which was referred to the <committee-name committee-id="HBA00">Committee on Financial Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To expand eligibility for certain housing programs for qualified volunteer first responders.</official-title></form><legis-body id="H5578DEDA1B81438A830600E580C1DC66" style="OLC"><section id="H6436253EA18746238FB4188D45006DBC" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Volunteer First Responder Housing Act</short-title></quote>.</text></section><section id="HAD38F6B6964B484DB121FFA5D92AF3C1"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="HEC7FE0173AEF4679A26C8DC7B60A8810"><enum>(1)</enum><header>Bona fide volunteer; eligible employer; qualified services</header><text>The terms <term>bona fide volunteer</term>, <term>eligible employer</term>, and <term>qualified services</term> have the meanings given those terms in <external-xref legal-doc="usc" parsable-cite="usc/26/457">section 457(e)</external-xref> of the Internal Revenue Code of 1986.</text></paragraph><paragraph id="H42FF457004F9469FA51BFC194E802002"><enum>(2)</enum><header>Indian tribe</header><text>The term <term>Indian tribe</term> has the meaning given the term in section 4 of the Indian Self-Determination and Education Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/25/5304">25 U.S.C. 5304</external-xref>).</text></paragraph><paragraph id="H42A53309859E4A4FA47FE89C4D6181D5"><enum>(3)</enum><header>Qualified volunteer first responder</header><text display-inline="yes-display-inline">The term <term>qualified volunteer first responder</term> means any individual who—</text><subparagraph id="HDE08851131924992914AD4FBF630487B"><enum>(A)</enum><text>is a bona fide volunteer performing qualified services for an eligible employer;</text></subparagraph><subparagraph id="H42BE6DC5E58846D89CD0F448571A602B"><enum>(B)</enum><text>has volunteered for not less than 2 continuous years for an eligible employer;</text></subparagraph><subparagraph id="HD8AF31FC28B048D887B647981E61C3BA"><enum>(C)</enum><text>during each of the 2 years described in subparagraph (B)—</text><clause id="HDEA79A11E8394131BE8E59B38F33FEB3"><enum>(i)</enum><text>met the minimum requirements for active membership established by the eligible employer; or</text></clause><clause id="H15E4AE686C184483A690D7BDCDC374A4"><enum>(ii)</enum><text>if the eligible employer did not establish minimum requirements, volunteered for not less than 200 hours; and</text></clause></subparagraph><subparagraph id="H6C94112B2CE94C4C9AF48A7B9E5DC62B"><enum>(D)</enum><text>is certified as a firefighter or other responder in the State, unit of general local government, or Indian tribe in which the individual is serving as volunteer.</text></subparagraph></paragraph></section><section id="H12028FE0759D43418E81403877B217A2"><enum>3.</enum><header>Department of Agriculture Single Family Housing Guaranteed Loan Program</header><subsection id="HCE3D44D183804CB09CD1F3E61502C051"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">A qualified volunteer first responder who submits to the Secretary of Agriculture (referred to in this section as the <term>Secretary</term>) a verification letter in accordance with subsection (b) shall be eligible for a verified adjustment in annual income under section 3555.152(c) of title 7, Code of Federal Regulations (or successor regulations), in the amount of $18,000.</text></subsection><subsection id="H47F552E3BB414B80A8856B6EB6473245"><enum>(b)</enum><header>Verification letter</header><text>To be eligible for a verified deduction under subsection (a), a qualified volunteer first responder shall submit to the Secretary a verification letter from the head of the eligible employer for which the qualified volunteer first responder volunteers, which shall—</text><paragraph id="H8FDFE2631CCA44C0BC6245BE7FF3B05E"><enum>(1)</enum><text>include the date on which the qualified volunteer first responder joined the eligible employer as a volunteer;</text></paragraph><paragraph id="HAF50E865972541F1AED521602D10877C"><enum>(2)</enum><text>attest to the Secretary that the qualified volunteer first responder—</text><subparagraph id="HF8068DBE762F4278BCB7307F6914DC23"><enum>(A)</enum><text>continuously