Office of Economic Impact, Diversity, and Employment.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section><section id="H5058C62328844108A5F24764CAD2E294"><enum>102.</enum><header>Energy workforce development programs</header><text display-inline="no-display-inline">Section 211 of the Department of Energy Organization Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7141">42 U.S.C. 7141</external-xref>) is amended—</text><paragraph id="H604D3B214FB44D5D9C4AB3463ADEED31"><enum>(1)</enum><text>by redesignating subsections (f) and (g) as subsections (g) and (h), respectively; and</text></paragraph><paragraph id="HBE7B091DC556403F97CC688DEF774F33"><enum>(2)</enum><text>by inserting after subsection (e) the following:</text><quoted-block display-inline="no-display-inline" id="HBE1EDE55C3794BF7B9ED24E3FF3059B2" style="OLC"><subsection id="HFE6F872405554BDCBC1B54461D8D7376"><enum>(f)</enum><text display-inline="yes-display-inline">The Secretary, acting through the Director, shall establish and carry out the programs described in sections 201 and 202 of the <short-title>Blue Collar to Green Collar Jobs Development Act of 2021</short-title>.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="HC65649C61ABA468BA34CE348945D700D"><enum>103.</enum><header>Authorization</header><text display-inline="no-display-inline">Subsection (h) of section 211 of the Department of Energy Organization Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7141">42 U.S.C. 7141</external-xref>), as redesignated by section 102 of this Act, is amended by striking <quote>not to exceed $3,000,000 for fiscal year 1979, not to exceed $5,000,000 for fiscal year 1980, and not to exceed $6,000,000 for fiscal year 1981. Of the amounts so appropriated each fiscal year, not less than 50 percent shall be available for purposes of financial assistance under subsection (e).</quote> and inserting <quote>$100,000,000 for each of fiscal years 2021 through 2025.</quote>.</text></section><enum>II</enum><header>Energy Workforce Development</header><section id="H5591FDAF4E634557B8EB5FC318866DB3"><enum>201.</enum><header>Energy workforce development</header><subsection id="HEA935B13181D4897834A30A6EC579D0E"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subject to the availability of appropriations for such purpose, the Secretary, acting through the Director of the Office of Economic Impact, Diversity, and Employment, shall establish and carry out a comprehensive, nationwide program to improve education and training for jobs in energy-related industries in order to increase the number of skilled workers trained for such jobs.</text></subsection><subsection commented="no" id="HF0A202E96A5C4F11BA6F58BF96A61329"><enum>(b)</enum><header>Direct assistance</header><paragraph commented="no" id="H025120608F514F41BC6729D15D0F1DC1"><enum>(1)</enum><header>In general</header><text>In carrying out the program established under subsection (a), the Secretary may provide—</text><subparagraph id="H8DEA2668228A4DCC87311FBF7ABC61DE"><enum>(A)</enum><text>financial assistance awards, technical assistance, and other assistance the Secretary determines appropriate, to educational institutions and covered organizations and programs, including those serving unemployed energy workers; and</text></subparagraph><subparagraph id="H7F5CDA00B852407C8B27669DBE9C1CC2"><enum>(B)</enum><text display-inline="yes-display-inline">internships, fellowships, traineeships, and apprenticeships at the Department of Energy, including at the Department of Energy national laboratories.</text></subparagraph></paragraph><paragraph commented="no" id="HF14C2B8DAB71495E937C3A19C2E63564"><enum>(2)</enum><header>Distribution</header><text display-inline="yes-display-inline">Subject to subsection (c), the Secretary shall distribute assistance described in paragraph (1) in a manner proportional to the needs of energy-related industries and demand for jobs in energy-related industries, consistent with information developed under subsection (e).