R. 1968</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210317">March 17, 2021</action-date><action-desc><sponsor name-id="G000582">Miss González-Colón</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HWM00">Committee on Ways and Means</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Internal Revenue Code of 1986 to exempt from the foreign insurer excise tax certain insurance policies issued by United States territory and possession insurers.</official-title></form><legis-body id="HA9D93993AA5144A3B1DFDC56EAB074D0" style="OLC"><section id="H6EA50E38D3544369B0687EECBB6DBDB6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Puerto Rico Insurance Excise Tax Exemption Act of 2021</short-title></quote>.</text></section><section id="H85EBFEF1D76C4D7CBC747D3DE3A0FC33"><enum>2.</enum><header>Certain insurance policies issued by United States territory and possession insurers exempt from foreign insurer excise tax</header><subsection id="H5FF23D7322CA470285E93BBF94BF8605"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/26/4373">Section 4373</external-xref> of the Internal Revenue Code of 1986 is amended by adding at the end the following new paragraph:</text><quoted-block display-inline="no-display-inline" id="H70041AFA06F447C393E9534DB2D220CC" style="OLC"><paragraph id="H4935D47448BC42CD8DD713EF4F5C9F96"><enum>(3)</enum><header>Territories and possessions</header><text display-inline="yes-display-inline">Any policy of insurance, indemnity bond, annuity contract, or policy of reinsurance issued by a partnership or corporation created or organized under the laws of any territory or possession of the United States, unless any of the hazards, risks, losses, or liabilities covered thereby are covered by a policy of reinsurance issued by a foreign insurer or reinsurer (other than such a partnership or corporation).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H9CC746CABEA74D3CBBF4198C809DEF9B"><enum>(b)</enum><header>Effective date</header><text>The amendments made by this section shall apply to premiums paid after the date of the enactment of this Act.</text></subsection></section></legis-body></bill>
