which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Reform</committee-name>, and in addition to the Committee on <committee-name committee-id="HBU00">the Budget</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require Federal agencies to submit plans for responding to the COVID–19 pandemic, and for other purposes.</official-title></form><legis-body id="HE45FDF5AE05440B7AD82B503F06D1D4F" style="OLC"><section id="HDB183AB0EC4A440ABFB0A17B2DC1BD38" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>COVID Preparedness, Response, and Effective Planning for Advanced Requirements by the Executive Branch Act of 2021</short-title></quote> or the <quote><short-title>COVID PREPARE Act of 2021</short-title></quote>.</text></section><section id="HE281E7BCC91B4AB294A8EA459ED2B4E2"><enum>2.</enum><header>COVID–19 response plan</header><subsection id="H9BC10ECDCD56448594939966412EDDC7"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 30 days after the date of the enactment of this Act, the head of each agency shall submit to Congress an initial report detailing an action plan, informed by research and best practices learned from the onset of COVID–19, previous pandemics, and health emergencies, for addressing the needs and mitigating and eliminating the risks and challenges associated with the COVID–19 pandemic and the deployment of COVID–19 vaccines, that includes—</text><paragraph id="H963110A21F3545C2ACF6DCBAE4541EA9"><enum>(1)</enum><text display-inline="yes-display-inline">agency priorities for preparing for and responding to the COVID–19 pandemic, including continuity of operations and fulfilling the mission of the agency and agency priorities related to the deployment of COVID–19 vaccines;</text></paragraph><paragraph id="H7FAC4A883C964917900958CCB69EB6D6"><enum>(2)</enum><text>measurable goals specific to priorities and a time line for addressing each priority;</text></paragraph><paragraph id="HF0C7FF716BDE4FA9BD4B58579204E3F9"><enum>(3)</enum><text>anticipated challenges to addressing priorities and how the agency will address such challenges;</text></paragraph><paragraph id="HCF8BF3542C52477794C5C712E79241D1"><enum>(4)</enum><text>how the agency will consult with Congress, the public, State and municipal governments, and relevant stakeholders while working remotely; </text></paragraph><paragraph id="H74CBE0775C8449988F1431535143CEA4"><enum>(5)</enum><text>how the agency plans to issue relevant guidance to entities under the jurisdiction of the agency; and</text></paragraph><paragraph id="H4D8268E957BD461699F4AA65B1AED91F"><enum>(6)</enum><text>any resources the agency needs from Congress.</text></paragraph></subsection><subsection id="H5B4424360CA24291A9FA0282D89B8332"><enum>(b)</enum><header>Subsequent reports</header><text>Not later than 60 days after the date of the enactment of this Act, and quarterly thereafter until the President ends the declared emergency, the head of each agency shall submit to Congress a report that provides an update of the details submitted in the plan under subsection (a), including—</text><paragraph id="HCF174A12D35B414A8FCFCE27EDCEC74F"><enum>(1)</enum><text>the status of each priority;</text></paragraph><paragraph id="H45DC5EAF60754FA2BD53DEADFF8986E9"><enum>(2)</enum><text>an explanation for any goal that has not been met within the specified time frame; and</text></paragraph><paragraph id="HC0E92CBF1EAF453E9EC62E306BF20B68"><enum>(3)</enum><text>any changes or updates to the plan.</text></paragraph></subsection><subsection id="HFA25717DBBA746DEBD70DF82A768ABF1"><enum>(c)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HE39CC95A3CF240718607A23ABAC22724"><enum>(1)</enum><header>Agency</header><text>The term <term>agency</term> has the meaning given that term in section 551 of title 5, United States Code.</text></paragraph><paragraph id="H5C894617669A480A86A23F01C800596B"><enum>(2)</enum><header>State</header><text>The term <term>State</term> means each of the several States, the District of Columbia, each commonwealth, territory, or possession of the United States, and each federally recognized Indian Tribe.</text></paragraph></subsection></section><section id="H608DCFFD007D493DBF356E1427919E2D" display-inline="no-display-inline" section-type="subsequent-section"><enum>3.</enum><header>Determination of budgetary effects</header><text display-inline="no-display-inline">The budgetary effects of this Act, for the purpose of complying with the Statutory Pay-As-You-Go Act of 2010, shall be determined by reference to the latest statement titled <quote>Budgetary Effects of PAYGO Legislation</quote> for this Act, submitted for printing in the Congressional Record by the Chairman of the House Budget Committee, provided that such statement has been submitted prior to the vote on passage.</text></section></legis-body></bill>
