R. 2550</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210415">April 15, 2021</action-date><action-desc><sponsor name-id="T000479">Mr. Taylor</sponsor> (for himself and <cosponsor name-id="R000602">Miss Rice of New York</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HHM00">Committee on Homeland Security</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require GAO review of certain TSA screening protocols, and for other purposes.</official-title></form><legis-body id="H9565B684AA0C4780B26843825E109CDC" style="OLC"><section id="HDC278305EF95497CA2767ABC9A017EF2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Traveling Parents Screening Consistency Act of 2021</short-title></quote>.</text></section><section id="HEB8EAD8337C0405DA92783DCE08FFE68"><enum>2.</enum><header>Comptroller General review</header><text display-inline="no-display-inline">Not later than 1 year after the date of the enactment of this Act, the Comptroller General of the United States shall conduct a review of the Transportation Security Administration’s (TSA) implementation of the Bottles and Breastfeeding Equipment Screening Act (<external-xref legal-doc="public-law" parsable-cite="pl/114/293">Public Law 114–293</external-xref>), as well as the effectiveness of TSA in ensuring screening protocol clarity and screening consistency relating to the screening of formula, breast milk, purified deionized water for infants, and juice. Such review shall include the following:</text><paragraph id="H9DC92F1BFB8B44799FB197F50869480C"><enum>(1)</enum><text display-inline="yes-display-inline">Consider whether TSA effectively manages consistency of screening protocol applications for formula, breastmilk, purified deionized water for infants, and juice.</text></paragraph><paragraph id="HF96DC2A4A5EE4FE78BE5A494BDE37424"><enum>(2)</enum><text>Evaluate the need for TSA to update and revise procedures for such screening.</text></paragraph><paragraph id="H90EFCE3229484F16A4EC00048C17B2F2"><enum>(3)</enum><text>Assess whether TSA effectively tracks passenger complaints related to such screening to monitor trends and identify inconsistencies.</text></paragraph><paragraph id="H775C838C1518427295F7F484A108D4B0"><enum>(4)</enum><text>Evaluate TSA’s communications and information sharing practices for passengers, air carriers, and airports relating to screening protocols for such screening.</text></paragraph><paragraph id="H7FB8E144F70947668A522E056AF392F6"><enum>(5)</enum><text display-inline="yes-display-inline">Evaluate TSA’s policies regarding the screening of passengers with nursing products, including the extent to which such passengers are more likely to receive secondary screening.</text></paragraph><paragraph id="HF84598B782F6458E84A459E9DD708DF8"><enum>(6)</enum><text>Make recommendations for improving TSA’s overall screening practices relating to such screening.</text></paragraph></section></legis-body></bill>