</text></paragraph></subsection><subsection commented="no" id="HECCDECFFDB34493BAF140CD02C62C710"><enum>(c)</enum><header>Priority</header><text display-inline="yes-display-inline">In carrying out the program established under subsection (a), the Secretary shall—</text><paragraph commented="no" id="H71E108117D754AC997AC8B4CBAB3CE97"><enum>(1)</enum><text display-inline="yes-display-inline">prioritize the education and training of individuals from underrepresented communities for jobs in energy-related industries, including in providing internships, fellowships, traineeships, apprenticeships, and employment at the Department of Energy, including at the Department of Energy national laboratories; and</text></paragraph><paragraph commented="no" id="H76D1E153623B4DC4AD9E8D20DE94B2C1"><enum>(2)</enum><text display-inline="yes-display-inline">in providing research grants and technical assistance to educational institutions, give priority to minority-serving institutions.</text></paragraph></subsection><subsection commented="no" id="HA2A6B1234CFE428C84EFE929A44FD685"><enum>(d)</enum><header>Collaboration and outreach</header><text>In carrying out the program established under subsection (a), the Secretary shall—</text><paragraph commented="no" id="HE51268F93C0A47B8BD02723C49ED8E48"><enum>(1)</enum><text>collaborate with—</text><subparagraph commented="no" id="H7EE5A5C006404FA292CB03DC1305C7FB"><enum>(A)</enum><text>to the maximum extent possible, State workforce development boards, to maximize program efficiency;</text></subparagraph><subparagraph commented="no" id="HEAECE63854FC45A7908444678B944522"><enum>(B)</enum><text display-inline="yes-display-inline">educational institutions and covered organizations and programs;</text></subparagraph><subparagraph commented="no" id="H42441CDAAF584BEAB0D01529B0AF728C"><enum>(C)</enum><text>energy-related industries and covered organizations and programs to increase the opportunities for, and enrollment of, students and other candidates, including students of minority-serving institutions and unemployed energy workers, to participate in industry internships, fellowships, traineeships, and apprenticeships; and</text></subparagraph><subparagraph commented="no" id="HC5F0CDCBC6A54517B1C3F8D72E09E14B"><enum>(D)</enum><text display-inline="yes-display-inline">Federal-State Regional Commissions, including the Appalachia Regional Commission, the Delta Regional Authority, the Denali Commission, the Northern Border Regional Commission, the Northern Great Plains Regional Commission, and the Southeast Crescent Regional Commission; and</text></subparagraph></paragraph><paragraph commented="no" id="HF924C65E4ECF4CD1BDC592671D8EA560"><enum>(2)</enum><text display-inline="yes-display-inline">conduct outreach activities to—</text><subparagraph commented="no" id="H34B87376BEA54D268EB67FCB26A3A9AC"><enum>(A)</enum><text>encourage individuals from underrepresented communities and unemployed energy workers to enter into the STEM fields; and</text></subparagraph><subparagraph commented="no" id="HB649D1DCF0DC41B3A006A532083D5AB8"><enum>(B)</enum><text display-inline="yes-display-inline">encourage and foster collaboration, mentorships, and partnerships among energy-related industries, and covered organizations and programs, that provide effective training programs for jobs in energy-related industries and educational institutions that seek to establish these types of programs in order to share best practices and approaches that best suit local, State, and national needs.</text></subparagraph></paragraph></subsection><subsection id="H97A06E5A13BD438DB86D4EDFF4677245"><enum>(e)</enum><header>Clearinghouse</header><paragraph id="H601D0D83D6C04300970CF33195B58300"><enum>(1)</enum><header>Establishment</header><text display-inline="yes-display-inline">In carrying out the program established under subsection (a), the Secretary, in collaboration with the Commissioner of the Bureau of Labor Statistics, the Secretary of Commerce, the Director of the Bureau of the Census, and energy-related industries, shall establish a clearinghouse to—</text><subparagraph id="H0FCFCD257007451894FFB80E2011BFA8"><enum>(A)</enum><text display-inline="yes-display-inline">develop, maintain, and update information and other