display-inline="no-display-inline" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="no-display-inline">In this Act: </text><paragraph id="HF0537C4CDF614B6E93FBF5F46AFA51A0" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(1)</enum><header display-inline="yes-display-inline">State</header><text display-inline="yes-display-inline">The term <term>State</term> means each State of the United States, the District of Columbia, the Commonwealth of Puerto Rico, American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, the Virgin Islands of the United States, and any other territory or possession of the United States.</text></paragraph><paragraph id="HA98AEE00532F40F598BBA49C15FC1F42"><enum>(2)</enum><header>Administrator</header><text display-inline="yes-display-inline">The term <quote>Administrator</quote> means the Administrator of the National Oceanic and Atmospheric Administration.</text></paragraph></section><section id="H95AD2131EE31451BA2F1D387A92778FA" changed="not-changed" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">National Integrated Flood Information System</header><subsection id="HA0A3CE3525DF4485880631DD32416D8D" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Administrator shall establish a system, to be known as the <quote>National Integrated Flood Information System</quote>, to better inform and provide for more timely decision making to reduce flood-related effects and costs.</text></subsection><subsection id="H98B5431676BE4E7C9B69D634A318620E" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(b)</enum><header display-inline="yes-display-inline">System functions</header><text display-inline="yes-display-inline">The Administrator, through the National Integrated Flood Information System, shall—</text><paragraph id="H8B29E20DA8A54AF5AC852D48233DFB5E" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(1)</enum><text display-inline="yes-display-inline">provide an effective flood early warning system that—</text><subparagraph id="H6F37311A93DE41F69830299EB58626C8" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(A)</enum><text display-inline="yes-display-inline">collects and integrates information on the key indicators of floods and flood impacts, including streamflow, reservoir release and diversion, precipitation, soil moisture, snow water equivalent, land cover, and evaporative demand;</text></subparagraph><subparagraph id="HB7060643ECF54818BDA49B0CF3333169" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(B)</enum><text display-inline="yes-display-inline">makes usable, reliable, and timely forecasts of floods; </text></subparagraph><subparagraph id="HB13BD77CDEDE48BDACACF38E3BE1FC71" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(C)</enum><text display-inline="yes-display-inline">assesses the severity of flood conditions and effects; </text></subparagraph><subparagraph id="H43699EB733964ED5B8F2878754B32D4F" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(D)</enum><text display-inline="yes-display-inline">issues flood watches and warnings when necessary;</text></subparagraph><subparagraph id="H7614B99435C441B1BFBA49C42ED5F426" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(E)</enum><text display-inline="yes-display-inline">provides information described in subparagraph (A), forecasts described in subparagraph (B), and assessments described in subparagraph (C) at the national, regional, and local levels, as appropriate; and</text></subparagraph><subparagraph id="H0034664C14D34A839A65F056E7A2664E" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(F)</enum><text display-inline="yes-display-inline">communicates flood forecasts, flood conditions, and flood impacts to public and private entities engaged in flood planning, preparedness, response, and post-event flood extent including— </text><clause id="H726CBD236E884CC69FBFAFE70D8E1CDB" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(i)</enum><text display-inline="yes-display-inline">decision makers at the Federal, State, local, and Tribal levels of government; </text></clause><clause id="HEFC8A29C4D664348A1A92878F42BE19A" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(ii)</enum><text display-inline="yes-display-inline">the private sector; and</text></clause><clause id="H9A3AEAC24271474D8C5675CA89E3F2D1" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(iii)</enum><text display-inline="yes-display-inline">the public;</text></clause></subparagraph></paragraph><paragraph id="H672E789A80494B7A83F8A88FB8F670A9" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(2)</enum><text display-inline="yes-display-inline">provide timely data, information, and products that reflect differences in flood conditions among localities, regions, watersheds, and States; </text></paragraph><paragraph id="H6C57C50A9EBE450BBBCADDCDC5BE47AA" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(3)</enum><text display-inline="yes-display-inline">coordinate and integrate, through interagency agreements as practicable, Federal research and monitoring in support of the flood early warning information system provided under paragraph (1); </text></paragraph><paragraph id="HD2F78B88F27F405AB69EDB684CBE064C" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(4)</enum><text display-inline="yes-display-inline">use existing forecasting and assessment programs and partnerships;</text></paragraph><paragraph id="H75A64E5295414BDF8884F361839CCE39" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(5)</enum><text display-inline="yes-display-inline">make improvements in seasonal precipitation and temperature, subseasonal precipitation and temperature, and flood water prediction; and</text></paragraph><paragraph id="HFF0BD54279A4446DA4B18D6925D7BBE7" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(6)</enum><text display-inline="yes-display-inline">continue ongoing research and monitoring activities relating to floods, including research activities relating to—</text><subparagraph id="HD75AC02641164C11BE937A040E0C37B0" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(A)</enum><text display-inline="yes-display-inline">the prediction, length, severity, and impacts of floods and improvement of the accuracy, timing, and specificity of flash flood warnings; </text></subparagraph><subparagraph id="HD5527CBF4DEF465BBABE31E1207B9609" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(B)</enum><text display-inline="yes-display-inline">the role of extreme weather events and climate variability in floods; and</text></subparagraph><subparagraph id="HD6A4B9CE4E0D497A9511CEA82205D5B7" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(C)</enum><text display-inline="yes-display-inline">how water travels over and through surfaces.</text></subparagraph></paragraph></subsection><subsection id="HBB8BE020102540DF8A4F95FC064A48C6" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(c)</enum><header display-inline="yes-display-inline">Partnerships</header><text display-inline="yes-display-inline">The Administrator, through the National Integrated Flood Information System, may—</text><paragraph id="H08140A51B41748948BCF15CCC970EA95" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(1)</enum><text display-inline="yes-display-inline">engage with the private sector to improve flood monitoring, forecasts, land and topography data, and communication, if the Administrator determines that such engagement is appropriate, cost effective, and beneficial to the public and decision makers described in subsection (b)(1)(F)(i);</text></paragraph><paragraph id="H24B4849855CE4DB4882056BB5B53F1B6" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(2)</enum><text display-inline="yes-display-inline">facilitate the development of 1 or more academic cooperative partnerships to assist in carrying out the functions of the National Integrated Flood Information System described in subsection (b); </text></paragraph><paragraph id="HEBB96F10ECB64020AE8996F8F88A2CC6" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(3)</enum><text