R. 1754</legis-num><current-chamber display="yes">IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210721">July 21, 2021</action-date><action-desc> Received; read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>AN ACT</legis-type><official-title display="yes">To amend the Communications Act of 1934 to require the Federal Communications Commission to consider market entry barriers for socially disadvantaged individuals in the communications marketplace report under section 13 of such Act.</official-title></form><legis-body id="HAB8B63838966439582F2633F185D7DA8" style="OLC"><section id="HC3DBFAC4A92A40F1A450B8407B223F39" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Measuring the Economics Driving Investments and Access for Diversity Act of 2021</short-title></quote> or the <quote><short-title>MEDIA Diversity Act of 2021</short-title></quote>.</text></section><section id="H414CB658A2A545729DF75A9EE46335F0"><enum>2.</enum><header>Considering market entry barriers for socially disadvantaged individuals</header><text display-inline="no-display-inline">Section 13(d) of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/163">47 U.S.C. 163(d)</external-xref>) is amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="H5CC2B95E40F2433A8E121B7742368D65" style="OLC"><paragraph id="H6D029B15D60E4E20963F1FFA3DAEF490"><enum>(4)</enum><header>Considering socially disadvantaged individuals</header><text display-inline="yes-display-inline">In assessing the state of competition under subsection (b)(1) and regulatory barriers under subsection (b)(3), the Commission, with the input of the Office of Communications Business Opportunities of the Commission, shall consider market entry barriers for socially disadvantaged individuals in the communications marketplace in accordance with the national policy under section 257(b).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body><attestation><attestation-group><attestation-date date="20210720" chamber="House">Passed the House of Representatives July 20, 2021.</attestation-date><attestor display="yes">Cheryl L.