resources, by State and by region, on—</text><clause id="H988F5489F9AD4160B5104F2AADA37841"><enum>(i)</enum><text>training programs for jobs in energy-related industries; and</text></clause><clause id="H2076E6FA2F0A41449442A2EF89D4C730"><enum>(ii)</enum><text display-inline="yes-display-inline">the current and future workforce needs of energy-related industries, and job opportunities in such energy-related industries, including identification of jobs in energy-related industries for which there is the greatest demand; and</text></clause></subparagraph><subparagraph id="H4C784170684349A8A434E27F71AF8F4C"><enum>(B)</enum><text display-inline="yes-display-inline">act as a resource for educational institutions and covered organizations and programs that would like to develop and implement training programs for such jobs.</text></subparagraph></paragraph><paragraph id="H5B4FAE3A005943A0B95885E63B48CEBC"><enum>(2)</enum><header>Report</header><text display-inline="yes-display-inline">The Secretary shall annually publish a report on the information and other resources developed, maintained, and updated on the clearinghouse established under paragraph (1).</text></paragraph></subsection><subsection id="HAB5FA6DBE8074343A22938AD081D4EB2"><enum>(f)</enum><header>Guidelines To develop skills for an energy industry workforce</header><paragraph id="HDAAAA70D7C984ABA82081DEF2B639EF2"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">In carrying out the program established under subsection (a), the Secretary, in collaboration with the Secretary of Education, the Secretary of Commerce, the Secretary of Labor, and the National Science Foundation, shall develop voluntary guidelines or best practices for educational institutions to help provide students with the skills necessary for jobs in energy-related industries, including jobs in—</text><subparagraph id="H54FF347A792D456E9F19B73CD203EB34"><enum>(A)</enum><text>the energy efficiency industry, including jobs in energy efficiency (including architecture, design, and construction of new energy efficient buildings), conservation, weatherization, retrofitting, inspecting, auditing, and software development;</text></subparagraph><subparagraph id="H5E56CFED95134C99948CEB79BC350F94"><enum>(B)</enum><text>the renewable energy industry, including jobs in the development, engineering, manufacturing, and production of energy from renewable energy sources (such as solar, hydropower, wind, and geothermal energy);</text></subparagraph><subparagraph id="H9648059DB40F4ADD8417557C04971E56"><enum>(C)</enum><text>the community energy resiliency industry, including jobs in the installation of rooftop solar, in battery storage, and in microgrid technologies;</text></subparagraph><subparagraph id="H706AD2D9A78E439FBC1B82B14DDDD0CB"><enum>(D)</enum><text>the fuel cell and hydrogen energy industry;</text></subparagraph><subparagraph commented="no" id="H5855FF9628C1417B8240E96E497C40BC"><enum>(E)</enum><text display-inline="yes-display-inline">the advanced automotive technology industry, including jobs relating to electric vehicle batteries, connectivity and automation, and advanced combustion engines;</text></subparagraph><subparagraph id="HAAFE73E0F23D40DB8663641818940B7A"><enum>(F)</enum><text>the manufacturing industry, including jobs as operations technicians, in operations and design in additive manufacturing, 3-D printing, and advanced composites and advanced aluminum and other metal alloys, and in industrial energy efficiency management systems, including power electronics, and other innovative technologies;</text></subparagraph><subparagraph id="H68F46B56E9A94E39BE27AD8594DA9342"><enum>(G)</enum><text>the chemical manufacturing industry, including jobs in construction (such as welders, pipefitters, and tool and die makers), as instrument and electrical technicians, machinists, chemical process operators, engineers, quality and safety professionals, and reliability engineers;</text></subparagraph><subparagraph id="HCE668FFE5CD744E69E008E73654C60C2"><enum>(H)</enum><text>the utility industry, including jobs in smart grid technology, cybersecurity management, and