display-inline="yes-display-inline">use and support monitoring by citizen scientists, including by developing best practices to facilitate maximum data integration, as the Administrator considers appropriate; </text></paragraph><paragraph id="HF4E100FA31AA4D1A949D0B529567980E" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(4)</enum><text display-inline="yes-display-inline">engage with, and leverage the resources of, entities within the National Oceanic and Atmospheric Administration in existence as of the date of the enactment of this Act, such as the National Weather Service with respect to forecast and warning functions, the National Integrated Drought Information System, the Regional Climate Center, and the National Mesonet Program, to improve coordination of water monitoring, forecasting, and management; and</text></paragraph><paragraph id="H0F7AB54F1F9F450DA3E8557A46A25536"><enum>(5)</enum><text display-inline="yes-display-inline">engage with and support water monitoring by the United States Geological Survey—</text><subparagraph id="H77B7D36F55FB4488A269C9FB7E28C068"><enum>(A)</enum><text>to improve the availability and continuity of streamflow data at critical locations through the deployment of Rapid Deployment Gages and the flood-hardening of at-risk streamflow gages; and</text></subparagraph><subparagraph id="H0914384018B9451DB59FDB9BA3A673DA"><enum>(B)</enum><text>to increase storm surge monitoring data through the deployment of additional storm surge sensors.</text></subparagraph></paragraph></subsection><subsection id="H2D85C2AD0BA4414F935F266439EC5295" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(d)</enum><header display-inline="yes-display-inline">Consultation</header><text display-inline="yes-display-inline">In developing and maintaining the National Integrated Flood Information System, the Administrator shall consult with relevant Federal, State, local, and Tribal government agencies, research institutions, and the private sector.</text></subsection><subsection id="H4B9CBD4888EE4CB9A378763F5BB356FA" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(e)</enum><header display-inline="yes-display-inline">Cooperation from other Federal agencies</header><text display-inline="yes-display-inline">Each Federal agency shall cooperate as appropriate with the Administrator in carrying out this section.</text></subsection></section><section id="H0DEB9D2A6D504029AA58C3D96CCFD5BC" changed="not-changed" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Observations and modeling for total water prediction</header><subsection id="H4404BA35C59043F89B726C9BA9D56294" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(a)</enum><header display-inline="yes-display-inline">Partnerships</header><paragraph id="H3CF5C3F6363F48F2B3E689C5DE3DF920" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Administrator shall establish partnerships with 1 or more institutions of higher education (as defined in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>)) to evaluate observations that would improve total water prediction.</text></paragraph><paragraph id="HA4710A96BD504B1DA8927D7A6296F365" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(2)</enum><header display-inline="yes-display-inline">Priority observations</header><text display-inline="yes-display-inline">In establishing partnerships under paragraph (1), the Administrator shall prioritize partnerships to evaluate observations from uncrewed aerial systems.</text></paragraph></subsection><subsection id="H357E4819737F44CC9A98BCBDEC45221C" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(b)</enum><header display-inline="yes-display-inline">Maintained observations</header><text display-inline="yes-display-inline">If the Administrator determines that incorporating additional observations improves total water prediction, the Administrator shall, to the extent practicable, continue incorporating those observations.</text></subsection><subsection id="H306BFE51DF86438EA3D19E97C91081E2" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(c)</enum><header display-inline="yes-display-inline">Modeling Improvements</header><text display-inline="yes-display-inline">The Administrator shall advance geographic coverage, resolution, skill, and efficiency of coastal oceanographic modeling, including efforts that improve the coupling of and interoperability between hydrological models and coastal ocean models.</text></subsection><subsection id="H4B519C047C864069B9D17D173ECB62B9" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(d)</enum><header display-inline="yes-display-inline">Geospatial data</header><text display-inline="yes-display-inline">The Administrator shall advance the development of models to vertically transform geospatial data into a common system for use as the Federal standard for surveys and mapping, and engage with the United States Geological Survey to collaborate and implement the National Hydrography Datasets as the geospatial underpinning of the system, and to collaborate and implement the National Hydrography Infrastructure to improve discovery and access to flood and other water-related information. </text></subsection></section><section id="HFC21A63FC88A4F04A98FD591DE07047D" changed="not-changed" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>5.</enum><header display-inline="yes-display-inline">Service coordination hydrologists at River Forecast Centers of the National Weather Service</header><subsection id="H1F41A33D924744D0B3AC79F2E229BA88" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(a)</enum><header display-inline="yes-display-inline">Designation of service coordination hydrologists</header><paragraph id="H5A9B36EEF8A64389B8C9520FE868D317" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Director of the National Weather Service (in this section referred to as the <quote>Director</quote>) shall designate at least 1 service coordination hydrologist at each River Forecast Center of the National Weather Service. </text></paragraph><paragraph id="HCDF9D259D0144DF99B5852BAF20ECF6F" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(2)</enum><header display-inline="yes-display-inline">Performance by other employees</header><text display-inline="yes-display-inline">Performance of the responsibilities outlined in this section is not limited to the service coordination hydrologist position.</text></paragraph></subsection><subsection id="H1A42CE33ADC449F7B0EDAE59F646FFD8" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(b)</enum><header display-inline="yes-display-inline">Primary Role of Service Coordination Hydrologists</header><text display-inline="yes-display-inline">The primary role of the service coordination hydrologist shall be to carry out the responsibilities required by this section. </text></subsection><subsection id="H39D041747BF64ED2B1307E57AF836401" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(c)</enum><header display-inline="yes-display-inline">Responsibilities</header><paragraph id="H65EEA65D314F4007A67DCB560EA3CF34" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Subject to paragraph (2), consistent with the analysis described in section 409 of the Weather Research and Forecasting Innovation Act of 2017 (<external-xref legal-doc="public-law" parsable-cite="pl/115/25">Public Law 115–25</external-xref>; 131 Stat. 112), and in order to increase impact-based decision support services, each service coordination hydrologist designated under subsection (a) shall, with respect to hydrology— </text><subparagraph id="HAE4A8F2E09994F9EBC75CBDD98580C3C" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(A)</enum><text display-inline="yes-display-inline">be responsible for providing service to the geographic area of responsibility covered by the River Forecast Center at which the service coordination hydrologist is employed to help ensure that users of products and services of the National Weather Service can respond effectively to