<official-title display="yes">To authorize the Attorney General to make grants to State attorneys general to provide identification kits for missing children, and for other purposes.</official-title>

<section id="H9B631D4F6B0744F5AFDB196248264F78" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Child Identification Act of 2021</short-title></quote>.</text></section> <section id="H34908D3B9AEF48209D2890503E871734"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
<paragraph id="HC4A637D68CC544658E0C5C525305BEE1"><enum>(1)</enum><text display-inline="yes-display-inline">The proactive collection and central storage of comprehensive identification information about individual children by local, State, and Federal law enforcement agencies is resource intensive.</text></paragraph> <paragraph id="H25FB877D5E954364BE5ECBF9DA194CD0"><enum>(2)</enum><text>The National Child Identification Program, known as <quote>Safety Blitz</quote>—</text>
<subparagraph id="H00E62C6DE5184986B6C70EA219085031"><enum>(A)</enum><text>is a national community service initiative that has partnered with the Department of Justice, Department of State, Federal Bureau of Investigation, State attorneys general, local law enforcement agencies, nonprofit organizations, and community organizations to provide families with an inkless, in-home fingerprint and DNA identification kit, which can be turned over to law enforcement, by the parent or guardian of a child to provide information on a missing or trafficked child; and</text></subparagraph> <subparagraph id="H6AF261C39016415588317C048C93DBAB"><enum>(B)</enum><text>promotes the proactive collection and storage of comprehensive identification information within the home, decentralizing the process for law enforcement agencies that often lack the resources to collect and centrally store vital identification information related to individual children.</text></subparagraph></paragraph></section>
<section id="H5A61E3B318504B93B880CE4B6CD48FD4"><enum>3.</enum><header>Grants to provide identification kits for missing children</header>
<subsection id="H36B72A3AE1394726A0FAD8356B64B546"><enum>(a)</enum><header>Authorization</header><text display-inline="yes-display-inline">The Attorney General is authorized to award grants to State attorneys general to provide, for distribution to parents of children who attend kindergarten or elementary school (as such term is defined in section 8101 of the Elementary and Secondary Education Act of 1965), inkless, in-home fingerprint and DNA identification kits, which can be turned over to Federal, State, tribal, or local law enforcement in an effort to locate and return missing or trafficked children.</text></subsection> <subsection id="HDCC00FF658F6425BA2FAEA3868A54E4E"><enum>(b)</enum><header>Application</header><text display-inline="yes-display-inline">A State attorney general seeking a grant under this section shall submit to the Attorney General an application at such time, in such manner, and containing such information as the Attorney General may reasonably require.</text></subsection>
<subsection id="H5B08563BA6E049E58603FC2440F29BDD"><enum>(c)</enum><header>Grant amount</header><text display-inline="yes-display-inline">Grants under this section shall be allocated to each State in an amount which bears the same ratio of—</text> <paragraph id="HE4742E84FDC04C72B9E37355E1331448"><enum>(1)</enum><text>for fiscal year 2022—</text>
<subparagraph id="H36D799DA9F944D528A23BDF87E9D366D"><enum>(A)</enum><text>the population of children who attend kindergarten or elementary school of the State to—</text></subparagraph> <subparagraph id="H16A7DF1BCE544883A5F46D634A921689"><enum>(B)</enum><text>such population of all States; and</text></subparagraph></paragraph>
<paragraph id="H303C88E44A5640D09F1E53B4F45592D9"><enum>(2)</enum><text>for each of fiscal years 2023 through 2027—</text> <subparagraph id="H3D2431A9A4BD421D8505FFDEBF7E8B94"><enum>(A)</enum><text display-inline="yes-display-inline">the population described in paragraph (1)(A) that were newly enrolled in school in that State during the previous fiscal year to—</text></subparagraph>
<subparagraph id="HAE988E8E93BD47959B5ECD3A5EEF354A"><enum>(B)</enum><text>such population of all States. </text></subparagraph></paragraph></subsection> <subsection id="HA11629C6B86640BD92887E683A391B1D"><enum>(d)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to carry out this section—</text>
<paragraph id="H7811F8E5EF0943198F9A03078667BF58"><enum>(1)</enum><text display-inline="yes-display-inline">$52,800,000 for fiscal year 2022; and</text></paragraph> <paragraph id="H7E48851E5D884D89A2C9DA4F2ABC4976"><enum>(2)</enum><text display-inline="yes-display-inline">$9,800,000 each of fiscal years 2023 through 2027. </text></paragraph></subsection></section>