the generation, transmission, and distribution of electricity and natural gas, such as electricians and utility dispatchers, technicians, operators, lineworkers, engineers, scientists, and information technology specialists;</text></subparagraph><subparagraph id="H17B2E3A06E2245FAB2EEFA719AE75B32"><enum>(I)</enum><text>the alternative fuels industry, including jobs in biofuel and bioproducts development and production;</text></subparagraph><subparagraph id="H75EC1133E0624BD3AA25135F4F4D7227"><enum>(J)</enum><text>the pipeline industry, including jobs in pipeline construction and maintenance and jobs as engineers and technical advisors;</text></subparagraph><subparagraph id="HE6F23CCDB5E147439FF3F9356B3ED39C"><enum>(K)</enum><text>the nuclear energy industry, including jobs as scientists, engineers, technicians, mathematicians, and security personnel;</text></subparagraph><subparagraph id="HBDFBC3C33E004675888F19365B7DD43C"><enum>(L)</enum><text>the oil and gas industry, including jobs as scientists, engineers, technicians, mathematicians, petrochemical engineers, and geologists; and</text></subparagraph><subparagraph id="HF6878EBB35374131A4C8F37300D38B6E"><enum>(M)</enum><text>the coal industry, including jobs as coal miners, engineers, developers and manufacturers of state-of-the-art coal facilities, technology vendors, coal transportation workers and operators, and mining equipment vendors.</text></subparagraph></paragraph><paragraph id="H5CF360750DAC4C029F235370F222AB38"><enum>(2)</enum><header>Input</header><text>The Secretary shall solicit input from energy-related industries in developing guidelines or best practices under paragraph (1).</text></paragraph><paragraph commented="no" id="H36B8A97549D543FB8BF28E536E0A2446"><enum>(3)</enum><header>Energy efficiency and conservation initiatives</header><text display-inline="yes-display-inline">The guidelines or best practices developed under paragraph (1) shall include grade-specific guidelines for elementary schools and secondary schools for teaching energy efficiency technology, architecture, design, and construction of new energy-efficient buildings and building energy retrofits, manufacturing efficiency technology, community energy resiliency, and conservation initiatives.</text></paragraph><paragraph commented="no" id="H01E149A0F54D4C98BE68C27F3372EE2D"><enum>(4)</enum><header>STEM education</header><text display-inline="yes-display-inline">The guidelines or best practices developed under paragraph (1) shall promote STEM education in educational institutions as it relates to job opportunities in energy-related industries listed under such paragraph.</text></paragraph><paragraph commented="no" id="H349F250C27324504AB267C383148680E"><enum>(5)</enum><header>Prohibition</header><text display-inline="yes-display-inline">Nothing in this subsection shall be construed to authorize the Secretary or any other officer or employee of the Federal Government to require or coerce a State, local educational agency, or educational institution to adopt or carry out the guidelines or best practices developed under paragraph (1).</text></paragraph></subsection><subsection commented="no" id="H3FA34E828462469482C27AFB6E04541A"><enum>(g)</enum><header>Consolidation</header><text display-inline="yes-display-inline">To the extent practicable, the Secretary shall, to avoid duplication of efforts, carry out the Equity in Energy Initiative of the Department of Energy, the Minority Educational Institution Student Partnership Program of the Department of Energy, and any other program of the Department of Energy that the Secretary determines appropriate, through the program established under subsection (a).</text></subsection><subsection commented="no" id="H654D29E9B2D1418CB6E5DB45B434732C"><enum>(h)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $20,000,000 for each of fiscal years 2021 through 2025.</text></subsection></section><section commented="no" id="H776AC06424474B05AB9223344A0FD42D"><enum>202.