improve outcomes from flood events; </text></subparagraph><subparagraph id="HACB37F88B0E04B0CB78ACF045AA9BE57" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(B)</enum><text display-inline="yes-display-inline">liaise with users of products and services of the National Weather Service, such as the public, academia, media outlets, users in the hydropower, transportation, recreation, and agricultural communities, and forestry, land, fisheries, and water management interests, to evaluate the adequacy and usefulness of the products and services of the National Weather Service; </text></subparagraph><subparagraph id="H260A3231C833466BAB31149505DF1E65" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(C)</enum><text display-inline="yes-display-inline">collaborate with such River Forecast Centers and Weather Forecast Offices and Federal, State, local, and Tribal government agencies as the Director considers appropriate in developing, proposing, and implementing plans to develop, modify, or tailor products and services of the National Weather Service to improve the usefulness of such products and services; </text></subparagraph><subparagraph id="HEEBC35607A6F48A0B41036A313EFFAD7" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(D)</enum><text display-inline="yes-display-inline">engage in interagency partnerships with Federal, State, local, and Tribal government agencies to explore the use of forecast-informed reservoir operations to reduce flood risk; </text></subparagraph><subparagraph id="H9C2942983E824625BBE554A90B6CB100" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(E)</enum><text display-inline="yes-display-inline">ensure the maintenance and accuracy of flooding call lists, appropriate office flooding policy or procedures, and other flooding information or dissemination methodologies or strategies; and</text></subparagraph><subparagraph id="HE2C9AFCA71414901B4A7D1E3AA390908" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(F)</enum><text display-inline="yes-display-inline">work closely with Federal, State, local, and Tribal emergency and floodplain management agencies, and other agencies relating to disaster management, to ensure a planned, coordinated, and effective preparedness and response effort.</text></subparagraph></paragraph><paragraph id="HABD0DACE3B80447CBD546F35C9B5D4B3" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(2)</enum><header display-inline="yes-display-inline">Other staff</header><text display-inline="yes-display-inline">The Director may display-inline="yes-display-inline">conduct flooding event preparedness planning and citizen education efforts with and through various State, local, and Tribal government agencies and other disaster management-related organizations.</text></subparagraph></paragraph><paragraph id="H2FC8D31257F248F8B1E2C6E3DE1A9856" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(2)</enum><header display-inline="yes-display-inline">Other staff</header><text display-inline="yes-display-inline">The Director may assign a responsibility set forth in under subsection (a) with a State or local emergency or floodplain manager, if the Director determines that such placement is necessary or convenient to carry out this section. </text></paragraph><paragraph id="HD8504A7A1AB64CB18A6CAA40A75DE4E0" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(2)</enum><header display-inline="yes-display-inline">Treatment</header><text display-inline="yes-display-inline">If the Director determines that the placement of a service coordination hydrologist with a State or local emergency or floodplain manager under paragraph (1) is near a River Forecast Center of the National Weather Service, such placement shall be treated as designation of the service coordination hydrologist at such River Forecast Center for purposes of subsection (a). </text></paragraph></subsection></section><section id="H8B96CF3309474CC1A7298DB5F30FB86A" changed="not-changed" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>6.</enum><header display-inline="yes-display-inline">Improving National Oceanic and Atmospheric Administration communication of future flood risks and hazardous flash flood events</header><subsection id="H3A37A53DDEBA4E87AFF3202659EFA9CA" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(a)</enum><header display-inline="yes-display-inline">Assessment of flash flood watches and warnings</header><paragraph id="H6242CA7624E141F1984E4DAF628C2052" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 2 years after the date of the enactment of this Act, the Administrator shall—</text><subparagraph id="HCED937E4A8654817A7F252E6BDE46EA4" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(A)</enum><text display-inline="yes-display-inline">conduct an assessment of—</text><clause id="HA3EEBB28E38E46EA815A34E747FEA2D6" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(i)</enum><text display-inline="yes-display-inline">the flash flood watches and warnings of the National Weather Service; and</text></clause><clause id="HB9BACAF2CCA14443A57BF381D6B06E18" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(ii)</enum><text display-inline="yes-display-inline">the information delivery to support preparation and responses to floods; and</text></clause></subparagraph><subparagraph id="HA0BF2236E12E44C195B8BB379DCA9E08" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(B)</enum><text display-inline="yes-display-inline">submit to Congress a report on the findings of the Administrator with respect to the assessment required by subparagraph (A).</text></subparagraph></paragraph><paragraph id="HA24C890DB7DC4E1F87E55C2D75415813" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(2)</enum><header display-inline="yes-display-inline">Elements</header><text display-inline="yes-display-inline">The assessment required by paragraph (1)(A) shall include the following:</text><subparagraph id="H12D87835B9CA46B1A2D6B6B1968EBF1C" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(A)</enum><text display-inline="yes-display-inline">An evaluation of whether the watches, warnings, and information described in paragraph (1)(A)—</text><clause id="H8AD6854B26244959BF8B9B409A97629A" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(i)</enum><text display-inline="yes-display-inline">effectively communicate risk to the general public;</text></clause><clause id="HDBA732626E2C49CBB408A0A5CB5BF379" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(ii)</enum><text display-inline="yes-display-inline">inform action to prevent loss of life and property;</text></clause><clause id="HB6E5F4EC160743F88A3D41FF6934F73C" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(iii)</enum><text display-inline="yes-display-inline">inform action to support flood preparation and response; and</text></clause><clause id="HAC49B67D7D7E45218096897BD27CCA00" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(iv)</enum><text display-inline="yes-display-inline">deliver information in a manner designed to lead to appropriate action.</text></clause></subparagraph><subparagraph id="H43D3AA9F5E2F46488AC36B6D961E5A04" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(B)</enum><text display-inline="yes-display-inline">Subject to subsection (b)(2), such recommendations as the Administrator may have for—</text><clause id="HC55DCCAE18764960A22E35658376CA47" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(i)</enum><text display-inline="yes-display-inline">legislative and administrative action to improve the watches and warnings described in paragraph (1)(A)(i); and</text></clause><clause id="HE7FABD9B9F694803883B167C25182805" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(ii)</enum><text display-inline="yes-display-inline">such research as the Administrator considers necessary to address the focus areas described in paragraph (3).