R. 8120</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20200828">August 28, 2020</action-date><action-desc><sponsor name-id="B001311">Mr. Bishop of North Carolina</sponsor> (for himself and <cosponsor name-id="T000480">Mr. Timmons</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HSM00">Committee on Small Business</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Small Business Administration to train representatives on the opportunity zone program, and for other purposes.</official-title></form><legis-body id="H04BE63078F494622911EA50121D952DF" style="OLC"><section id="H8371EB31722343B990710E9EE7ABEB45" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Increasing Opportunities for Small Businesses Act of 2020</short-title></quote>.</text></section><section id="H9FE216261A9B4623BB372F3F577D74DE" section-type="subsequent-section"><enum>2.</enum><header>Opportunity zone program representatives</header><text display-inline="no-display-inline">Section 4 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/633">15 U.S.C. 633</external-xref>) is amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="H1712D33EFF654A5ABACA7A0DA8F6F5F2" style="OLC"><subsection id="H24DD88A7237141FCA4DE11134A5FAC3E"><enum>(i)</enum><header>Opportunity zone program representatives</header><paragraph id="H9BD0764434004C969526349827D5EB33"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Administrator, through each district office of the Administration, small business development center, women’s business center (described under section 29), chapter of the Service Corps of Retired Executives (established under section 8(b)(1)(B)), and Veteran Business Outreach Center (described under section 32), shall train and educate field representatives on investments in areas that have been designated as qualified opportunity zones under <external-xref legal-doc="usc" parsable-cite="usc/26/1400Z">section 1400Z–1</external-xref> of the Internal Revenue Code of 1986.</text></paragraph><paragraph id="HCEAC0CA5CC864334A9295BD6ABDF064D"><enum>(2)</enum><header>Duties</header><text>A field representative trained under paragraph (1) shall—</text><subparagraph id="HE0370244F03646F88894E423DD169015"><enum>(A)</enum><text display-inline="yes-display-inline">serve as a point of contact for questions and resources on the investments described in paragraph (1) for the area served by the district office, small business development center, women’s business center, chapter of the Service Corps of Retired Executives, and Veteran Business Outreach Center, as applicable; </text></subparagraph><subparagraph id="H6FDCA420F2054D18972DCD12D066B77E"><enum>(B)</enum><text>educate elected leaders within such area on those investments; and</text></subparagraph><subparagraph id="H31F11DD2667C4FC5BE2E80A843E0775C"><enum>(C)</enum><text display-inline="yes-display-inline">hold an annual seminar in each State to educate managers of qualified opportunity funds (as defined in <external-xref legal-doc="usc" parsable-cite="usc/26/1400Z">section 1400Z–2(d)</external-xref> of the Internal Revenue Code of 1986), qualified opportunity zone businesses (as defined in such section), State and local government officials, accountants, lawyers, and other interested persons on how to benefit from such investments.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HEE0A52396D2F48ED8EA66F189B3D881D"><enum>(3)</enum><header>Report</header><subparagraph commented="no" display-inline="no-display-inline" id="HE65133CD4A3F4B37B976FC6171D93D48"><enum>(A)</enum><header>In general</header><text>Not later than 1 year after the date of enactment of this subsection, and every year thereafter through 2026, the director of each regional office of the Administration shall submit to the Administrator a report on the success of the efforts of the field representatives trained under paragraph (1), including any problems faced by, and best practices of, the field representatives.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H517E08B772E94D2FB190EAFA35FD959B"><enum>(B)</enum><header>Submission by Administrator</header><text>The Administrator shall submit each report received under subparagraph (A) to the Committee on Small Business and Entrepreneurship of the Senate and the Committee on Small Business of the House of Representatives.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