</enum><header>Energy workforce grant program</header><subsection commented="no" id="H98E1BAB27C9548A6AA43B14D0B23AEE9"><enum>(a)</enum><header>Program</header><paragraph id="HBD9DE347036D4D10B13B2B2EA41C902F"><enum>(1)</enum><header>Establishment</header><text display-inline="yes-display-inline">Subject to the availability of appropriations for such purpose, the Secretary, acting through the Director of the Office of Economic Impact, Diversity, and Employment, shall establish and carry out a program to provide grants to eligible entities to pay the eligible wages of, or eligible stipends for, individuals during the time period that such individuals are receiving training to work for an eligible business.</text></paragraph><paragraph commented="no" id="H6FE2B49D35654C2FB004B51BF576EBBD"><enum>(2)</enum><header>Guidelines</header><text>Not later than 60 days after the date of enactment of this Act, the Secretary, in consultation with eligible businesses, shall establish guidelines that identify—</text><subparagraph commented="no" id="HB594C24A3CF64944A9FFBD0DE8DE40B2"><enum>(A)</enum><text display-inline="yes-display-inline">criteria for wages and stipends to meet to be eligible for purposes of the program established pursuant to paragraph (1); and</text></subparagraph><subparagraph id="H706CF9D6D29641019252894122B14D71"><enum>(B)</enum><text>training that is eligible for purposes of the program established pursuant to paragraph (1).</text></subparagraph></paragraph></subsection><subsection commented="no" id="H7F44D06970E048E3A7BCF2C2A031337A"><enum>(b)</enum><header>Eligibility</header><text display-inline="yes-display-inline">For purposes of this section:</text><paragraph id="H388BFCF82B0449018E9C8A3FADD7B1B2"><enum>(1)</enum><header>Eligible business</header><text display-inline="yes-display-inline">The term <term>eligible business</term> means a business that provides services related to—</text><subparagraph commented="no" display-inline="no-display-inline" id="H0F3D081A30794BFBBB1B8BECB5D28737"><enum>(A)</enum><text>renewable electric energy generation, including solar, wind, geothermal, hydropower, and other renewable electric energy generation technologies;</text></subparagraph><subparagraph commented="no" id="HFDD72F6FCDC04D36970F0A1E80622060"><enum>(B)</enum><text display-inline="yes-display-inline">energy efficiency, including energy-efficient lighting, heating, ventilation, and air conditioning, air source heat pumps, advanced building materials, insulation and air sealing, and other high-efficiency products and services, including auditing and inspection, architecture, design, and construction of new energy efficient buildings and building energy retrofits;</text></subparagraph><subparagraph commented="no" id="HB0F9DF666A184384920F46983E8928B1"><enum>(C)</enum><text>grid modernization or energy storage, including smart grid, microgrid and other distributed energy solutions, demand response management, and home energy management technology;</text></subparagraph><subparagraph commented="no" id="H49589245AE0F4747AA5B9B07AB0A07B8"><enum>(D)</enum><text display-inline="yes-display-inline">advanced fossil energy technology, including—</text><clause commented="no" id="H0B404EE9FBBC406EADA3EECA1DCE6527"><enum>(i)</enum><text>advanced resource development;</text></clause><clause commented="no" id="HE1A236A2D485407A94DD6F93C26FC006"><enum>(ii)</enum><text>carbon capture, storage, and use;</text></clause><clause commented="no" id="HD842B3685A1E4EB5825DDEEF362B8A32"><enum>(iii)</enum><text>low-carbon power systems;</text></clause><clause commented="no" id="H546AB587B12D4B74AC90E19728C84EBB"><enum>(iv)</enum><text>efficiency improvements that substantially reduce emissions; and</text></clause><clause commented="no" id="HABFA5C7460F1491BBC2E4D6DEEFE5ECD"><enum>(v)</enum><text>direct air capture;</text></clause></subparagraph><subparagraph commented="no" id="H6922BEF6EE2C410CB6D7E8EE1837A477"><enum>(E)</enum><text display-inline="yes-display-inline">nuclear energy, including research, development, demonstration, and commercial application relating to nuclear energy;</text></subparagraph><subparagraph id="H9AEBFB146350431EA6B6D8D985181E56"><enum>(F)</enum><text display-inline="yes-display-inline">cybersecurity for the energy sector, including