R. 1907</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210316">March 16, 2021</action-date><action-desc><sponsor name-id="B001304">Mr. Brown</sponsor> (for himself and <cosponsor name-id="T000483">Mr. Trone</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To authorize the Attorney General to make grants for technical assistance and training in the operation or establishment of a lethality assessment program, and for other purposes.</official-title></form><legis-body id="H6C307D8283264E28A98C819C4B7FD1E1" style="OLC"><section id="HC3F4AE5910F44B7DB84101A58AF52F37" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Preventing Domestic Violence Homicides Through Assessment Training Act</short-title></quote>.</text></section><section id="HD748A76820DA41D1BF4132262046AE33"><enum>2.</enum><header>Grants for lethality assessment programs</header><subsection id="HE88254BD1A4C4EC98BA224B76096E481"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Attorney General may make grants to States, units of local government, Indian Tribes, domestic violence victim service providers, and State or Tribal Domestic Violence Coalitions for technical assistance and training in the operation or establishment of a lethality assessment program.</text></subsection><subsection id="HD88AA098122E4614B82A289766F65982"><enum>(b)</enum><header>Definition</header><text>In this section, the term <term>lethality assessment program</term> means a program that—</text><paragraph id="HF21F0DF058DB457E8FDF29B9F30DF1EF"><enum>(1)</enum><text>rapidly connects a victim of domestic violence to local community-based victim service providers;</text></paragraph><paragraph id="H6A70466E88B940938C042E464048EBD4"><enum>(2)</enum><text>helps first responders and others in the justice system, including courts, law enforcement agencies, and prosecutors of Tribal government and units of local government, identify and respond to possibly lethal circumstances; and</text></paragraph><paragraph id="H2A8D25938924474B90C2DDFC3BA3EAFC"><enum>(3)</enum><text>identifies victims of domestic violence who are at high risk of being seriously injured or killed by an intimate partner.</text></paragraph></subsection><subsection id="H82FD949DA2E645E1B13236916D863A70"><enum>(c)</enum><header>Qualifications</header><text display-inline="yes-display-inline">To be eligible for a grant under this section, an applicant shall demonstrate experience in developing, implementing, evaluating, and disseminating a lethality assessment program.</text></subsection><subsection id="HA090C90300ED41E8909AC227B1C975BA"><enum>(d)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated $5,000,000 to carry out this section for each of fiscal years 2022 through 2026.</text></subsection><subsection id="HC01E8727A5834119A894116A1763482B"><enum>(e)</enum><header>Definitions</header><text display-inline="yes-display-inline">Terms used in this section have the meanings given such terms in section 40002 of the Violence Against Women Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/34/12291">34 U.S.C. 12291</external-xref>).</text></subsection></section></legis-body></bill>