served as a volunteer for the eligible employer during the 2-year period preceding the date of the verification letter; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H9946E4112B9D4BEAA10B096DCFA06DD6"><enum>(B)</enum><text>during each of the 2 years described in subparagraph (A)—</text><clause id="H3D20AF9DA296411D963BF63DEF45D082"><enum>(i)</enum><text>met the minimum requirements for active membership established by the eligible employer; or</text></clause><clause commented="no" display-inline="no-display-inline" id="H8AAE97C633104E83854F9990224C1FC1"><enum>(ii)</enum><text>if the eligible employer did not establish minimum requirements, volunteered for not less than 200 hours; and</text></clause></subparagraph></paragraph><paragraph id="H1D1CB06892774F32A1E80BFB52B3DCC7"><enum>(3)</enum><text>include a copy of the certification of the qualified volunteer first responder as a firefighter or other responder in the State, unit of general local government, or Indian tribe in which the individual served as a volunteer.</text></paragraph></subsection></section><section id="H445B083C3A8048B681F3DA94C24C7C28"><enum>4.</enum><header>Good Neighbor Next Door Sales Program</header><subsection id="HE99202F4346B4036B49C5ECAD1D6320C"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HB20610F7BB0E4CD8840ACA5EF0C0E0E0"><enum>(1)</enum><header>Department</header><text>The term <term>Department</term> means the Department of Housing and Urban Development.</text></paragraph><paragraph id="HC5523BC614F14F799C82BEAF6859C481"><enum>(2)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Housing and Urban Development.</text></paragraph></subsection><subsection id="H349A4E9228DF42F08C7D004F55644F6D"><enum>(b)</enum><header>Amendments</header><text>The Secretary shall amend—</text><paragraph id="HF9533AC43B7647B398309E239028D06A"><enum>(1)</enum><text>section 291.530 of title 24, Code of Federal Regulations, to provide that a qualified volunteer first responder qualifies as a firefighter or emergency medical technician for purposes of the Good Neighbor Next Door Sales Program of the Department; and</text></paragraph><paragraph id="H450E3E6FF6F74F93992F941CCBC68EAE"><enum>(2)</enum><text>section 291.515 of title 24, Code of Federal Regulations, to provide that, to qualify to purchase a home through the Good Neighbor Next Door Sales Program of the Department, a qualified volunteer first responder shall submit to the Secretary a verification letter from the head of the eligible employer for which the qualified volunteer first responder volunteers, which shall—</text><subparagraph id="H20747B7CFA434A5FBF5C63205530C89C"><enum>(A)</enum><text>include the date on which the qualified volunteer first responder joined the eligible employer as a volunteer;</text></subparagraph><subparagraph id="H7256C290A48742D789C0C146E0B2F3C3"><enum>(B)</enum><text>attest to the Secretary that the qualified volunteer first responder—</text><clause id="H337436B776584CEEBF46E0B4BA9CCEAD"><enum>(i)</enum><text>continuously served as a volunteer for the eligible employer during the 2-year period preceding the date of the ver­i­fi­ca­tion letter; and</text></clause><clause commented="no" display-inline="no-display-inline" id="H8B5BE6AD488D4E5D81226F12CD3313C6"><enum>(ii)</enum><text>during each of the 2 years described in clause (i)—</text><subclause id="HEBA0076D3A154709AF0222B3FC220B96"><enum>(I)</enum><text>met the minimum requirements for active membership established by the eligible employer; or</text></subclause><subclause commented="no" display-inline="no-display-inline" id="H57518323A24D432E888190B569017D37"><enum>(II)</enum><text>if the eligible employer did not establish minimum requirements, volunteered for not less than 200 hours; and</text></subclause></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H73695588B5784A45A09C59A4AF8A76B5"><enum>(C)</enum><text>include a copy of the certification of the qualified volunteer first responder as a firefighter or other responder in the State, unit of general local government, or Indian tribe in which the individual served as a volunteer.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