</text></clause></subparagraph></paragraph><paragraph id="H5ABAF6FA51F84CBD9C6E23BC26136A8D" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(3)</enum><header display-inline="yes-display-inline">Focus areas</header><text display-inline="yes-display-inline">The assessment required by paragraph (1)(A) shall focus on the following areas:</text><subparagraph id="HF9A723A74E7D49F983069CAF5CC00953" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(A)</enum><text display-inline="yes-display-inline">Ways to communicate the risks posed by hazardous flash flood events to the public that are most likely to result in informed decision making regarding the mitigation of those risks. </text></subparagraph><subparagraph id="H51D84FE651F948A4A538362DD8615180" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(B)</enum><text display-inline="yes-display-inline">Ways to provide actionable geographic information to the recipient of a watch or warning for a flash flood, including partnering with emergency response agencies, as appropriate.</text></subparagraph><subparagraph id="HB9A6BC4E353D41C69AF55B8EA032F8A5" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(C)</enum><text display-inline="yes-display-inline">Evaluation of information delivery to support the preparation for and response to floods. </text></subparagraph></paragraph><paragraph id="H682594295CA7474C817BC06EF95EF36D" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(4)</enum><header display-inline="yes-display-inline">Consultation</header><text display-inline="yes-display-inline">In conducting the assessment required by paragraph (1)(A), the Administrator shall consult with— </text><subparagraph id="H0652287DFEB74C76A976B6F0C232BD8F" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(A)</enum><text display-inline="yes-display-inline">individuals in the academic sector, including individuals in the field of social and behavioral sciences; </text></subparagraph><subparagraph id="H4666D7EF856F4BE4A6459780E1D0CFB1" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(B)</enum><text display-inline="yes-display-inline">other weather services; </text></subparagraph><subparagraph id="HC2614D38FB1C4FA2BCB99AED86B1295A" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(C)</enum><text display-inline="yes-display-inline">media outlets and other entities that distribute the watches and warnings described in paragraph (1)(A)(i); </text></subparagraph><subparagraph id="HCF9EF3B0086640BAB70C4D10DC9CF6BE" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(D)</enum><text display-inline="yes-display-inline">floodplain managers and emergency planners and responders, including State, local, and Tribal emergency management agencies; </text></subparagraph><subparagraph id="H3DFC8EC65797411C83F421FFF9E5474B" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(E)</enum><text display-inline="yes-display-inline">other government users of the watches and warnings described in paragraph (1)(A)(i), including the Federal Highway Administration; and </text></subparagraph><subparagraph id="H912EB54D58B14BF3A1EE46E03F08310A" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(F)</enum><text display-inline="yes-display-inline">such other Federal agencies as the Administrator determines rely on watches and warnings regarding flash floods for operational decisions.</text></subparagraph></paragraph><paragraph id="H22C3499B3B3D41159428C0427A2F6F48" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(5)</enum><header display-inline="yes-display-inline">National Academy of Sciences</header><text display-inline="yes-display-inline">The Administrator shall engage with the National Academy of Sciences, as the Administrator considers necessary and practicable, including by contracting with the National Research Council to review the scientific and technical soundness of the assessment required by paragraph (1)(A), including the recommendations under paragraph (2)(B).</text></paragraph><paragraph id="H424F89BD92E84804BDB1D303F5987CED" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(6)</enum><header display-inline="yes-display-inline">Methodologies</header><text display-inline="yes-display-inline">In conducting the assessment required by paragraph (1)(A), the Administrator shall use such methodologies as the Administrator considers are generally accepted by the weather enterprise, including social and behavioral sciences. </text></paragraph></subsection><subsection id="HC590A43B7B7C483F87212843490188F2" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(b)</enum><header display-inline="yes-display-inline">Improvements to flash flood watches and warnings</header><paragraph id="HDC86789BE74746818E508B19FB5659DE" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Based on the assessment required by subsection (a)(1)(A), the Administrator shall make such improvements to the watches and warnings described in that subsection as the Administrator considers necessary—</text><subparagraph id="H9F5C1377F9234F80B7369CE036CCE79D" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(A)</enum><text display-inline="yes-display-inline">to improve the communication of the risks posed by hazardous flash flood events; and</text></subparagraph><subparagraph id="H9C9CCD0BE7BD4950AE07800FC6F6C1D1" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(B)</enum><text display-inline="yes-display-inline">to provide actionable geographic information to the recipient of a watch or warning for a flash flood.</text></subparagraph></paragraph><paragraph id="H7AC6EEB2098348F0B0EC6363EE23640B" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(2)</enum><header display-inline="yes-display-inline">Requirements regarding recommendations</header><text display-inline="yes-display-inline">In conducting the assessment required by subsection (a)(1)(A), the Administrator shall ensure that any recommendation under subsection (a)(2)(B) that the Administrator considers a major change—</text><subparagraph id="H55CB6EE9945249ACBE7C44169FD4BBEC" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(A)</enum><text display-inline="yes-display-inline">is validated by social and behavioral science using a generalizable sample;</text></subparagraph><subparagraph id="H27D313E46F6F4BC4B01707BA9336DBA4" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(B)</enum><text display-inline="yes-display-inline">accounts for the needs of various demographics, vulnerable populations, and geographic regions;</text></subparagraph><subparagraph id="H5FDE09581D9F49C5A2BBA3F62A00DF30" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(C)</enum><text display-inline="yes-display-inline">responds to the needs of Federal, State, local, and Tribal government partners and media partners; and</text></subparagraph><subparagraph id="H70A014131B7F43A9AF6E4FD7956E3D80" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(D)</enum><text display-inline="yes-display-inline">accounts for necessary changes to federally operated watch and warning propagation and dissemination infrastructure and protocols.</text></subparagraph></paragraph></subsection><subsection id="H9EC291186F1D4BAB9CCB80D6D088E2B4" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(c)</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="yes-display-inline">In this section: </text><paragraph id="HA8B82882C79C4F4A96DA55B4E0715A96" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(1)</enum><header display-inline="yes-display-inline">Watch; warning</header><subparagraph id="H6F53C7A48D864E2F8B421491E040A1BC" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Except as provided in subparagraph (B), the terms <term>watch</term> and <term>warning</term>, with respect to a hazardous flash flood event, mean products issued by the National Oceanic and Atmospheric Administration, intended for use by the general public— </text><clause id="H80AFE0A9C9F845D588A518B11A99682C" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(i)</enum><text display-inline="yes-display-inline">to alert the general public to the potential for or presence of the event; and </text></clause><clause id="H57591491FAF44B7EAA4A453073DA6A43" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(ii)</enum><text display-inline="yes-display-inline">to inform action to prevent loss of life and property.