which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Assistant Secretary of Commerce for Communications and Information to submit a plan to Congress to track requests for communications use authorization on Federal land.</official-title></form><legis-body id="HD5BA19A833C7421FB514F44CF4352FAF" style="OLC"><section id="H6D4E2690E1AD431C9A7EDEF3E9216215" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Federal Broadband Deployment Tracking Act</short-title></quote>.</text></section><section id="HFABD4A20108E4D27910F073C9232F043" section-type="subsequent-section"><enum>2.</enum><header>Report on tracking form <enum-in-header>299</enum-in-header> requests</header><subsection id="H25D4AF0A468C43B2A26FF9EBE362FBFB"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HDD22B0B4161A405C85F3DB3FA9BD6DE8"><enum>(1)</enum><header>Appropriate committees of Congress</header><text>The term <term>appropriate committees of Congress</term> means—</text><subparagraph id="H5C036814D23149BC8FAF8DDDECF808BD"><enum>(A)</enum><text>the Committee on Energy and Commerce of the House of Representatives; and</text></subparagraph><subparagraph id="HD159C3B7818943AA8DD640836745ADD5"><enum>(B)</enum><text>the Committee on Commerce, Science, and Transportation of the Senate.</text></subparagraph></paragraph><paragraph id="H9140ACDF74824E0EA0B4E13A081331EF"><enum>(2)</enum><header>Assistant Secretary</header><text>The term <term>Assistant Secretary</term> means the Assistant Secretary of Commerce for Communications and Information.</text></paragraph><paragraph id="H8DC7085FC4AE48808830EE2292620CDA"><enum>(3)</enum><header>Department concerned</header><text>The term <term>Department concerned</term> means—</text><subparagraph id="HA49657F2CE4F483CAF6DD7EB031FB1FB"><enum>(A)</enum><text>the Secretary of the Interior, with respect to public land; and</text></subparagraph><subparagraph id="HFE0440790A194209AB6E19964F030193"><enum>(B)</enum><text>the Secretary of Agriculture, with respect to National Forest System land.</text></subparagraph></paragraph><paragraph id="H8115ED0E2993487DA4E1E184C08AC4A1"><enum>(4)</enum><header>Form 299</header><text display-inline="yes-display-inline">The term <term>Form 299</term> means the form developed pursuant to section 6409(b)(2)(A) of the Middle Class Tax Relief and Job Creation Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/47/1455">47 U.S.C. 1455(b)(2)(A)</external-xref>), or any successor form.</text></paragraph><paragraph id="H70DFF7B81475448EB19BE9B3F88F053C"><enum>(5)</enum><header>NTIA</header><text>The term <term>NTIA</term> means the National Telecommunications and Information Administration.</text></paragraph><paragraph id="H2A27F3246EF14701885A4EA5E8E35716"><enum>(6)</enum><header>Secretary concerned</header><text>The term <term>Secretary concerned</term> means—</text><subparagraph id="H86CE5B79D6254BB0A86E128F0F7B593B"><enum>(A)</enum><text>the Secretary of the Interior, with respect to public land; and</text></subparagraph><subparagraph id="H5B6C5326EC1F4B5E9AE7094A643F051E"><enum>(B)</enum><text>the Secretary of Agriculture, with respect to National Forest System land.</text></subparagraph></paragraph></subsection><subsection id="HCDA98473CDC84E3284238DFC7CB7C7F0"><enum>(b)</enum><header>Report on tracking form <enum-in-header>299</enum-in-header> requests</header><paragraph id="HB9D4DFF822F346B7BE684BD86E851252"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Assistant Secretary shall submit to the appropriate committees of Congress a report with the elements described in paragraph (2).</text></paragraph><paragraph id="H2CF9D059C4AE43EA9E470B6D8B360225"><enum>(2)</enum><header>Elements described</header><text>The elements described are as follows:</text><subparagraph id="H2D4546300707446FAA93591E7DA4F746"><enum>(A)</enum><text>A plan describing how NTIA will track the acceptance, processing, and disposal of a Form 299 submitted to the Department concerned by a requesting party.</text></subparagraph><subparagraph id="H23EA71B72B3C41E996D1559A095F0DAF"><enum>(B)</enum><text>A description of how NTIA would most expeditiously implement the plan described in subparagraph (A).</text></subparagraph><subparagraph id="H98820E23259A4308BF7CB3DDCED34181"><enum>(C)</enum><text>How to increase transparency to a requesting party on the status of a Form 299 received by the Department concerned.</text></subparagraph><subparagraph id="H90DBB2D6E9E84BA7BA70C3C7FD2129A6"><enum>(D)</enum><text>Any barriers the Assistant Secretary determines could delay the implementation of the plan described in subparagraph (A).</text></subparagraph></paragraph></subsection></section></legis-body></bill>
