which was referred to the <committee-name committee-id="HSY00">Committee on Science, Space, and Technology</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To establish and support the Quantum User Expansion for Science and Technology Program at the Department of Energy, and for other purposes.</official-title></form><legis-body id="H06DEA2C3F57A4F97B802B6A4C3F11F34" style="OLC"><section id="H24B80D49ACF0441998CBF21BE0184B03" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>QUEST Act of 2021</short-title></quote>.</text></section><section id="HA25122EFAA994DC98FAF14DB817403A9"><enum>2.</enum><header>Department of Energy quantum user expansion for science and technology program</header><text display-inline="no-display-inline">Title IV of the National Quantum Initiative Act (<external-xref legal-doc="usc" parsable-cite="usc/15/8851">15 U.S.C. 8851</external-xref> et seq.) is amended by adding at the end the following:</text><quoted-block id="HC9CA91BF2C8B4601BE55920A216AE256" style="OLC"><section id="HE6AF373D660E4FB88A59D623A6A24430"><enum>403.</enum><header>Department of Energy quantum user expansion for science and technology program</header><subsection id="H83DEB5F91E7649CBA7237C4D338BE2F6"><enum>(a)</enum><header>In general</header><text>Not later than 90 days after the date of the enactment of the <short-title>QUEST Act of 2021</short-title>, the Secretary of Energy (referred to in this section as the <quote>Secretary</quote>) shall, establish and carry out a program (to be known as the <quote>Quantum User Expansion for Science and Technology program</quote> or <quote>QUEST program</quote>) to encourage and facilitate access to United States quantum computing hardware and quantum computing clouds for research purposes in order to—</text><paragraph id="H134744526A1B49798BADDB2EAA34DA1E"><enum>(1)</enum><text>enhance the United States quantum research enterprise;</text></paragraph><paragraph id="H9E0FA4CE4B3D4EF395B7A57FD21237AA"><enum>(2)</enum><text>educate the future quantum computing workforce; and</text></paragraph><paragraph id="H86A31ED225D74F929C4C8B2F5A9BFC3F"><enum>(3)</enum><text>accelerate the advancement of United States quantum computing capabilities.</text></paragraph></subsection><subsection id="H0F5A0B1C741741D6A348EBFD7CB1755E"><enum>(b)</enum><header>Program</header><text>In carrying out this section, the Secretary shall—</text><paragraph id="H2E657F06400441AA9ACB7591104650C9"><enum>(1)</enum><text>coordinate with—</text><subparagraph id="H466AB7FB459C4F27A222F99C143F1E85"><enum>(A)</enum><text display-inline="yes-display-inline">the Director of the National Science Foundation;</text></subparagraph><subparagraph id="HD88AF2711B6B40C497A63F1F2AAAD307"><enum>(B)</enum><text>the Director of the National Institute of Standards and Technology;</text></subparagraph><subparagraph id="HECAF3A3F8620461994ED5506E348E62A"><enum>(C)</enum><text display-inline="yes-display-inline">the Chair of the Quantum Information Science of the National Science and Technology Council established under section 103(a); and</text></subparagraph><subparagraph id="H9C011EAEAEDB427E86BED11D455C88A3"><enum>(D)</enum><text>the Chair of the subcommittee on the Economic and Security Implications of Quantum Science;</text></subparagraph></paragraph><paragraph id="H17DDF112CE2E4AA6A9A4B0A638F4B0E7"><enum>(2)</enum><text>provide researchers based within the United States with access to, and use of, United States quantum computing resources through a competitive, merit-reviewed process;</text></paragraph><paragraph id="H45FB25B713E249678409997B759C56F5"><enum>(3)</enum><text display-inline="yes-display-inline">consider applications from the National Laboratories, multi-institutional collaborations, institutions of higher education, industry stakeholders, and any other entities that the Secretary determines are appropriate to provide national leadership on quantum computing related issues; and</text></paragraph><paragraph id="H8CAE4A815D4C48229AD48DE8AB4670FD"><enum>(4)</enum><text>consult and coordinate with private sector stakeholders, the user community, and interagency partners on program development and best management practices.</text></paragraph></subsection><subsection id="H08AB512D20524A369E2F2C6A640EE23D"><enum>(c)</enum><header>Leveraging</header><text>In carrying out this section, the Secretary shall leverage resources and expertise across the Department of Energy and from—</text><paragraph id="HE9C80E1A54044B48AE75AF90EC1BCFE6"><enum>(1)</enum><text>the National Institute of Standards and Technology;</text></paragraph><paragraph id="H14CC4CD3216F4AADBFA29A14A2941FCD"><enum>(2)</enum><text>the National Science Foundation;</text></paragraph><paragraph id="HCFF328A958774259A6023384C23FA473"><enum>(3)</enum><text>the National Aeronautics and Space Administration;</text></paragraph><paragraph id="HE19E3C3906444173B262BABFA293FEC8"><enum>(4)</enum><text>other relevant Federal agencies;</text></paragraph><paragraph id="H272FBA39F03A46BFB08203853DC87BC0"><enum>(5)</enum><text>the National Laboratories;</text></paragraph><paragraph id="HDD9AC5508529428C8BC2D3CE1BD87482"><enum>(6)</enum><text>industry stakeholders;</text></paragraph><paragraph id="H80AE3533E282426FAD3DD08CD6BCBDA8"><enum>(7)</enum><text>institutions of higher education; and</text></paragraph><paragraph id="HD1E53E07720343A880C1D0AFBEE80468"><enum>(8)</enum><text>the National Quantum Information Science Research Centers.</text></paragraph></subsection><subsection id="HF3351023A898408AA6E1E5E21CCD0921"><enum>(d)</enum><header>Security</header><text>In carrying out the activities authorized by this section, the Secretary, in consultation with the Director of the National Science Foundation and the Director of the National Institute of Standards and Technology, shall ensure proper security controls are in place to protect sensitive information, as appropriate.</text></subsection><subsection id="H907BBCED1C88444CB07F73FC5A64C58A"><enum>(e)</enum><header>Report</header><text>Not later than 180 days after the date of the enactment of the <short-title>QUEST Act of 2021</short-title>, the Secretary shall submit to the Committee on Science, Space, and Technology of the House of Representatives and the Committee on Energy and Natural Resources of the Senate, a report on the results of the QUEST program activities and any other information the Secretary determines appropriate.</text></subsection><subsection id="HE72D96FAEC3C413E97248D2ABF6BBCBE"><enum>(f)</enum><header>Funding</header><text display-inline="yes-display-inline">Funds authorized to be appropriated for the Department of Energy’s Office of Science, there shall be made available to the Secretary to carry out the activities under this section,</text><paragraph id="H4BBE413DFBB748D1A7FB44DF618DF9C6"><enum>(1)</enum><text>$30,000,000 for fiscal year 2022;</text></paragraph><paragraph id="H386749579DE64E5582A42D6623EC0D7A"><enum>(2)</enum><text>$50,000,000 for fiscal year 2023;</text></paragraph><paragraph id="H14FF98A882254F1A9CCD09F1C7B4947F"><enum>(3)</enum><text>$70,000,000 for fiscal year 2024;</text></paragraph><paragraph id="H9BCB9030F93541F39AF0A0CCE333962E"><enum>(4)</enum><text>$90,000,000 for fiscal year 2025; and</text></paragraph><paragraph id="HDA17748A9C7A40ABA6EC5BBDC47B63D5"><enum>(5)</enum><text>$100,000,000 for fiscal year 2026.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