</text></clause></subparagraph><subparagraph id="HD907A302122345C09A4CA523DE9232EE" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(B)</enum><header display-inline="yes-display-inline">Exclusion</header><text display-inline="yes-display-inline">The terms <term>watch</term> and <term>warning</term> do not include technical or specialized meteorological and hydrological forecasts, outlooks, or model guidance products.</text></subparagraph></paragraph><paragraph id="HF955A68CAE6B4F098247474494322EAD" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(2)</enum><header display-inline="yes-display-inline">Weather enterprise</header><text display-inline="yes-display-inline">The term <term>weather enterprise</term> has the meaning given that term in section 2 of the Weather Research and Forecasting Innovation Act of 2017 (<external-xref legal-doc="usc" parsable-cite="usc/15/8501">15 U.S.C. 8501</external-xref>). </text></paragraph></subsection></section><section id="HDEB0590C929847759B872CB570643D77" changed="not-changed" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>7.</enum><header display-inline="yes-display-inline">Freshwater monitoring along the coast</header><subsection id="H2B88D4F017044027883C72305C9A69F6" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(a)</enum><header display-inline="yes-display-inline">Data availability assessment</header><text display-inline="yes-display-inline">The Administrator shall assess the availability of short- and long-term data on large-scale freshwater flooding into oceans, bays, and estuaries, including data on—</text><paragraph id="H455B8B9EE33F4913B0650CD0798359BD" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(1)</enum><text display-inline="yes-display-inline">flow rate, including discharge;</text></paragraph><paragraph id="HEF15F0D3B635481E904B53780DA77BD6" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(2)</enum><text display-inline="yes-display-inline">conductivity;</text></paragraph><paragraph id="HBC33C3273F904A6791AF6975382049D5" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(3)</enum><text display-inline="yes-display-inline">oxygen concentration;</text></paragraph><paragraph id="H13328720A05B4204AD15767B01C1245A" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(4)</enum><text display-inline="yes-display-inline">nutrient load;</text></paragraph><paragraph id="H0D114A1E0DEA4D909092F9C922344555" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(5)</enum><text display-inline="yes-display-inline">water temperature; and</text></paragraph><paragraph id="H8F1D5E80AC3D44F7B222A30BB0E761B7" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(6)</enum><text display-inline="yes-display-inline">sediment load.</text></paragraph></subsection><subsection id="H17769BB79D274119AA5D5EC93E3D3645" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(b)</enum><header display-inline="yes-display-inline">Data needs assessment</header><text display-inline="yes-display-inline">The Administrator shall assess the need for additional data to assess and predict the effect of the flooding and freshwater discharge described in subsection (a).</text></subsection><subsection id="H72C74236598049299F8625873EA43669" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(c)</enum><header display-inline="yes-display-inline">Inventory of data needs</header><text display-inline="yes-display-inline">Based on the assessments required by subsections (a) and (b), the Administrator shall create an inventory of data needs with respect to the flooding and freshwater discharge described in subsections (a) and (b).</text></subsection><subsection id="H360DA8EA7C4A49C7ADAB1AB550A2F68C" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(d)</enum><header display-inline="yes-display-inline">Planning</header><text display-inline="yes-display-inline">In planning for the collection of additional data necessary for ecosystem-based modeling of the effect of the flooding and freshwater discharge described in subsections (a) and (b), the Administrator shall use the inventory created under subsection (c).</text></subsection></section><section id="HC8ED05153088446980835874E0E9C3A1" changed="not-changed" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>8.</enum><header display-inline="yes-display-inline">Tornado warning improvement</header><text display-inline="no-display-inline">Section 103 of the Weather Research and Forecasting Innovation Act of 2017 (<external-xref legal-doc="usc" parsable-cite="usc/15/8513">15 U.S.C. 8513</external-xref>) is amended—</text><paragraph id="H126A1E0409FE464FBBAD06179A0A017C" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating subsections (c) and (d) as subsections (d) and (e), respectively; and </text></paragraph><paragraph id="HA57DB5D033AC415185CF3E500B40AED3" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after subsection (b) the following: </text><quoted-block id="H4B25560D81F84A94BB8C1EE95689C45B" style="OLC" act-name="" changed="not-changed" display-inline="no-display-inline"><subsection id="HF0DD52009C47435C9D825BCFBC35F6A5" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(c)</enum><header display-inline="yes-display-inline">Innovative observations</header><text display-inline="yes-display-inline">The Administrator shall ensure that the program periodically examines the value of incorporating innovative observations, such as acoustic or infrasonic measurements, observations from phased array radars, and observations from mesonets, with respect to the improvement of tornado forecasts, predictions, and warnings.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="H397E87B32FF3443F92900F7FACF19571" changed="not-changed" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>9.</enum><header display-inline="yes-display-inline">Hurricane forecast improvement program</header><text display-inline="no-display-inline">Section 104(b) of the Weather Research and Forecasting Innovation Act of 2017 (<external-xref legal-doc="usc" parsable-cite="usc/15/8514">15 U.S.C. 8514(b)</external-xref>) is amended—</text><paragraph id="HD21E41FEC89243899D146059C858FD02" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (2), by striking <quote>; and</quote> and inserting a semicolon; </text></paragraph><paragraph id="H09828E6C64EE4E05A81DBB6AB0315671" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (3), by striking the period at the end and inserting <quote>; and</quote>; and </text></paragraph><paragraph id="HD248D10F4C2F4CAEA964C4D017122302" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(3)</enum><text display-inline="yes-display-inline">by adding at the end the following: </text><quoted-block id="H0624AF612C03400995402DA3793A6AC7" style="OLC" act-name="" changed="not-changed" display-inline="no-display-inline"><paragraph id="H5498DF284EBB44D69B7EBC6ACFA36FDC" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(4)</enum><text display-inline="yes-display-inline">evaluating and incorporating, as appropriate, innovative observations, including acoustic or infrasonic display-inline="no-display-inline">Section 105(2) of the Weather Research and Forecasting Innovation Act of 2017 (<external-xref legal-doc="usc" parsable-cite="usc/15/8515">15 U.S.C. 8515(2)</external-xref>) is amended by inserting <quote>and flood-event</quote> after <quote>operational weather</quote>. </text></section><section id="H43689D2D9ACD4EE499D98B55852B177A" changed="not-changed" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>11.</enum><header display-inline="yes-display-inline">Forecast communication coordinators</header><text display-inline="no-display-inline">Section 1762(f)(1) of the Food Security Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/15/8521">15 U.S.C. 8521(f)(1)</external-xref>) is amended, in the second sentence, by striking <quote>may</quote> and inserting <quote>shall</quote>.