<official-title display="yes">To direct the Secretary of Veterans Affairs to conduct a communications and outreach campaign to educate veterans about cyber risks, and for other purposes.</official-title>

<section id="HDCF876AABB9C49029DAA9DEC13F58756" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans’ Cyber Risk Awareness Act</short-title></quote>.</text></section> <section id="H5D862AD9B7E2415A898B8C708A8CC299" display-inline="no-display-inline" section-type="subsequent-section"><enum>2.</enum><header>Campaign to educate veterans about cyber risks</header> <subsection id="HF396CC467B5B439CA5A3AE82151BBF32"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 90 days after the date of the enactment of this Act, the Secretary of Veterans Affairs, through the Office of Public and Intergovernmental Affairs (or successor office), shall conduct a communications and outreach campaign to educate veterans about cyber risks. In carrying out such campaign, the Secretary shall—</text>
<paragraph id="H8E6D1787B96C4EC7A81815B3D9225F5C"><enum>(1)</enum><text display-inline="yes-display-inline">coordinate with other entities (including Federal entities and social media companies) that educate the public about cyber risks;</text></paragraph> <paragraph id="HBE532A98FDC14E31B3E6A63871249A6F"><enum>(2)</enum><text display-inline="yes-display-inline">promote and disseminate best practices and educational materials regarding—</text>
<subparagraph id="H0F6B30FFCBBE4E2097BEF87AABE59DF0"><enum>(A)</enum><text>cyber risks to veterans;</text></subparagraph> <subparagraph id="HD278C6DC89AD43F3B6B2BD25B819BB0C"><enum>(B)</enum><text>information about how a veteran may report cyber risks to the appropriate law enforcement agency or entity other than the Department of Veterans Affairs; and</text></subparagraph>
<subparagraph id="H0D80EC2F93944A19B3F319A7131095A9"><enum>(C)</enum><text>any other information the Secretary determines appropriate; and</text></subparagraph></paragraph> <paragraph id="H47ABB782A6FB48F589E10406458A87B5"><enum>(3)</enum><text display-inline="yes-display-inline">establish and maintain a publicly accessible website of the Department—</text>
<subparagraph id="HD06209B802314E1D8352BEC28DEBF785"><enum>(A)</enum><text>regarding the campaign; and</text></subparagraph> <subparagraph id="H141AA0940FA3415DA4A7CD37E4B067AC"><enum>(B)</enum><text>that contains hyperlinks to websites of entities described in paragraph (2).</text></subparagraph></paragraph></subsection>
<subsection id="HFAEFB6389BFD47DFBCDAB4DC9395C65F"><enum>(b)</enum><header>Progress report</header><text display-inline="yes-display-inline">Not later than 60 days after the date of the enactment of this Act, the Secretary shall submit to Congress a report on progress of the Secretary in preparing the campaign under this section.</text></subsection></section> <section id="HD2B66411B1934F1BB2D21BAA9FC0BFEA"><enum>3.</enum><header>Study on cyber risks to veterans</header> <subsection id="H9BCE0B559DD947459EB263201A89E48E"><enum>(a)</enum><header>Study required</header><text display-inline="yes-display-inline">The Secretary of Veterans Affairs shall seek to enter into an agreement with a federally funded research and development corporation to perform a study—</text>
<paragraph id="H14DF104E57BD4FD4A295CD37AAF2228A"><enum>(1)</enum><text>that assesses—</text> <subparagraph id="H3C5131CDE3924BD9A8F185336E7D8189"><enum>(A)</enum><text>the vulnerability of veterans to cyber risks;</text></subparagraph>
<subparagraph id="H53E3B3A506C04916B52E21325A703DC0"><enum>(B)</enum><text>the availability and efficacy of resources (including Federal resources) to assist veterans in combatting cyber risks; and</text></subparagraph> <subparagraph id="HA114C9C175E24731AE958B0445CB71B0"><enum>(C)</enum><text>the efficacy of the campaign under section 1; and</text></subparagraph></paragraph>
<paragraph id="H278AEC5459904E529E745CE54F161A6C"><enum>(2)</enum><text display-inline="yes-display-inline">to determine recommendations to the Secretary on how to reduce cyber risks to veterans.</text></paragraph></subsection> <subsection id="H101349C918EE410187C7A5344440CAB1"><enum>(b)</enum><header>Report required</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the Secretary shall submit to Congress a report containing the results of the study under this section.</text></subsection></section>
<section id="HD4B71DA741154BD18D8580588537A3FF"><enum>4.</enum><header>Cyber risks defined</header><text display-inline="no-display-inline">In this Act, the term <quote>cyber risks</quote> includes disinformation, identity theft, scams, and fraud, spread via the internet or social media.</text></section> </legis-body> </bill>