infrastructure, emergency planning, coordination, response, and restoration;</text></subparagraph><subparagraph id="H7A1507131A5E4104BDEBB3E2BDE4369B"><enum>(G)</enum><text>alternative fuels, including biofuel and bioproduct development and production;</text></subparagraph><subparagraph id="HB28E6D6EEC2145E0AF81C4671D2D6368"><enum>(H)</enum><text>advanced automotive technology, including electric vehicle batteries, connectivity and automation, and advanced combustion engines; or</text></subparagraph><subparagraph commented="no" id="H79111AFFAB864A36B4D774CA0053FEBD"><enum>(I)</enum><text display-inline="yes-display-inline">fuel cell and hybrid fuel cell generation.</text></subparagraph></paragraph><paragraph id="HCAD4C9A90AF343ABA79758DE328AB2C3"><enum>(2)</enum><header>Eligible entity</header><text display-inline="yes-display-inline">The term <term>eligible entity</term> means—</text><subparagraph id="H230BE15494A54691A349439031B96798"><enum>(A)</enum><text>an eligible business; or</text></subparagraph><subparagraph id="H010D4915779545E79879D23F2D29E4D0"><enum>(B)</enum><text>a labor organization, nonprofit organization, or qualified youth or conservation corps, that provides training to individuals to work for an eligible business, or works on behalf of any such eligible business.</text></subparagraph></paragraph><paragraph id="H57EE5642B9D8440E8001D671E88D81FC"><enum>(3)</enum><header>Eligible stipend</header><text display-inline="yes-display-inline">The term <term>eligible stipend</term> means a stipend that meets the criteria identified pursuant to the guidelines established under subsection (a)(2).</text></paragraph><paragraph id="HE433832908B34306A18B48790BFB3EAC"><enum>(4)</enum><header>Eligible wages</header><text>The term <term>eligible wages</term> means wages that meet the criteria identified pursuant to the guidelines established under subsection (a)(2).</text></paragraph></subsection><subsection commented="no" id="HB946F74546C044BFA2B94E1D486E89EE"><enum>(c)</enum><header>Use of grants</header><paragraph id="H848E376A52C94BAF9446182F955A4222"><enum>(1)</enum><header>Eligible wages</header><text>An eligible business with—</text><subparagraph commented="no" id="H7515974D3AD146B28DF5C0D93A54C689"><enum>(A)</enum><text>20 or fewer employees may use a grant provided under the program established under subsection (a) to pay up to—</text><clause commented="no" id="H3105B62D5DE841B496EB3E8C0E3CF662"><enum>(i)</enum><text>45 percent of an employee’s eligible wages for the duration of the applicable training for such employee, if the training is provided by the eligible business; and</text></clause><clause commented="no" id="HBC64BCD7B7244A979C8CE65B38ACA1F1"><enum>(ii)</enum><text>90 percent of an employee’s eligible wages for the duration of the applicable training for such employee, if the training is provided by an entity other than the eligible business;</text></clause></subparagraph><subparagraph commented="no" id="HACF63BE3EBD1469ABDD22498B8AF3FAE"><enum>(B)</enum><text display-inline="yes-display-inline">21 to 99 employees may use a grant provided under the program established under subsection (a) to pay up to—</text><clause commented="no" id="H22BFAD9F8FE4423D808B4EC1D5ABA361"><enum>(i)</enum><text display-inline="yes-display-inline">37.5 percent of an employee’s eligible wages for the duration of the applicable training for such employee, if the training is provided by the eligible business; and</text></clause><clause commented="no" id="H5C71B648F52C499AAAC4DDE584C4303F"><enum>(ii)</enum><text display-inline="yes-display-inline">75 percent of an employee’s eligible wages for the duration of the applicable training for such employee, if the training is provided by an entity other than the eligible business; and</text></clause></subparagraph><subparagraph commented="no" id="H5C018BF12956436385D98CC65E3323FD"><enum>(C)</enum><text display-inline="yes-display-inline">100 employees or more may use a grant provided under the program established under subsection (a) to pay up to—</text><clause commented="no" id="H74D45DFCC69047759809FA8786519968"><enum>(i)</enum><text>25 percent of an employee’s eligible wages for the duration of the applicable training for such employee, if the training is provided by the eligible business; and</text></clause><clause commented="no" id="H0CBE50EB4C83404E882FFDB9ACDB495F"><enum>(ii)</enum><text>50 percent of an employee’s eligible wages for the duration of the applicable training for such employee, if the training is provided by an entity other than the eligible business.