R. 8999</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20201217">December 17, 2020</action-date><action-desc><sponsor name-id="B001292">Mr. Beyer</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Reform</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the speeches and schedules of the heads of executive agencies to be made publicly available, and for other purposes.</official-title></form><legis-body id="HC1A7D7C3E3EC4ED79A77C7E9BAB0A7A3" style="OLC"><section id="HF858D72A9E7C474294CB080014E13E19" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Transparent Leadership Act of 2020</short-title></quote>.</text></section><section id="HA4A2B61380E7455294A4D76330EBD52F"><enum>2.</enum><header>Public availability of speeches and schedules of heads of executive agencies</header><subsection id="H813E37F456B74B3186A3F9861C7C532A"><enum>(a)</enum><header>Public availability of speeches</header><paragraph id="H667900A0DC27441B9F589F765682A54D"><enum>(1)</enum><header>Speeches given during covered period</header><text display-inline="yes-display-inline">With respect to a speech given by the head of an executive agency during the covered period, a copy of such speech shall be publicly available not later than 6 months after the date of the enactment of this Act. </text></paragraph><paragraph id="HEB2F3DD88CFF4943BCB17810B82725B7"><enum>(2)</enum><header>Speeches given after date of enactment</header><text display-inline="yes-display-inline">With respect to a speech given by the head of an executive agency after the date of the enactment of this Act, a copy of such speech shall be publicly available not later than 30 days after the date on which such speech is given.</text></paragraph></subsection><subsection id="H2419DC343AB34D11B0FC424D8B2BEFB0"><enum>(b)</enum><header>Public availability of schedules</header><paragraph id="H67A28FC9F5514C7685B6E005AC534F7E"><enum>(1)</enum><header>Schedules for date during covered period</header><text>With respect to a schedule of the head of an executive agency for a date occurring during the covered period, a copy of such schedule shall be publicly published not later than 6 months after the date of the enactment of this Act.</text></paragraph><paragraph id="HEC8C4249074A4E74B9D51A1338B1EAD1"><enum>(2)</enum><header>Schedules for date after date of enactment</header><text>With respect to a schedule of the head of an executive agency for a date occurring after the date of the enactment of this Act, a copy of such schedule shall be publicly published not later than 30 days after such date.</text></paragraph></subsection><subsection id="HBBCA49B89DD24CBEB45675373A42CBE6"><enum>(c)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this Act:</text><paragraph id="H4B03DDAE88704D508DD4512928D0DFD4"><enum>(1)</enum><header>Covered period</header><text display-inline="yes-display-inline">The term <term>covered period</term> means the period beginning on January 20, 2017 and ending on the date of the enactment of this Act.</text></paragraph><paragraph id="HAD65D4AAF0844170945AF3B1FC399B76"><enum>(2)</enum><header>Executive agency</header><text>The term <term>executive agency</term> means an agency, department, or instrumentality in the executive branch of the Federal Government.</text></paragraph><paragraph id="HC7E0971AF9EE43DEA254619614D4A1B5"><enum>(3)</enum><header>Head of an executive agency</header><text display-inline="yes-display-inline">The term <term>head of an executive agency</term> includes, with respect to the United States Postal Service, the Postmaster General and the Deputy Postmaster General.</text></paragraph></subsection></section></legis-body></bill>
