<official-title display="yes">To forestall the loss of research talent by establishing a temporary early career research fellowship program.</official-title>

<section id="H7F6B0669CBE64554A5BB07505CD82DAD" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Supporting Early-Career Researchers Act</short-title></quote>.</text></section> <section id="H512E91B4E28447D5A9A07C03C6E91CFA"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> 
<paragraph id="H5F64BEDE2F2E439A8707FE9E4FD70F7C"><enum>(1)</enum><text>The Nation’s universities and industrial research labs are facing unprecedented budget pressure as part of the COVID–19 health crisis, resulting in considerably fewer openings for research and teaching positions.</text></paragraph> <paragraph id="HBC0572C012984388A227FA406B576CCC"><enum>(2)</enum><text>Emergency funding is needed to forestall the loss of research talent likely to occur if early-career researchers are forced to seek employment outside of research due to the sharp economic decline caused by the COVID–19 health crisis.</text></paragraph> 
<paragraph id="H668804DFA8564EDB899EED69A3F24FE7"><enum>(3)</enum><text display-inline="yes-display-inline">The future of America's defense will rely on advanced technologies to maintain its military superiority over its rivals, including China. These technologies will require new levels of scientific and engineering aptitude and understanding. Early career researchers will play a critical role in the development of these technologies, and the loss of an entire generation of researchers due to the COVID–19 pandemic will be detrimental to the United States national security.</text></paragraph></section> <section id="HF10D84C871B8476EA7BDDCDD8C8899E5"><enum>3.</enum><header>Early-career research fellowship program</header> <subsection id="H1AF5A934AFDD4B6B88A7B3BF5E5655A5"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Director of the National Science Foundation may establish a 2-year pilot program to award grants to highly qualified early-career investigators to carry out an independent research program at the qualified institution of higher education chosen by such investigator, to last for a period not greater than 2 years.</text></subsection> 
<subsection id="H628EC36DD327444E856DA870D29A9D60"><enum>(b)</enum><header>Selection process</header><text display-inline="yes-display-inline">The Director of the National Science Foundation shall select grantees under subsection (a) from among citizens, nationals, and lawfully admitted permanent resident aliens of the United States.</text></subsection> <subsection id="HC8C82B5C97D44201A6E094128791EE5D"><enum>(c)</enum><header>Outreach</header><text display-inline="yes-display-inline">The Director shall conduct program outreach to recruit fellowship applicants—</text> 
<paragraph id="H9E493553695540F3873B54AEDFD572C7"><enum>(1)</enum><text>from all regions of the country;</text></paragraph> <paragraph id="H72ED765F115C4C1F91D0E0547BE68A33"><enum>(2)</enum><text>from historically underrepresented populations in the fields of science, technology, engineering, and mathematics; and</text></paragraph> 
<paragraph id="H7031730A1BF34BB2A138E70B04C0614D"><enum>(3)</enum><text>who graduate from or intend to carry out research at a variety of types of institutions of higher education, including—</text> <subparagraph id="H139E58BE98424D31AD0BFB52D954EF57"><enum>(A)</enum><text>Historically Black Colleges and Universities;</text></subparagraph> 
<subparagraph id="H4A893750A5B5420DBB14C40D23F982B2"><enum>(B)</enum><text>Hispanic-Serving Institutions;</text></subparagraph> <subparagraph id="H9599076688EA4625B4EEF3033B6B7C08"><enum>(C)</enum><text>Tribal Colleges and Universities; and</text></subparagraph> 
<subparagraph id="H94118FCC418D4F9AAD5016F8953779AA"><enum>(D)</enum><text>institutions of higher education that are not among the top 50 institutions in annual Federal funding for research.</text></subparagraph></paragraph></subsection> <subsection id="H34B2879EF30C4D528DDB446122D48FE8"><enum>(d)</enum><header>Special consideration</header><text>The Director shall give special consideration to an application from an individual who graduated from or is intending to carry out research at an institution of the type listed in subsection (c)(3).</text></subsection> 
<subsection id="H5D1D84BC068F4F258B7422849AC10C31"><enum>(e)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 90 days after the conclusion of the second year of the pilot program, the Director shall submit a report to Congress that includes—</text> <paragraph id="H24E87868458F43CDAB3217EAFDAD6A80"><enum>(1)</enum><text>statistical summary data on fellowship awardees disaggregated by race, ethnicity, gender, age, years since completion of doctoral degree, and institution type;</text></paragraph> 
<paragraph id="HC66370F9EC484FB198AFE52E63D04E49"><enum>(2)</enum><text>an assessment, drawing on feedback from the research community and other sources of information, of the effectiveness of the pilot program for mitigating the loss of research talent due to the pandemic; and</text></paragraph> <paragraph id="H85C096AC11EE4D4F9AEBB4D77A83B939"><enum>(3)</enum><text>if determined effective, a plan for permanent implementation of the pilot program.</text></paragraph></subsection> 
<subsection id="H8B071D19DE72477990A0696B5A859E3B"><enum>(f)</enum><header>Qualified institution of higher education defined</header><text display-inline="yes-display-inline">The term <quote>qualified institution of higher education</quote> has the meaning given the term in section 102 of the Higher Education of Act of 1965, except that such term does not include an institution described in subsection (a)(1)(C) of such section.</text></subsection></section> <section id="HE25753324E654F918DA2239433CB3F74"><enum>4.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">There is authorized to be appropriated to the Director of the National Science Foundation $250,000,000 for each of fiscal years 2021 through 2022 to carry out the activities in this Act.</text></section>