</text></clause></subparagraph></paragraph><paragraph commented="no" id="H7E3D18F393C44A4786F43B4F8348A6C5"><enum>(2)</enum><header>Stipend</header><text display-inline="yes-display-inline">An eligible entity may use a grant provided under the program established under subsection (a) to pay up to 100 percent of an eligible stipend for an individual for the duration of the applicable training for such individual.</text></paragraph></subsection><subsection commented="no" id="HE721315AFC1F44B5A776CF3689FA6C0F"><enum>(d)</enum><header>Priority for targeted communities</header><text display-inline="yes-display-inline">In providing grants under the program established under subsection (a), the Secretary shall give priority to an eligible entity that—</text><paragraph commented="no" id="H2412B66BAD014935B45624183193B445"><enum>(1)</enum><text>recruits or trains individuals who are—</text><subparagraph commented="no" id="HE660B042E8A042308EE7C8CA4B35C64F"><enum>(A)</enum><text display-inline="yes-display-inline">from the community that the eligible entity serves; and</text></subparagraph><subparagraph commented="no" id="HE6F6ED854E6444048A609CA1ECCE6670"><enum>(B)</enum><clause commented="no" display-inline="yes-display-inline" id="H37523239AD734E7AA1682989A1455C9E"><enum>(i)</enum><text>from underrepresented communities; or</text></clause><clause id="H872330CD79BA4C48ACE1B690A8DF4EA8" indent="up1"><enum>(ii)</enum><text>unemployed energy workers; and</text></clause></subparagraph></paragraph><paragraph commented="no" id="H9451CC408DF14BD8AC89FC0EA859B5D4"><enum>(2)</enum><text>will provide individuals receiving training with the opportunity to obtain or retain employment at an eligible business.</text></paragraph></subsection><subsection commented="no" id="H001099D0548342519430D85E7A4A6AB5"><enum>(e)</enum><header>Limit</header><text display-inline="yes-display-inline">An eligible entity may not receive more than $100,000 under the program established under subsection (a) per fiscal year.</text></subsection><subsection commented="no" id="H7F0EA1D580564064BD0305A4EC078765"><enum>(f)</enum><header>Report</header><text>The Secretary shall submit to Congress, annually for each year the program established under subsection (a) is carried out, a report on such program, including—</text><paragraph commented="no" id="HB9DB9130EDFA49F4AFD43B37AA666650"><enum>(1)</enum><text>an assessment of such program for the previous year, including the number of jobs filled by individuals trained pursuant to such program; and</text></paragraph><paragraph commented="no" id="H57DC2573CD084F8D8AF1CF1D9E796BF8"><enum>(2)</enum><text>recommendations on how to improve such program.</text></paragraph></subsection><subsection commented="no" id="H888BD2A2023845A4B6CBF6D3D90B95DB"><enum>(g)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $70,000,000 for each of fiscal years 2021 through 2025.</text></subsection></section><section id="H91664F8AD71B472FB1BA2A976943F9BC"><enum>203.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="H69255775B04D4473BE20705F12C6F377"><enum>(1)</enum><header>Apprenticeship</header><text display-inline="yes-display-inline">The term <term>apprenticeship</term> means an apprenticeship registered under the Act of August 16, 1937 (commonly known as the <quote>National Apprenticeship Act</quote>; 50 Stat. 664, chapter 663; <external-xref legal-doc="usc" parsable-cite="usc/29/50">29 U.S.C. 50</external-xref> et seq.).</text></paragraph><paragraph id="HBE17EB9EECC245CBA29ED92EF29CF12A"><enum>(2)</enum><header>Covered organizations and programs</header><text display-inline="yes-display-inline">The term <term>covered organizations and programs</term> means local workforce development boards, State workforce development boards, nonprofit organizations, qualified youth or conservation corps, labor organizations, pre-apprenticeship programs, and apprenticeship programs.