the Armed Forces.</text></subsection></section><section id="H6B91E4A8E2C3401A9E60315BFDA9F30D"><enum>5.</enum><header>Notification of opportunities for veterans</header><text display-inline="no-display-inline">The Secretary shall notify veterans service organizations and, in coordination with the Secretary of Defense, members of the reserve components of the Armed Forces of opportunities for veterans under this Act.</text></section><section id="HB5043379D4E44FE49D1601B7E67C3B22"><enum>6.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="H8677265DD6F34F158B2DBD57D77CE280"><enum>(1)</enum><header>Department; secretary; veteran</header><text>The terms <quote>Department</quote>, <quote>Secretary</quote>, <quote>State home</quote>, and <quote>veteran</quote> have the meanings given those terms in section 101 of title 38, United States Code.</text></paragraph><paragraph id="H3FBB2B9A35D541A590B8F8A28C60F166"><enum>(2)</enum><header>Veterans service organization</header><text>The term <quote>veterans service organization</quote> means an organization that provides services to veterans, including organizations recognized by the Secretary of Veterans Affairs under section 5902 of title 38, United States Code.</text></paragraph></section></legis-body></bill>
