which was referred to the <committee-name committee-id="HAS00">Committee on Armed Services</committee-name>, and in addition to the Committee on <committee-name committee-id="HSY00">Science, Space, and Technology</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Defense to award grants and carry out other activities to develop alternatives to aqueous film-forming foam, and for other purposes.</official-title></form><legis-body id="HD1CADBF19EEC418198666E240C11EE96" style="OLC"><section id="H3937880714354CEFBCB3525831CCC0F1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>PFAS Free Foam Research and Development Act</short-title></quote>. </text></section><section id="H9DD19AAAED9744AEA3F55BBA62E8255E"><enum>2.</enum><header>Research and development of alternative to aqueous film-forming foam</header><subsection id="H07D7DC4E962A44449BC790D4952AACA8"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Defense, acting through the National Institute of Standards and Technology and in consultation with appropriate stakeholders and manufacturers, research institutions, and other Federal agencies, shall award grants and carry out other activities to—</text><paragraph id="H226A6E9E05F34E9799870D96F16E4B8A"><enum>(1)</enum><text display-inline="yes-display-inline">promote and advance the research and development of additional alternatives to aqueous film-forming foam (in this section referred to as <quote>AFFF</quote>) containing per- and polyfluoroalkyl substances (in this section referred to as <quote>PFAS</quote>) to facilitate the development of a military specification and subsequent fielding of a PFAS-free fire-fighting foam;</text></paragraph><paragraph id="H3A4C606C14874531B4C8C5014C91A712"><enum>(2)</enum><text>advance the use of green and sustainable chemistry for a fluorine-free alternative to AFFF;</text></paragraph><paragraph id="HBDAF4170C29F4451B28A18158D581268"><enum>(3)</enum><text>increase opportunities for sharing best practices within the research and development sector with respect to AFFF;</text></paragraph><paragraph id="HFAA6F9D61C8D491AB20E09175DBAA4EE"><enum>(4)</enum><text>assist in the testing of potential alternatives to AFFF; and</text></paragraph><paragraph id="H248AAB1653E74EE4A54E6EC70CB1C169"><enum>(5)</enum><text>provide guidelines on priorities with respect to an alternative to AFFF.</text></paragraph></subsection><subsection id="H5FB8ED7BBADF422CA6BA7C436FB8E40D"><enum>(b)</enum><header>Additional requirements</header><text display-inline="yes-display-inline">In carrying out the program required under subsection (a), the Secretary shall—</text><paragraph id="HA3D2C330882F4415A81A328CF2F883A5"><enum>(1)</enum><text>take into consideration the different uses of AFFF and the priorities of the Department of Defense in finding an alternative;</text></paragraph><paragraph id="H3A3F56AC9341483F8343D83754DDAFEF"><enum>(2)</enum><text>prioritize green and sustainable chemicals that do not pose a threat to public health or the environment; and</text></paragraph><paragraph id="H815ADA62A5A24A89BEA96648851A110C"><enum>(3)</enum><text>use and leverage research from existing Department of Defense programs.</text></paragraph></subsection><subsection id="H3E24DDCBBE6F4AC9A18DEAA1C868B565"><enum>(c)</enum><header>Report</header><text display-inline="yes-display-inline">The Secretary shall submit to Congress a report on—</text><paragraph id="HE2C0BD955AD64AEA885C3EA5AD507D49"><enum>(1)</enum><text>the priorities and actions taken with respect to finding an alternative to AFFF and the implementation of such priorities; and</text></paragraph><paragraph id="H4B3E3CEB48AE4349A4ACAD49A26FCF76"><enum>(2)</enum><text>any alternatives the Secretary has denied, and the reason for any such denial.</text></paragraph></subsection><subsection id="H1925E63DB57742B4AD4770ADCC641B6C"><enum>(d)</enum><header>Use of funds</header><text display-inline="yes-display-inline">This section shall be carried out using amounts authorized to be available for the Strategic Environmental Research and Development Program.</text></subsection></section></legis-body></bill>
