R. 1850</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210311">March 11, 2021</action-date><action-desc><sponsor name-id="R000602">Miss Rice of New York</sponsor> (for herself and <cosponsor name-id="G000597">Mr. Garbarino</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HHM00">Committee on Homeland Security</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Homeland Security Act of 2002 relating to the National Urban Security Technology Laboratory, and for other purposes.</official-title></form><legis-body id="H1E1F118BFFDD4FA883BF79A930781ACA" style="OLC"><section id="HEED9AFF983F947619F73BFDD42FE4A88" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Supporting Research and Development for First Responders Act</short-title></quote>.</text></section><section id="H0D712027BACA421DA970DE423F6C2D75"><enum>2.</enum><header>National Urban Security Technology Laboratory</header><subsection id="HD98431BC3D984094BD898BE5D84B6206"><enum>(a)</enum><header>In general</header><text>Title III of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/181">6 U.S.C. 181</external-xref> et seq.) is amended by adding at the end the following new section:</text><quoted-block id="HE8122E0EBA014883AA96824990E3921A" style="OLC"><section id="H0CD8ED52A65344C3903EB8759BBAF083"><enum>322.</enum><header>National Urban Security Technology Laboratory</header><subsection id="H8BF901EF77424091809D4A1ADC876159"><enum>(a)</enum><header>In general</header><text>The Secretary, acting through the Under Secretary for Science and Technology, shall designate the laboratory described in subsection (b) as an additional laboratory pursuant to the authority under section 308(c)(2). Such laboratory shall be used to test and evaluate emerging technologies and conduct research and development to assist emergency response providers in preparing for, and protecting against, threats of terrorism.</text></subsection><subsection id="H3615B0B5744F43DAA06C40C62C652C18"><enum>(b)</enum><header>Laboratory described</header><text>The laboratory described in this subsection is the laboratory—</text><paragraph id="H65FB56B726FB4CC1B1328351018CA639"><enum>(1)</enum><text>known, as of the date of the enactment of this section, as the National Urban Security Technology Laboratory; and</text></paragraph><paragraph id="H8A8B48ADFA204C9DB3AC2CC1A0A9F543"><enum>(2)</enum><text>transferred to the Department pursuant to section 303(1)(E).</text></paragraph></subsection><subsection id="HAC009A3CE0AC4BC481281F889096D542"><enum>(c)</enum><header>Laboratory activities</header><text display-inline="yes-display-inline">The National Urban Security Technology Laboratory shall—</text><paragraph id="H49F6B7F8692E44A3AEC19CDC0BE089CA"><enum>(1)</enum><text>conduct tests, evaluations, and assessments of current and emerging technologies, including, as appropriate, the cybersecurity of such technologies that can connect to the internet, for emergency response providers;</text></paragraph><paragraph id="HBDA20C2BE60A47BFBD3E59E86E7176F6"><enum>(2)</enum><text>act as a technical advisor to emergency response providers; and</text></paragraph><paragraph id="H26244192C41B4DA48864F0D6099C40B8"><enum>(3)</enum><text>carry out other such activities as the Secretary determines appropriate.</text></paragraph></subsection><subsection id="H0C212C97A76A4DA183BC28BC279C5B5F"><enum>(d)</enum><header>Rule of construction</header><text display-inline="yes-display-inline">Nothing in this section may be construed as affecting in any manner the authorities or responsibilities of the Countering Weapons of Mass Destruction Office of the Department.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H0C94C2E715D64E8C924B5C746352E542"><enum>(b)</enum><header>Clerical amendment</header><text>The table of contents in section 1(b) of the Homeland Security Act of 2002 is amended by inserting after the item relating to section 321 the following new item:</text><quoted-block id="H4EED32C432074E58ADB0116EEB960E72" style="OLC"><toc regeneration="no-regeneration"><toc-entry level="section">Sec. 322.