</text></section><section id="H14D3A712BBFD4A3AA0DFF689885D947D"><enum>12.</enum><header>Improving precipitation frequency estimates</header><subsection id="H76971779CC414FB69A1099997582E48F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Administrator shall—</text><paragraph id="HDDB1383689BF48D78C8C74A40FA6F6D5"><enum>(1)</enum><text>not later than 5 years after the date of enactment of this title and not less than every 5 years thereafter, update precipitation frequency estimates for the United States, such that each update includes at least one precipitation frequency atlas that incorporates assumptions of non-stationarity;</text></paragraph><paragraph id="H7C3CB01E04FD46088E1DFFC3454E797E"><enum>(2)</enum><text>develop products targeted at users of this data in support of the mission of the National Oceanic and Atmospheric Administration;</text></paragraph><paragraph id="H85C7CF381C294FEBB2D594D23317F37F"><enum>(3)</enum><text>make publicly available, in a searchable, interoperable format, all precipitation frequency estimate studies developed by the National Oceanic and Atmospheric Administration that the Administrator has the legal right to redistribute and that are deemed to be at an appropriate stage of development on an internet website of the National Oceanic and Atmospheric Administration; and</text></paragraph><paragraph id="H9642608C70744886863C3C5B7FBCF291"><enum>(4)</enum><text>ensure all precipitation frequency estimate data, products, and supporting documentation and metadata are preserved, curated, and served by the National Oceanic and Atmospheric Administration, as appropriate.</text></paragraph></subsection><subsection id="H85D5ACE427314D75AC78511E057334F3"><enum>(b)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to the National Oceanic and Atmospheric Administration to carry out this section $3,500,000 for each of fiscal years 2022 through 2030.</text></subsection></section><section id="HCC107F684D1D4E9AA1A0DBA379F45082" changed="not-changed" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(d)</enum><header display-inline="yes-display-inline">Meetings</header><text display-inline="yes-display-inline">The Committee shall meet not less frequently than once each year at the call of the co-chairs.</text></subsection><subsection id="H679412C413F54BCEB839C68E4CF23971" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(e)</enum><header display-inline="yes-display-inline">General purpose and duties</header><text display-inline="yes-display-inline">The Committee shall ensure that agencies across the Federal Government that engage in water-related matters, including water storage and supplies, water quality and restoration activities, water infrastructure, transportation on United States rivers and inland waterways, and water forecasting, work together where such agencies have joint or overlapping responsibilities to—</text><paragraph id="HD344B89CB7B24A71995B6DF9EE53F470" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(1)</enum><text display-inline="yes-display-inline">improve interagency coordination by Federal agencies on water resource management and water-related infrastructure issues;</text></paragraph><paragraph id="H03CB31DF3CE647198D481DEED8FB4258" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(2)</enum><text display-inline="yes-display-inline">coordinate existing water-related Federal task forces, working groups, and other formal cross-agency initiatives, as appropriate;</text></paragraph><paragraph id="H4E11BD295F37479FB8D9DBE8F260A2C5" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(3)</enum><text display-inline="yes-display-inline">designate and consolidate repositories responsible for archiving and managing water-related matters;</text></paragraph><paragraph id="HF4359D51CC1A473AAF088F5ACB1036F5" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(4)</enum><text display-inline="yes-display-inline">improve interagency coordination of data management, access, modeling, and visualization with respect to water-related matters; </text></paragraph><paragraph id="H2A376C6C30C2411186BDC83916BB5F0D" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(5)</enum><text display-inline="yes-display-inline">conduct integrated planning for Federal investments in water-related infrastructure; and</text></paragraph><paragraph id="HB91EA705776D4361910B517ACAD44719" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(6)</enum><text display-inline="yes-display-inline">support workforce development and efforts to recruit, train, and retain professionals to operate and maintain essential water facilities in the United States.</text></paragraph></subsection><subsection id="HC0D5B024FCB145E1B3DA46173843499A" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(f)</enum><header display-inline="yes-display-inline">Cross-Agency priority research needs</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this Act, the Committee shall develop and submit to Congress a list of research needs that includes needs for cross-agency research and coordination. </text></subsection></section><section display-inline="no-display-inline" commented="no" id="HA18C8521FF574B928E0B5146FF3709C6" changed="not-changed" section-type="subsequent-section"><enum>14.</enum><header display-inline="yes-display-inline">Hydrologic research fellowship program</header><subsection display-inline="no-display-inline" commented="no" id="H8E23EA5C6F954F86987BF2D381CDED28" changed="not-changed"><enum>(a)</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="yes-display-inline">In this section: </text><paragraph display-inline="no-display-inline" commented="no" id="H17E10D079B7A468E9402C5414E1376B0" changed="not-changed"><enum>(1)</enum><header display-inline="yes-display-inline">Decision support services</header><text display-inline="yes-display-inline">The term <term>decision support services</term> means information, including data and refined products, that supports water resources-related decision-making processes.</text></paragraph><paragraph display-inline="no-display-inline" commented="no" id="H751E776575A241F8A671CD5FB3621996" changed="not-changed"><enum>(2)</enum><header display-inline="yes-display-inline">Institution of higher education</header><text display-inline="yes-display-inline">The term <term>institution of higher education</term> has the meaning given that term in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>).</text></paragraph></subsection><subsection display-inline="no-display-inline" commented="no" id="H240E76AE489747EBAB54F0844DB6DA91" changed="not-changed"><enum>(b)</enum><header display-inline="yes-display-inline">Hydrologic research fellowship program</header><paragraph display-inline="no-display-inline" commented="no" id="HF94102A5C16242BFABB73C05C8D5DCFB" changed="not-changed"><enum>(1)</enum><header display-inline="yes-display-inline">Establishment</header><text display-inline="yes-display-inline">The Administrator shall establish a hydrologic research fellowship program (in this section referred to as the <quote>program</quote>) for qualified individuals. </text></paragraph><paragraph display-inline="no-display-inline" commented="no" id="H35B9F069280848CAA4BEBAAB935B3014" changed="not-changed"><enum>(2)</enum><header display-inline="yes-display-inline">Qualified individual</header><text display-inline="yes-display-inline">For purposes of this section, a qualified individual is an individual who is—</text><subparagraph display-inline="no-display-inline" commented="no" id="HEA99013F71824B8CB5F58E0077FBCE4A" changed="not-changed"><enum>(A)</enum><text display-inline="yes-display-inline">a citizen of the United States; and</text></subparagraph><subparagraph display-inline="no-display-inline" commented="no" id="H11DF5F6F6F31436081633E4B6FE2C702" changed="not-changed"><enum>(B)</enum><text display-inline="yes-display-inline">enrolled in a research-based graduate program, at an institution of higher