which was referred to the <committee-name committee-id="HSM00">Committee on Small Business</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Expressing support for the recognition and celebration of the vital role of small businesses, along with the efforts of the Small Business Administration to help Americans start, build, and grow businesses.</official-title></form><preamble><whereas><text>Whereas there are 31.7 million small businesses in the United States;</text></whereas><whereas><text>Whereas small businesses in the United States—</text><paragraph id="H34C3A9C8642E42979AD969A6EA078BE0"><enum>(1)</enum><text>comprise 99.9 percent of all businesses in the United States; </text></paragraph><paragraph id="HFA46A91B8F434D498F719C80BFB9DB0D"><enum>(2)</enum><text>employ approximately 61 million private sector employees in the United States;</text></paragraph><paragraph id="HD43AB2AE13B7434EB363CAF4FF8F1E9B"><enum>(3)</enum><text>create nearly two of every three new jobs; and</text></paragraph><paragraph id="H856B38314D854B8094DD19F4C0DDE1AA"><enum>(4)</enum><text>constitute 97.5 percent of firms exporting goods;</text></paragraph></whereas><whereas><text>Whereas the effects of the COVID–19 pandemic on small businesses are not fully known, and—</text><paragraph id="HDC5A7E8AE900448882F4FA13574D3EC7"><enum>(1)</enum><text>millions of small businesses throughout the country are suffering;</text></paragraph><paragraph id="H4869AA41A11741ED94F58A0E73C4B4FA"><enum>(2)</enum><text>more than 34 percent of small businesses surveyed in the Census Bureau Small Business Pulse Survey reported being financially impacted by the pandemic, with Black owners experiencing three times the decline of business activity as compared to other groups; and </text></paragraph><paragraph id="H1CD8A39A1AC84BBF988E6AFD989A088D"><enum>(3)</enum><text>small businesses in the accommodation and food service industry, as well as the arts and recreation industry, have been particularly hard-hit; and</text></paragraph></whereas><whereas><text>Whereas the day of November 28, 2020, is an appropriate day to recognize small businesses and encourage consumers to support their local small businesses during the holiday shopping season: Now, therefore, be it</text></whereas></preamble><resolution-body style="traditional" id="H41F0CC59794A430E90B0BC6D531DEA68"><section id="HEFF3652C2A454BCCABEEFBC92D9460B9" section-type="undesignated-section" display-inline="yes-display-inline"><enum/><text display-inline="yes-display-inline">That the House of Representatives joins with the Small Business Administration in—</text><paragraph id="H4836BA3360154E92B3601CC47BE3249D"><enum>(1)</enum><text>celebrating the entrepreneurial spirit of small business owners in the United States;</text></paragraph><paragraph id="HA2A951B8044641A687E826106BD32988"><enum>(2)</enum><text>recognizing that small businesses need our patronage now more than ever as our Nation confronts COVID–19;</text></paragraph><paragraph id="HC7D0D184B2224BD9ABCED9CA8F1257F5"><enum>(3)</enum><text>recognizing the importance of creating policies that promote a business-friendly environment for small business owners;</text></paragraph><paragraph id="H4A6E41F65097478BB24B9290AB247DD6"><enum>(4)</enum><text>supporting and encouraging young entrepreneurs to pursue their passions and create more startup businesses; and</text></paragraph><paragraph id="H2E9CF713557A4ECDB3D02CD3EAB0690D"><enum>(5)</enum><text>showing appreciation for the many ways that small businesses support their communities and their workers.</text></paragraph></section></resolution-body></resolution>
