R. 1519</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210302">March 2, 2021</action-date><action-desc><sponsor name-id="R000597">Mr. Rice of South Carolina</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HWM00">Committee on Ways and Means</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Internal Revenue Code of 1986 to phaseout the Mass Transit Account.</official-title></form><legis-body id="HAA4A828378F14BE8AF7DB6E57C200157" style="OLC"><section id="HE772E13F87A745DF8625E094E422A43D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Highway Restoration Act of 2021</short-title></quote>.</text></section><section id="HC58DC5DAD5674CB68EF244BDB74316EF"><enum>2.</enum><header>Phaseout of Mass Transit Account</header><subsection id="HEB5699B971CC4268AF7BFF5CCA144EA5"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/26/9503">Section 9503(e)</external-xref> of the Internal Revenue Code of 1986 is amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="HDE45C1001AE8485F8F77D8ADBAE33003" style="OLC"><paragraph id="H4B4BE24854274FFC9AA434FF71641EE8"><enum>(6)</enum><header>Phaseout</header><text display-inline="yes-display-inline">In the case of fiscal years beginning after September 30, 2021, each rate determined under paragraph (2) shall be the applicable percentage of such rate. For purposes of the preceding sentence, the applicable percentage shall be determined under the following table:</text><table align-to-level="section" blank-lines-before="1" colsep="1" frame="topbot" line-rules="hor-ver" rowsep="0" rule-weights="4.4.4.0.0.0" table-template-name="Generic: 2 text, 1st longer" table-type=""><tgroup cols="2" grid-typeface="1.1" no-carding="1" rowsep="0" thead-tbody-ldg-size="10.10.12"><colspec coldef="txt" colname="column1" colwidth="258pts" min-data-value="200" rowsep="0"></colspec><colspec coldef="fig" colname="column2" colwidth="151.88pt" min-data-value="12"></colspec><thead><row><entry align="center" colname="column1" morerows="0" namest="column1" rowsep="1">In the case of fiscal year:</entry><entry align="center" colname="column2" morerows="0" namest="column2" rowsep="1">The applicable<linebreak></linebreak> percentage is:</entry></row></thead><tbody><row><entry align="left" colname="column1" leader-modify="force-ldr" rowsep="0" stub-definition="txt-ldr" stub-hierarchy="1">2022</entry><entry align="right" colname="column2" leader-modify="clr-ldr" rowsep="0">80 percent</entry></row><row><entry align="left" colname="column1" leader-modify="force-ldr" rowsep="0" stub-definition="txt-ldr" stub-hierarchy="1">2023</entry><entry align="right" colname="column2" leader-modify="clr-ldr" rowsep="0">60 percent</entry></row><row><entry align="left" colname="column1" leader-modify="force-ldr" rowsep="0" stub-definition="txt-ldr" stub-hierarchy="1">2024</entry><entry align="right" colname="column2" leader-modify="clr-ldr" rowsep="0">40 percent</entry></row><row><entry align="left" colname="column1" leader-modify="force-ldr" rowsep="0" stub-definition="txt-ldr" stub-hierarchy="1">2025</entry><entry align="right" colname="column2" leader-modify="clr-ldr" rowsep="0">20 percent</entry></row><row><entry align="left" colname="column1" leader-modify="force-ldr" rowsep="0" stub-definition="txt-ldr" stub-hierarchy="1">2026 and each fiscal year thereafter</entry><entry align="right" colname="column2" leader-modify="clr-ldr" rowsep="0">0 percent.</entry></row></tbody></tgroup></table></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H8AD8D4E029294A2E9D824559B40B90C9"><enum>(b)</enum><header>Conforming amendment</header><text><external-xref legal-doc="usc" parsable-cite="usc/26/9503">Section 9503(e)(5)(A)</external-xref> of the Internal Revenue Code of 1986 is amended by striking <quote>paragraph (2)</quote> and inserting <quote>paragraphs (2) and (6)</quote>.</text></subsection><subsection id="H094EE390C1EF4ECBA80C7D36FE372B81"><enum>(c)</enum><header>Effective date</header><text>The amendments made by this section shall apply to fiscal years beginning after September 30, 2021.</text></subsection></section></legis-body></bill>