education, in a field that advances the research priorities developed by the Administrator under paragraph (7), such as— </text><clause display-inline="no-display-inline" commented="no" id="HACE7433C09674F00BAEF8B594C5CC522" changed="not-changed"><enum>(i)</enum><text display-inline="yes-display-inline">hydrology; </text></clause><clause display-inline="no-display-inline" commented="no" id="HE0B709FAE2144B038E89E56F5409CDD3" changed="not-changed"><enum>(ii)</enum><text display-inline="yes-display-inline">earth sciences; </text></clause><clause display-inline="no-display-inline" commented="no" id="H2A150F3C68D849158DAD4EBB0E6EA10F" changed="not-changed"><enum>(iii)</enum><text display-inline="yes-display-inline">atmospheric sciences; </text></clause><clause display-inline="no-display-inline" commented="no" id="HB6518CFC41074016909C67EBD3A0FB06" changed="not-changed"><enum>(iv)</enum><text display-inline="yes-display-inline">computer sciences; </text></clause><clause display-inline="no-display-inline" commented="no" id="H0BC1892F555A4DC79BA7BA9010A84104" changed="not-changed"><enum>(v)</enum><text display-inline="yes-display-inline">engineering; </text></clause><clause display-inline="no-display-inline" commented="no" id="H8822F3D10C4F44D9B66EDACC386A3106" changed="not-changed"><enum>(vi)</enum><text display-inline="yes-display-inline">environmental sciences; </text></clause><clause display-inline="no-display-inline" commented="no" id="H2A51D23C053C4F968EEBC80FCB642F5D" changed="not-changed"><enum>(vii)</enum><text display-inline="yes-display-inline">geosciences; </text></clause><clause display-inline="no-display-inline" commented="no" id="HA363287881BB41A4A531D1E9928D9495" changed="not-changed"><enum>(viii)</enum><text display-inline="yes-display-inline">urban planning; or</text></clause><clause display-inline="no-display-inline" commented="no" id="H3F425B161A474ED3BB52D6591C22A834" changed="not-changed"><enum>(ix)</enum><text display-inline="yes-display-inline">related social sciences. </text></clause></subparagraph></paragraph><paragraph display-inline="no-display-inline" commented="no" id="H51B5FF7D50D3493189F474122D0A4031" changed="not-changed"><enum>(3)</enum><header display-inline="yes-display-inline">Award guidelines</header><text display-inline="yes-display-inline">Fellowships under the program shall be awarded pursuant to guidelines established by the Administrator. </text></paragraph><paragraph display-inline="no-display-inline" commented="no" id="H8FC86D5B074F4CC798258DF203134B89" changed="not-changed"><enum>(4)</enum><header display-inline="yes-display-inline">Selection preference</header><text display-inline="yes-display-inline">In selecting qualified individuals for participation in the program, the Administrator, acting through the Director, shall give preference to applicants from Historically Black Colleges and Universities and Minority-Serving Institutions.</text></paragraph><paragraph display-inline="no-display-inline" commented="no" id="HF21C3F4DAF5F48F49CC876C8E6FCFFFA" changed="not-changed"><enum>(5)</enum><header display-inline="yes-display-inline">Placement</header><text display-inline="yes-display-inline">The program shall support the placement of qualified individuals in positions within the executive branch of the Federal Government where such individuals can address and advance the research priorities developed by the Administrator under paragraph (7).</text></paragraph><paragraph display-inline="no-display-inline" commented="no" id="H789A978F9B364090BDD2660E93E35F1C" changed="not-changed"><enum>(6)</enum><header display-inline="yes-display-inline">Fellowship term</header><text display-inline="yes-display-inline">A fellowship under the program shall be for a period of up to 2 years. </text></paragraph><paragraph display-inline="no-display-inline" commented="no" id="H6AA0815BFC3D40B59AA1E716F8ACABEA" changed="not-changed"><enum>(7)</enum><header display-inline="yes-display-inline">Fellowship research priorities</header><text display-inline="yes-display-inline">The Administrator in consultation with representatives from the United States Geological Survey, the Federal Emergency Management Agency, and the Army Corps of Engineers, as appropriate, shall develop and publish priorities for the conduct of research by fellows, which may include the following:</text><subparagraph display-inline="no-display-inline" commented="no" id="H10795EDAD8714FDB896817548403C4A9" changed="not-changed"><enum>(A)</enum><text display-inline="yes-display-inline">Advance the collaborative development of a flexible community-based water resources modeling system.</text></subparagraph><subparagraph display-inline="no-display-inline" commented="no" id="HE7DCA5B86D9D4B6A81702A6A043B6F73" changed="not-changed"><enum>(B)</enum><text display-inline="yes-display-inline">Apply artificial intelligence and machine learning capabilities to advance existing hydrologic modeling capabilities.</text></subparagraph><subparagraph display-inline="no-display-inline" commented="no" id="HAF72A587D1EE4EDC90B6904E7744FA1C" changed="not-changed"><enum>(C)</enum><text display-inline="yes-display-inline">Support the evolution and integration of hydrologic modeling within an Earth Systems Modeling Framework. </text></subparagraph><subparagraph display-inline="no-display-inline" commented="no" id="HEFD30206FE6C452B8B605504E1C86C1C" changed="not-changed"><enum>(D)</enum><text display-inline="yes-display-inline">Improve visualizations of hydrologic model outputs.</text></subparagraph><subparagraph display-inline="no-display-inline" commented="no" id="H25C42D433ECF4F77B162E5C6150132D2" changed="not-changed"><enum>(E)</enum><text display-inline="yes-display-inline">Advance the state of coupled freshwater and saltwater modeling and forecasting capabilities.</text></subparagraph><subparagraph display-inline="no-display-inline" commented="no" id="H3B5ABD66A12649A085C0E5B606FDDE60" changed="not-changed"><enum>(F)</enum><text display-inline="yes-display-inline">Advance understanding and process representation of water quality parameters.</text></subparagraph><subparagraph display-inline="no-display-inline" commented="no" id="H3E67071228F24B61B7B40F54AEDF44BB" changed="not-changed"><enum>(G)</enum><text display-inline="yes-display-inline">Advance the assimilation of in-situ and remotely sensed observations and data.</text></subparagraph><subparagraph display-inline="no-display-inline" commented="no" id="HDE5CE25514454BB1BF87819DAF5C4653" changed="not-changed"><enum>(H)</enum><text display-inline="yes-display-inline">Support the integration of social science to advance decision support services. </text></subparagraph><subparagraph display-inline="no-display-inline" commented="no" id="H8B6C450B9C524E53820A08A20AD436A7" changed="not-changed"><enum>(I)</enum><text display-inline="yes-display-inline">Develop methods to study groundwater sustainability and estimate the efficiency of recharge management. </text></subparagraph></paragraph></subsection><subsection display-inline="no-display-inline" commented="no" id="H8A808716034347FB9FD10929B541E200" changed="not-changed"><enum>(c)</enum><header display-inline="yes-display-inline">Direct hiring</header><paragraph display-inline="no-display-inline" commented="no" id="HD7612AEBB2CC4ED8A19ADBE57489EF61" changed="not-changed"><enum>(1)</enum><header display-inline="yes-display-inline">Authority</header><text display-inline="yes-display-inline">During fiscal year 2021 and any fiscal year thereafter, the head of any Federal agency may appoint, without regard to the provisions of subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/33">chapter 33</external-xref> of title 5, United States Code, other than sections 3303 and 3328 of that title, to a position with the Federal agency a recipient of a fellowship under the program who—</text><subparagraph display-inline="no-display-inline" commented="no" id="H635E06137FFA48B2ADAEE052B874E521" changed="not-changed"><enum>(A)</enum><text