RES. 1086</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20200818">August 18, 2020</action-date><action-desc><sponsor name-id="C001118">Mr. Cline</sponsor> (for himself and <cosponsor name-id="P000616">Mr. Phillips</cosponsor>) submitted the following resolution; which was referred to the <committee-name committee-id="HRU00">Committee on Rules</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Amending the Rules of the House of Representatives to prohibit the consideration of legislation in the House unless the text of the legislation which will be considered has been made publicly available in electronic form for a mandatory minimum review period.</official-title></form><resolution-body style="OLC" id="HA305B733F4964167A905F35588E2F91B"><section id="HF1ED9F2D471F49CB965DE279CD9327A8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This resolution may be cited as the <quote><short-title>48-Hour Bill Review Resolution</short-title></quote>.</text></section><section display-inline="no-display-inline" section-type="subsequent-section" id="H6700D5BEB47A4AB3BAF970DB181E48FB"><enum>2.</enum><header>Prohibiting consideration of text of legislation until completion of mandatory minimum review period</header><text display-inline="no-display-inline">Rule XXI of the Rules of the House of Representatives is amended by adding at the end the following new clause:</text><quoted-block style="OLC" id="H99E3584E951741DE94A58063F5569E6C" display-inline="no-display-inline"><rules-clause id="H2464B3DB25BD4649BBCC1FBE0D8CBC0E"><enum>13.</enum><paragraph id="HDDCB5F61164241C688BC4D6BAF718708" display-inline="yes-display-inline"><enum>(a)</enum><text>It shall not be in order to consider a bill, joint resolution, resolution, or conference report unless the text to be considered of the bill, joint resolution, resolution, or conference report has been publicly available in electronic form for the mandatory minimum review period.</text></paragraph><paragraph id="H46C16B40DFC743F69104883C6BE9A045" indent="up1"><enum>(b)</enum><text>The application of paragraph (a) to a bill, joint resolution, resolution, or conference report may not be waived other than by a resolution approved by the House which consists solely of the following text: <quote>That clause 13(a) of rule XXI of the Rules of the House of Representatives shall not apply to _____</quote>, with the blank space filled in with the number of the bill, joint resolution, resolution, or conference report involved.</text></paragraph><paragraph id="H80E0D76D5EDF4BAEA3950B48E2AC6CE9" indent="up1"><enum>(c)</enum><text display-inline="yes-display-inline">In this clause, the <quote>mandatory minimum review period</quote> with respect to a bill, joint resolution, resolution, or conference report is the 48-hour period which begins when the text to be considered of the bill, joint resolution, resolution, or conference report is first made publicly available in electronic form.</text></paragraph></rules-clause><after-quoted-block>.</after-quoted-block></quoted-block></section></resolution-body></resolution>
