which was referred to the <committee-name committee-id="HED00">Committee on Education and Labor</committee-name>, and in addition to the Committee on <committee-name committee-id="HBU00">the Budget</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To support the provision of library services and technology to meet the needs stemming from the coronavirus.</official-title></form><legis-body id="HC9FA650B5D3745C49AC2742B1412E48A" style="OLC"><section id="H99625F9AFCE448FBB390AD373F1D3024" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Library Stabilization Fund Act</short-title></quote>.</text></section><section id="HE5598BF66EF94A83A1BEBDD734BFF63D"><enum>2.</enum><header>Purposes</header><text display-inline="no-display-inline">The purposes of this Act are—</text><paragraph id="HA70CFC328012416D8E422F0138DB7B2B"><enum>(1)</enum><text display-inline="yes-display-inline">to enable libraries to keep individuals and communities safe, connected, and participating in, and contributing to, our economic recovery; and </text></paragraph><paragraph id="H6142F832995C441C9EAF86C561F08C96"><enum>(2)</enum><text>to ensure libraries can continue to support the continuity of learning, combat learning loss, and offer early literacy, distance learning, adult education, job seeking and skills training, health information, and telehealth services. </text></paragraph></section><section id="H1530AC34CCB94656B389ACA979617F19"><enum>3.</enum><header>Funds for library services and technology</header><subsection id="H94C81DFD94504D7393F2E0B4F7E65A1C"><enum>(a)</enum><header>In General</header><text display-inline="yes-display-inline">There is appropriated, out of amounts in the Treasury not otherwise appropriated, $200,000,000, to remain available until expended, to carry out the Library Services and Technology Act (<external-xref legal-doc="usc" parsable-cite="usc/20/9121">20 U.S.C. 9121</external-xref> et seq.), as authorized under subtitle B of the Museum and Library Services Act (<external-xref legal-doc="usc" parsable-cite="usc/20/9121">20 U.S.C. 9121</external-xref> et seq.), including for administrative costs authorized under section 210C of such Act (<external-xref legal-doc="usc" parsable-cite="usc/20/9111">20 U.S.C. 9111</external-xref>), except that— </text><paragraph id="H7AB7982F29F046CDAF70F029F76C1C90"><enum>(1)</enum><text display-inline="yes-display-inline">section 221(b)(3)(A) of the Library Service and Technology Act shall be applied by substituting <quote>$2,000,000</quote> for <quote>$680,000</quote> and by substituting <quote>$200,000</quote> for <quote>$60,000</quote>; and</text></paragraph><paragraph id="HFAAEE8B6DD5F40918A47138C4E6D2156"><enum>(2)</enum><text display-inline="yes-display-inline">section 221(b)(3)(C) and subsections (b) and (c) of section 223 of such Act shall not apply to funds provided under this section.</text></paragraph></subsection><subsection id="H45753D1360874F08B847997142BE0779"><enum>(b)</enum><header>Uses of funds</header><text>As authorized under the Library Services and Technology Act (<external-xref legal-doc="usc" parsable-cite="usc/20/9121">20 U.S.C. 9121</external-xref> et seq.), funds provided under this section may be used for activities such as—</text><paragraph id="H719B401B0E664C2EA28D3CB66BDFA2A0"><enum>(1)</enum><text>maintaining and enhancing library operations and services; </text></paragraph><paragraph id="HD910B80907904ADA995D93ACAC096B74"><enum>(2)</enum><text>offering greater access to technology through libraries, including through expanding digital networks and connectivity, purchasing and lending hotspots and other technology, and purchasing and making available digital content, resources, and services; and </text></paragraph><paragraph id="HB61032663E9E40B49B4E9040C323FBF2"><enum>(3)</enum><text>ensuring training and technical support for libraries, including to assist with the safe handling of materials and the implementation, use, provision, and retention of technology and services.</text></paragraph></subsection><subsection id="H8CCD55BC5BB648178A2F1E03EAF7C0D8"><enum>(c)</enum><header>Emergency designation</header><paragraph id="H4AC5CB5D99DF400D9A40F64496F27809"><enum>(1)</enum><header>In general</header><text>The amounts provided by section are designated as an emergency requirement pursuant to section 4(g) of the Statutory Pay-As-You-Go Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/2/933">2 U.S.C. 933(g)</external-xref>).</text></paragraph><paragraph id="HCBBA3281C0BC4F1DBF0FE9C27F5899EB"><enum>(2)</enum><header>Designation in senate</header><text>In the Senate, this section is designated as an emergency requirement pursuant to section 4112(a) of H. Con. Res. 71 (115th Congress), the concurrent resolution on the budget for fiscal year 2018. </text></paragraph></subsection></section></legis-body></bill>
