which was referred to the <committee-name committee-id="HSM00">Committee on Small Business</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To establish a program to increase small business awareness of, and participation in, Small Business Administration programs, and for other purposes.</official-title></form><legis-body id="HA5A941D9F06449BDA000A04013DC6FF1" style="OLC"><section id="H25BE30537A7C4E9F8B3397CFCA8087D6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Small Business Relief Accessibility Act</short-title></quote>.</text></section><section id="H08FE3668D8294E329F0D6E0F834BDCF9"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="H3EADCBB6F8F54679A7C74A5484AEB93F"><enum>(1)</enum><header>Administration</header><text>The term <term>Administration</term> means the Small Business Administration.</text></paragraph><paragraph id="HC18462030F694253AD66B70621A332A8"><enum>(2)</enum><header>Administrator</header><text>The term <term>Administrator</term> means the Administrator of the Small Business Administration.</text></paragraph><paragraph id="H1022942DE060445EBDE885038F513C3C"><enum>(3)</enum><header>Community navigator services</header><text>The term <term>community navigator services</term> means the outreach, education, and technical assistance provided by community navigators that target eligible businesses to increase awareness of, and participation in, programs of the Small Business Administration.</text></paragraph><paragraph id="H7D46C3D6593544DD835628491DDB7D31"><enum>(4)</enum><header>Community navigator</header><text display-inline="yes-display-inline">The term <term>community navigator</term> means a community organization, community financial institution as defined in section 7(a)(36)(A) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(a)(36)(A)</external-xref>), or other private nonprofit organization engaged in the delivery of community navigator services.</text></paragraph><paragraph id="H0E634F5DFDBC49789F8005AE00292752"><enum>(5)</enum><header>Eligible business</header><text>The term <term>eligible business</term> means any small business concern, with priority for small business concerns owned and controlled by women (as defined in section 3(n) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632(n)</external-xref>)), small business concerns owned and controlled by veterans (as defined in section 3(q) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632(q)</external-xref>)), and socially and economically disadvantaged small business concerns (as defined in section 8(a)(4)(A) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/637">15 U.S.C. 637(a)(4)(A)</external-xref>)).</text></paragraph><paragraph id="HA57E4F3E45284CF9B7A3A9FEAA1D1404"><enum>(6)</enum><header>Private nonprofit organization</header><text>The term <term>private nonprofit organization</term> means an entity that is described in <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)</external-xref> of the Internal Revenue Code of 1986 and exempt from tax under section 501(a) of such Code.</text></paragraph><paragraph id="HECE4EDD44E514986947836A67B3365D3"><enum>(7)</enum><header>Resource partner</header><text>The term <term>resource partner</term> means—</text><subparagraph id="HB4D2EA91F166471F88FECDB2B792D55C"><enum>(A)</enum><text>a small business development center (as defined in section 3 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632</external-xref>));</text></subparagraph><subparagraph id="H6C98B112BF3F4B5AA5C5D98A8ACDD5C4"><enum>(B)</enum><text>a women’s business center (as described in section 29 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/656">15 U.S.C. 656</external-xref>)); and</text></subparagraph><subparagraph id="HDA33BBFCDD3244B590C9830F2D7DAF9B"><enum>(C)</enum><text>a chapter of the Service Corps of Retired Executives (as defined in section 8(b)(1)(B) of the Act (<external-xref legal-doc="usc" parsable-cite="usc/15/637">15 U.S.C. 637(b)(1)(B)</external-xref>)).</text></subparagraph></paragraph><paragraph id="H075847357D95472D892CA998838A8B62"><enum>(8)</enum><header>Small business concern</header><text>The term <term>small business concern</term> has the meaning given under section 3 of the Small Business Act (15 <external-xref legal-doc="usc" parsable-cite="usc/25/632">25 U.S.C. 632</external-xref>).