</text></paragraph><paragraph id="H3B3EE48BDBC7413FBAC4947D8431DFAB"><enum>(3)</enum><header>Educational institution</header><text display-inline="yes-display-inline">The term <term>educational institution</term> means an elementary school, secondary school, or institution of higher education.</text></paragraph><paragraph id="H043BF51C457541F699D318053FC3C993"><enum>(4)</enum><header>Elementary school and secondary school</header><text display-inline="yes-display-inline">The terms <term>elementary school</term> and <term>secondary school</term> have the meanings given such terms in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text></paragraph><paragraph commented="no" id="H55D18D72ED7845E2B6A141773BAF9142"><enum>(5)</enum><header>Energy-related industry</header><text display-inline="yes-display-inline">The term <term>energy-related industry</term> includes the energy efficiency industry, renewable energy industry, community energy resiliency industry, fuel cell and hydrogen energy industry, advanced automotive technology industry, chemical manufacturing industry, electric utility industry, gas utility industry, alternative fuels industry, pipeline industry, nuclear energy industry, oil and gas industry, and coal industry.</text></paragraph><paragraph commented="no" id="H0D75365F75AF4E59B72B340ECA15A597"><enum>(6)</enum><header>Institution of higher education</header><text>The term <term>institution of higher education</term> has the meaning given such term in section 102 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1002">20 U.S.C. 1002</external-xref>), except that such term does not include institutions described in subparagraph (A) or (C) of subsection (a)(1) of such section 102.</text></paragraph><paragraph id="HF3A28ADAD7224BBB9DBB86F0B472C427"><enum>(7)</enum><header>Jobs in energy-related industries</header><text display-inline="yes-display-inline">The term <term>jobs in energy-related industries</term> includes manufacturing, engineering, construction, and retrofitting jobs in energy-related industries.</text></paragraph><paragraph id="H2D9D970259A042A893881162D2C1221A"><enum>(8)</enum><header>Labor organization</header><text display-inline="yes-display-inline">The term <term>labor organization</term> has the meaning given such term in section 2 of the National Labor Relations Act (<external-xref legal-doc="usc" parsable-cite="usc/29/152">29 U.S.C. 152</external-xref>).</text></paragraph><paragraph id="HF96F3D750D9147939C6E61E027455DD9"><enum>(9)</enum><header>Local workforce development board</header><text display-inline="yes-display-inline">The term <term>local workforce development board</term> means a local board, as defined in section 3 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3102">29 U.S.C. 3102</external-xref>).</text></paragraph><paragraph id="H2815382A9C054285A08E6ABEC6AB1299"><enum>(10)</enum><header>Minority-serving institution</header><text>The term <term>minority-serving institution</term> means an institution of higher education that is of one of the following:</text><subparagraph id="HE5F245D188FA40EF9DC040B0F5463501"><enum>(A)</enum><text display-inline="yes-display-inline">A Hispanic-serving institution (as defined in section 502(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1101a">20 U.S.C. 1101a(a)</external-xref>)).</text></subparagraph><subparagraph id="H1CFECDAFFC7243B98E8B3D96364AF2DE"><enum>(B)</enum><text>A standards to teach participants necessary industry-related skills and competencies.</text></subparagraph></paragraph><paragraph commented="no" id="H79358A51332240878BC9FC2878DDB7D9"><enum>(12)</enum><header>Qualified youth or conservation corps</header><text display-inline="yes-display-inline">The term <term>qualified youth or conservation corps</term> has the meaning given such term in section 203(11) of the Public Lands Corps Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/16/1722">16 U.S.C.
