which was referred to the <committee-name committee-id="HII00">Committee on Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To authorize the Secretary of the Interior to conduct a study to assess the suitability and feasibility of designating certain lands as the Los Caminos del Rio National Heritage Corridor, and for other purposes.</official-title></form><legis-body id="HD0EEBAA66EFF4F4C8FDD4514BB3AB92C" style="OLC"><section id="HFD3DE537CFC04E61A305DFE1A7755793" section-type="section-one"><enum>1.</enum><header>Los Caminos Del Rio</header><subsection id="H2B152FA3F5BA4792A046C30A4EB8D280"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H740ECF58F16046A199977A4A8D7F590E"><enum>(1)</enum><header>Corridor</header><text>The term <term>Corridor</term> means the Los Caminos del Rio National Heritage Corridor.</text></paragraph><paragraph id="HE74CBE25FA2B4221AC9D95429A815722"><enum>(2)</enum><header>Map</header><text display-inline="yes-display-inline">The term <term>map</term> means the map titled <quote>Los Caminos del Rio National Heritage Corridor</quote> and dated April 2020.</text></paragraph><paragraph id="H5B2DACC117A045B8AA17A3EEAD12B746"><enum>(3)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior.</text></paragraph><paragraph id="HB1018E89DA3A4A0AA611D47D8FFE7176"><enum>(4)</enum><header>Study area</header><text>The term <term>study area</term> means the study area described in subsection (b)(2).</text></paragraph></subsection><subsection id="HDB471644A6C74A548582A5443E33B116"><enum>(b)</enum><header>Study</header><paragraph id="H1B758EA1CDF94A22B24CE14AED8C2CD5"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary, in consultation with State historic preservation officers, State historical societies, State tourism offices, State natural resource agencies, and other appropriate regional and local organizations or agencies, shall conduct a study to assess the suitability and feasibility of designating the study area as the Los Caminos del Rio National Heritage Corridor.</text></paragraph><paragraph id="HFC8510B3F9A94CE5ADEBE307E88A4DE1"><enum>(2)</enum><header>Study area</header><text>The study area includes—</text><subparagraph id="H1CDE88B838C84D6E834DD10F3C456523"><enum>(A)</enum><text>the portion of the Rio Grande River and surrounding areas, as generally depicted on the map; and</text></subparagraph><subparagraph id="H0FB705AEE87849B1AF1764411994D2FE"><enum>(B)</enum><text>any other areas in the State of Texas that—</text><clause id="H44DCE63CF2534B5D9197EFB89297B9D4"><enum>(i)</enum><text>have a shared heritage with the areas depicted on the map described in subparagraph (A); and</text></clause><clause id="H87A8FF50D20447D19CCB382947538966"><enum>(ii)</enum><text>are adjacent to, or in the vicinity of, those areas.</text></clause></subparagraph></paragraph><paragraph id="HD4E28651C6814E38BA8F42A277A9BB46"><enum>(3)</enum><header>Requirements</header><text>The study shall include analysis, documentation, and determinations on whether the study area—</text><subparagraph id="H37B94A5D3AE8466B946EC34B263ED500"><enum>(A)</enum><text>has an assemblage of natural, historic, and cultural resources that—</text><clause id="H24795B19BB914E429808B8A3C22DAD81"><enum>(i)</enum><text>represent distinctive aspects of the heritage of the United States;</text></clause><clause id="HFBCAB7925A9C490E98CAE87D1190E2E6"><enum>(ii)</enum><text display-inline="yes-display-inline">are worthy of recognition, conservation, interpretation, and continuing use by residents and visitors; and</text></clause><clause id="HFCB86CD887244ED9BA45764F3610C5B7"><enum>(iii)</enum><text>would be best managed—</text><subclause id="HEE67A4A45AB7434D9BD4FECD1EFAAA69"><enum>(I)</enum><text>through partnerships among public and private entities; and</text></subclause><subclause id="H1CA46066220249BBA1D48D1CE1205AAD"><enum>(II)</enum><text display-inline="yes-display-inline">by linking diverse and sometimes noncontiguous resources and active communities that share a common heritage;</text></subclause></clause></subparagraph><subparagraph id="H93DAA17BCB834C14B361108C3B0C42ED"><enum>(B)</enum><text>reflects traditions, customs, beliefs, and folklife that are a valuable part of the story of the United States;</text></subparagraph><subparagraph id="H0F39B691783C4B1EB41375A2894053CF"><enum>(C)</enum><text>provides—</text><clause id="H2F69294E0DAC49C8BCA25EB5FEE91A5B"><enum>(i)</enum><text>outstanding opportunities to conserve natural, historic, cultural, or scenic features; and</text></clause><clause id="H4D60F3D4E085462AB99EA3BD7E9B0280"><enum>(ii)</enum><text display-inline="yes-display-inline">outstanding recreational and educational and cultural tourism opportunities;</text></clause></subparagraph><subparagraph id="H44183AF37A4947068333622DF2BB3F99"><enum>(D)</enum><text>contains resources that—</text><clause id="HBB97FC97A5F34F49AAA2619FFEDBE64B"><enum>(i)</enum><text>are important to any identified themes of the study area; and</text></clause><clause id="H380C6968058644C69C26117B11A7E1DB"><enum>(ii)</enum><text>retain a degree of integrity capable of supporting interpretation;</text></clause></subparagraph><subparagraph id="HA38C2FF9D4954F7C8AAE99AEB424C7F3"><enum>(E)</enum><text display-inline="yes-display-inline">includes residents, business interests, nonprofit organizations, including museums and heritage organizations, and State and local governments that—</text><clause id="H5569FE771CAB4B21A3BEEEEDED9A6BE6"><enum>(i)</enum><text>are involved in the planning of the Corridor;</text></clause><clause id="HED3F9F439DDB48F8A3D7424CE0D3D4BC"><enum>(ii)</enum><text>have developed a conceptual financial plan that outlines the roles of all participants in the Corridor, including the Federal Government; and</text></clause><clause id="HB9DF0D9EF29F4EBD89611FF3CD5B3376"><enum>(iii)</enum><text>have demonstrated support for the designation of the Corridor;</text></clause></subparagraph><subparagraph id="H3F3FB88578F84D34BEFDD5A7BF96DC75"><enum>(F)</enum><text>has a potential management entity to work in partnership with the individuals and entities described in subparagraph (E) to develop the Corridor while encouraging State and local economic activity; and</text></subparagraph><subparagraph id="HA695D514607242829C1C8AF0EF78F185"><enum>(G)</enum><text>has a conceptual boundary map that is supported by the public.</text></subparagraph></paragraph></subsection><subsection id="H8D53565FA15249ACB2CB5BCA95885142"><enum>(c)</enum><header>Report</header><text>Not later than the end of the third fiscal year after the date on which funds are first made available for this section, the Secretary shall submit to the Committee on Natural Resources of the House of Representatives and the Committee on Energy and Natural Resources of the Senate a report that describes—</text><paragraph id="H00A03A187DD34B5E86A8BFE098184294"><enum>(1)</enum><text>the findings of the study; and</text></paragraph><paragraph id="H5296B1EA5EA346EFADFFDA038B0FAB74"><enum>(2)</enum><text>any conclusions and recommendations of the Secretary.</text></paragraph></subsection></section></legis-body></bill>