</text></paragraph><paragraph id="H1E805F62FFB84CFC841FFBA8B6B6971F"><enum>(9)</enum><header>State</header><text display-inline="yes-display-inline">The term <term>State</term> means a State of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, American Samoa, the Commonwealth of the Northern Mariana Islands, and Guam, or an agency, instrumentality, or fiscal agent thereof.</text></paragraph><paragraph id="H7439CE39C1124E45BED7031DF6813015"><enum>(10)</enum><header>Unit of general local government</header><text display-inline="yes-display-inline">The term <term>unit of general local government</term> means a county, city, town, village, or other general purpose political subdivision of a State.</text></paragraph></section><section id="H81D1A78C929E42079C023CE3873648AB"><enum>3.</enum><header>Community navigator pilot program</header><subsection id="H1C42560BAAB948808A25CA8EC56D9F1F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Administrator of the Small Business Administration shall establish a Community Navigator pilot program to make grants to, or enter into contracts or cooperative agreements with, private nonprofit organizations, resource partners, States, Tribes, and units of local government to ensure the delivery of free community navigator services to current or prospective owners of eligible businesses in order to improve access to assistance programs and resources made available because of the COVID–19 pandemic by Federal, State, Tribal, and local entities.</text></subsection><subsection id="H65BDEC6BF5BA4DD1BCC789F09D22F6C1"><enum>(b)</enum><header>Appropriations</header><text display-inline="yes-display-inline">In addition to amounts otherwise available, there is appropriated to the Administrator for fiscal year 2021, out of any money in the Treasury not otherwise appropriated, $100,000,000, to remain available until expended, for carrying out this section.</text></subsection></section><section id="H918BABB377514DDCB95002513D93EA37"><enum>4.</enum><header>Outreach and education</header><subsection id="HDD5E148B92CD47048A7826609FB85448"><enum>(a)</enum><header>Promotion</header><text display-inline="yes-display-inline">The Administrator shall develop and implement a program to promote community navigator services to current or prospective owners of eligible businesses.</text></subsection><subsection id="H53A13369229E4EB39A74FF316506AEEA"><enum>(b)</enum><header>Call center</header><text display-inline="yes-display-inline">The Administrator shall establish a telephone hotline to offer information about Federal programs to assist eligible businesses and offer referral services to resource partners, community navigators, potential lenders, and other persons that the Administrator determines appropriate for current or prospective owners of eligible businesses.</text></subsection><subsection id="H7BE785FF48E342E2BB5A7A3604E847A2"><enum>(c)</enum><header>Outreach</header><text display-inline="yes-display-inline">The Administrator shall—</text><paragraph id="HBC8552A4E0364408A1EC22FDD0391126"><enum>(1)</enum><text display-inline="yes-display-inline">conduct outreach and education, in the 10 most commonly spoken languages in the United States, to current or prospective owners of eligible businesses on community navigator services and other Federal programs to assist eligible businesses;</text></paragraph><paragraph id="H733E22EBBCF942D1BD8C0145614F81DD"><enum>(2)</enum><text display-inline="yes-display-inline">improve the website of the Administration to describe such community navigator services and other Federal programs; and</text></paragraph><paragraph id="H1D81148065C54B73ADEFAE267B176D5E"><enum>(3)</enum><text display-inline="yes-display-inline">implement an education campaign by advertising in media targeted to current or prospective owners of eligible businesses.</text></paragraph></subsection><subsection id="H0F93AFF151714453B8FA80D2C052D591"><enum>(d)</enum><header>Appropriations</header><text display-inline="yes-display-inline">In addition to amounts otherwise available, there is appropriated to the Administrator for fiscal year 2021, out of any money in the Treasury not otherwise appropriated, $75,000,000, to remain available until expended, for carrying out this section.</text></subsection><subsection id="H1DDB6FF88FC841A882E09DDA700DB992"><enum>(e)</enum><header>Sunset</header><text display-inline="yes-display-inline">The authority of the Administrator to make grants under this Act shall terminate on December 31, 2025.</text></subsection></section></legis-body></bill>