display-inline="yes-display-inline">earned a degree from a program described in subsection (b)(2)(B); </text></subparagraph><subparagraph display-inline="no-display-inline" commented="no" id="H70E0281E00E54A03AD9C9EE580390A65" changed="not-changed"><enum>(B)</enum><text display-inline="yes-display-inline">successfully fulfilled the requirements of the fellowship within the executive branch of the Federal Government; and</text></subparagraph><subparagraph display-inline="no-display-inline" commented="no" id="H6745E404CC7D411395AB21218486469C" changed="not-changed"><enum>(C)</enum><text display-inline="yes-display-inline">meets qualification standards established by the Office of Personnel Management. </text></subparagraph></paragraph><paragraph display-inline="no-display-inline" commented="no" id="H0C4F6DDA1CBE4A5BAAF554AA6F20B95C" changed="not-changed"><enum>(2)</enum><header display-inline="yes-display-inline">Exercise of authority</header><text display-inline="yes-display-inline">The direct hire authority provided by this subsection shall be exercised with respect to an individual described in paragraph (1) not later than 2 years after the date on which the individual completed the fellowship under the program.</text></paragraph></subsection></section><section id="H2029DAB0BF2A4281BDD0FEFC9975A829" section-type="subsequent-section" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>15.</enum><header display-inline="yes-display-inline">Identification and support of consistent, Federal set of forward-looking, long-term meteorological information</header><subsection id="H7206B3BC2F654CDCB845CFD47C3B11B4" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(a)</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="yes-display-inline">In this section:</text><paragraph id="HB77DC7D7E8E744DC813DBE3EBA0444E2" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(1)</enum><header display-inline="yes-display-inline">Extreme weather</header><text display-inline="yes-display-inline">The term <term>extreme weather</term> includes observed or anticipated severe and unseasonable atmospheric conditions, including drought, heavy precipitation, hurricanes, tornadoes and other windstorms (including derechos), large hail, extreme heat, extreme cold, flooding, sustained temperatures or precipitation that deviate substantially from historical averages, and any other weather event that the Administrator determines qualifies as extreme weather.</text></paragraph><paragraph display-inline="no-display-inline" commented="no" id="H9D0E6A54E6AE4E4B9431256FBB2967F5" changed="not-changed"><enum>(2)</enum><header display-inline="yes-display-inline">Long-term</header><text display-inline="yes-display-inline">The term <term>long-term</term> shall have such meaning as the Administrator, in consultation with the Director of the National Institute of Standards and Technology, considers appropriate for purposes of this section. </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H46CA09EA039E45F8B3CC8655D869BC75" changed="not-changed"><enum>(3)</enum><header display-inline="yes-display-inline">Other environmental trends</header><text display-inline="yes-display-inline">The term <term>other environmental trends</term> means wildfires, coastal flooding, inland flooding, land subsidence, rising sea levels, and any other challenges relating to changes in environmental systems over time that the Administrator determines qualify as environmental challenges other than extreme weather. </text></paragraph></subsection><subsection id="H3FB69BBF4AF24A7087D7E7A2FF3CD12E" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(b)</enum><header display-inline="yes-display-inline">Identification and support of consistent, Federal set of forward-Looking, long-Term meteorological information</header><text display-inline="yes-display-inline">The Administrator shall identify, and support research that enables, a consistent, Federal set of forward-looking, long-term meteorological information that models future extreme weather events, other environmental trends, projections, and up-to-date observations, including mesoscale information as determined appropriate by the Administrator. </text></subsection></section><section id="H1E8E35F4881D4CF78061FFB378BC1F18" changed="not-changed" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>16.</enum><header display-inline="yes-display-inline">Gap analysis on availability of snow-related data to assess and predict flood and flood impacts</header><subsection id="H7D5384C80AD64636A55B0364EBBE8B36" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Administrator, in consultation with the Department of Agriculture, the Department of the Interior, and the Army Corps of Engineers, shall conduct an analysis of gaps in the availability of snow-related data to assess and predict floods and flood impacts, including data on the following: </text><paragraph id="H07F3005EF4F84D76ADF5E58135824976" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(1)</enum><text display-inline="yes-display-inline">Snow water equivalent.</text></paragraph><paragraph id="H048CB5466C8F41888F87D51E634FAF81" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(2)</enum><text display-inline="yes-display-inline">Snow depth. </text></paragraph><paragraph id="H523833BD34A2482B87C02033D9BA46DC" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(3)</enum><text display-inline="yes-display-inline">Snowpack temperature.</text></paragraph><paragraph id="H06FEEC082FA040AA8BCF77E5C8BAA5A9" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(4)</enum><text display-inline="yes-display-inline">Snow and mixed-phase precipitation. </text></paragraph><paragraph id="H5C619425F4D346A1A72278ED513F041C" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(5)</enum><text display-inline="yes-display-inline">Snow melt. </text></paragraph><paragraph id="H845E89D46C034C30873FD2548EB85107" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(6)</enum><text display-inline="yes-display-inline">Rain-snow line.</text></paragraph><paragraph id="H3BC3816CE1104ADF98EB207DCA7D3600"><enum>(7)</enum><text>Soil moisture.</text></paragraph></subsection><subsection id="HF59B6D2FD4F846E2ACFF3E5562DF2A87" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(b)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Administrator shall submit to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Science, Space, and Technology of the House of Representatives a report on— </text><paragraph id="H90626D9BBB0E475EA63C474D9C8106A7" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(1)</enum><text display-inline="yes-display-inline">the findings of the gap analysis required by subsection (a); and </text></paragraph><paragraph id="H08498F62F77B4810B581F2E8007C6F58" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(2)</enum><text display-inline="yes-display-inline">opportunities for additional collaboration among Federal agencies to collect snow-related data to better assess and predict floods and flood impacts. </text></paragraph></subsection></section><section id="HFDB0660B999A4D14A26DECB120F1490E" changed="not-changed" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>17.</enum><header display-inline="yes-display-inline">Availability to the public of flood-related data</header><subsection id="HC9EDC221EAD74147AE122CD665E84B1E" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Administrator shall make flood-related data available to the public on the website of the National Oceanic and Atmospheric Administration. </text></subsection><subsection id="H200AE563059D4B91AFB0CC901BA2FE0B" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(b)</enum><header display-inline="yes-display-inline">Cost</header><text display-inline="yes-display-inline">The Administrator may make the data under subsection (a) freely accessible or available at a cost that does not exceed the cost of preparing the data. </text></subsection></section></legis-body></bill>
