<section id="H283A988D26C04E4F8ACC640BEBD74531" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Providing Americans with LNG Safely Act</short-title></quote> or the <quote>PALS Act</quote>. </text></section> <section id="HB516ACF652734467B4C0AA85EE627251" section-type="subsequent-section"><enum>2.</enum><header>Liquefied natural gas by rail</header> <subsection id="H0041B5B03758434BA9551E534DFD5929"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Transportation may not issue any regulation or long-term order that—</text> 
<paragraph id="H52BC2A5A50294384AF765D9F50790648"><enum>(1)</enum><text>prohibits the transportation of <quote>methane, refrigerated liquid,</quote>, commonly known as liquefied natural gas (LNG), by rail; or</text></paragraph> <paragraph id="H4B79A676ACAB43878C4C96E2A4138FF9"><enum>(2)</enum><text>restricts or contracts the scope of allowance provided by the final rule of the Pipeline and Hazardous Materials Safety Administration, titled <quote>Hazardous Materials: Liquefied Natural Gas by Rail</quote> and published in the Federal Register on July 24, 2020 (85 Fed. Reg. 44994).</text></paragraph></subsection> 
<subsection id="HA520FC5BBCE8443186B0A98122248D8E"><enum>(b)</enum><header>Rule of construction</header><text>Nothing in this section shall be construed to limit the authority of the Secretary of Transportation from issuing short-term emergency orders related to the transportation of liquefied natural gas by rail. </text> </subsection></section> </legis-body></bill>
